Project Goals• The goals for the Project are to construct a fully ADA-compliant and
permanent Station for the Empire Corridor in the City of Rochester and: • Ensure a long-service life. • Ensure the safety of the traveling public. • Maximize the positive impact of this public investment by:
• Providing cost-effective solutions that improve vehicular, passenger and baggage circulation and access to and from downtown Rochester and the surrounding area.
• Sequencing construction to minimize effects on railroad operations, vehicular traffic and passenger services.
• Reducing future maintenance requirements.• Minimizing impacts on the environment. • Deliver the Project safely, on schedule, and within budget.• Ensure coordination with NYSDOT, Federal Railroad Administration (FRA), Amtrak, City
of Rochester, CSX, Trailways, and any adjacent construction projects.• Provide best value to the Department.

Site Overview• Provide a clear site layout, organized with the following in mind:
• Station should face and be visible to downtown Rochester to the South via North Clinton Avenue.
• Provide connectivity to the new RGRTA Transit Center and other downtown landmarks.
• Create a clear path of circulation into the site and through the station to the new high level passenger platform.

Station Overview
• Passenger Flow• A 20 foot wide, 60 foot long, and 10 foot high below grade concourse will be connected to the Station’s Waiting Room visually and physically.• Passengers will enter and exit the concourse via escalator, elevator, or stair at either end.• Maximize natural light in the concourse by using glass block pavers or other devices.

Baggage Handling
• Baggage and Equipment Flow• Baggage carts will utilize the same below grade concourse as passengers, separated by a guardrail.• At both the Platform and Station ends, ramps will be constructed for use primarily by baggage carts.• Ramps will also be ADA compliant. In the event passenger elevators are out of service, ramps will provide both necessary redundancy for accessible travel and additional egress capacity .

• Architectural, design, engineering, and construction of new Intermodal Center and Train Station, railroad tracks and new high level platform.
• Architecture and Landscape Architecture services to meet aesthetic requirements.
• Construction of temporary ADA compliant Station including utilities, walkways, baggage cart pathway and ramps.
• Pedestrian and baggage cart passageway (under track tunnel or bridge over track) construction.

• Asbestos removal and abatement.• Demolition of existing station, station utilities, tunnels and
parking.• Rail high level platform, platform canopy and shelter
construction.• Ramp, stair, escalator, and elevator construction.• Signing and parking area markings.• Utility relocations and connections.• Site drainage alteration and reconstruction.• Pedestrian and bicycle access/amenities.

Access Requirements onto Amtrak Property: •The selected design build firm will need to obtain a Temporary Permit to Enter (TPE) with Amtrak.
•All field personnel must attend Amtrak contractor safety/security training
• Available Online: http://www.amtrakcontractor.com
•The selected design build firm will be required to submit an overall Site Specific Work Plan and Hazard Analysis (SSWP/Hazard) Form to Amtrak Engineering for review and approval.

• Temporary fencing and barricades of work zones will be required. All fencing must be approved by Amtrak.
• Station operations and areas must remain open for its normal operations. Temporary station operations staging must be reviewed and approved by Amtrak.
• Amtrak Engineering will provide Station Operation Coordination and Inspection services as it relates to Amtrak’s interests.

Working on Amtrak Property• Amtrak required Personal Protective Equipment (PPE) includes:
• Hard Hat, High visibility Orange Safety Vest with reflective striping (vest must be break-away) , Safety Glasses or goggles, Work boots, Hearing protection and Visible Safety Trained ID card.
• PPE is Mandatory and must be worn at all times.
• Amtrak Engineering requires:• 2 week minimum look ahead schedule, updated weekly.• Specific work plans for safe operations prior to work activities being progressed.
• A written Job Safety Briefing shall be performed prior to any work daily:
• Must be performed with all crafts, workers, anyone involved on the project. • If the task involves major changes, a new job briefing needs to be performed. • Shall be performed by the Employee in charge • Shall be kept on his/her possession and presented to Amtrak or FRA officials if
requested.

• CSX Railroad is responsible for all flagging operations and separate agreements and coordination with CSX is required.
• All field personnel must attend CSX contractor safety/security training, which is different from the Amtrak training. The cost is to be paid by the Design-Builder.

Engineering Firm (Hired by the Design-Builder)• Materials Testing shall be by an Independent Testing Firm
