President’s MessageState Convention results: I thought it went very well.

Of course, we always have things we can change and we will. Entertainment, decorations, food, preparation with tickets and badges, incentives brought us in another 35 to 40 people. These were guests so that means it is working to get families involved. The boat cruise, Elvis impersonator reception, banquet food and area all helped contribute to the success. Our goal next year is 135 plus. We hit 123 with 12 being out of state.

The vote for National President we stand at 94.12% for Richard Hui and 5.88% for Dan Heins. This percentage is based on the number of active members as of June 21st and will give us 1 vote for every 10 active members or fraction of 10, five or more. Example: 595 active members gives us 60 votes to be cast by the percentage of votes cast at the State Convention. The State had 34 active members that cast their vote which resulted in a 32 to 2 vote. Divide the 32 into 2 which equals .0588% for one candidate and 94.12% for the other. Take your 60 votes and multiply times 94.12% equals 56 votes for one candidate and 4 votes for the other.

There were two National Vice Presidential candidates from the East Area,Kathy Frame and Peter Urbani, and there were two positions to be filled. This vote will be a given at the National Convention.

We also will be electing a Eastern Area Coordinator who represents and resolves concerns part of the state (Western NY District). The Northeast Coordinator position will remain Paul Bianca who represents the rest of our state.

The State officers elected were Tammy Hurd for Vice President-Legislative and Cathy Winnie for VP-Chapter Member Representative. Gerry Geddis was extended on his first term to 3 years to get the alternating years of when a President or Secretary/Treasurer are elected. Vice President positions are now elected by position of Vice President of PAC, Legislative, Education, CMR and Executive VP- Membership. Elected candidates will take office the following day after the close of the National Convention. The Executive Board consists of eight members this year and nine thereafter as the past President will be the ninth. Elections for District Coordinators will be held at the Spring Swing of 2019.

The District Coordinator will be elected by those present at that meeting to serve a term of two years and take office at the close of the Swing meeting. Amendments to the Bylaws now have to be submitted at least 60 days in advance of the State Convention to the Chapter President to be considered. Check out this publication and the website for the updated Bylaws.

Awards were given out at the Convention banquet as follows: Lifetime Achievement Award -Dave Cook; new this year were two President awards - Secretary/Treasurer, Gerald Geddis and Webmaster, Robert Holterman; and a new award for Member of the Year - Dan Leonard. Thanks to all who worked on these awards that made it possible to recognize each of these members for their contributions. I know that this was not easy to get approval for expenditures and to keep it quiet. Scholarship raffle prizes of $1000 went to Heidi Freeman (I hope someone got that picture), $500 went to Josephine Zunno and the $500 raffle for non-attendees went to Joe Bongiorno. The state awarded seven scholarships. We had a Boat luncheon Cruise that was a huge success. We decided to again go to Lake George next year and hope to still do another Boat Cruise. Training was provided to cover new Chapter Member Representatives, a retirement seminar, consumer affairs, employee engagement, e-career profile and a session on over the eight-hour workday. A special thanks to those that supplied and conducted the training. The eight-hour workday surveys and discussion had will result in a spreadsheet that will be presented at the National Convention. The Executive Board will review and determine at what time and how it will be acted upon. I have put this survey out to the Northeast states with the help of Paul Bianca, NE Area Coordinator and have passed it on to our National CO-Presidents and candidates to address.

First timers at the state convention were welcomed and made part of the activities. The feedback so far from them was positive and I hope they will be 2nd timers. Remember, for all who attended convention, let us know what you liked and didn’t like about convention. Was it what you expected? What could we do differently to make it more attractive or useful for you to attend again or even bring back another first timer? If you thought

it was interesting enough, you learned something you didn’t know or you can give input to make it more successful, please give us your insight.

We had vendors at Convention for retirement, investing and health benefits. I myself learned more about the benefits of the Medicare program and some more retirement concerns.

We did a Skype with Bob Levi on some important Legislative news. It has been ongoing for years but we can’t give up. The Legislation out there if passed will help the USPS and when that happens it loosens the strangle hold it has on pay talks and our everyday concerns. Keep fighting for it by talking and expressing your opinions to our legislative members.

We had featured speakers of Co-President Tony Leonardi and Retiree President Jack Wilkins. Other speakers were Retired National Area 2- Dave Cook, National Adverse Action- Cathy Winnie, National East Membership- Frank Kouba, National President candidates -Rich Hui and Dan Heins, National East Vice

President candidate Peter Urbani who also will be hosting next year’s National Convention at Mohegan Sun.

The state is promoting family oriented events so start planning and advise me of the details so we can be get the information to our members. The event could be a picnic, attending a sports event, an activity, etc., something the whole family can enjoy. Contact your District Coordinator to give suggestions or to help with setting it up. Your District Coordinators are listed on the inside cover page.

Membership is still growing. We need it to grow faster. We accomplish this by talking about events, concerns, having 3 digit/County meetings and showing interest in helping one another to resolve concerns. We all need to promote, stick together, fight for what is right and keep us moving forward. If we resolve to think that nothing will ever change, then it never will. Continue to strive forward as not only if you are an active member it matters, when you retired your benefits matter.

Did You Check That List, Scan That Scan, Certify Your Office???

Greetings to all of my NY UPMA members. I have just returned from a wonderful NY UPMA State Convention in Lake George, NY. I couldn’t have asked for a better convention. We had perfect weather, wonderful key-note speakers, well attended PM training classes, productive general sessions, good food and much needed entertainment.

In between our meetings, training and speakers I was able to chat and rub elbows with retired and active Postmasters from all over our beloved state. I noticed that most active Postmasters had one general complaint. “When are we going to stop the redundancy (checklists, scans, certifications)? If you are one of those Postmasters / Supervisors that is constantly certifying that you checked off a list or scanned a barcode you are not alone. At ONE TIME, we actually did our jobs without a checklist, without a barcode and we didn’t have to certify that we did it! I do realize that our customers are following their packages every step of the way – I get it, we are now a parcel delivery service, and that is not going away. BUT, give us a CHANCE to do our jobs and trust us

to COMPLETE the task! Most of us have gone above and beyond to make sure a package got home and we will continue to do that as long as we don’t have to run back to the office and scan the wall and certify that we did it!

If you missed the state convention, our National UPMA Convention is coming up fast, 7/21-7/27, in Reno, NV. There is still time to register. If you can’t make it and have some input please call me and I will take it to National.

Our next issue will have our dates for the fall swings. Please watch closely for your district.

The other concern at state from active and retired was – Why don’t we have our county/local meetings anymore? Well I have news. We can schedule county/local meetings anytime. Let me or one of your district coordinators know and we will work with you to set it up. Small/large meetings – doesn’t matter, we all have a voice and we all need to be heard.

Last, but not least, enjoy your summer, take (MAKE) the time to be away from work. Spend your time with family and friends. Everyone needs a break!

The World of ScanningEverything we do nowadays requires a scan. I

understand the need for society to see where their packages are and when they will expect it to arrive, but I cannot understand why Postmasters, Managers and Supervisors have so many scans. The redundancy has become even more redundant than ever. So to explain what I mean by redundancy let me tell you a story that you all are familiar with every day. I apologize in advance for my redundancy. My clerk scans the 3 collection boxes in front of my building at 5:00, then they scan the inside lobby drop and cradle the scanner. Simple, right. Now the Postmaster or Supervisor has to verify CPMS, print out that it was verified and initial the paper, Now it is 5:30 and my window is closed, I have to go to the window line and scan that I checked the window line then follow the mail out to my loading dock and the driver and I sign off on the dispatch of value log. (The driver also scans a bar code that he has picked up the mail and left the facility.) Then I come in and scan two more bar codes one to link all the mail to the dispatch and the other to state that I verified all the mail is gone. Not done yet. Then I go onto the DMS dashboard and address 20 tasks, each task containing different questions about verifying CPMS, the window, Dispatch etc. After I answer all those

questions I log into CSDC and click on the PM absolute, that’s the one that the organizations fought so hard for a few years back to stop this redundancy to begin with. Which also asks if CPMS is verified and if the unit is free of outgoing mail. Now that everything is done I realize that one of the questions on the PM absolute was ALL DOORS, WINDOWS, SAFES ARE LOCKED & BUILDING IS SECURE. If the doors and windows are locked and the building is secure, then why am I still inside! This kind of redundancy is truly unnecessary. Hopefully someone out there will read this and help streamline the process.

Update on the SWCOne thing that I have just received confirmation on

was a question on whether or not there is a 3 month review. Once you legitimately qualify for a supervisor it should be approved. There is no 3 month review at this time and if you are told that please reach out to me for assistance. I am willing to review all SWC’s before you submit them to your perspective districts. I have been successful and have learned a great deal. Nothing is a guarantee but you don’t know unless you ask. You will not ruffle feathers just because you want something your office earns. Monitor your data and make sure you are getting credit for the workload!

Hello New York State Rat PAC !!The New York State Convention was a great success,

and thanks to all who contributed to the PAC fund this year! We took in contributions from the PAC envelopes, and additionally our PAC Ratters who purchased their rats that were put into a drawing for a wine and chocolate basket! Congratulations to Joanne Skoraneck! We had a guess the golf ball count and our winner of a car care bucket was Randy Sliker !

Our grand total collected was $1240, and special

mention to Pat Kosmowski, for our highest on site contributor.

Thank You, Thank You to all who contribute all year long via EPAC, or direct deposit….it all helps to help us get our issues across to Congress, by supporting those who go speak for us on the hill!

This year’s State Convention was fantastic!!! On Wednesday we started out the convention with

a welcoming cocktail reception with Donny Elvis singing all of Elvis’s greatest hits and reconnecting with our members from across the State.

On Thursday we started the day with an opportunity of winning several door prizes, to hearing from the candidates for the UPMA’s National President Rich Hui and Dan Heins. We then heard from our key note speaker, National President, Tony Leonardi regarding our current state of affairs and what they are doing nationally to support us. Next, we interacted with each other by playing District(Family) Feud hosted by our game organizer, Liz Forsell. We ended the day with a very in depth 3- hour session with Federal retirement specialist, Joni Montroy, who provided knowledge on what to do to prepare yourself for a successful retirement. At night, we were able to enjoy the beautiful Lake George scenery, had dinner at excellent restaurants, and with some refreshments to end the night in the hospitality room.

On Friday, we started out the morning with a great breakfast provided by the retirees. Once again we had the opportunity to win several fantastic door prizes, heard from our National VP’s and the NYS UPMA board members, who provided information on our representation, membership, and the budget. We also heard from the Retiree National President, Jack Wilkins. We again enjoyed playing the challenging fun filled game of District Feud. We gave out large prizes such as a Keurig coffee maker and a big screen TV. We completed some additional NYS reporting from the VP’s. Next we enjoyed a great boat cruise on Lake George with some music and a very tasty buffet. The afternoon was completed with

ECareer, Employee Engagement, Informed Delivery and Consumer Affairs training. In the evening we had an exciting auction hosted by the retirees and then played jeopardy or other fun filled games while in the hospitality room.

On Saturday we started out with breakfast provided by the retirees. The session began with a beautiful memorial service to all members who have passed during the year. We heard an in depth presentation on adverse action by National VP, Cathy Winnie. We were presented with several sites for next year’s state convention and voted to have the convention in beautiful Lake George again next year. We held elections for the open NYS VP positions and also our National President vote. We then once again were able to break away and enjoy more of Lake George before attending an afternoon seminar on membership representation. We then got dressed up and attended our banquet with great music and food. We heard from our scholarship winners and presented numerous other awards. We ended the night very tired, but also very happy that we attended this year’s convention.

Sunday morning we said our goodbyes to the many members we have known and the new ones we had met. On the ride home we talked about everything we learned and all of the support we have moving forward and how we are looking forward to next year’s convention already.

This year’s member incentives were free registration, free one night accommodations and a boat cruise plus most meals in beautiful Lake George.

Please, please consider on going next year. If you do attend I promise you will not be sorry and

will truly be happy that you attended.

The minutes above only account for about half of the time spent at convention. We also had training seminars on 3 afternoons including—1. A 3 hour retirement seminar by Joni Montroy, very informative whether or not you are retiring in the near future 2. Consumer Affairs, Jodi Finnegan, E-Career, Tony Hall and Patricia Dimento, Employee Engagement, Diane Gagne and 3. Cathy Winnie and Lisa Tripodo on Chapter Member Representation. On Wednesday evening we had an opening reception with Donny Elvis and were also able to get out and enjoy the sights, including a 2 hour Lunch cruise on Lake George. I recommend planning now for State Convention in Lake George next year.

As for National Convention in Reno, July 21-27, 2018 we currently have 40 NYS members and guests registered.

Do you have a best friend at work?How does this question on the Postal

Pulse relate to us as Postmasters?As EAS employees we must have a separation that

distinguishes a friendly work environment from one that is being loyal to our employees to a fault. We must find that balancing point between the needs of the service and what an employee wants. Have you worked a few extra hours to cover for an employee that was getting an early jump on a vacation? Covering for an employee that just got called for a doctor appointment that just opened up? There are no issues with these scenarios, but have you covered for an employee so they didn’t have to come in because they have another job? Have you told another office that none of your CCA’s are available, but you have one sitting home or working a 2nd job? In any

scenario that can be imagined, NEVER falsify your entry into the PM Web1260! Do not ever “fudge” the numbers to make it so you can cover that extra hour. NEVER!!!

Please keep these scenarios in mind if you put an employee’s wants before the needs of the service. If a POOM questions you why you have done this, what acceptable answer is there?

The UPMA National convention is in Reno, NV this year and will be in Connecticut next year. If you can’t make the convention this year, it will be in our “backyard” next year with an excellent opportunity be a part of the UPMA leadership process.

I hope everyone has a great summer and can enjoy some time to spend with their families before the fall season approaches.

Well Fourth District we did it and did it well! We hosted the 2nd Annual NY UPMA Convention in Lake George May 30-June 3, 2018 and it was very successful with lots of compliments. Guess what--we will be doing it again next year as the membership voted to return to Lake George Wednesday, May 29 – June 2, 2019 for the 3rd Annual New York UPMA Convention. Put it on your calendars now—you need to be there for a day or preferably for the entire time. I will need your ideas too! Let the fun continue!

Our fourth district summer family outing will be held at Six Flags Great Escape Amusement Park in Lake George on Sunday, July 29, 2018. You can get there at 10:30 am to enjoy the day but our picnic will be held from 1—2:30 pm in the North Woods Picnic Grove. We will be served hot dogs, hamburgers, tossed salad, mac

and cheese, ice cream and beverages. Your ticket will include admission, parking and the picnic. Your UPMA price for immediate family is $25/ticket. If you want to invite quests to come with you the cost for them is $49. Children 2 and under are free. Picnic only tickets are available for UPMA members at a cost of $10, guests are $22. BYLAWS OF THE NEW YORK CHAPTER OF THE UNITED POSTMASTERS AND MANAGERS OF

AMERICA, INC.Adopted June 2nd 2018

PreambleThe purposes for which this Chapter is organized as a part of national organization, United Postmasters and Managers of America (UPMA), shall be to provide a vehicle through which members may assist one another in matters connected with their employment in the United States Postal Service; to foster a favorable image of public service; to; assure the users of the mails the best service possible improve the conditions under which individuals work, having concern for salaries, hours of employment, working environment, and related issues; to cooperate with other groups and levels of postal management in the achievement of common goals.

Article I – NameThis organization shall be known as the New York Chapter of the United Postmasters and Managers of America Inc.

Article I Section 1 Subordinate unitsThe subordinate units of this organization shall be known as Districts, which are a make-up of County or Multi-County Associations.

Article II – PurposeThe purpose of this organization shall be to affiliate with and become a part of the national UPMA organization.

Article III – MembershipAny person as designated by the UPMA Governing Documents to be a member of the national Organization shall be considered a member in this Chapter but no member in arrears for dues shall be recognized or permitted any of the privileges at its conventions.

Article IV – MeetingsThe annual convention of the organization shall be held at the time and city as set by the “annual convention one year or more prior to that convention,” provided however, that the president may, with the approval of the majority of the executive board, and for good and sufficient reason change the time and or place previously fixed. All chapter conventions must be completed prior to the start of the National

Convention.Special meetings may be called by the president, and shall be called on the request in writing by a majority of the executive committee or on demand in writing of ten (10) percent of the paid up membership of this chapter.The chapter secretary/treasurer shall mail notice of meetings to members of the executive committee at least ten (10) days prior to the date specified for such meetings.In any convention of this chapter, all members who are present and registered for the convention shall constitute a quorum.Robert Rules of Order shall govern the deliberations of this chapter. , except where any provisions of this Bylaw document are inconsistent or in conflict with Robert’s Rules of Order; then, this Bylaw document shall prevail.

Article V – Election of OfficersThe officers of this chapter shall be a president, executive vice president, a secretary/treasurer, the immediate past president (who shall serve for a term of two years beginning the following day after close of the National Convention and will end at midnight the day the National Convention closes of the year a newly elected president shall assume office), the president of the postmasters retired, who together with the four vice presidents, shall constitute the executive committee, and the governing body of the chapter.The president shall be elected at the annual convention to serve a term of two years. Three vice - presidents which will be the Executive Vice President, PAC VP and Educational VP shall be elected the same year and serve a term of two years. The vice presidents of Adverse Action and Legislation along with the Secretary/Treasurer shall be elected at the annual convention in a subsequent year to serve a term of two years. The term of office shall commence the following day after close of the National Convention and will end at midnight the day the National Convention closes. The position for which an officer is elected shall be limited to two consecutive terms of

Vice President (VP) positions will be voted on by specific position title as Executive VP Membership, VP Educational, VP PAC, VP Chapter Member Representative and VP Legislative.Only for the 2018 State Convention the Secretary/Treasurer current term of two years will be extended for one additional year ending at midnight the day the National Convention closes in 2020. If approved this paragraph will be deleted upon close of the 2020 National Convention.

Article VI District CoordinatorsDistrict Coordinators will serve the Districts that currently exist according to the District Map and be nominated and elected for two year terms starting at the Spring Swing of 2019 and be sworn in. They will take office at close of the Swing meeting elected at. District Coordinators are not voting members of the Executive Board but will be required to attend the three Executive Board meetings for member information and audit purposes which are the Executive Board meeting held within the first 90 days of office and pre and post Convention boards. District Coordinators that can’t attend an Executive Board meeting should designate an alternate representative for them. District Coordinators should entice and work with the County Officers to set up District meetings.

Article VIIREPRESENTATION & VOTING AT STATE

CONVENTIONVoting will be done by one vote per active member present, with the exception of Time and Place and Dues structure where all members present can vote.All members must be registered and present at the Convention to be considered to be nominated and voted on for any position. Any exception to this rule must have had an announcement published in the ESUPMA or a letter to the President emailed or hand delivered by them as their intent to run prior to the start of the Convention. Additional or other nominations shall be made from the floor, if seconded and approved, and shall be included with the list of recommendations made by the nominating committee for determining by ballot, of those present and qualified to vote in said election. If there shall be more than two nominations for any office, balloting shall continue until one candidate receives a majority of the votes cast.If there is a tie vote for any position, the position will be decided by a separate Executive Committee

session where a majority vote will decide. If there still is a tie after this the President or (Executive Vice President if in the capacity of acting President) will cast the deciding vote. With the exception of the positions of President and Executive Vice President, which shall be limited to active EAS members in good standing of the organization, retired Postmasters, retired EAS employees and Postmaster Reliefs shall be permitted to hold office in this chapter provided they are present at the meeting where the vote will be taken and that no other active EAS member seeks the office. Any active member who is an officer of this chapter, who during their term shall resign or be removed for any cause whatsoever, from the position that qualified them for active membership, shall immediately become ineligible to hold office and their office shall be declared vacant.

Article VII Section 1State convention registration fees charged Postmasters Retired organization members shall be twenty-five percent (25%) less than such fees charged active Postmasters and guests, and shall include all functions included for active Postmasters and guests.

Article VIII – President The president shall preside at all meetings of the chapter, shall call special meetings when requested to do so as provided in Article IV. They shall also preside at the meetings of the executive committee and appoint all committees for the proper handling of the business of this chapter and in general perform such duties as may pertain to the office. The president shall receive such compensation for their services as the executive committee may provide.

Article IX – Executive Vice PresidentThe executive vice president shall serve in the absence or disability of the president and work with the president as needed. This position will be voted on as the Executive VP, be a two year position and must be an active member. Should the office of the president be vacated, the executive vice president will serve the remaining term. The remaining term of the vacant position of the executive vice president shall be filled by the executive committee.In addition, the executive vice president shall serve as the Membership Chair for the chapter. It shall be their duty to promote membership for the organization, and insure that the chapter always has a strong membership. The executive vice president

shall receive such compensation for their services as the executive committee may provide.

Article X – At Large Vice PresidentsThe At Large Vice Presidents will be responsible for the following duties: One Vice President will serve as Education Chair. It will be their duty to work with the President in aligning training that is deemed necessary and appropriate for the membership.One Vice President will serve as the Legislative Chair. It will be their duty to handle legislative activity within the chapter. One Vice President will serve as the Political Action Committee (PAC) Chair. It will be their duty to handle any PAC activities within the chapter.One Vice President will serve as the Chapter Member Representative Chair. It will be their duty to work with all Chapter Member Representatives to properly represent the members and to assist the District Coordinators with their labor management concerns.In the event of a vacancy in the vice presidential position, the vacancy shall be filled by the executive committee.

Article XI – Secretary-TreasurerThe secretary-treasurer shall combine the office of secretary and treasurer, and shall perform all duties commonly incident to both offices. The secretary-treasurer shall be bonded as provided in Article XV hereof and shall receive such compensation for their services as the executive committee may provide. The secretary-treasurer shall keep all records, record the proceedings of all conventions and meetings of the executive committee, deposit, withdraw and have custody of the funds of the chapter and shall be responsible to keep an accurate and complete account of the receipts, vouchers and membership. In the event of a vacancy in the position of secretary-treasurer, the vacancy shall be filled by the executive committee.

Article XII State CommunicationSection 1: Editor

An editor shall be appointed by the executive committee. It shall be the editor’s duty to publish the official newspaper ESUPMA (Empire State United Postmasters and Managers of America) of the NY Chapter of UPMA. Section 2: Webmaster

A Webmaster shall be appointed by the executive

committee. It shall be the webmaster’s duty to keep the official website of ESUPMA (Empire State United Postmasters and Managers of America) of the NY Chapter of UPMA current.

Article XIII – Executive CommitteeThe officers of this chapter shall be a president, executive vice president, four at large vice presidents, a secretary-treasurer, the immediate past president who shall serve a term of two years beginning the following day after the National Convention of the year a newly elected president assumes office and the president of Postmasters Retired shall constitute the executive committee and the governing body of the chapter.It shall be the duty of the executive committee to carry out the orders of the chapter as expressed in the convention, it shall have direct control of all business of the chapter and its affairs, it shall be the power of the executive committee to authorize necessary expenditures; to audit all accounts; approve the expenses of the executive officers and in general perform all the functions ordinarily attached to such committee.The executive committee shall have the power to remove any of the States elected officers for good and sufficient reason by two-thirds vote of the committee. The President shall have the power to remove members in appointed or non-elected positions.In case of vacancy of the Immediate Past President, the office shall remain unfilled until the next Past President is available. In case there are equal number of voting members on the Board, a tie vote on any matter is considered defeated.In the case of a vacancy of the Postmasters Retired President, the Postmasters Retired Executive Committee, shall appoint one of its members to fill the unexpired term.Vacancies on the State Executive Committee Board shall be filled within ninety (90) days from the effective date of vacancy excluding the past Presidents position as described above. A quorum of the State Executive Committee shall be a majority of the voting positions held.The new executive committee shall hold an organizational meeting within 90 days of when they take office.

Article XIV - District Coordinators(a) Confer with the Vice President that will serve as

the Chapter Member Representative Chair on matters pertaining to their respective districts;

(b) Contact all county and multi-county organizations periodically by attendance at county meetings;

(c) Call a district meeting twice a year for the purpose of advising the district membership of progress within the state and for maintaining communications between the counties and the state

(d) Report to the Vice President that will serve as the Chapter Member Representative Chair monthly on conditions relative to the district represented;

(e) Submit the name of Membership Chairman for each County to the Executive Vice President who is the Membership Representative Chair who shall assist each County toward obtaining memberships;

(f) Assist the members in their districts in all endeavors;

(g) Contact the Vice President that will serve as the Chapter Member Representative Chair for assistance as needed, in case of a serious problem

(h) Attend all meetings required by the President.

Article XV – Sergeant-At-ArmsAt the opening of each convention the president shall appoint a master sergeant-at-arms and the necessary assistant sergeants-at-arms, and it shall be their duty to maintain order and perform such other duties as designated by the president.

Article XVI – National Convention Roll Call Voting Procedure

When preparing for roll call votes to be cast on elections, amendments, etc., at the National Convention the vote shall be taken by paper ballot at the annual Chapter Convention. The results of that paper ballot shall govern the procedure, by percentage, for how the Chapter’s votes will be cast at the National Convention by the Chapter President. The results of the votes shall be recorded by the National Officer present at the convention, as well as in the official minutes of the Chapter convention. The National Officer and the Chapter President must send the results to the National Office within ten (10) days of the conclusion of the Chapter convention. On the issue of elections, the Chapter’s official vote must be taken at the Chapter convention in the year that the election will take place at the National convention.

This procedure cannot be changed prior to October 31, 2018, in accordance with the National Bylaws Article XI, Section 1, paragraph 14.

Article XVII - BondsThe secretary-treasurer shall be required to be bonded in the amount deemed sufficient by the executive committee, said bond to be executed by a surety company approved the executive committee and the premium on such bond shall be paid by the chapter.

Article XVIII – DuesThe annual dues of the members of this Chapter shall be the same as provided in the governing documents of the national organization.

Article XIX – Official PublicationThere may be established an official publication of this Chapter, to be published 8 times per year. The publication will be distributed to the membership and others. The official publication will be named - ESUPMA (Empire State United Postmasters and Managers of America). In addition, the Chapter may maintain a website for the dissemination of information. The executive committee, as the governing body of the Chapter, shall have editorial control over the official publication(s).

Article XX – AmendmentsAll proposed amendment(s) must be submitted in writing to the Chapter president at least sixty (60) days prior to the opening of the annual Chapter convention. The proposed amendment(s) shall be published prior to the convention. These bylaws may be amended at any convention of the chapter by a 2/3 vote of the delegates present and voting. Any proposed amendment(s) shall be read at one session of the convention and voted on at a subsequent session. These amendment(s) shall become effective immediately upon the adjournment of the convention unless otherwise specified in the amendment.

Article XXI Committee’sThe following temporary committees shall be appointed by the President:Bylaws, Fiscal and National Policy Committee

1. Bylaws, Fiscal and National Policy – Up to five members which consist of the Bylaws, Fiscal and National Policy Chair, President , Executive Vice President, Secretary Treasurer and immediate past President.Duties and responsibilities:

(a) Solicit input from membership all during the year.

(b) Hold meetings as necessary to consolidate and formulate.

(c) When proposing changes, be sure to include all sections affected by the proposed change and why the change is needed. Show current writing and proposed writing.

(d) Present Bylaw and Fiscal Policy proposed changes to the Bylaws, Fiscal and National Policy Chair who will present to the President. All amendments should be submitted to the Bylaws, Fiscal and National Policy Chair at least 60 days in advance and signed by not less than 10 members to be considered. Bylaw Amendments can only be changed at our State Convention by a roll call or paper vote where Fiscal Policy changes can be made at any Executive Board meeting by the Executive Board.

(e) Furnish a complete copy of Bylaws and Fiscal Policy to ESP Editor within 30 days of the close of the annual Chapter Convention.

2. Convention Time & Place - Up to five members;3. Nomination of Officers - Up to five members;4. Budget - Up to five members, of which the

Secretary-Treasurer shall be one;5. Audit - Up to five members which will consist of

one member from each District as designated by its District Coordinator, the Chairman of which shall be the Secretary-Treasurer. He/she shall let those members know at the beginning of the year the requirements for the mandatory Audits as described in Attachments A & B.

6. Special Committees as necessary.All committees, with the exception of (6) Special Committees as necessary, will be appointed at the Fall Conference per the stated required committee make-up.

ARTICLE XXII – SCHOLARSHIP CHAIRMANThe Scholarship Chairman shall have the responsibility and imagination for maintaining and overseeing the fund-raising efforts for the purpose of scholarships. The Chairman shall act in the capacity of Chairman and Advisor to the Scholarship Selection Committee. The Scholarship Chairman will be reimbursed for any direct expenses, such as, but not limited to, administrative and communication expenses, upon approval of the Board of Directors. The Scholarship Chairman would be an annual appointment made

by the State President. The Chairman of Scholarship would act in that capacity throughout the course of the year and not be a temporary appointment for the purpose of convention. The Chairman shall: 1. Coordinate and promote fund-raising efforts

throughout the year and during State Convention; 2. Maintain any records pertaining to fund-raising; 3. Report to the Secretary-Treasurer; 4. Select a volunteer Committee to assist in

fundraising efforts throughout the year and during the UPMA State Convention.

5. Assure the compliance of the awards and scholarship process according to the guidelines established by the Executive Board;

6. Have responsibility for the application process for any awards or scholarships to be presented by New York UPMA.

ARTICLE XXIII - ORDER OF BUSINESSSection 1. ARTICLE XXIV - BUDGETSection 1. The budget shall be in detail and shall itemize the various amounts for the several officers and committees and for State and National conventions. Items so budgeted shall not be exceeded without specific authorization of the President and the Secretary-Treasurer, and disbursed on receipt of proper vouchers approved by the President. Section 2. The total of the budget shall not be exceeded except by the consent of two-thirds of the Board of Directors.

Effective NOV. 1ST 2016; and continuing until amended by the State Executive Board, in session, this fiscal policy will be in effect. The purpose of the policy is to provide guidelines for those having responsibility for authorizing and accounting for funds, expenditures, and property of the New York Chapter of UPMA, and to provide for the routine review of such expenditures and procedures.

SECTION I - GENERAL POLICIES 1. A financial Audit Committee consisting of the

District Coordinator or representative from each of the five UPMA districts shall be appointed by the President at the Fall Conference. The committee shall meet a minimum of twice each year, prior to the meeting of the board at Fall Conference and the State Convention as set by the state constitution. These audits are to include the financial statements and supporting documents from each month for May 1 through Oct 31 and Nov 1 through April 30 respectively. The monthly filing should include a profit and loss report for the month with a copy sent to the state president. A list of audit requirements is included in Attachment A of this fiscal policy. The checklist will be completed and members of the fiscal policy committee will sign off on the check list. The findings of the committee will be presented to the general membership at the meeting following the audit.

2. The State Secretary-Treasurer shall provide all monthly filings of reimbursement vouchers, receipts and check stubs; VISA payments with vouchers and receipts attached; bank statements for the month and a monthly Profit and Loss Statement, for the applicable time period, to the

audit committee for the audit. A quarterly report, by budget category, is to be sent to the members of the State Executive Board. In addition, a copy of the UPMA budget for the current year and the prior year’s financial report shall be published in the Feb. issue of the ESUPMA, or in an issue as soon thereafter as practicable.

3. In accordance with the state constitution the Executive Board shall have an annual audit conducted and taxes submitted by a Certified Public Accountant of recognized standing

4. A Budget Committee consisting of at least five members, of which the Secretary-Treasurer shall be one, will be appointed by the President by the Fall Conference. The committee will prepare an annual budget to be presented to the Executive Board and for approval by the Executive Board.

5. The UPMA recognized Federal Credit Union will be the depository for all chapter funds. Credit Union VISA cards will be issued to the Secretary-Treasurer and President for chapter expenses. At no time are the cards to be used for personal expenses, and receipts must be voucher secured and filed monthly to match any listings on the monthly statement.

6. The Secretary-Treasurer will give a stipend of $3000.00 from the dues money to each of the five districts annually to conduct their business. The remaining dues money returned from the National office will remain in the general fund and disbursed as deemed necessary by the Executive Board.

the Executive Board. 8. Postmasters Retired: Recognizing the valuable

contribution made by the Postmasters Retired to the chapter, an annual sum will be given to the Postmasters Retired organization in the amount of 50% of their 25% dues money received per active paying member, to aid them in their endeavors. This is determined by the Retiree Executive Board.

9. Committee expenses to be pre-approved by the committee chairman, the State President and Secretary-Treasurer. Chapter Member Representatives expenses are pre-approved by the Vice President Chapter Member Representative Chair, the State President and Secretary-Treasurer.

10. After all vouchers for included events are processed the event is then closed out and all outstanding balances will be transferred to the general account with the exception of Legislative Funds.

11. The financial audit will be conducted for each of the five districts twice a year at Fall Conference and the State Convention. These audits are to include the financial statements and supporting documents from each month for May 1 through Oct 31 and Nov 1 through April 30 respectively. The monthly filing should include a profit and loss report for the month Attachment B will include a checklist to be followed and signed off when completed. Failure to complete the audit will prevent the payout of chapter assessment share for that district until this obligation is met.

12. The district monies are for the purpose of enhancing membership and legislative involvement. (Attachment C)

13. As stated in the New York State UPMA Chapter Bylaws: Individual items on the approved Budget shall not be exceeded without specific authorization of the Chapter President or Secretary Treasurer and disbursed on receipt of paper vouchers approved by the President. And: The approved budget shall not be exceeded except by the consent of 2/3 of the Board of directors.

14. Violations of this fiscal policy will be reported by any member of the Executive Board to an ethics committee. The ethics committee will be selected annually, at the Fall Conference. It will be comprised of five members of the State Executive Board selected as follows: two members appointed by the state president and the other three members by random drawing of the remaining members of the State Executive Board. These members immediately will select a

committee chair. This committee will be charged with investigating violations and reporting results to the State Executive Board for any necessary action. Necessary actions could include, but not be limited to, removal from an elected/appointed position, and/or monetary reimbursement.

SECTION II - REIMBURSEMENT 1. Reimbursement of authorized expenses will

be accomplished through the use of a New York UPMA expense voucher (Attachment E) submitted to the Secretary-Treasurer within sixty (60) days of the event at which the expenses were incurred. Vouchers received later than 60 days will not be paid unless extenuating circumstances occurred, and the Executive Board approves the reimbursement.

2. Vouchers must be filled out completely with all heading information, and a signature to be considered valid. All required receipts and/or supporting documentation must accompany each voucher. Incomplete vouchers will be returned to the sender.

3. Checks issued for reimbursement must be printed with “void after sixty (60) days” for purpose of timely cashing and accounting.

4. Districts should make the announcement of time & place of their district meetings in the ESUPMA January and August issues. ESUPMA is the state communication tool sent to all members. In addition, the chapter website is available and will be utilized to post the same information. Or at each districts expense they may mail notifications.

5. Time and place committee: upon submission of a properly completed voucher, members of the time and place committee for state convention will be reimbursed for mileage (only) when making site visits to potential properties.

6. Local travel: when using your POV for authorized state travel the mileage reimbursement rate will be that of the USPS mileage rate per mile (rounded to the next penny).

7. Registration Fees: Paid in full for members authorized to attend events by President in writing and submitted with the voucher.

8. Meals: Officers authorized for reimbursement of meals will be entitled to the limits of ($10.00 breakfast, $10.00 lunch, $20.00 dinner) with vouchers and receipts (as available) attached. When a meal is provided at an event, that cost will be deducted from that day’s allowance. Entertainment expenses are not included.

9. Lodging: Rooms will be reimbursed for members entitled to this expense at the rate determined for the specific event and not to include maid tips or valet parking & tips.

10. Transportation: When options for transportation are available, a cost comparison should be done, and the most economical mode of transportation will be used as the rate of reimbursement.

11. Equipment: The purchasing of equipment will be limited to memory devices, programming and minor devices necessary for the business of conducting important state business.

Award The Edwin D. Jennison Sr. Memorial Scholarship

is established in memory of Ed Jennison, long time Postmaster of Milton NY. Ed served as President of the NYS Chapter and after retirement became President of the NYS Retiree Chapter.

Ed was involved with the Boy Scouts, Viebey Sutton Post #124, the Knights of Columbus, and the St. James Church, Milton.

We are proud to name this Scholarship Program in his honor.

The NY Chapter of UPMA awards scholarships to qualifying students.

Eligibility: The applicants must be the child or grandchild of an active or Retired Postmaster, Manager, Supervisor or Associate, who is a member of the UPMA.

Applicant must be a high school graduate and accepted as a first-year student for fall admission to an accredited college, university or trade school.

The applicant must have a 3.0 Grade Point Average (GPA) over all including a 3.0 average for the last full year of high school.

Applicants must provide a transcript of their grades covering the most recent year of school. Also, the ACT or SAT scores must be included with application. .

Applicants must list and briefly describe awards and community service during their previous school terms. They will have to provide enough information that the committee will know what they were doing during their school term.

The applicant must provide the committee with a copy of their letter of acceptance from the college of their choice, and also must include copies of ACT, SAT or other entrance examination scores for entrance.

Advertisement and Selection: The scholarships will be advertised in the Empire State UPMA, and on the official web site for the NY UPMA.

A committee of three (3) will screen applications, judging on test scores, secondary school records, personal qualifications and community involvement. Decision of the committee will be final.

1. Funds are to remain at a base minimum of $4000.00 in which $5000.00 was transferred from the general fund at the UPMA Fall Conference 2017

Eligibility: NY UPMA children or grandchildren of Postmasters or Postmasters retired who just graduated from high school in December or plan to graduate in June and are planning to attend college or a trade school are eligible to apply for a Frank and Helen Burger NY UPMA Scholarship award. NY UPMA children or grandchildren of Associate members are not eligible for this Scholarship.

All applications and other required documents must be postmarked by the application deadline.

Application must be accompanied by:1. Student high school transcript2. College entrance board test results (SAT, ACT); Not

necessary if applying for a trade school3. Personal resume’ of scholastic activities,

extracurricular activities, sports, employment history, community service, clubs, positions held and awards or honors received.

4. Applicants personal statement. Please write a statement in which you discuss a personal experience or achievement in your life. Describe how it relates to your aspirations for your future.

Eligible student applicant must be a senior who will graduate or have graduated in December of the year prior to the date of this application year or will be a senior who will graduate in May/June of the application year.

The criteria for the funds of this scholarship are as follows:

1. Base to be maintained at $45,000.00 or above set by initial investments and donations. Any interest earned or additional money received unless otherwise specified can be used towards scholarship awards yearly.a. Member initial donations and raffles

District meetings: Each New York UPMA district is required to hold 2

district meetings each year. These are held in the spring and fall. The state president is usually invited and may bring other state officers with them. Updates about what is happening at state and national levels are provided at these meetings. At most of these meetings Postal District management is invited to attend and do presentations on important issues affecting the Postmasters and the Postal Service. These meetings are a great opportunity for those who cannot get away to attend overnight events to meet the officers and to see how UPMA operates. District meetings spring and fall are made up of Counties within each District.

County meetings: Each county within NYS has a president, vice president,

secretary & treasurer (or secretary/treasurer) and a membership chair. Many counties have joined together to form multiple county associations. These meetings help resolve local concerns and help with promoting different ideas to pass up the line with State officers. Check with a local postmaster to find out how to join the county group. Most counties have 3-6 meetings a year. Most also assess a small membership fee to cover the county administrative costs such as mailing notices or paying for guests’ meals. These meetings can be very informative. Many counties invite a guest Postal speaker to provide information on important topics.

Welcome 1st timers!!!We had 9 first timers at State Convention in Lake

George this year!Let me introduce them to you:Amber Schoonmaker is the PM Ulster Park which is a

Level 18 with 2 RMPO’s – a level 6 and a level 4. Amber started as a PTF in Newburgh. She has 13 years of service in the Postal Service. She has been a Postmaster since 2015. Amber has 5 children ages 27 – 3. Ulster Park was Cathy Winnie’s office for 22 years. In her free time she loves to cook Italian food.

Paul Mader is an EAS Manager retired from NYC. He was a District Manager for Brooklyn, Staten Island, Queens and Western Nassau. In 1973 he started with the Postal Police. He has 4 children and 5 grandchildren. He likes to volunteer for the town, community and church where he lives. He is retired from the Army and is active in the American Legion and the Disabled American Vets.

Karen Trufant is the PM Argyle which is a level 18 office with no RMPO’s. She has been with the USPS for 22 years. She began her career as a PTF City Carrier in Greenwich. Karen has been a Postmaster for 9 years. Her husband is a corporate security guard for Curtis Lumber. She has 2 horses and a dog. In her free time she enjoys doing crafts and camping.

Jessica Barrett is the PM Salem which is a level 18 office with 2 RMPO’s – a level 6 and a level 4

Jessica started her career 5 years ago as a PSE clerk in Shushan, NY. She has 7 kids ages 25-10.

She adopted 2 of her children through the foster care program. Jessica has one grandchild, Amber Lyn, who is the apple of nana’s eye. She expects to welcome her second grandchild in December. Jessica’s daughter is a CCA in Syracuse. In her free time, Jessica likes to fish and hike.

Kim Rayeski is a Supervisor in Addison which is a level 18 with 4 4-hour RMPO’s. She has been with the Postal Service for 13 years beginning her career as a PTF City Carrier. Kim has 2 children – one son is a Senior in high school and her older son is a Corporal in the US Army, currently deployed to Afghanistan. In her free time, Kim likes to do crafts.

Scott Streeble is PM Medina which is a Level 20 office. Scott started his career as a PTF letter carrier. He has four kids ages 26 to 11. In his free time… He says “What free time”!

Don Walsh is a level 23 EAS Manager in Headquarter Sales in New Rochelle. He has 31 years with the Postal Service and began as a carrier in Larchmont. Prior to his current position he was Postmaster in Dobbs Ferry. Don has 2 daughters, both in college. He likes to hunt, fish and golf in his free time.

Bob Dini is a level 25 Manager of Operations Integrations for Headquarters. He has been with the Post office for 35 years. He started as a carrier in Yorktown Heights. Bob was Postmaster of Newburgh, Ossing and a few other offices. He likes to hunt, fish, gold and “listen to the RAD 10”

Michael Schoonmaker is a level 17 Supervisor in Hyde Park. He began his career as a city carrier in Newburgh. He has 5 kids ages 27 -3. He has been married to Amber (another 1st timer) for 4 years. Michael also served in the Marines for 4 years. In his free time, he likes shooting and crossfit.

It was great to get to know all of them. I think they would all agree that they are glad that they came. Next year’s State Convention will again be in Lake George. Won’t you come and check it out? See you then!

Having just returned from the UMPA NYS Convention I want to start off by saying, “Best convention ever”. Thank you to all who put in the time and effort to make this convention one that will be remembered for a very long time. I am sure that others will be writing about their experiences so I will leave to the others to tell you how much we enjoyed the events and Lake George area. It was so good that we will be returning to the Fort William Henry Hotel in 2019.

The retiree members have seen fit to reelect myself Retiree President and Marti Miller Secretary/Treasurer for another term. The present board will remain the same as it was until next year’s convention. Next year the two vice-president’s terms will be up. I am very happy to continue to work with this very capable group. You retired members are in good hands and well represented. I want to add that Vice-President Mary Converse will be taking on the added task of making sure that no one is missed when we honor those who have passed at our next convention. On the active Executive board, we have two new vice-presidents. Cathy Winnie and Tammy Hurd. Congratulations’ and best wishes to both new elected vice-presidents. Tammy will be taking on the role of Legislative Chairperson. This is Tammy’s first go at this

position. I am asking you to assist Tammy in making her term in this new position a success. Members of congress are scheduled to spend a significant amount of time in their home districts this summer. They will return home the week of July 4 and for all of August. Please set some time aside to contact your congressman and senators during this time. We will be traveling to Washington DC on Sunday January 27, 2019 and returning on Wednesday January 30, 2019 for our Legislative Advocacy Days. If you are not able to make the trip, please start this summer with making your representative aware of the issues that effect us as Postal employees and Postal retirees. This will make it easier to get to see our NYS Senators and Congressional representative when we are on Capitol Hill. If you are concerned as to what to discuss with your representative, all you need to do is visit either the National website or the NY website where you will find more information.

One more “Save the date” before I close. July 27, 2019 to August 2, 2019. These are the dates of the next UPMA National Convention. It will be at Mohegan Sun in Uncasville Ct. It does not get any more convenient for us in New York to attend a National convention. Start planning now. Great location! Hoping for a big turnout from New York!

procrastination (noun) - putting off or failing to take action until a later time or date.

Greetings once again! A great time was had by all who attended the NYS

UPMA Convention in beautiful Lake George May 30th to June 3rd. Kudos to all who had a hand in putting on the convention. On the retiree side, congratulations to Mike Silvestri and Marti Miller on their re-election as President and Secretary/Treasurer respectively. Retiree National UPMA President Jack Wilkins gave New York rave reviews on how we have come together since the merger of NAPUS and the League and said that we serve as a great example for other states to follow. Mike, Dave Cook, and so many others have done a terrific job in guiding us and helping our great organization flourish.

In spite of these remarks, there is always room for improvement, to make what is better the best. That brings me to the word of the day, procrastination. I’m sure that we have all been guilty of this on more than one occasion. (I confess that I put off writing this article until the evening it was due.) Procrastination results from putting off doing something distasteful (who really wants to do main stock counts or clean old tax records out of the attic?) or simply not feeling well enough to do something. It can also be a conscious effort at rebellion. For example, your boss sends out blanket reminders every other day to get something done (such as employee training) and you are so annoyed at these constant reminders that you are going to

put off completing the task until the very last minute. Procrastination can also be the result of fear. I know many people who keep putting off going to the doctor for even routine annual visits simply because they are afraid at what may be discovered.

No matter what your reasons may be, procrastination is almost always a bad plan. With work, develop a calendar of suspense dates and stick to it. If you find you have time earlier than planned to complete scheduled tasks, don’t waste that time. Filling a light day with work that needs to be done at a later date may relieve some stress later. If you are putting off doing something because you are not sure how to do it, ask for help. If there is one message that comes out at every convention, it is the continuing need to network with your fellow Postmasters. Likewise, if you do not feel physically well enough to attempt a necessary task, definitely ask for help. The stress of not completing a task will only worsen any health issue you may be experiencing. Finally, never, EVER procrastinate on health issues. We can’t force you to face a doctor but we are all there for whatever support you may need.

Keep seeking out new potential members and keep that stack of 1187s and 1187Rs handy to hand out. I better get on the website and start making my reservations now… just kidding. Have a great summer and I hope to see one and all at the National Convention in Reno!

view, ELVIS (ooh I’m all shook up), great food, fun times, awesome goodie bags and lifelong friends.

If you missed the NYUPMA convention, you missed a great time and WE MISSED YOU.

Do yourself a favor and plan now to attend next year. You won’t be sorry. The committee and the NYUPMA board did a great job providing Postmasters with the info they need to be successful.

Retirees always have a great time. The memorial

service honoring our deceased members is always moving and emotional realizing how many of our friends and colleagues who will not be attending another convention. Certainly gone but not forgotten. The retiree auction raised a lot of money for a good cause and was awesome fun. There was a lot of competitive bidding not to mention some real silliness going on (you all know who you are).

All in all Great time, Great place, Great people.See you next year in beautiful Lake George!

Just received the nicest phone call from a 96 year old Retiree who was concerned about the payment of her

dues to UPMA. She read in the just received May-June 2018 issue that Retiree dues were $5.00 per month and she hadn’t been paying them. And some people have been saying people don’t read their newspaper!

This sweet lady was Olga Mihanowich, retired from Glenham, NY Post Office. She was Postmaster during the same period as our Donna Dort and remembers Donna from past meetings. I explained that when she turned 90 her dues became free for the rest of her days. Her comment was “So I’m a “Freebie!”. Her voice sounded

very perky and she seemed quite happy. She no longer can drive and I am sure she would love to hear from Postmasters. Her address is 17 Park Lane, PO Box 447, Glenham, NY 12527-0447.

On a very different note – at the state convention I was asked to and agreed to be the “keeper” of records of those Postmasters and members who die during the year. These records are needed for the Retiree Memorial Service conducted usually on the last business day of the state convention. If you would please keep that in mind and email or call me with that information. My email address and phone numbers appear on Page 2 of the Empire State UPMA publication.

It was a pleasure to see that not only did you take care of business but also had some fun doing it.
