Upminster TownCentre
At the February wardmeeting we had apresentation on localeconomic developmentfrom council officers.Whilst it seems we havea high number ofvacant premises in ourhigh streets, comparedacross the Borough,Upminster has a higher
occupancy than all other Town Centresexcept Hornchurch. Our vacancy rate is 5.6%which is better than Harold Hill, Elm Park,Romford, Collier Row and Rainham, Romfordbeing 8.8%. There are three vacant premiseslikely to be occupied very soon. There is noreal incentive to keep premises vacant longterm as after three months Business Raterelief ceases. 70% of our outlets are occupiedby Independent Traders, many are foodoutlets and Restaurants, as well as our biggerstores such as Waitrose and Aldi. The TownCentre Team are always seeking ways toimprove the occupancy of our premises andevents such as the Italian Market and ourChristmas event are ways to improve thefootfall in our High Streets. Partnershipworking with the Upminster ConservationPartnership (this was originally the CentralUpminster Conservation Group which we setup) where my colleague Linda Hawthorn issecretary also helps with ideas to make thevacant premises attractive with visuals of therich heritage Upminster enjoys. Your wardcouncillors work with officers to maximiseoccupancy in our Town Centre.

The knock-on effect on local roads, especially the already busy A127, could be disastrousfor our community. Havering Council has formally objected to the proposal.We will keep you informed on this.

Budget Set for 2015/16Against a backdrop of unprecedented budget cuts, the budget and Council Tax for 2015/16was agreed last month. By working as a Joint Administration we listened carefully to theconsultation feedback and made numerous amendments to the original proposals, such askeeping Upminster Library open full time, scaling back parking fees in parks to 20p for threehours and 50p for five hours (free weekends and Bank Holidays), extending the Queen'sTheatre Grant reduction over three years rather than two, putting more money into Children'sServices and supporting an employee led mutual to run the Youth Service, possibly with the YMCA.After the precept for the Mayor of London, Council Tax for 2015/16 will rise by 1.3%, the firstincrease since 2009.Despite the very tough financial challenges we continue to face, it is vital we maintain goodfront line services while protecting our most vulnerable people. As such, we will make everyeffort to ensure our residents receive the best possible service and value for money is obtainedat every turn.

I reported in the last Bulletin thatthere were changes to thenominated ward Constable, with
PC Sarah Morris returning to usand PC Mark Edwards moving tobe the schools officer. Mark willcover Coopers, Gaynes, SacredHeart and Hall Mead, in additionto the primary schools of bothUpminster and Cranham. Sarahwill be dedicated to Upminsterward and hopefully will beavailable to attend our regularward meetings to update us onlocal issues.

The ConventSacred Heart ofMaryThis wonderful Grade two listedbuilding in the heart of theUpminster Conservation Areanext to the sacred Heart Schoolin St Marys Lane was a conventfrom 1927 to 2014.It was originallybuilt as a family house.Many local residents will
remember seeing the nuns inUpminster.The Council’s PlanningCommittee in Februaryunanimously agreed to giveplanning permission for "erectionof two 2 - storey sideextensions, internal alterations tofacilitate the conversion of thebuilding into seven apartments;provision of car parking, cycleand refuse stores and formationof access drive to rear andconstruction of two 2 - storey 5bed linked-detached dwellingswith car parking " and I ampleased to say that the companydoing the conversion are verysympathetic with the building,taking and following the advicegiven by English Heritage.The hideous 1960s extension atthe rear is to be demolished. Allinternal features, such as theimportant Burns-Jones stainedglass window will remain.Being so close to other wonderfulbuildings, the school, the OldChapel and of course theWindmill.It will be great to see the building
being used again especially forthe potential residents.

Guided WildFlower WalksMary Smith, local botanist, will beleading more interactive wildflower walks this year at BelhusWoods Country Park, which liesbetween Upminster and Aveley.This is a place with lots ofdifferent types of plants, so wewill never be bored, and there willbe plenty of plants to see. Eachwalk is 3 hours (but we moverather slowly!), meeting by theVisitor Centre (grab a cuppa first,if you want) for 1:30pm start,ending back at 4:30pm.Dates for 2015 are all Wednesdayafternoons: 8 April, 13 May, 24June and 19 August. No busesrun anywhere nearby, but walkingor cycling are fine. Parking a carcosts £2.20 for the day, so come inshared cars if you can! The Parkcharge £4 per person per walk,not much for 3 hours learningand enjoyment in the outdoors, isit?Please wear old tough clothing,
with old trousers and stout shoesor boots (to cope with mud,nettles, brambles etc), with macsand wellies if it is wet. The climateis dry at this Park, so you won'tneed wet gear much. Bring awildflower guide if you want, anda pencil and notebook, and acamera, and a sunhat and anti-insect spray, but none of theseitems are essential. A small x10hand lens is essential, but I haveones for loan if you don't haveyour own.You don't have to be fit, but youdo need to be able to stand stilland walk gently for 3 hours, andkneel on the ground to study arare flower, and get up againunaided! Bring a walking stick if ithelps, and/or gardenerskneepads.Each walk is a stand-alone, or youcan come for all 4 to make abetter course, if you want.Please leave your dog insomebody else's care, as, beingcurious animals, they always tryto put their faces exactly wherewe all want to look!

Olympic LevyNears Finish LineBack in 2006, residents may recalla £20 'Olympic Levy' being addedto Council Tax bills by the Mayorof London in order to part fundthe 2012 Olympics. Clock HouseBowls ClubThe Club held an open day lastMay which was advertised in theBulletin. Thanks to this, and otheradvertising we had nearly fortypeople attending throughout theday. This enabled us to recruittwenty new members. Thanks tothis effort we are now in a muchbetter financial position and arelooking forward to the future. OurLadies who won the Albert CrabbCounty double fours competitionfor the first time ever, as well aswinning the Warley Woods Leaguefor the second year running. Thesecond team also finished secondin the second division. The menwon promotion to the first divisionof the Romford BowlingAssociation Triples, and avoidedrelegation to remain in the topdivision of the Brentwood and

Old TymeMusic HallOn the 15th of January a group ofsixty senior citizens were treatedto a matinee performance of OldTyme Music Hall, followed by acream tea at the Queen's Theatre,Hornchurch. Provided by TheHornchurch and UpminsterRotary Club. The show was a sell-out and the house shook to thesound of audience participationin the songs of the Victorian andEdwardian eras. New plan forthe CommunityForestAfter 25 years of landscaperegeneration, The Thames ChaseTrust has launched its bold newvision for the Community Forest –The Thames Chase Plan. The plancelebrates the existingachievements of the Forest forlocal communities:
• created 500 hectares of newwoodland planting making a70% increase in woodland
• planted 1.3 million trees• created or restored 41.2km of
hedgerows• created or restored 803
hectares of non-woodlandhabitats
• transformed 20 square km ofquarry sites that covered 20%of the Forest area into greenhavens for wildlife and forpeople
• benefited from 12,050volunteer hours since 2005
The new plan will see a 30%increase in the amount ofwoodland in the forest by 2030,support improvements in poorlyrestored land, deliver and lobbyfor improved access betweenurban areas and the countryside,and also encourage use of theForest through recreation,volunteering, training, health andheritage. Dury FallsAlleyway The problem of accumulatedrubbish along the alleywayleading from Berkeley Close toUpminster Station is a persistentand unwelcome eyesore,particularly on the other side ofthe railway fence. While theCouncil do make efforts to keepthe path clean, it is mostfrustrating that a fewirresponsible people think it is okto chuck litter (and assorted otheritems) over the railway fence. Ihave now been in touch withNetwork Rail about clearing awaythe accumulated rubbish and alsothe Council about placing binsalong the alleyway.

Damyns HallThe owners of Damyns Hall,Aveley Road, have submitted aClub Premises license. They wishto use the club house/café as aMembers club and sell alcoholfrom 11am to 11pm, 7 days aweek. I have objected to this asthere are issues of public safety
and public nuisance should thelicense be granted. ClubPremises Licenses are moredifficult to control than otheralcohol ones as they are regardedas private clubs which means that'policing' them is morechallenging.
