We will also be serving baked beans, coleslaw, potatoes, vegetables, and dessert. Residents need only bring themselves. Chief Ryan Kennedy NEWS Lake Dalecarlia Regional Waste District The Board of Trustees of the Lake Dalecarlia Regional Waste District Announces nominations of Trustees for Ward VI, VI & VII When: Monday, November 14, 2019 from 6:30-7:30 pm Where: 15901 Briargate Place, Lowell, IN 46356 Resident-Freeholders are eligible to hold office as Trustee on LDRWD Board. They must reside in the Ward they wish to represent and be nominated at the Nominating Session by a resident freeholder of that Ward. Results of the nomina- tions will be announced at the November regular monthly meeting, which will be held at 7:30 pm following the nomina- tions. Ward VI and VII are 3 year terms beginning January 2020. Ward IV is to fill a vacancy for the remainder of the term from current to December 2021. Annual Children’s Halloween Party The GFWC Lake Dalecarlia Womans Club held its annual Children’s Halloween party on Saturday, October 26 th at the Lake Dalecarlia Community Building from 1 until 3. The fes- tivities started with everyone dining on delicious hot dogs, chips, juice boxes cup cakes and cookies. Coffee and water was provided for the “big people”. Storyteller Grant Fitch entertained the children with cute and funny Halloween sto- ries and songs. When Grant finished, the costume contest began. Prizes were given to each age group. Winners were Infant to 3 years, 1 st place Liam Secan, as there were no other 0 to 3 contenders, those prizes will be held until next year. Next group was the 4 to 6 year-olds: 1 st place Kyle Secan, 2 nd place Jane Fadool, tied for 3 rd place: Lincoln Ca- rew and Lucas Boord, with runners up Mason Boord, Nolan Hensley, Connor Hansley, Kazi Kalvistis and Kally Kalviates. The 7 to 9 group came next, with 1st place going to Lyric Sauter, 2 nd place Jada Canarini and 3 rd place Makenzie Rumback. Runners up were: Haiden Wirtz, Mason Kalizae, Katelyn Kennedy, Caleb Hensley and Maddie Jadernak. Finally, the 10 to 12 group winners were announced: 1 st place Justin Bitters, 2 nd place Sergio Canarini and 3 rd place Lili Jadernak. The group spent a little time visiting and each child received a “goodie bag” to take home. A grand time was had by all. Thank you to all the parents and children who attended our party. It was awesome! Lake Dale Fire Department Auxiliary Reflective address signs are available for $15.00 including delivery. The signs help the fire department find your home in an emergency. We have an ongoing need for volunteer support for a variety of interior and exterior projects requiring carpenters, electricians, concrete workers, gardeners and general labor. Also, a number of our standing Committees need additional members. PLEASE consider donating your time for one or more of these vital pro-jects. Donated time keeps our costs down which in turn helps control the Annual Assessment. Interested volunteers may call 219.696.0771 or e-mail [email protected]. Leave your name, telephone number, availability and the type of work you are able to do and/or the committee in which you would like

Lake Dalecarlia Regional Waste District The Board of Trustees of the Lake Dalecarlia Regional Waste District Announces nominations of Trustees for Ward VI, VI & VII When: Monday, November 14, 2019 from 6:30-7:30 pm Where: 15901 Briargate Place, Lowell, IN 46356 Resident-Freeholders are eligible to hold office as Trustee on LDRWD Board. They must reside in the Ward they wish to represent and be nominated at the Nominating Session by a resident freeholder of that Ward. LDPOA Meeting Minutes

The meeting of the Lake Dalecarlia Property Owners Association was called to order at 7:00 p.m. on Monday, October 21, 2019. Attending boards members were President Bill Waligora, Vice-President Pro-tem Jack Payne, Trustees: Mark Torphy, Laurie Lau, Martha Coakley. Section reps: Section 1 Bill Conaty, Section 4 Jack Payne, Section 5 Victor Emigh, Section 6 Ted Degonia. Absent : Secretary Jody Senese, Treasurer Cindy Addis, Sec 2 John Brennan. Motion to accept the September 16, 2019 minutes was made by Laurie Lau, seconded by Ted Degonia. Motion carried. Residents in Attendance 11. The September 2019 Treasur-er’s report: Total income $2,787.50, total ex-penses $7598.77, checking $21,999.76. Dredg-ing $38,376.68. Reserve $347,834.68. Motion to accept Ted Degonia, second Martha Coak-ley. Motion carried. No bills for approval. No correspondence. Assessment breakdown: 556 owners, 543 paid, 3 unpaid liens, 4 foreclo-sures, 3 bankruptcies, 1 pending/, 2 offensive foreclosures. Hall rental: We have had a good number of rentals. There are only 80 chairs, 20 more will be obtained. Parking continues to be a major issue with both renters and bar owner looking for options. Options were discussed including parking near the fire department with the hall renter shuttling of attendees. General maintenance: work was performed on the well and it is working now. Outlot maintenance: discussed clearing of branches from recent storm. We have some tree removal required and will add chipping of residents branches from the storm to the contract. Beaches and parks: work will be done in spring to prevent erosion of beaches. A retaining will be neces-sary at South Beach. Volunteers are needed to move old swing set from POA building to the South Beach area. Sand for the beaches will be purchased and placed in the spring. Lake boating and safety committee: The Lake En-forcement -safety boat will be removed this week. Patrolling will stop for the season. Condolence notices: none. Section reps: Sec 1-nothing, Sec 4- nothing, Sec 5- nothing; how-ever, it is preferred that we no longer make reference to Section 5 as “Block 30”. Thus, it shall be referred as Section 5. Sec 6 nothing. Elections: The slate for Vice President present-ed; no additional candidates were slated after request was announced 3 times. Jack Payne was slated unopposed and elected. New poten-tial Board Members: Section 4 Brian Wirtz vol-unteered to represent Section 4 with Jack’s election to Vice-President. After the meeting John Cullum volunteered for Section 3 filling

the Board opening. Current Board Members should contact Brian and John to learn about their interest in the Community. Barring any unforeseen issues their appointment will be at the November Board meeting. Budget: Sue Shields asked for funds for playground equipment for the South Beach. Money is in the shoreline budget along with beach im-provement. There were no other concerns.

Community will vote on the proposed budget at the November meeting New business: Lack of interesting at time postpones Yoga class and may start in January. Water buoys will be removed next Sunday, October 27th. The lake level will be lowered to a winter level 11/1/2019. Idle speed will be in effect until next spring. Upcoming events: The People’s Supper will be 11/13/19 starting at 5:30. This event will be catered with limited seating. Please contact Debi Waligora, 219-300-2155 to make a reservation. Community Halloween party is this Saturday October 26th from 1 to 3 p.m. Women’s Club is look-ing for new members. Open Forum: Ques-tions were again raised about parking and the POA parties and restaurant. The owner of the bar will be notified when parties are scheduled so the employees do not park on the upper level. There was continued discus-sion on options of solving the parking issue. There were questions about the proposed development but there is no news at this time. A member pointed out that there has been excess trash and broken glass around the playground and pavilion areas. This will be discussed with the owner of the restau-rant and we will ask them to police the area. John Cullum volunteered to run the annual Fishing Derby. We want to thank Ginny Feyes for her 11 years of service to Lake Dalecarlia POA. We wish her well for years to come. Thanks Ginny for all that you have done. Motion was made to adjourn by Mar-tha Coakley and seconded by Ted DeGonia , motion carried at 8:10 p.m. The next meet-ing is scheduled for Nov. 18, 2019 at 7

Lake Dalecarlia Women’s Club The October meeting of the Lake Dalecarlia Women’s Club was held on Tuesday October 8, 2019 at the home of Geane Anderson. Present were: Geane Anderson, Ginny Feyes, Carol Grady, Sue Shields, Barb Stone, and Deb Waligora. Geane shared the thought for the day from Sue Skvara entitled “That woman is a Success”. Old Business September minutes were reviewed and ap-proved Ginny handed out and reviewed the financial report. Report was reviewed and approved With the discontinuation of the aluminum recycling, we voted to donate $250 of the remaining funds to the Fire Depart-ment. The remaining $148.68 will be rolled into our general fund. Halloween Party is scheduled for Saturday October 26th from 1-3 at the POA. Sue will put sign up on Sunday October 20th. Grant Fitch has been retained as the storyteller Club voted to skip “Make a Difference Day” for this year. Will resume next year. New Business Next Peoples Sup-per will be held Wednesday 11/13/2016 from 5:30-7:30 at the POA. The meal will be ca-tered and reservations required. Attendance will be limited to 50 residents. Residents to call Debi to make reservations –219-300-2155 before 11/11/19. Residents will not need to bring anything to this dinner. Carol will order the cake thanking Legacy Founda-tion for making these meals possible Sue will place order for meal. Club members to con-sider organizations/people for our Christmas gift giving. Will discuss further at the Novem-ber meeting. Next meeting will be at the home of Ginny Feyes on Tuesday November 5th, at 6:30. We will be making kitty pillows for the animal shelter. Ginny will be sewing the fabric for the pillows. Everyone to bring plas-tic bags to stuff the pillows. Meeting Ad-journed at 8:45 PM

MAINTENANCE REPORT (Wanda DeBold, Crew Chief) Wanda reported that the motors on 2 of the blowers at the treatment plant are hav-ing issues. We have a contractor coming out to verify and make recommendations for repairs. The cause is unknown but it was discussed about a possible power surge at the plant dur-ing the recent storms. Nicole will check with Engineer Maurer regarding surge protection at the plant. Ginny asked about the UV lights at the plant, Nicole replied that we can not take them out until after October 31, which is when our EColi testing ends for the season. SECRETARIAL REPORT (Nicole Walkowiak, District Manager) September 9, 2019 Meeting Motion by Virginia Feyes to accept the Minutes of the September 9, 2019 Meeting Second by Stanley Lee. Questions or corrections? No. Motion Approved. FINANCIAL REPORTS Motion by Stanley Lee to approve the financial reports for September 2019. Second by David Andersen. Questions or corrections? OLD BUSINESS Road Box Project – Capital

Fund Project Pay Request No. 6 Nicole pre-

sented pay request no. 6 and comments from

Engineer Maurer for a corrected total of $2824.

Motion by Stanley Lee to approve the corrected

total of $2824 for pay request no. 6 Seconded

by Virginia Feyes. Questions or corrections?

No. Motion Approved. Unfound Boxes Project-

Nicole reported that the money the Board had

approved for finding the boxes has been ex-

hausted and there are still 10 unfound boxes.

It was also noted that these last 10 are the

hardest to find and have already been at-

tempted, so it is unknown how long it will

take to find them. Motion by Virginia Feyes to

approve up to $20,000 to continue finding

the boxes. Seconded by Stanley Lee. Ques-

tions or corrections? No. Motion Approved.

Marina Subdivision No Update HydroJetting

Lines – FW and Bl30 Nicole stated that as

part of the marina subdivision, she watched

the old videos from when the sewer lines in

the Fairways. She discovered that there are

roots in the line going to the manhole at the

Marina which will need to be address. Nicole

presented comments from Engineer Maurer

and 2 bids for hydro-jetting the line to re-

move the roots and also hydro-jetting a line

in Block 30 where a small blockage was

discovered during the smoke testing. Motion

by Stanley Lee approve bid from R&R Visual

in the amount of $2375. Seconded by Geane

Anderson. Questions or corrections? No.

Motion Approved. Storm Water Inspections

Nicole reported that Engineer Maurer has

asked for additional information regarding

sump pump surcharges and Steve is working

on the project. Nicole also reported that we

have 2 customers in the Fairways and Block

30 area who are currently paying the fines

for stormwater of $50 per month. 1 has not

allowed us access to his home to inspect,

but has signed the grant, the other was vio-

lated for sump pump being tied in and has

not allowed us access to reinspect. Nicole

also reported that we have notified home-

owners where the smoke testing has shown

that they are missing caps on their

cleanouts. Attorney Sendak stated we need

to send a follow up letter regarding fixing

these to help remove infiltration of ground/

rain water. Smoke Testing Results Nicole

presented the results of the smoke testing,

which only showed 5 areas that need to be

addressed, none of which are substantial.

Homeowners have all been notified of the

issues found.

NEW BUSINESS Key-Assets program Nicole presented a bid from Keystone for a new program called Key-Assets. The SBoA has announced that they are changing what is required of the District and the ways things are reported. Starting in 2020, we are re-quired to report depreciation of assets. Attor-ney Sendak asked about other programs, and Nicole stated that this program is by the same company that all of our software is from. Mo-tion by Stanley Lee to approve Key-Assets for $2300 pending Nicole’s approval Seconded by Virginia Feyes. Questions or corrections? No. Motion Approved. Nominations will be November for Wards VI and VII – November 2019 It was also noted that we will have nom-inations for Ward IV for the remainder of the term ending December 2021 Confirmation of Approval of Flooring Replacement at Office – verbal or email vote ‘yes’ Jim Teske, Herb-Steuer, Ginny Feyes, Stanley Lee Motion by Virginia Feyes to confirm the approval of the low bid from Yancey’s House of Carpet for $2495.62 Seconded by Geane Anderson. Questions or corrections? No. Motion Ap-proved. Main Lift Station PM – performance results Nicole read the PM results and recom-mendations from Gasvoda and has forwarded the email to Engineer Maurer for these rec-ommendations. Once we hear those, we will contact Gasvoda for a price of any repairs or upgrades that need to be made. Block 30 PM scheduled for 10/16 Man Hole Inspections FW/BL30 Nicole presented bid form Engineer Maurer for Haas to do an investigation and recommendations for all manholes in the Fairways and Block 30, to continue to look for I&I in our system. Bid was for the amount of $11,414. Attorney Sendak stated that we need to add the fact of finding and uncovering any missing manholes. Motion by Stanley Lee to approve bid including the finding and uncovering of any missing manholes Second-ed by David Andersen. Questions or correc-tions? No. Motion Approved.
