sense of belongingness with some of the political ideological perspectives. We give adequately calibrated messages to the political class through most of our elections through secret ballot (most of the time confounding the self announced and appreciated political pundits engaged in apparently questionable business of forecasting and analyzing the political behavior of Indian voters). We have been clever by confusing the political leadership about their actual following.

This leads me to argue that the political behavior of Indian voter is systematic, calculated, clear and visibly emphatic. The natural and imminent corollary of this would be that the mostly presented and seldom questioned logic of Indian voters casting their votes on the basis of social, economic, religious, regional, lingual, emotional and parochial considerations holds no ground. Agreeably, most of these issues emerge significant and dominating in the process of selection of the candidates by almost all the political denominations during elections. Almost every chief minister and each prime minister has been compelled to take into account the social and regional aspects in mind while finalizing the names of the members of the council of ministers. Our friends from media also provide immense support and numerical feedback (howsoever unwanted or statically incorrect it may be) to the men and women at the helm of affairs in different political parties as well as the general public about the caste and religious demographic profile of each and every constituency. Our discourse and analysis of the possible and actual outcomes of the elections are generally based of these lines only. But I wish to argue that the voting pattern of Indian voters is largely and immensely determined by the prevalent perceptions, personal experiences, family orientations, traditional linkages, ingrained socio-cultural att i tudes, value-loaded expectations, and wishes of overall developments of self and the surroundings. These factors are further collaborated by socio-economic and communal dimensions of our day to day life. Therefore, I wish that our fraternity of Political Science may attempt to analyze comprehended and understand the political behaviour of Indian voter in a new perspective and in a new framework of enquiry. There are always specifically peculiar and uniquely different views of looking at the events and things. Let us enquire into this again in a new perspective. Let our inquisitiveness acquire new shapes and directions. Let noble thoughts come from all parts of the

Dear friends,

When this piece of words reaches you, most of you must have used your right to vote (hopefully yes and very well judiciously) for the purpose of electing your representative for Lok Sabha. Some of you might be waiting for their turn to vote. The right is vote essentially provides us the powerful tool to articulate our opinion of the existing and available sets of leadership and their collectively manifested programmes of action, and also gives required assurance to the ordinary Indian citizenry about the bright future of our oft declared vibrant democracy. It also makes us effective partners in the overall decision-making processes (howsoever indirect it may actually be and whatsoever apparently visible demerits of the system of election process we might encounter), and at the same time enables us to make clear choices amongst particularized policy frameworks which are prevalent. Our right to vote also immensely strengthens our fundamental faith in democratic pattern of government and increased and indomitable belief in the Indian approach of accepting the community view. The proverbial majority dominance also finds substantial legitimacy through elections and the basic requirement of representativeness of democratic apparatus also gets fulfilled. These regular political exercises provide greater access to the people into the policy formulation processes and give exposure to the otherwise unavailable potential of variety of people to the arena of political activity. Most of the regional and area-specific problems, demands and aspirations of different communities of people also get sufficient and appropriate expression through the processes associated with electing our representatives.

Fortunately enough we Indians have consistently demonstrated our deep interest, enviable commitment and understandable reverence to most of the processes of democratic functioning of government, howsoever inconsistencies we might have found with the actual functionaries. The statistical evidence of low percentage of voting might be presented to counter this argument but the fact of the matter is that as Indians we love democracy. We love our rights. We love our democratic institutions and yes, of course, most of the time, we respect them. We want our democracy to flourish. We want our governments to perform. We want our leaders to be sincere, committed, honest and dedicated to the cause of the nation. We give high regard to our constitution. We give profuse respect to any individual who appears to be fighting for the cause of the people in any format or any manner. We feel deeply disturbed by the ills of our politics. We pray for clean leadership. We usually tend to agree with most of the policy initiatives (of course, there are some teething problems in some cases which gradually give way to the majority view). We discuss political issues with great passion and avoidable emotion. We have tremendous adulation for some of our political formations. We have strong

Proposals are invited by interested members for Research Committees of IPSA. The Research Committee (RC) shall be formed out of the members of IPSA only. The proposal must contain: (i) broad theme of the RC; (ii) names of the Chair, Co-Chair, Convener, and members (not less than ten) of the RC; (iii) sub-themes of the RC; (iv) statement of the areas of research of RC; (v) a brief CV of the Chair, Co-Chair and Convener (not more than 100 words each) with coloured passport size photographs and membership numbers and full contact details of everyone in the RC; (vi) explanation of possibilities of academic expansion of the RC; and (vii) elaboration of the intellectual contribution of the RC to the discipline of Political Science. The conveners making proposals should try to make the RC more representative and national in character and profile. The decision on the inclusion of

Challenges of Contemporary GovernancePolitical scientists are often seen not merely as analysts of political matters, but as something akin to engineers sculpting the organisation of power. Globalisation has profoundly altered the work of political scientists, intensifying communication and exchange on issues pertaining to the way in which communities, societies, nations and the world itself are governed. The ambition of this international political science congress, to be held in Montreal, is to reflect upon contemporary evolutions in governance in the face of numerous challenges:• Political, economic and social systems have become increasingly fragmented, rendering global strategic initiatives ever more complex• The variety of values, attitudes and behaviours exhibited by individuals and groups makes for a greater and more diverse demand for inclusion and participation• As the structures through which these interests are represented continue to expand, systems of governance become increasingly complex, more difficult to interpret and understand and less responsive to the uninitiated citizen• There is a growing risk that the democratic quality of our political systems will deteriorate as a result of the rising influence and decision-making capacity of technical-administrative and technocratic experts• For a given sector or type of organisation, comparative analysis and an experimental methodological approach should help better evaluate the performance of different forms of governance• It may also be fruitful to focus on the various competitive strategies and means by which models of governance are promoted, or even imposed (in the name of ‘good governance’ demanded by international institutions, for example) Faced with these challenges, the multi-faceted phenomenon of governance requires a global, comprehensive and multi-tiered approach: from the local association or political party up to the international community, via regional integration or the national regulation of an economic sector. Adopting an approach to political science which is resolutely open to the opportunities offered by interdisciplinary collaborations, we must also support the circulation of theoretical frameworks and empirical approaches which are applicable in the northern and southern hemispheres, to the most developed nations and the panoply of emerging and developing countries. The main focus of this congress will be to generate the greatest possible number of concrete, innovative answers to the questions of citizens, their political, associative and socio-economic representatives and the policy makers who are working constantly to improve the quality of governance.

IPSA National awards for 2012 and 2013 were

announced and given away during the 55th IPSA All India

Annual Conference held at Hyderabad on 28-30

December, 2013. The detailed profiles of the awardees are

available on IPSA website www.ijps.net . Chief Guest of the

conference Hon'ble Justice L. Narsimha Reddy presented

the awards and the announcement was made by the IPSA

President Professor R Thandavan. Professor V S Ram

Memorial IPSA National Senior Political Scientist Award for

2012 was given to Professor Noor Jahan Bawa and for

2013 to Professor C P Barthwal. Professor M S Chaturvedi

Memorial IPSA National Young Political Scientist Award for

2012 was presented to Dr(Mrs) Anupam Sharma and for

2013 to Dr. Nani Bath. Shri Nihal Singh Yadav Memorial

IPSA National Award for Special Contribution to the Study

of Ancient Indian Politics 2012 was given to Professor

Kaushal Kishore Mishra. For the year 2013 this award

could not be given because the jury did not find any of the

nominations suitable. On behalf of the IPSA fraternity, we

congratulate all the IPSA National Awardees.

Best Research Paper Award

IPSA announces that the Best Research Paper Award shall

be given during the next IPSA All India Annual Conference.

The award shall be given only to research scholars. For the

purpose of nomination in this category, the application

should contain:-

1. An application of intention indicating the Life

Membership number.

2. A full research paper in prescribed format.

3. A certificate by the institutions/ supervisor indicating

the name, level and address of the research scholar.

The decision of the jury shall be final. The award shall

be given only to the life members of the association. The

applicant should necessarily register him/herself before

applying for the award. Application to this effect should

B. For Senior Political Scientist Award, the candidate should be above the age of 40. For Young Political Scientist Award, the candidate should be below the age of 40. For Special Contribution to the Study of Ancient Indian Politics Award, there is no age limit.

C. Senior Political Scientist Award shall consist of a plaque, a citation, a shawl and a cheque of Rs.51,000/-. Young Political Scientist Award carries a plaque, a citation, a shawl and cheque of Rs.21,000/ and Special Contribution to the Study of Ancient Indian Politics Award consists of a plaque, a citation, a shawl and a cheque of Rs-21,000/-

The 55th All India Annual Conference of the Indian Political Science Association (IPSA) was held in Hyderabad, Andhra Pradesh from 28-30th December, 2013. The inaugural session of the Conference was graced by Hon'ble Justice L. Narsimha Reddy as the Chief Guest with Ambassador A.N. Ram as the Guest of Honour of the function. The distinguished guests and delegates were welcomed by the Local Organizing Secretary, Dr. M. Venkata Narayan Reddy. Thereafter, the Keynote Address was delivered by Professor R.V.R. Chandrashekhar Rao, Former Vice Chancellor, Andhra Pradesh Open University, which was subsequently followed by Vice Chancellor, University of Madras, Chennai, Professor R. Thandavan's Presidential Address. Professor Sanjeev Kr. Sharma, General Secretary and Treasurer IPSA, read the Annual Report of the Association to the assembly. The star feature of the occasion was the giving away of awards to political scientists with extraordinary calibre and career. The session got concluded as Dr. J.L.N. Rao, Department of Political Science, Osmania University, Hyderabad expressed his vote of thanks towards the whole assemblage. In the afternoon a Plenary Session was conducted under the chairmanship of Professor M. Mutthaiah, Head, Department of Political Science, Osmania University, Hyderabad. Professor Madhurendra Kumar, Department of Political Science, Kumaon University, Nainital, Uttarakhand and Professor A.V. Satish Chandra, Osmania University, Hyderabad were the Keynote Speakers of the session. The day's proceedings got summed up with the Madhukar Shyam Chaturvedi Memorial Lecture delivered by Professor K.K. Mishra, Head, Department of Political Science, Banaras Hindu University, Varanasi, Uttar Pradesh as the session was chaired by Professor Sushma Yadav, Pro-Vice Chancellor, IGNOU, New Delhi. Both the afternoon sessions witnessed a laudable gathering. On the second day of the conference seventeen parallel brainstorming sessions were conducted in which paper presentations, discussions and deliberations

were carried out by participants under seventeen panels, namely-State of the Studies in Political Science; Political Thought and Theory in India: Lessons from the Past; The Future of State in Globalized World; Discourses on Gender; Politics of Democratic Decentralization in India; Politics of Violent and Non-Violent Movements; Politics of Democratic Governance in India; Politics of Non-State Activism; New World Order and India; Contours of Modern Political Economy; Political Systems and Democracy; Issues in Administrative Culture and Governance; Perspective on State Politics in India; Emerging Nature of International Organization; Contours of Global Politics; Government and Politics of Tamil Nadu; and State Politics of Andhra Pradesh. The final day proceedings commenced with the Association's General Body Meeting chaired by Professor G. Gopal Reddy, Department of Political Science, Osmania University, Hyderabad. More than twenty members of the Association raised various comprehensive issues which were duly responded by the General Secretary, Professor Sanjeev Kr. Sharma. Finally, the meeting came to end with the declaration of the results of the election held for the offices of IPSA by the Returning Officer, Professor K.K. Mishra. The Valedictory Session of the Conference was presided over by Professor Tirupati Rao, Former Vice Chancellor, Osmania University, Hyderabad, and the valedictory address was presented by Professor R. S. Yadav (Head), Department of Political Science, Kurukshetra, Haryana. The chief guest of the session was Professor K. Madhusudan Reddy, Former President IPSA and vote of thanks to all present in the House was registered by Professor G. Gopal Reddy. The Conference was organized in Hyderabad on a very short notice due to certain inevitable reasons and was a commendable effort on the part of the organisers in shouldering the responsibility despite a few shortcomings due to eleventh hour arrangements that they had to make, which was well reflected in the seven hundred plus participatory strength of the Conference.
