The Presidential Race

The official final results of the run-offs round of the presidential elections wills are to be

declared on Thursday. Meanwhile, the presidential campaigns of each of the two candidates declare the victory

of its candidate. Head of the High Presidential Elections Commission Farouk Sultan declared that the

data announced by each of the two campaigns did not represent the reality.

The High Presidential Commission has received the results of counts in 16 governorates. It declared that no announcements would be made until all results are finalized and all contestations considered.

A lawyer filed a claim at the State Council calling for suspending the declaration of the presidential because they were allegedly annulled after the dissolve of the People’s Assembly who gave a number of candidates the legitimacy of candidacy.

Mursi declared that he would collaborate with everybody as a president and that he would resign from the Freedom and Justice Party.

Spokesman of Mursi’s campaign stated that talks were continuing to choose vice presidents who represent the Egyptian “spectrum;” women, Copts, salafist, a revolution activist and consultants of all specialties.

Meanwhile, Shafiq’s campaign announced Shafiq’s lead with 51.5 to 52 % of votes. The campaign will also file contestations against serious transgressions.

Israeli Tanks Violate “Forbidden” Zone on Egypt Borders

The Israeli army deployed its tanks on the borders with Egypt in response to an attack that took place Monday morning, leaving one Israeli killed.

According to Tel Aviv, the attack was carried out by unidentified persons who sneaked through Sinai.

Armored forces entered into the incident area located near the security fence on the borders with Egypt although the peace agreement signed between the two countries bans the entry of tanks in this area, Israeli newspaper “Yedioth Ahronoth” reported.

Eve of Vote Count in Presidential Candidates Campaigns

Amid feelings of joy and stress, the campaigns of presidential candidates Mohamed Morsi and Ahmed Shafiq spent a sleepless night with the vote count under way.

While Shafiq’s campaigners were nervous and frustrated by the initial results of the count, Morsi’s supporters were celebrating.

Shafiq’s campaign coordinator Yasser Abul-Makaram accused the Muslim Brotherhood of trading the People’s Assembly, which has been dissolved by a court ruling, and the presidency.

He was angered by Morsi’s campaign announcement of the results before the High Presidential Elections declares them.

Meanwhile, at the premises of Morsi’s campaign, his supporters held several conferences to announce his winning of 52% of the vote.

Shafiq Campaign Announces Him Victorious

Dozens of supporters of presidential candidate Ahmed Shafiq flocked to his campaign premises to celebrate his alleged victory in the presidential race after his campaign announced him leading his contender, Mohamed Morsi, with 260,000 votes.

Shafiq’s supporters played folkloric songs to celebrate the news.

According to a source, who visited Shafiq at his house, Shafiq was pretty upset by the Muslim Brotherhood announcement of Morsi being the winner before the final results were out.

Morsi Announces Victory at Dawn

The electoral campaign of presidential candidate Mohamed Morsi, of the Freedom and Justice Party, the political arm of the Muslim Brotherhood, held a press conference at dawn Tuesday to announce his victory in the presidential race.

According to the campaign, Morsi garnered 52% of the votes, while his competitor Ahmed Shafiq got 48%.

MB members started to chant and celebrate the win.

Speaker of the dissolved People’s Assembly Saad el-Katatni along with FJP leaders and Salafist clerics were present at the campaign HQ to celebrate the news.

MB to Partake in Today’s Protests

The Muslim Brotherhood group announced its participation in the planned million-people protests to be held Tuesday to reject the complementary constitutional declaration.

In a statement, the group said the Supreme Council of the Armed Forces (SCAF) was behind a decision to usurp the legislative power and appoint a Constituent Assembly to write down a constitution that suits it.

The complementary constitutional declaration is tantamount to a military coup on the constitutional and revolutionary legitimacy, said the group.

HPEC Asks Candidates to Wait for Official Results

The High Presidential Elections Commission (HPEC) is still receiving the results of the runoff of the presidential elections from polling stations and has absolutely nothing to do with the results announced by the campaigns of the two candidates, said HPEC Chairman Counselor Farouq Sultan.

During a press conference, Sultan asked the candidates to wait for the official results to be announced by HPEC in the coming two days.

Bagato: Indicators of Results Are Not Yet Final

Today the Presidential Elections Commission, headed by Senior Judge Farouk Soltan,

receives the appeals filed by presidential candidates on the decisions of the main polling stations in the runoff stage of presidential elections.

Secretary General of the Presidential Elections Commission Senior Judge Hatem Bagato

stated that the commission will receive the appeals filed by the two candidates and will examine them thoroughly to issue its decision on the assumed violations. He said that a decision will be issued within hours on all these appeals, after that the commission will declare the name of the candidate who has won the presidential elections.

Bagato confirmed that indicators of the elections results, declared by different media

channels, are not yet final or accurate. He called on everyone to wait until the final and conclusive results are declared by the commission.

Public Prosecution Interrogates Morsi Supporters

The West Cairo Prosecution investigated three members from the campaign of presidential candidate Mohamed Morsi and decided to get an expert to check the CDs that the suspects had.

The incident started when ordinary citizens found the three suspects inciting the people on breaking into the presidential palace in case presidential candidate Ahmed Shafiq wins in the elections.

The confiscated CDs had military training materials.

The suspects denied all the accusations and said they were just in front of the ballot stations by coincidence when they were arrested by the Armed Forces.

MB Adopts Zionist Methods

According to Al-Dostour newspaper, the Muslim Brotherhood (MB) got used to practicing Zionist methods especially after the January 25 Revolution. The group started to spread rumors, manipulate the situation for their own interest and spread accusations.

In coordination with European and US media channels, the MB criticized the Supreme Council of the Armed Forces (SCAF), the High Presidential Elections Commission and the Supreme Constitutional Court, the newspaper reported.

The MB conference in which it announced the victory of its candidate in the presidential race and ordered its members to head to the squares to celebrate is an attempt to skip and neglect the State’s institutions, it added.

It is also an attempt to threaten the HPEC to enforce it to disregard MB violations committed in the elections and reject the contests that will be filed by presidential candidate Ahmed Shafiq, it added.

HPEC Secretary General Holds Conference

Counselor Hatem Begato, High Presidential Elections Commission (HPEC) Secretary-General said the Commission is monitoring the candidates’ expenditures on their electoral campaigns and if any violation was found, the Commission will refer it to the Public Prosecution to take legal actions.

Begato talked about some of the violations committed by presidential candidate Mohamed Morsi.

As for the Egyptian expatriates’ voting, Begato said a total of 254 votes from Pretoria in South Africa were excluded as the handwriting of the sender is the same in all the excluded votes.

Morsi Campaign Results Are Not Verified

Al-Dostour newspaper said the High Presidential Elections Commission (HPEC) received the votes of 25 governorates and the Commission said that all the results announced by any candidate must not be taken for granted.

Presidential candidate Ahmed Shafiq campaign’s lawyer said the campaign will file contests against the results of some ballot stations due to the violations that took place.

The Shafiq campaign held a press conference to highlight the following points:

The vote count has not yet been completed and Mohamed Morsi announced that he won in the elections in order to spread chaos and to question the transparency of the vote count if presidential candidate Ahmed Shafiq wins.

The violations that happened during the voting process, such as buying votes and stuffing ballot papers in favor of Morsi.

Politicians Criticize US Statements

Several Egyptian politicians and judges criticized statements by US Department of State spokesman, who criticized dissolving the Parliament of Egypt.

Deputy Head of the Supreme Constitutional Court said the US statements show that international powers have their own connections with some political powers in Egypt.

Morsi: I Am a Servant to All Egyptians

Before the official results of the runoff were announced, the campaign of the Muslim

Brotherhood’s presidential candidate Dr. Mohamed Morsi declared that he has won elections, amid a state of hysterical joy.

Young MB members chanted slogans against SCAF and the military rule. Dr. Morsi gave

an improvised speech during the press conference his campaign held to declare the results of the runoff. He vowed to hold retrials for all those responsible for the massacres that occurred throughout the transitional period and during the January 25 revolution. He promised that the rights of the families of the martyrs and injured revolutionaries will be on top of his priorities.

Morsi also stressed that there will be no distinctions between Egyptian Muslims and

Christians and that he will work hard to unite the country. He said that he considers Al-Azhar to be equal to the Coptic Church and that he will not discriminate against any religious or political segment of the Egyptian society.

“I am a servant to all Egyptians and I shall be neutral towards all political forces in the

country,” said Morsi. The operation room of Morsi’s campaign added up the entire vote counting results

attained from the various polling stations around the country. Once the aggregated votes reached 90% of all the polling stations, showing that Morsi leads with a 1.200 million votes, they sensed that victory is near. At 3:00AM, Morsi’s campaign declared his victory after counting the votes of 97% of the polling stations across the country. The campaign declared that their candidate has won the elections with 52% of the votes, compared to 47% gained by his opponent.

SCAF Imposes New Challenges

At the same time the Muslim Brotherhood celebrate their unofficial victory, SCAF generals are holding one meeting after another and issuing decrees to ensure that the new president will not have powers.

SCAF has issued a decree to form a National Defense Council and published it in the

Egyptian Gazette last Thursday without anyone noticing. According to SCAF’s decree, the National Defense Council will be composed of the

President, Speaker of the People’s Assembly, the Prime Minister, Head of SCAF, Minister of Defense, Minister of Foreign Affairs, Minister of Interior, Minister of Finance, Chief of Staff of the Armed Forces, Head of the General Intelligence, Commander of Air Defense Forces, Commander of the Navy, Head of the Military Justice Authority, secretary general of the Ministry of Defense, and Director of Military Intelligence Services and Reconnaissance.

The decree stated in Article 2 that the council cannot convene except if an absolute

majority of its members are present. The National Defense Council’s decisions are taken by an absolute majority vote.

Head of SCAF Field Marshal Mohamed Hussein Tantawi issued another decree to

appoint Major General Abd Al-Mo’men Fouda as the Presidency Chief of Staff.

SCAF Generals: President Will Have Full Powers

Egyptians now are living a state of anxiety as new developments take place with the end

of the runoff’s vote counting and the decrees and the supplemental Constitutional Declaration issued by SCAF to determine the powers of the new president.

Major Generals Mamdouh Shahin and Mohamed El-Assar, SCAF members, held a press

conference yesterday to explain the articles of the supplemental Constitutional Declaration. They stated that the new president will have full powers and reaffirmed SCAF’s commitment to hand over power by the end of the current month as scheduled.

The supplemental Constitutional Declaration provided that the new president will have

the power to form the government; namely appointing ministers and their deputies and dismissing them. He will have the power to declare war with SCAF’s approval. No legislation will be issued except after the president’s approval.

SCAF generals added articles to the Constitutional Declaration which protect their

position and guarantees their independence. Thus, the president will not have the right to interfere in the Armed Forces Affairs.

The supplemental Constitutional Declaration created a storm of anger and controversy

among political forces. Many observers described it as a “soft coup” and constitutional experts confirmed that the declaration is completely unconstitutional.

Minister of local development Muhammad Atya declared that the current government would resign after the presidential oath.

The new president will assign a new government without any interference from SCAF, according to the Constitutional Declaration that was issued before yesterday.

Tatntawi Forms the National Council of Defense

Field Marshal Hussein Tantawi issued a decree to form the National Council for Defense of 6 civilians and 11 military officers.

The Council will be headed by the President of State. The Ministers of Interior, Foreign Affairs and Finance wills be members of the Council, in addition to the Speaker of the People’s Assembly and the Prime minister.

The Council cannot be held without the presence of the vast majority of its members and its decisions are not valid without the approval of the vast majority.

Ten of the members are also members of SCAF.

FJP Begins Deliberations to Form Coalition Government

Sources within the Freedom and Justice Party revealed that a number of the party’s leaders began negotiations with some politicians on the distribution of ministerial portfolios. Sources explained that FJP’s leaders contacted a number of public figures and university professors, in addition to a number of representatives of revolutionary coalitions, to discuss with them the formation of the new government.

The FJP is currently examining various proposals presented by political leaders on the

methods of forming the new government after the dissolution of the parliament. Dr. Wahid Abdel Megid, coordinator of the Democratic Alliance, said he sent his

proposal for the new government’s formation to Dr. Mohamed Morsi, as soon as initial results were declared. His proposal includes various national and political forces that he believes should be in the government because of their expertise.

Constituent Assembly Convenes in the Shoura Council

Members of the Constituent Assembly, formed by the dissolved People’s Assembly, held their first meeting yesterday, Monday, at the Shoura Council.

Speaker of the Shoura Council Dr. Ahmed Fahmi gave orders to the security of the

building to allow members of the Constituent Assembly to enter to hold their meeting. The meeting comes in response to the call made by Fahmi for members of the

Constituent Assembly to convene and start discussing the new constitution. This comes after SCAF unilaterally issued a supplemental Constitutional Declaration which necessitated that a new Constituent Assembly will be formed if the current assembly could not convene.

Sources told Youm 7 that members discussed during their first meeting ways of

ensuring the success of the Constituent Assembly and they agreed on all the procedural aspects which will be followed in the assembly’s work.

Morsi Leads Presidential Vote

Presidential candidate of the Muslim Brotherhood group Mohamed Morsi led his competitor Ahmed Shafiq with 630,000 votes after the count of 23.8 million votes of the runoff round.

Morsi announced his victory in the presidential race, a statement that sparked anger among the campaigners of Shafiq.

The results announced by Morsi were as far from true, said Shafiq’s campaign media spokesman Ahmed Sarhan.

On the contrary, Shafiq is the winners in the race, sources at the campaign said.

Tahrir Celebrates Morsi’s Victory

Although the official results of the Egyptian presidential elections were not announced yet, dozens of people flocked to Cairo’s Tahrir Square, the epicenter of the revolution that brought down the regime of Hosni Mubarak, to celebrate the victory of Mohamed Morsi in the presidential race.

The Morsi supporters celebrated in the square and chanted in joy and happiness for the victory based on the semi-final results of the vote.

Freedom and Justice Party Rejects SCAF's Coup D'état against Democracy

The great Egyptian people, who waited patiently during the last period to build the State’s democratic institutions, will not hesitate to make sacrifices for the revolution. They will continue their march, their revolution, to safeguard their sovereignty, to see their will implemented positively, and to prevent the Supreme Council of the Armed Forces (SCAF) from grabbing the reins of power and mounting a coup against democracy. Hence, issuing a supplement to the Constitutional Declaration is unacceptable, because it is no longer the prerogative of SCAF, especially as it is to hand over power in less than two weeks. SCAF must honor its promise and pledge to the people to relinquish executive power to the freely elected President, just as it transferred legislative authority to the democratically elected parliament. Having completed its interim task, there is no justification for SCAF to try and maintain its hold on legislative powers. Instead, SCAF must respect the will of the people and safeguard the remaining steps in the electoral process, preventing any voter fraud. It should also announce the results as counted in ballot boxes and in accordance with results signed by sorting judges. The People’s Assembly will continue its work and has legislating and oversight powers. It is easily possible to implement the Constitutional Court’s decision without dissolving Parliament. By contrast, SCAF’s decree is null and void, because SCAF does not have the power to dissolve the first democratically elected People’s Assembly in the history of modern Egypt. All Egyptian constitutions confirm sovereignty for the people alone, exercised through elected constitutional institutions. It is the duty of the people to defend and impose their Will.

Referring matters to the people is a must in any case, because they are the makers of the revolution and they alone have the right to build the constitutional institutions and to choose their parliamentary representatives and their President. Furthermore, elected representatives of the people have carefully selected a hundred personalities for membership of the Constituent Assembly tasked with authoring the constitution for the Egyptian people, and also fifty more personalities as backup members. No authority can confiscate the right of this Assembly to accomplish its mission and do its duty. This is a moment of victory for the revolution and the will of the people. Everyone must accept this will and take part in making the future of this our beloved homeland, with the end of one phase and the beginning of another. With the end of the reign of tyranny, injustice, corruption and brutal repression, and the beginning of the era of freedom, transparency and justice. Then, a new day will dawn for our Egypt, propelling it to its deserved leadership position and its important leading role, and achieve for its people prosperity, dignity and social justice. Morsi, Egypt's President-Elect, Victory Statement

Dr. Mohamed Morsi’s presidential campaign, announced at dawn, Monday June 18, 2012, that he won the runoff to become President-Elect of the Arab Republic of c. According to results received from our representatives and from count records of all polling sites, signed by presiding judges, the results indicated 13,237,000 votes (thirteen million, two hundred and thirty-seven thousand votes) i.e. 52% for Dr. Morsi. His rival, General Ahmed Shafiq won 12,338,973 votes (twelve million, three hundred and thirty-eight thousand nine-hundred and seventy-three votes) i.e. 48%. and that of the total number of valid votes of 25,575,973 (twenty five million five hundred and seventy-five thousand nine hundred seventy-three votes). On this auspicious occasion, President Mohamed Morsi’s Campaign pays special tribute to the martyrs of the January 25 revolution, and to the victims of the revolution, men and women, young and old. Dr. Morsi pledges to the Egyptian people to be servant of all and to stand at the same distance from all Egyptians, Muslims and Christians, those who gave him their votes and
