The Kimble Federal Credit Union was

Borelli graduated from Gloucester
County College in 1976. He is President

Agency. Borelli graduated from the
Federal Bureau of Investigation’s Citizen
Academy in 2001. He is a member of the
Gloucester County Law Enforcement
Resource Center and Museum, the

Nominating Committee, and the
Gloucester County Highway Safety Task
Force. He was a member of the Malaga

The GVCC works on behalf
of our members to advance
responsible public policy that
ensures the business communi-
ty has the resources, infrastruc-
ture, and opportunities to keep
our region’s economy strong
and growing. The GVCC Legislative Committee wants you to know about some
pieces of legislation that may affect your business.
The GVCC is in full support of proposed bill A4120. Both of our District 1
Assemblyman Andrzejczak and Assemblyman Fiocchi co-sponsored this bill. We
will continue to follow it as it moves in the Assembly.
• A4120 STATEMENT
This bill extends the designation of urban enterprise zones (UEZs) in the cities
of Bridgeton, Camden, Newark, Plainfield, Trenton, and the joint UEZ in the cities
of Millville and Vineland for a one-time period of 10 years, thus continuing their
participation in the Urban Enterprise Zone Program. The 10-year extension of
these UEZs is required to be designated within 90 days of the date of the expira-
tion of the first 15 years that these UEZs were extended under current law.
Qualifying retail businesses in the UEZs are to be entitled to collect half of the
State’s sales and use tax (SUT).
The bill provides that, after dedicating 10 percent of the reduced rate SUT
revenues to the New Jersey Urban Enterprise Zone Authority:
1) during the first three-year extension period, the remaining revenues collect-
ed are to be appropriated for use by the UEZs in these cities;
2) during the second three-year extension period, 66 and 2/3 percent of the
remaining revenues collected are to be appropriated for use by the UEZs in these
cities and the remaining 33 and 2/3 percent are to be deposited in the General
Fund;
3) during the third three-year extension period, 33 and 2/3 percent of the
remaining revenues collected are to be appropriated for use by the UEZs in these
cities and the remaining 66 and 2/3 percent are to be deposited in the General
Fund; and
4) in the final year, all remaining revenues are to be appropriated to the
General Fund.

YMCA Hosts Ribbon Cutting to Open Family Multipurpose CenterThe Staff and Board of Directors of the YMCA of Vineland celebrated a ribbon cutting to unveil the new 4,000-
sq.-ft. Family Multipurpose Center on Thursday, May 28. The event was held as a special preview for donors whohave contributed to this major capital project, YMCA leaders, community leaders, and invited guests.
The new Family Multipurpose Center is located inside the YMCA building, where the old, smaller pool waslocated (the large Kontes Pool is still very active).
During the festivities, for-mer Assemblyman MattMilam suprised all assembledwith the announcement of a$75,000 pledge to Y’s ongo-ing capital campaign.
During its 88 years inVineland, the YMCA hasestablished itself as a keypart of the community, offer-ing not only fitness—fromAquatics to Zumba—buthealthy living, youth develop-ment, and programs toimprove the quality of life inour area. This facility willaccommodate youth, adult,and special needs activities.
