M y name is Mattie Clegg and I am a member of the Atascadero Broncos 4-H Club. I set up a bulletin board at my school, George H. Flamson Middle School, in Paso Robles for National 4-H Week, October 5 to 11. The “National 4-H Week” bulletin board was about 8 feet long and 3 1/2 feet wide. I decorated the bulletin board with Shamrocks and a green border that I cut by hand; the 4-H pledge and motto I printed on my computer; an article I wrote about one of my club’s community service pro- jects; two ribbons I earned at the fair and Field Day; three posters about 4-H that I borrowed from the 4-H Office; and some gold stars for sparkle. I made a poster on my computer that said, “ Be a Star! Shine in your Community!” The board attracted alot of attention with its eye-catching colors and informative posters. The display was up for all of National 4-H Week. I n preparation for this project, I talked to the school principal, vice-principal, and the teacher in charge of the bulletin board, to get per- mission, three weeks in advance. I wanted to be sure that everything would go smoothly when it came time to actually put up the display. My mom helped me put everything up and it took us a little less than 3 hours. The teacher in charge of the bulletin board actually said that it was so good that she wondered if I could construct another one for my school. But, I hope that this bulletin board will encourage the other kids to join 4-H and find out for themselves how much fun 4-H is! Exotic Newcastle Disease (END) quarantine lifted.According to the Avian Science Notes publication ofSeptember 2003. As of September 16, 2003, the quarantinewas lifted after the CDFA and USDA revealed no further pre-sense of the disease. For the 2004 Fair season, you mightexpect mandatory bird health checks before your birds areallowed to be showed at the fair.

The Emerald Star Rankoffers 4-H’ers the

opportunity to develop leadership skills beyondthe local unit level. To be eligible, the appli-cant must have received the Gold Star rankand be 14 years of age or older, present aplan of proposed leadership to be offered on amulti-unit or county basis (or in thecommunity), during the following year.Projects may be planned and complet-ed within a short period of time, or theymay take the entire year to complete.

Community ServiceRecognition Award

Achievement Night is a good time to recog-nize those individuals who have gone aboveand beyond in helping their community. Forthe Community Service Recognition Award,peers write a letter about why their nomineedeserves this award, the nomination letters goto an independent panel of judges without thenominee’s name. Winners are selected basedon what they have done to support the 4-Hprogram and their community. This recogni-tion award comes in three catagories,1) Family, 2) Adult, and 3) Youth. Hayley Borchard here and I just want tosay “HI THERE” to all San Luis Obispo

County 4-Hers. I am 16 years old and I havebeen in the Estero/Morro Bay 4-H Club for 8years.

The projects that I like themost are swine, food

and nutrition, and leader-ship. For the past fouryears, I have held differ-ent club officer positions,which have helped medevelop my leadershipskills. I enjoy being a TeenLeader for the swine project,because teaching and workingwith the youth in the project is very rewarding.

As an All Star, the leadership skills I havegained will be tested as I participate in

more county level activities and encourageyou to do the same.

Other things I like to do are to participate inchurch youth group, cheerleading and

work at my Mom’s restaurant, Carla’s CountryKitchen. In my free time I like to go shoppingand talk on the phone with my friends.

Hi, my name is Ashley McCollum and I'mvery excited to be an All Star representing

San Luis Obispo County 4-H. I'd like to intro-duce myself and tell you a little about me. I'm16 years old and attend Atascadero HighSchool. I started with theBishop Peak's 4-H club inSan Luis Obispo in thefourth grade. Then aftera couple years wemoved to Atascadero, soI transferred to the CerroAlto 4-H Club.

I've been very active in myclub taking part in many dif-

ferent projects and activities. Ihave held leadership roles in my club as ajunior leader for the swine project and for theornamental horticulture project, along with(continued page 7)

chairing different committees. I like to help outin my community by assisting with food andtoy drives for Loaves and Fishes, donating petfood to the Humane Society, and just helpingout where there is a need.

Outside of 4-H and school, some of myhobbies are camping,scrapbooking, hik-

ing, spending time with my family and friends,volunteering in the community, and listening tomusic.

So, that's a quick look at me. There will beplenty of opportunities for you to learn

more about me and get to know me better as Ifulfill my All Star responsibilities throughout theyear. I'm looking forward to a great year!!

Hi! I am Travis Emerson and I am 14 yearsold. Valley of the Bears has been an impor-

tant part of my life for the past five years, but Ihave been in 4-H since 1996.

Iam proud to say that I am continuing a familytradition of taking on the role of

All Star. It began with mygreat-aunt, then my aunt,my cousin, my brother andnow, me.

Iam really looking forwardto the challenges that

this program year willbring. I expect to learn alotfrom my fellow All Stars andto learn more about 4-H itself.I especially look forward to devel-oping my leadership skills and public speaking.

Iam involved in choir and community serviceactivities. In my free time, I like to spend it

with my family.

My name is Chelsea Leitcher and I ampleased to be one of your 2003-2004 4-H

All Stars. I live in San Luis Obispo and havebeen enrolled in the 4-H program for sevenyears.

Currently I am enrolled in the AtascaderoRangers 4-H club and have participated in

the swine, sheep, beef, and poultry projectareas, including junior and teen leadership. In

the past few years I have beenclub secretary and I am cur-rently club treasurer. I amalso enrolled in the San LuisObispo FFA Chapter andhave been club reporter andparticipated in ParliamentaryProcedure, Best InformedGreenhand, and Job Interview.

Outside of 4-H I participate inpublic speaking, swimming, show jumping

and Grace Youth activities. I look forward toan exciting and eventful 4-H year. Thank You.

Hi everyone! My name is Cortney Tierney .I am 16 years old, a junior in high school

and I attend Cuesta College. My mom homeschools my three younger siblings and me.My family and I live in Atascadero.

Iam a member of the Cerro Alto 4-H Club andI have been involved in the 4-H program for 8

years. I love this program and all it has tooffer. My projects include: community service,leadership, shooting sports, horse, sheep, cul-tural arts, arts & crafts, and gardening. I haveheld different officer positions at the club leveland this year I am the club President, an officethat I am thoroughly enjoying.

When I am not doing something for 4-H, Ilike to spend my time riding my horse,

hanging out with my family, working outsideand staying involved in my localchurch youth group. I believein the 4-H program and Ihave always wanted to bean All-Star. I am veryhonored to be apart ofthis year’s team. This isa whole new aspect of4-H for me. I am reallylooking forward to theexperience and representingour county in a positive way. Hi there! Keely Oswald here. I am 15years old and have been a part of 4-H for

5 years.

Iwant to continue to bring 4-Hers in San LuisObispo County closer together. One way to

bring 4-Hers together is County OfficerTraining day.

Iam looking forward to assisting and guidingthe 2003-2004 All Stars to achieve whatever

goals they may have as individuals or as ateam. I offer a positive, hardworking attitude,which I hope will motivatethem to ride their ownwaves of success.

Ienjoy a variety ofactivities to keep me

busy. Hang out withfriends and take careof my animals and lis-ten to country music.

Hi. My name is Jeniece Cooper . This year Iam a Senior All Star for the SLO County

4-H program. I have been in 4-H for 8 yearsand am currently enrolled in the Cerro Alto 4-Hclub. I am the vice-president for the club, ajunior leader and a teen leader. Also, I am ajunior in High School,

For me, 4-H is something special that hassomething to offer to everyone. It, in itself,

is one of my main hobbies and, because of myinvolvement, is one of my only extracurricularactivities. That is, however,only because I tend toget heavily involved inwhatever I join. Alas,I lead a volunteer'slife.

Some other thingsI like to do are

collect dragon things,ride my horses, read a

lot, play all types of games, try to go to asmany Civil Air Patrol meetings as I can aroundmy 4-H activities, and bug my brother.

Hi! My name is Breana Dixon . I am 18years old and a first year Engineering stu-

dent at Cal Poly. In school this year, I hope toparticipate in SWE (Society of Women inEngineering) and Poly Escapes (an outdooradventure program).

In my free time (what's that?), I like to ride myhorse Ruby, work with our 18 month colt,

Falcon, read and spend time with my family.This is my ninth year in the Rio Rancheros 4-HClub of Atascadero. I have participated in suchprojects as horse, cooking, guide dog andsewing.

I'm really excited to be a Senior All-Star thisyear because I loved participating in county

events last year as an All-Star. Now, I not onlyget to continue in the program, but I also get tointroduce new 4-H members to it. Being an All-Star or Senior All-Star is a fabulous way to getinvolved at the countylevel. This year, I justhope to get every-one involved, meetnew people, learnnew things, andhopefully passthat info on to oth-ers. Have a greatyear everyone!

HEY, SAN LUIS COUNTY, HOW DO YOUFEEL??? For those of you who haven’t

gone to State Leadership Conference, theproper way to answer that question is…”IFEEL GOOD, OH I FEEL SO GOOD!!!EUH!”But my personal favorite… “I FEEL GOOD OHI FEEL SO GOOD!!!EUH! DOUBLE EUH!EUH!WITH ATRIPLEWHOOP!WHOOP!WHOOP!” Nomatter howyou choose toanswer thatseemingly ageold 4-H ques-tion, I hopeyou are feeling good and that you will have asmuch fun reading about me, as I am having inwriting this.

My name is Jack Crane and I have justbeen hired by San Luis Obispo County

4-H to help with all of your 4-H needs. Noweven though I am new to the county, I havebeen in the program for a few years now. So,I thought that this would be a good time to tellyou a little about my 4-H experience.

Well all the madness started in 1986 with aHampshire ewe that I named Ewela.

About a year and five months later, Ewelagave birth to Jackie and my 4-H sheep projectwas off. Shortly there after, a Rosecomb cockwas added (for you non-poultry people that’s afunny looking boy chicken) along with a dozeneggs. Well, eleven of the dozen eggs hatchedand that started my poultry project. When Iturned nine, I added my Welsh pony Smokeyand shortly after my new horse Blue andWHAMO!!! I was in the Horse project. I alsojoined the dairy project, because where I am

from that was the cool thing to do.

So let’s update the projects now. My Sisterand I split the sheep flock in 1996 and

when I turned nineteen, I gave them all to her.Recently she earned Premier Exhibitor forsheep at the Los Angeles County Fair - GOCarrie You Rock! Can you tell I am proud ofmy little sister? I added a few Jersey Giantsto the chickens and last year we hatchedabout three hundred chicks. Smokey died in1989, but Blue is still around and the love ofmy life. And after three heifers, I dropped thedairy project (even I can’t do it all).

Iwas a 1997 – 1998 San Bernardino CountyAll Star. I served two years as the Southern

Section Teen Council President. I also servedas the Southern Section’s Youth VotingRepresentative for the State Leaders Council.The highlight of my 4-H career was beingselected as a member of the California delega-tion to the National 4-H Conference. I am very

active in theLeadershipandCitizenshipprojects atthe sectionaland statelevels.

So that ismy 4-H

member experience in a nutshell. Since my19th birthday, I have worked as a DistrictLeader at California Focus, I am a member ofthe Cal Poly Collegiate 4-H Club and I haveworked on a few State Leadership ConferencePlanning Committees.

Now, that should bring you up to date withme, what about you? I would love to meet

The meeting was called to order by Management Board Chair,Ruth Sutherland, at 5:50 p.m.

I. OPEN FORUM FOR MEMBERS AND LEADERS No items presented.

II. TREASURER’S REPORTSA. Treasurer’s Report: Evelyn gave clarification of severalitems on report. Income from the Field Day Bounce Houseshould have been deposited into the All Star RevolvingAccount.

Action: Motion by JoAnn, seconded by Ken, to “Transfer$371.90 from General Fund to All Star Revolving Account”.Discussion. Motion passed.

B. Audit Report: Shawn and Jack served as Audit Committeefor 2002/2003 County 4-H Treasurer’s Book audit. Bookswere generally in good order. Shawn led a discussion aboutmaking our account balance work for us, possibly put intostaggered CD’s. Needs further review and recommendations.

Action: Ad Hoc Committee formed, including Evelyn Rockwell,Ruth Sutherland and JoAnn Overbey, with recommendationsto be made at January 2004 Management Board meeting.

C. Voting on Funding Requests: Richard led discussion andgave background on the many special requests for fundingthat are made to the Management Board.

Action: Motion by Shawn, seconded by JoAnn, to “Adopt aprocedure to allow groups or individuals to bring forth and dis-cuss special funding requests. Those people who are associ-ated with the request would be required to leave the roomprior to voting”. Discussion focused on concern about oneBoard member swaying the votes of others during closed ses-sion. Amendment by Brandon, seconded by Ken, to “Ceaseall discussion during voting by Board members”. Further dis-cussion. Brandon moved to withdraw amendment to motion.No objections. Amendment withdrawn. No further discussionon main motion. Main motion passed.

III. DIRECTOR’S TERMSA. Visibility Director: Dana Azevedo was introduced byRichard, welcomed, and thanked for volunteering.B. Secretary: Three interviews have taken place.Announcement of final selection will take place within the nextweek.

IV. DISCUSSION OF NEW DIRECTOR POSITIONSRichard reminded the group that the positions of Secretary,Immediate Past Chair, and All Star Advisor had been added,as voting members of the Management Board, at the lastManagement Board Meeting.

Action: Motion by Shawn, seconded by Evelyn, to “AcceptState Ambassadors, Cal Poly Collegiate 4-H Representative,and Senior All Stars as voting members of the ManagementBoard”. Discussion about including Adult Advisor to the StateAmbassadors. Amendment by Ruben, seconded by Ken, “IfSouthern Section Adult Advisor to the State Ambassadors isfrom San Luis Obispo County, the person would considered avoting member of the SLO County 4-H Management Board”.JoAnn called for a show of hands during voting on amend-ment. 4 yes, 4 no, 3 abstain. Amendment failed. No furtherdiscussion. Main motion passed.

V. 4-H AWARDS REPORTA. Record Book Judging: Event went very well, but final num-bers are not available.B. All Star Selection: Hayley Borchard, Travis Emerson,Chelsea Lichter, Ashley McCollum, and Cortney Tierney wereselected as 2003-2004 All Stars. Jeniece Cooper, BreanaDixon, and Keely Oswald will serve as Senior All Stars.C. 4-H Achievement Night: Theme is “Riding the Waves ofSuccess”. Management Board members were asked to RSVPto JoAnn with numbers of how many will attend CountyAchievement Night.D. Primary Member Ranks: JoAnn introduced the newPrimary Member Star Rank program, and showed examplesof the new purple and red stars. This program will includeachievements up to age 9. Upon becoming a regular member,all point tallies on the Personal Development Report will startover. Primary stars and any medals earned as a primarymember may be kept on hat, but must be moved to themedals side of the hat when the youth attains regular mem-bership. The new Primary Member Report form has beenrevised, and no story is required.

Action: Motion by JoAnn, seconded by Keely, to “Implementthe 1st year of the Primary Star System of purple and redstars, for the San Luis Obispo County 4-H Program. No fur-ther discussion. Motion passed.

VI. ALL STAR REPORTKeely, Jeniece and Brandon reported on the status of prepa-rations for the upcoming County Achievement Night. All Starswill also be involved in the Leaders Training Day, to be heldon November 1st at Cal Poly. Newly selected All Stars madea presentation at the San Luis Obispo County Board ofSupervisors meeting during National 4-H week.

VII. REGIONAL/STATE 4-H COUNCIL’S REPORTRuben reported on the September 13 meeting of the SouthernSection 4-H Council. State Record Book Judging saw 102submissions, with 24 from the Southern Section. WRLF 2005is still on schedule. The recent Southern Section 4-H TeenCouncil meeting was led by Katy Teixeira. New pins havebeen ordered for Southern Section, but are still on backorder.Website address is now http://clubs.ca4h.org/southcouncil/Southern Section will be sending a plaque to Mr. & Mrs.Menville for 50 years of service. Some discussion was heldabout combining summer camps for our section, since atten-dance is down in most counties. TIC will be held January 23-26, 2004. Southern Section Leader’s Retreat will be April 16-18, 2004. Statewide Leader’s Training sessions have had lowattendance, despite being requested by many leaders.

Toys for Tots Annual Toy DriveComes to San Luis Obispo County

Remember that warm, fuzzy, holiday feelingof Christmas morning and all it brings? Somechildren in San Luis Obispo County need ourhelp to experience those same wonderful feel-ings we all cherish.

Around November 13th the Toys for Tots col-lection barrel will be delivered to our San LuisObispo County 4-H office. We had a greatresponse from our clubs last year and hope tohave even more participation this year.

The Salvation Army has requested that if youwould like to help out, simply bring a newunwrapped toy (must be a minimum $10 pur-chase) and a list of 4-H members and the toythat they contributed to the 4-H office. JillGarcia is in charge of ensuring that you sup-ply the list.

We will deliver all of the toys to Toys for Totsaround December 17th with a card fromeveryone who donated. Last year we collect-ed about 150 items, but I know we can dobetter. Remember those warm fuzzy feel-ings? By helping out you can add anotherwarm fuzzy feeling to your cherished memo-ries, one of giving! Harvest Festival ParadeBy Melani Teixeira, Adobe Nipomo

Adobe Nipomo 4-H Club recently participat-ed in the Arroyo Grande Harvest Festival

Parade. The theme of the parade was “A StarSpangled Harvest”. We chose to showcasethe 4-H star rankings and did so by makinggiant seed packets. They showed some of thethings we as 4-H members do other than ani-mal projects, such as Community Service,Citizenship, Public Speaking, and Life Skills.

Our float was based on a mule wagon builtby the float chairperson, Gene Teixeira

(Melani Teixeira’s grandfather). “GrowingAmerica’s Future Leaders” was our theme.

We had giant stars for each star rank you canreach in 4-H, as well as corn stalks, lots ofAmerican flags, and of course the 4-H flag andpledge banner.

Agroup of 12 members dressed in their 4-Hhats, ties, white shirts and jeans. They

cheered and waved as they enjoyed the ridedown Grand Avenue along with several par-ents and leaders. Over 20 members contribut-ed to making the decorations for the float andputting it together. Nipomo Feed and RanchSupply loaned us straw bales to sit on.

We were awarded a beautiful trophy at theend of the parade, and each participant

was given a ribbon.

Thank you to all the parents who donateditems, drove, brought snacks and gave us

support.

Salvation Army Holds It’s FirstAnnual 4-H Day

On Saturday, December 6th you can be a partof the Salvation Army’s First Annual 4-H Day.It is a day where 4-Hers help the SalvationArmy by being bell ringers at local stores. Asa county-wide event, we would like to have4-Hers in uniform at the locations listed belowfrom 10 a.m. and 2 p.m. This is the perfectway to get involved in Community Pride and toget into the holiday mood. What we need fromyou and your club are simple. Just pick alocation below and then pick a time you canhelp out for an hour between 10a.m. and 2p.m. We need at least 2 children and oneadult at each location and replacements everyhour. If you would like to help out longer,that’s great! It would be really cool to haveclubs working together to make this work. TheSalvation Army is going to make this a big“Media Day”, so wear your uniforms and a bigsmile!
