The $5,000 gift will augment the Program Committee’s budget for purchasing gifts and prizes which are raffled at the SCREA luncheons, as was the wish of Lawrence Effinger. The retirees are grateful for this gift. SCREA has also received two large gifts totaling $9,200 from Mr. John Descamp, a retiree and SCREA member. certificates for the raffles for the SCREA luncheons and picnic. These gifts and other gifts which are periodically donated by other retirees for raffles are greatly appreciated by all of us. At the SCREA Board meeting of December 7, 2015, Mike DeBord led us in a discussion of the trauma and grief of our fellow retirees of San Bernardino County due to the December 2, 2015 shooting which killed and injured so many. Many of the killed and injured were San Bernardino County employees who were sponsoring a County activity. Mike is the most familiar of the SCREA Board members of other 1937 Act county organizations. The SCREA Board asked Mike to convey to our San Bernardino County colleagues our grief and sympa-thy. Mike reported to the luncheon gathering the acknowledgement of his letter with gratitude from San Bernardino County.

A Heartfelt Welcome to all our new SCREA members!!! As a result of the response to SCREA’s recent mailer to non-members plus our recruitment efforts at the SCERS Retirement Orientations, in just a two-month period we added 290 new members (256 Regular members, 20 Affiliates and 14 Surviving Spouses). Thanks to all of you, SCREA began 2016 with a total membership of 4,261, about 40% of the total 10,500 Sacramento County retirees. We’d like to let our new members know that due to the number of new members in a short period of time, the process to add them to the SCREA database and the SCERS payroll system resulted in a delay in the first month’s payroll dues deduction. That’s the reason you may have seen a one-time retroactive dues deduction on your paystub (two month’s dues the first month). As a reminder to all, the Regular membership (Retiree) dues are $2.00 per month and Affiliate dues (Spouse, Domestic Partner, or Surviving Spouse) are $1.00 per month. If you have any questions about your membership, please contact Sue Murray, Member-ship Chair at [email protected] or 916-359-6394. SCREA membership is open to all SCERS members including the Sacramento Superior Court and Special District retirees. BENEFITS COMMITTEE REPORT By Kiyoshi Adachi

The SCREA Benefits Committee met with the Sacramento County Employee’s Benefits Office (EBO) to receive the results of the open enrollment sessions held during October 2015. These sessions were for enrollment in 2016 retiree health programs beginning January 1, 2016. For the current 2015 program, 4,061 are enrolled in the medical programs and 5,170 are enrolled in the dental program. For the programs beginning January 1, 2016, 4,056 will be enrolled in the medical programs and 5,245 in the dental program. The enrollment statistics for the 2015 and 2016 programs, plus the rates effective for these programs, are included in the charts that follow:

The December 2015 News Briefs discussion on advance funeral planning received several comments. My wife, a County retiree and I had a funeral plan. When she died in 2014, I called our Retirement System, SCERS at 916-874-9119. I gave them information they needed. They told me how the final months benefits and continuation benefits will be paid, about the $4,000 burial allowance and they answered all of my questions. Shortly thereafter, I received the final months benefits check, the continuation check and the burial allowance. The funeral plan provided the death certificates that were needed by SCERS, Social Security, banks, DMV, insurance policies, etc. Our retirement system, SCERS, from time to time, requests from retirees (people to whom they send retirement checks) a signature verification form. Recently, on such a form request, I included the name of my trustee as the person who should receive the final retirement check and the burial allowance upon my death . SCERS requested I provide a power of attorney document which authorizes the person I named to handle what I requested. I have a living trust which includes the power of attorney for the trustee to act for me regarding my finances and health.

NOMINATING COMMITTEE REPORT By Linda Kimura, Nominating Committee Chair

It’s time to prepare for the June 2016 SCREA Board Election. There are five positions avail-able. Directors, whose terms are expiring June 30, 2016, are Kiyoshi “Pat” Adachi, Randy Angeloni, Phil Fischbach, and Carol Mosier. They are eligible for re-election upon receipt of their letters of interest. In addition, there is one vacant position that needs to be filled. The terms of office for each of these five positions is three years. The terms expire June 30, 2019. Incumbents and new applicants must submit a letter of interest to Nominating Committee Chair Linda Kimura as soon as possible (no later than March 20, 2016). Letters of interest can be mailed to PO Box 573, Fair Oaks, CA 95628; e-mailed to [email protected]; or faxed to (916) 485-8442. The letter should include the applicant’s contact information, includ-ing e-mail and phone number, and a short statement indicating they wish to run for election and will serve if elected. Additional background information the applicant wishes to provide would be appreciated. New applicants will be asked to interview with the Committee to discuss the responsibilities of serving on the Board of Directors. Interviews will be scheduled in late March or early April. Minimum expectations for Board Members are to attend monthly Board meetings and to sit on at least one standing committee. Board meetings are held the first Monday of each month. Should the first Monday fall on a holiday, the meetings are held the second Monday. Standing Committees are:

Additional information regarding the responsibilities of the standing committees can be found in the Bylaws and are accessible on the SCREA website www.saccountyretirees.com. After interviews are completed, the Nominating Committee will forward the list of candidates and its recommendations to the Board of Directors. This information will also be posted in the June issue of NEWS BRIEFS. Should there be more applicants than open positions, a ballot will be prepared and a vote will be taken at the June 17, 2016 General Meeting. Otherwise, the election will be conducted by a ratification vote of those Members present at the General Meeting. All Members are encouraged to apply. Serving on this Board is very gratifying, not only for the purpose of providing our Sacramento County expertise, but also to contribute to the well being of your fellow retirees. ANNUAL SCREA MARCH LUNCHEON

MARCH 14, 2016, MONDAY 11:00 am – 2:00 pm

We held our Holiday Luncheon at the Hilton Hotel in December. I want to thank John Descamp, the Sacramento Credit Union and the estate of Lawrence Effinger for their donations. I would also like to thank Randy Foust for his donation of an original painting to be displayed at the Holiday Luncheon each year. The March Luncheon will again be held at Lions Gate Hotel, 3410 Westover Street at McClellan Park (off Watt Avenue). The doors open at 11:00 a.m. and the parking is free. Lunch will be served at noon and will offer the following:

1. Dijon Sage Pan Jus Seared Chicken w/Roasted Garlic Mashed Potatoes OR 2. Wild Mushroom Ravioli w/Sage Cream Sauce & Drizzled w/Balsamic Reduction
