THE PARISH COUNCIL’S NEW WEBSITE WILL BE LAUNCHED IN
OCTOBER

This new interactive site is very user friendly and we hope it will build into a
useful tool for the whole village. You will be able to search for Parish Council
Agendas, Minutes and other documents. You will also be able to contact the
Councillors direct. There are still some cosmetic adjustments to make but it is
hoped the calendar will soon be filled with meetings and events. Take a look
and let us have any comments or suggestions of how we can improve the site.

Crime Updates: On the 14th August a moped was seized during part of regular patrols of the Weavers Hill area. The rider, a 19 year old was reported for summons after being caught riding with no helmet, no CBT certificate and no insurance. On the 13th August a male was arrested after being found driving
over the drink/drive limit in the Cross Roads Area.

Summer is now over and we are enjoying the last golden days of
Autumn before the weather turns to wuthering and cold. We’ve had
an active and interesting summer across the Parish.
Sadly we have had two resignations recently. Councillor Connor
Hughes has left the Council, as he is due to pursue his studies in York
and will be leaving the area. I would like to thank him for his service
to the community in the time he served on the Council, and wish him
well in his studies. Councillor James Hutton has also decided to step
down, and I would like to thank him for his service as well, and for
the hard work he put in, particularly in Stanbury, the village he
represented so well. We also have one new Councillor, and I would like to welcome
Councillor David Mahon on to the Council. Cllr Mahon has significant experience in the
areas of community liaison and with planning and planning regulations, and his experience
and knowledge will be very valuable to the Council and the community as we continue to
scrutinise planning applications as a compulsory planning consultee for the Parish. We do still
have some vacancies on the Council, and hope to be in a position to co-opt new members
soon, and if you are interested in standing as a Councillor for the Haworth Ward (although all
our Councillors work to benefit the whole Parish, of course), please contact the Clerk.
The Neighbourhood Development Plan (NDP), which is now taking shape, after lengthy
consultation, will give us more say in future planning and development, and I would like to
congratulate Cllr Tito Arana for becoming the new Chair of the NDP Working Group. This is
a group of Councillors and interested residents who are working towards putting together our
Neighbourhood Development Plan, of which I have written previously. I am sure that Cllr
Arana’s drive and passion will push the NDP towards its final form and adoption. I would
like to also thank the outgoing Chair, Mr (Previously Councillor) John Huxley, who, along
with other members of this group, has done a great deal of the work necessary to push this
project forward and ensure our community has as much say as possible in future development
within the Parish boundaries.
Being a Councillor means we often have to make decisions that will impact the community
and I thought it might be helpful for me to write about how we come to make decisions in
Council. This can often be a complex process. It isn’t about personal likes and dislikes, and it
isn’t about what we ‘want’. First we have to look at the proposal. Say, a Councillor proposes
that we provide a particular facility – we’ll call that X. Firstly, we must check that it is legal
for us to do X. There are a number of things which the Parish Council is not permitted to do,
or that are the clear and stated responsibility in law of the District Council (Bradford), and to
do X might therefore be either breaking the law, or creating what is known as ‘double
taxation’ – i.e. the Parish Council may end up paying out of the precept for something that
should already be covered by the Council Tax paid to Bradford Council. Before we debate the
matter in Council I begin doing research. What are the facts in favour of, or against X? What
statistical data is there? Will X benefit the majority of the community, or at least the majority
of people living in that locality? Is it as beneficial as first presented? What are those benefits?
Are there any drawbacks? Will anyone else suffer as a result of providing X? Has X been
done anywhere else? What was the impact in those other areas of X? If we are setting a
precedent, is it a positive precedent?

What is the cost both in monetary terms and in community terms (i.e. will this be provided
at the expense of other facilities or opportunities for the community? Will others end up
‘going without’ so that X can be provided?). If it is costed, who will finance X? How
will X work over the long term and what will the long term benefit/cost be to the
community? All this we have to carefully consider, but before we make any firm decision
we must allow for reasonable debate in either a Finance and Overview Committee
Meeting or a Full Council Meeting – often both. We must always enter into the debate
with an open mind. After all, there may be something I haven’t thought about in doing
my research or an issue that is raised that is important to consider. The debate must be
balanced and orderly – which is why I, as Chair, allow only a maximum of 5 minutes for
each Councillor to speak. This makes sure everyone has their say, but that the debate does
not go on for too long. Only after that debate, and in possession of as much factual
information as possible, can a Councillor then be ready to vote on the matter. Of course,
opinions can differ, and I welcome different points of view – these contribute to a rounded
and full picture of the issue before us. Then of course, the vote is taken and, as in all
democratic processes, the majority vote is the decision of Council.
This process highlights the fact that much of the work of a Parish Councillor is done away
from meetings as we look to find ways of ensuring that our community is served as well
as possible. A lot of what we do is about campaigning, persuading, lobbying and
representing the wishes of the community to the various departments within Bradford
Council. In this process our District Councillors are strong allies and work very hard,
representing us, at Bradford Council Committee and Full Council Meetings. I know I
have paid tribute to them before, but I think it bears saying again that working with them
gives us strength and ability to ensure that the needs of our community are well
represented.

THE FRIENDS OF HAWORTH PARK
The next meeting of the Friends of the Park will be on Tuesday October 11th 7.30pm at Parkside Social Club. Craig Dyson will be presenting to us illustrated ideas for the proposed Centrepiece for the Memorial Garden. All villagers interested in this project are welcome to attend. Weather and funding permitting, four benches donated by the Buchanan family are to be installed in the garden by Christmas. get a waste bin on Weavers Hill Car park
and also organise a clean up of the area.
One bin costs about £300 so she would like
to start with Operation One Bin for Level
Two Weavers Hill Carpark. Would any
businesses or residents be willing to
contribute some money to buy one? Or
help organise a fund raising opportunity,
like a raffle? Sonje says “I'm in the process
of looking into what sponsoring a bin
requires (any leads most appreciated) and I
am in early stages of discussion with Liz
Parker about it. I want to make a small bit
of difference here, I can't do it on my own,
is anyone willing to help? If anyone is also
interested in a cleanup session let me know
- Community spirit and all. I want to be
proud of this lovely village but at the
moment I'm not so sure because parts of it
have turned into a dump.”
