Hands: Securing the future of our

Post Offices in Chelsea and Fulham

Greg Hands M.P. with David Cameron during his visit toKenyon Street Post Office when it was under threat from

the previous Labour Government.Greg Hands M.P. has welcomed the 10-year deal between the RoyalMail and the Post Office, which secures the future of services withoutresorting to the last governments failed closures programme.

More than 6,500 post offices closed in a decade under Labour. InFulham, the Kenyon Street sub-post office was only saved after acampaign by Greg Hands M.P. that saw David Cameron visit when hewas Leader of the Opposition. The new deal follows the Coalition Governments other measures toprotect Post Office services including additional funding, new localand national contracts, a successful piloting scheme to transformmany local post offices and improvements in the services offered.Commenting, Greg Hands said: In opposition, Conservativescampaigned tirelessly to stop Labour destroying our Post Office

network. Now we are in government, we are sticking to our word. Theannouncement means that the future of the Post Office is secured atits current size, guaranteeing this valuable service for millions of

    people.

    New beginning for children's services

in west LondonA unique department created to deliver children's services across

three west London boroughs has received its first "annual" mandatefrom the Royal Borough of Kensington and Chelsea, one the councilsit serves. The mandate, sets out the ambitions and expectations the "Tri-borough" partners - Westminster, Kensington and Chelsea andHammersmith & Fulham - have for the new department, and forchildren, young people and their families. These include protecting service quality against a background ofsharply falling government grants, extending choice and respectingthe different priorities of the three partner councils.

Set out in the mandate are targets that 75 per cent of students in thethree boroughs should achieve five GCSEs A* - C grades, includingEnglish and mathematics, in 2012 and that 90 per cent of schoolsshould be judged good or outstanding by Ofsted.Last year the average result for students in London achieving 5 plusA*- C, including English and mathematics, was 61 per cent. Thefigures for the Tri-borough partners were Kensington and Chelsea 73per cent, Hammersmith & Fulham 71 per cent and Westminster 62 percent. The Tri-borough average was 67 per cent.Other education targets include an increase in children getting placesin local secondary schools and more pupils with special educational

needs being taught locally. There are also ambitions to create more good school places. InKensington and Chelsea for example, the Council will submit aplanning application in 2012 to build a new academy in NorthKensington. The mandate also sets demanding standards for services tovulnerable children and young people. For example, the Tri-boroughpartners intend for children's services overall to be consistently judgedas outstanding and for every children's home to be judged as good oroutstanding by inspectors.

One element of the new department's strategy for achieving theoverall outstanding rating is for the adoption and fostering team toexpand its own pool of local carers. The move will reduce the councils'reliance on agency fostering placements whose carers are typicallymore expensive and tend to live outside London, which in turn meansthat children cannot easily maintain contact with their friends and birthfamilies. The new Fostering and Adoption team will be in place by April 2012and is expected to deliver over 200,000 in salary savings across thethree councils in its first year. In addition, the reduction in the use ofexternal agencies for fostering placements is estimated to result inprojected savings of 690,000 over three years."Families and Children's Services in the Royal Borough have beenconsistently rated as excellent and we want to keep them that way."said Royal Borough Leader, Cllr Sir Merrick Cockell. "But grants areshrinking and money is tight. However, by sharing seniormanagement we can reduce our costs, get the best value for ourmoney and maintain the high standards of services for families in theborough."The new combined Family and Children's department is a key part ofthe three councils' strategy for responding to dramatic changes inlocal government finance created by the national financial crisis. Allthree councils face reductions in government grants of approximately26 per cent between 2011 and 2015. By combining services, the

boroughs have been able to focus spending reductions onmanagement and back office costs and thereby ensure relativeprotection for frontline services. Similar combined departments arealso being created in other areas such as libraries and adult socialcare with a view to delivering a minimum saving of 10 million percouncil per year by 2014/15.
