Awareness raising activity

Association UMDPL continues sharing knowledge with youth on cooperation with police

On 26 April 2015 in Kyiv a training was held for youth in the course of which its participants were taught how to behave themselves and talk with po-lice during peaceful demonstrations. The main task was to make participants perceive policemen not as a threat but as a customer service which helps in conducting peaceful demonstrations.

A training “Rules on how to speak with police” – in your city!

During June 2015 the youth of Zhytomir, Vy-shgorod, Ivano-Frankivsk, Vinnitsa and Kyiv al-ready attended the training “Rules on how to speak with police”. Participants if they wished could visit the local district police station with an excursion.

A training was held on the topic of observance of the right to access public information

On 27-28 June 2015 in Odessa a first training was held on the topic “Public monitoring of ob-servance of a right to access public information in the activity of law enforcement authorities”. It was organized by the Association UMDPL in co-operation with the Secretariat of the Ukrainian Parliament Commissioner for Human Rights.

New people among monitors

On 5-7 June 2015 in Kyiv the Association UMDPL held a specialized training “Public monitoring of the activity of internal affairs officers of Ukraine”. Training was filled with both theoretical aspects of activity of internal affairs authorities and with practical knowledge which helped to effectively make use of the achieved knowledge and skills. Besides that, participants of the event learned the achieved experience of monitoring internal affairs authorities, results of such campaigns and problems that happened in practice.

Mott Foundation, the Association UMDPL conducts master-classes “You and Police”.

In the second quarter of 2015 such events were conducted for pupils of fresh-men and senior classes of the Mykolaiv HS №5, as well as in the Mykolaiv secondary schools №3 and №51. In the course of the

event participants could discuss the issues of relations of population and police, how one should speak with a police officer, what are the legal guarantees that start acting when a persons gets under influ-ence of a police officer etc.

Cooperation with the Ombudsman

Officials of the Department for the realization of the national preventive mechanism of the Secretariat of the Ukrainian Parliament Commissioner for Human Rights together with the representatives of the Association UM-DPL conducted inspections of human rights observance in such institutions:

Association UMDPL continues the realiza-tion of the project on investigations of viola-tions of the rights of vulnerable groups of pop-ulation

In 2015 the Association UMDPL with the support of the International Renais-sance Foundation continues the realization of the started in 2013 project “Improve-ment and Further Implementation of the Mechanisms of Public Investigations of Vio-lations of Rights of Drug Users, Participants of the Substitution Therapy Programs in Cooperation with the Ukrainian Parliament Commissioner for Human Rights”. Within the framewrok of the mentioned project a number of events were conducted for the activists and experts, who will further be taking part in civil investigations of vio-lations of the rights of vulnerable groups (drug-dependent persons and sex workers) by law enforcement authorities, to receive necessary knowledge.

From the beginning of the year rep-resentatives of the civil society upon the materials of civil investigations in coop-eration with the Ombudsman inspected the state of observance of rights of per-sons sick of drug-dependency in the ac-tivity of law enforcement authorities in Dnipropetrovsk, Odessa, Mykolaiv, Kyiv, Sumy and Kherson regions. From 24 to 27 February a visit was con-ducted to the Dnipropetrovsk region. Read more

From 7 to 9 April 2015 an inspection was conducted in Fastiv of the Kyiv region. Read more

From 27 to 29 April 2015 conducted was a visit to the city of Odessa with the aim to learn the state of observance of the rights of drug-dependent persons and sex workers in the activity of law enforcement authorities in Odessa region. Read more

On 16 June 2015 such a visit was con-ducted to the city of Sumy. Read more

From 11 to 13 May 2015 a visit was conducted to the Mykolaiv region. Read more

From 16 to 18 June 2015 an inspec-tion of observance of rights of the sub-stitution therapy patients in the activ-ity of law enforcement authorities in Kherson region was conducted. Read more

• authorities and special institutions of the Department of MIA of Ukraine in Ivano-Frankivsk region: temporary holding facility, Kolomiusk city unit and Tismenitsk district police unit of the Department of MIA of Ukraine in Ivano-Frankivsk re-gion, the state of special trucks for transporting detainees and the special room for treatment of detained and arrested persons in the Kolomiusk central district hospital. Regional coordinators of the Ombudsman were taught to prevent and combat dicrimination

On 30-31 March and 28-29 April 2015 trainings were held on the topic of European standards in the sphere of prevention and com-bating discrimination for regional representatives and coordinators of the Ukrainian Parliament Com-missioner for Human Rights.

Kharkiv

Regional coordinator on public rela-tions of the Ukrainian Parliament Com-missioner for Human Rights in Kharkiv region Yuriy Chumak:

• became a member of clusters on edu-cation and child protection. Read more

• acted as a “live book” during the Docudays UA. Read more

• held a reception of military service-men on legal issues and gave booklets with legal information, as well as pre-sented the stand with the legal informa-tion to military servicemen. Read more

• visited a seminar-meeting with vil-lage councils, village chairmen, secretar-ies of local councils, leaders of communal enterprises, institutions and establish-ments of the district. Read more

With the support of the United Nations Development Program the Association UMDPL introduces the network of regional coordinators on public relations of the Ukrainian Parliament Commissioner for Human Rights fulfill-ing a range of tasks: monitoring visits to places of detention, inspection and reaction on certain facts of human rights violations, consulting citizens, establishing the cooperation with civil sector etc.

• took part in the meeting of the Kharkiv regional headquarters on IDPs from the Anti-terrorist operation zone. Read more

• took part in the presentation of ad-vocacy campaign “Initiative 11” aimed at strengthening the protection of those opening the socially important informa-tion in Ukraine. Read more

• conducted a reception on legal issues for persons registered in the criminal ex-ecutive inspection. Read more

• during the meeting of the Department of Health Care of Kharkiv Regional State Ad-ministration with the chief physicians of dis-trict hospitals of Kharkiv region presented the

“Booklet on receiving medical treatment by IDPs residing in the Kharkiv region”. Read more

• conducted a meeting with local civil activists. Read more

• conducted a visit to the 3046 Central base of engineer ammunition of the Di-rectorate General of the Operative Pro-vision of the Armed Forces of Ukraine during which he held legal consultations for the participants of the Anti-terrorist operation zone. Read more

• took part in the informational and advocacy meeting on the rights of vul-nerable groups of convicted and freed persons. Read more

• conducted a monitoring visit to the Interregional multidisciplinary hospi-tal under Temnivsk penitentiary colony (№100) of the department of the State Penitentiary Service of Ukraine in Kharkiv region. Read more

Cherkassy

Regional coordinator of the Ukrainian Parliament Commissioner for Human Rights in Cherkassy region Volodymir Batchaev:

• appealed to prosecutor’s office and initited addiitonal inspection upon facts of illegal actions of law enforcement officers after which the prosecutor’s office opened criminal proceedings upon facts of abuse of authority by a police officer. Read more

• at the collegium of the Department of MIA of Ukraine in Cherkassy region wanted the chiefs of the city district units to raise the quality of control over the ob-servance of the rights of citizens by their subordinates. Read more

Regional coordinator on public re-lation of the Secretariat of the Ukrain-ian Parliament Commissioner for Human Rights in Rivne region Vyacheslav Svirets:

• visited the health care and social protection of population establishments. Read more

• gave a speech during the training for law enforcement officers on questioning of kids who became victims or witnesses of violence as well as conducted violence. Read more

• conducted a planned visit to the Komsomol penitentiary center № 136 in Poltava region for detention of men convicted to imprisonment. Read more

Regional coordinator on Public Rela-tions of the Ukrainian Parliament Com-missioner for Human Rights in Odessa region Andriy Tolopilo:

• conducted a monitoring visit to Odessa Specialized Secondary Board-ing School № 93  for blind children –

an educational institution for visually impaired children needing oversight, medical, educational and rehabilitation services from the side of the state. Read more

Regional coordinator on public of the Ukrainian Parliament Commissioner for Human Rights in Chernihiv region Alla Lepekha:

• visited Ripkinskiy District Po-lice Unit of the Department of MIA of Ukraine in Chernihiv region, temporary holding facility of the mentioned dis-trict police unit, special room of the communal establishment of the Rip-kinskiy central district hospital and the special truck for transporting detainees. On 28 April 2015 in Kyiv held was a presentation of the initiative “Electronic office of a district police inspector” – a communica-tions platform aimed to build partner relations of police officers and com-munities, strengthen the effectiveness of the work of a district police inspector, optimize the process of co-operation with applicants and decrease the work load.
