After some dif- ficult months in the beginning of 2009, we were able to consolidate our business and to secure sufficient funding. As part of our reorganization, Dialogik has changed its ownership and management structure. Dr. Hans-Peter Meister left the company. We are grateful to his service to the company and his in- spiration and dedication to the common cause. Dr. Marion Dreyer and Agnes Lampke, the two most senior managers of Dialogik, took his place and are now co-owners of Dialogik. Agnes is the new administrative di- rector of Dialogik and Marion the de- puty scientific director. We are now glad to report that we have mastered the crisis and were even able to hire new staff at the end of this year. The main topics of our non-profit work ranging from risk governance to sustainability and science education remain important and attrac- tive even in times of financial crisis. Risk governance is still our cen- tral topic of research. After com- pleting the monograph on r i s k governance (Earthscan 2008) we were able to publish two new books on this subject: Food Safety Governance. In- tegrating Science, Precaution and Public Involve- ment” (Springer 2009) and Precautionary Risk Appraisal and Management. An Orientation for Meeting the Precautionary Principle in the European Union (Europäischer Hochschulverlag 2009). In addition, we have published several articles and other papers on this subject which are listed in the publicati- on section at the end of this newsletter. With respect to projects we continued to study the governance structu- re of emerging risks within a large European consortium called iNTeg-Risk (Early Recognition, Monitoring and Integrated Management of Emerging, New Technology Related Risks) and investigated risk governance deficits in conjunction with the International Risk Governance Council (IRGC). We also became more active in the field of energy and climate research. As one of four coordina- tors I was asked to join the three national academies of Germany to issue a white paper on priorities in energy research, which was handed over to the German Go- vernment in September of 2009. The year 2008 was marked by our efforts to overcome the overall financial and economic crisis which also affected our economic performance and budget. After some dif-ficult months in the beginning of 2009, we were able to consolidate our business and to secure sufficient funding. As part of our reorganization, Dialogik has changed its ownership and management structure. Dr. Hans-Peter Meister left the company. have four doctoral students working on social aspects of simulation.

We continued our activities in the field of science educa-tion and public understanding of science and humanities. In cooperation with other research institutes we conduc-ted a major survey on the attractiveness of science and technology for young people. The project was initiated by the German Academy of Technology and Engineering and the Union of German Engineers (VDI). The final re-port was introduced to decision makers and the public in June of 2009. More studies in this area are on its way.

We are proud to announce that three of our staff mem-bers have completed their Ph.D. thesis this year. You can learn more about their topics below.

Finally, I would like to take this opportunity to thank you all for your cooperation and engagement. Research is more than ever dependent on international and interdisciplinary collaboration. We are very grateful that you have cont-ributed to our research and hope that this will continue in the future. Hannah KosowHannah Kosow studied social sci-ences at the University of Stuttgart and at the Institut d’Etudes Politiques in Bordeaux. After her degree in 2007, she worked at the Institute for Futures Studies and Technology Assessment (IZT) in Berlin. Since December 2009, Hannah Kosow works at ZIRN on a project within the cluster of excellence

“Simulation Technologies” and she will analyse social context complexity of environmental simulations.

Dr. Kerstin DresselKerstin Dressel, Dr., had worked for several years in academic research on issues such as forest decline, detec-tion of pesticides in drinking water and gravitropism in fungi, before she cho-se to leave the bench in order to study sociology, social and economic history and social psychology in Munich. She graduated from the University of Mu-

nich with a diploma in sociology 1996 and moved as a researcher to the Centre for the Study of Environmental Change at Lancaster University, UK. After her doctoral degree in sociology 2001 she was the scientific secreta-ry of the German TSE Research Platform (2001-2007). She is co-founder and head of the Süddeutsches Institut für empirische Sozialforschung (sine) and has conducted several social science research studies on various risk issues, in particular in the field of food and health related risks. At DIALOGIK, Kerstin is working upon questions of health and food research funding and policy develop-ment within the EU funded project FAHRE.

Dr. Wilfried KonradDr. Wilfried Konrad, born 1959, studied business management at the Univer-sity of Applied Sciences Mainz (Ger-many) and sociology at the University of Frankfurt (Germany). He holds a PhD in philosophy from the University of Frankfurt. From 1991 until 1998 he worked for the Institute for Social Re-search (IfS) in Frankfurt. From 1998

until 2009 he has been a researcher and project leader at the Institute for Ecological Economy Research (IÖW) in Heidelberg where he carried out various research pro-jects on topics such as sustainable consumption, product labels, environmental technologies and environmental services. As of January 2010 he will work for DIALOGIK in the research fields of knowledge brokerage, climate change and consumer behaviour.

Regina SchröterRegina Schröter studied political sci-ences and sociology at the University of Stuttgart and completed her studies in 2009. Since November she is re-searcher at DIALOGIK. Her research is focused on sustainability, risk research and social system theory.

Christian D. LeónMember of the scientific staff of the Department SOWI V since 2003 and up to now director of the Council of Sustainable Development Baden-Wu-erttemberg, changed his position on 1.6.2008 to project leader within the BMBF finance project “Sustainable Water and Wastewater Management in Urban Growth Centres Coping with Cli-

mate Change - Concepts for Lima Metropolitana (Perú) (LiWa)”, partial project “Participatory Decision Making and Governance”. Within the scope of this project the Univer-sity of Stuttgart has sent him to Lima/Peru where he is in charge of LiWa-Project Office since 1.1.2009. The project has duration of 5 years (www.lima-water.de).

Dr. Jäger has treated in his thesis the topic of “Risk assessment and risk management of emerging risks in industrial insuran-ce: the case of nanotechnology risks” and Dr. Ruddat wrote his thesis on “Cognitive competence as a precondition for risk maturity and its role for risk communication”. The study of ”Social, public, economic, and political ac-ceptability of measures facilitating electricity saving and sustainable mobility in private households” is a new re-search project conducted by ZIRN. The project is funded by the Federal Ministry for the Environment, Nature Con-servation and Nuclear Safety within the framework of the climate initiative of the German Federal Government. Its objective is to contribute to the strategic development of the climate initiative. Since 2008, this initiative has laun-ched several funding programs aiming at the realization the objectives of the integrated energy and climate pro-gram of the German government (IECP), which is inten-ded to reduce the 1990 CO2-emission level by 40% by 2020.

In the first project phase, focus groups are organized with different lifestyle groups. They serve to investigate the perspectives of the different lifestyle groups on chances and obstacles relating to improvements in sustainable mobility and electricity efficiency in the household. Fur-thermore, the acceptance and evaluation by the consu-mers of political directives and measures in the domain of energy consumption are explored. The lifestyle groups also discuss how informational and motivational strate-

gies could optimally be configured in relation to the diffe-rent target groups.

In the second project phase. group delphis are conduc-ted with key actors and scientific experts. The objecti-ves of the group delphis are to develop further programs facilitating electricity efficiency and sustainable mobility with the intended result of target group specific, efficient, and economical combinations of measures. Recommen-dations on how the climate initiative could be developed further are worked out with reference to the results ela-borated by the focus groups and the group delphis.

Project duration: August 2009 until January 2012.

Against the backdrop of the current climate change, in-creasing energy prices, and in order to deal sustainably with nature and resources the cities oft Ludwigsburg and Rottenburg am Neckar resolved upon developing an in-tegrated energy concept. The cities commissioned the Institute of Energy Economics and Rational Use of En-ergy (IER) at the Stuttgart University to develop a con-cept on energy and climate protection and to study sci-entifically the developed measures. This process will be conducted in collaboration with the local institutions and ventures and is required to be discussed with experts from within the city (i.e. municipality, public utility), stake-

holders and citizens. For these discussions, DIALOGIK develops qualified working methods like Round Tables and Scenario-Workshops and it will moderate the discus-sion processes.

New Project

Expert and Civic Participation on Energy Concept

The project ACCESS („Analysing Social Context Com-plexity of Environmental Simulations”) is ZIRN’s third SimTech project and has started in December 2009. It starts out from the observation that the results of com-plex environmental simulations (e.g. climate simulations) often depend in a very sensitive way on the underlying assumptions about societal, political and environmental developments. In the past, these “framework scenarios” frequently were developed in a rather unsystematic way, limiting by this the overall quality of the analysis. ACCESS will analyse how to develop high quality framework sce-

narios using the Cross-Impact Balance Analysis and how to improve environmental simulations by them.

The COPLOS-Project – being part of the Stuttgart Clus-ter of Excellence “Simulation Technology” (SimTech) – deals with the communication of simulations results from science towards politics. It is obvious that scientific knowledge gained by computer simulations has a consi-derable impact on other domains of society. To give an illustrative example from climate policy: the current policy objective for a still acceptable temperature increase of 2 degree Celsius is a result of computer simulations. It becomes clear that scientific simulation results influence attitudes and actions within politics, business and indus-try, and society – while at the same time it is astonishing to see that research on this topic is limited.

Based on a case-study of Carbon Capture and Storage (CCS) – a CO2 mitigation technology currently intensi-vely discussed – the policy relevance and impact of si-mulation is specified. Simulations in the field of CCS are carried out for a great variety of applications, for instance

energy system analysis (energy models), technology process optimization or technology assessment studies for CO2-underground storage. Moreover, communica-tion patterns and perceptions of simulation results will be analyzed along the science-policy interface. On one hand, the analytical framework “Policy Impact Matrix of Simulations” has been elaborated; on the other hand explorative expert interviews with representatives from science and politics are currently carried out. All in all, the project will contribute to improving the science commu-nication capabilities towards relevant decision-makers in politics and society.

New EU-Project ORCHESTRA

In Silicio: bundled information of nine EC-funded projects

ORCHESTRA has started work in September 2009 with its main objective of disseminating and exploiting the activities of ongoing EU research concerning In Silicio (QSAR, read-across, etc.) models for the (eco)toxicology. This area is multidisciplinary, because it deals with en-vironmental science, health, chemistry and information technology. 9 EC projects from several areas (food, en-vironment, health, information technology) will be used for this case study of the research on In Silicio models. These characteristics mean that it will be possible to ex-tract lessons from this dissemination that are useful for other projects. The Consortium of ORCHESTRA invol-

ves experts in dissemination and contacts with society sectors, including professional communicators, experts on communication via Internet and teachers.

ZIRN will design various seminars and workshops to present and discuss the ORCHESTRA results to the key stakeholders and members of the ECHA, EFSA, EMEA, EEA, EPAA.

The 2nd Stakeholder Workshop organised in November 2008 in Brussels gave the participants an overview of the preliminary results of OSIRIS and the contributions to the hazard assessment and the risk assessment process. Experts from industry, academia and government pre-sented the available testing methods and explained how they can be used in REACH. Invited critical commenta-tors and the audience discussed the pros and cons of the approaches taken by OSIRIS to fit the REACH testing requirements and took stock of the merits and problems of ITS approaches.

Integrated Testing Strategies (ITS) will give the oppor-tunity to accelerate the use of non-testing information for regulatory decision making of chemicals without re-ducing the required level of safety. OSIRIS will develop approaches for the many-to-one replacements of animal tests, i.e. Integrated Testing Strategies (ITS). However, using ITS will not entail one-by-one replacements. In-stead, several different approaches will be combined and integrated. A systematic combination of the testing strategies like in vitro testing, QSAR, read-across or TTC will help to develop innovative non-animal approaches.

One major requirement is to use contextual information with category data, read across and Mode of Action in-formation. It was suggested to combine endpoints with specific tests, for example RDT and in vivo Mutagenicity. An important limiting factor in implementation of the ITS will be the level of uncertainty that one is willing to accept when applying the modified testing strategies. The new testing strategies demand a new concept dealing with uncertainty.

The feedback received during the workshop will be taken into account for further planning of the OSIRIS project. A more detailed report of the Workshop has been prepared by DIALOGIK and is available through the OSIRIS web-site http://www.osiris-reach.eu.

EU-Project OSIRIS

Second stakeholder Workshop of Integrated Testing Strategies (ITS)

Are citizens able to help themselves and others before professional help arrives? Are they prepared for smaller or larger emergencies? Experts and practitioners from the fire brigades and other aid organisations often argue that ordinary people lack practical knowledge and are not willing to purchase equipments or join first aid courses. In case of fire, as an example, they do the wrong things, or avoid helping others who are injured.

The Federal Office of Civil Protection and Disaster Assis-tance (BBK) funded an analysis for possibilities to increase the motivation for developing a personal emergency plan among individuals. The leading project partner is the Chair of insurance business at the University of Karlsruhe.

DIALOGIK has been successful in enlisting two pilot municipalities (Birkenau and Au am Rhein) and has con-ducted several Round Table sessions. The local partners discussed in-depth the opportunities and barriers for in-dividual emergency planning. Both municipalities have built up a network of actors and have planned actions to be carried out throughout the year 2010 for motivating people to prepare for unlikely but potentially disastrous incidences.

A new project on “Governance of Environmental Risks of the Baltic Sea” (RISKGOV) has already started in Janu-ary 2009. RISKGOV is funded by both national and EC funds. The former are coming from the German Federal Ministry of Education and Research (BMBF), the latter from so-called ERA-NET Plus funding Scheme of the Eu-ropean Commission’s 7th Framework Programme. The project is coordinated by Södertörn University in Swe-den.

The 3-year project aims at improving the understan-ding of structures and processes of environmental risk governance against the background of the implemen-tation of an ecosystem approach to management, and at developing on that basis a normative framework for the improvement of these structures and processes. A comparison of five case studies serves to achieve these aims. The environmental risks included in the compara-tive analysis are eutrophication, overfishing, biodiversity impacts, chemical pollution and maritime transportati-ons.

The case study comparison comprises first, an analy-sis of the central governance structures; second, an in-

vestigation of the relevant governance processes with a focus on the interface between risk assessment and risk management; and third, an analysis of processes of stakeholder communication and participation including aspects of risk framing.

The DIALOGIK project team is responsible for the case study on overfishing, for the comparative analysis of sta-keholder communication and participation and for the organisation of a round table on “Stakeholder participa-tion and communication in Baltic Sea environmental risk governance”, which is scheduled for early 2011.

On December 1, 2009, the new project Food and Health Research in Europe (in short: FAHRE) has started. FAH-RE is a so-called ‘support action’ which is funded by the European Commission under the 7th Framework Pro-gramme and coordinated by the Sociedade Portuguesa de Inovação (SPI) in Portugal. The 2-years project aims to increase the structuring of food and health research in Europe and to support cooperation towards the Euro-pean Research Area (ERA). The project will pursue the-se objectives by providing a comprehensive map of re-search funding in the ERA and identifying the key players and processes involved in research funding and policy at regional, national and transnational level. The project will also gather information about the current needs of the re-search environment and identify the gaps and overlaps.

The main task of DIALOGIK is the lead of the work pa-ckage “Strategy Development’ (WP 3) which is devoted to the coordination of the development of suggestions for appropriate measures for achieving the ERA goals in the area of food and health research. The suggestions will be developed in consultation and dialogue with key actors in this multidisciplinary research field from whom feedback will be gathered on the project’s analysis of needs, gaps and overlaps.

The devised governance framework provi-des a distinctive system of methodologies, participatory processes, and institutional configurations that demons-trates practical advice of how complex and conflicting food safety demands might be reconciled. At the core of the suggestions for procedural reform is a design with four governance stages (framing, assessment, evaluati-on, management, with participation and communication as cross-cutting activities), and an organisation into four assessment and management tracks distinguishing bet-ween risk-, precaution-, concern- and prevention-based approaches. In addition, the book suggests an innova-tive food safety interface structure designed to improve the politics-science-society coordination throughout the

governance process. After the governance framework was presented in the first part of the book, the second part points out how the results of a workshop-based feedback and review process involving, successively, industry representatives, representatives of NGOs, risk managers, and risk assessors shaped the development and final design of the framework. Moreover, the second part of the book provides four commentaries on the fra-mework from individuals with wide experience of food safety governance.

The book has grown out of research undertaken within the EU-funded Integrated Project SAFE FOODS. It is a product of a collaborative effort (within a subproject on institutional aspects of food safety governance) by the University of Sussex (Prof. Andy Stirling, Dr. Adrian Ely), the University of Maastricht (Prof. Ellen Vos, Dr. Frank Wendler) and DIALOGIK.

Each decision or action we take today influence our life tomorrow. For this reason, the slogan for the sustainabi-lity strategy of the German state Baden-Württemberg is “Jetzt das Morgen gestalten” (shaping the future now). On behalf of the Ministry of Science, Research and Art Baden-Württemberg, DIALOGIK researchers analyse how to reach and mobilise young people to deal with the topic of sustainable development.

This project focuses on young people in Baden-Württem-berg. A survey of 1000 youngsters in the Stuttgart region has shed light on the prevailing ideas teenagers have of their personal and the societal future. The survey focuses on issues like environmental behaviour of the juveniles, how they estimate justice, advantages and disadvan-tages of technical innovations and also on their personal life-styles, every day behaviour and their individual com-mitment to society. Based on the results of the survey and two focus groups with adolescents, an internet platform for adolescents is currently being created. It deals with topics of sustainable development. Under www.wir-ernten-was-wir-saeen.de you can find practical tips, interactive elements like a bul-letin board, and expert assistance as well as the latest news. Interactivity and networking are the key concepts of this homepage. The main goal of this project is to im-part adolescents by means of vivid examples of how to

support a sustainable way of living. In addition, the adole-scents can learn how to integrate sustainable actions into their daily routine – e.g. in their consumption behaviour. Furthermore, the project makes an effort to reduce the complexity of the sustainable development concept, em-bracing the interaction of various influencing factors, to a clear and coherent message. The main concern of the project is that the juveniles enjoy learning, understanding and changing their behaviour. By combining the different issue areas of sustainable development, integrated thin-king will be enhanced, so that complex matters become comprehensible without being overstraining.

While designing and implementing the internet platform, participation possibilities for the youngsters are being considered and put into practice as far as possible. This enables a dialogue suitable for juveniles in the field of sustainable development.

After all, www.wir-ernten-was-wir-saeen.de is from ado-lescents for adolescents – the knowledge recipients are at the same time knowledge producers, supported by professional help and guidance.

New Master Degree Programme

In May 2010 ‘Integrated Gerontology’ will start using a broad E-Learning Approach

In the summer term 2010 the University of Stuttgart will offer a new programme on „Gerontology“. The content of teaching will include classical gerontology, psychology of the elderly, technical demands, social science and pro-ducts for the elderly. The programme will offer students the possibility to learn wherever they live and work: Most of the content of teaching will be imparted via the well established Learning platform ILIAS.

Prof. Gabriel and Prof. Renn and their teams are in-volved in topics such as demographic shift and ageing workforce, social structures, empirical instruments, risks in higher age and in everyday life.
