Dear Members
This week’s newsletter bids, grants and funds come to you in conjunction with our sponsors

organisations or people within the Training and Development Industry.
Fears are growing that apprentices may lose their voice at the top level, after the Institute for
Apprenticeships deferred an invitation to have its own apprentice panel make a presentation to its
board. In an email sent to the apprentices who make up the 11-strong panel and seen by FE Week,
the IfA withdrew its request for a presentation about a ‘quality toolkit’ at its monthly board meeting
on July 5. A later date of October 4 was suggested as an alternative.
A spokesperson for the National Society of Apprentices, itself a division of the National Union of
Students, told FE Week that it was “deeply concerned” that the invitation to present in July had been

inspection framework and help to set standards which will be used for future inspection of

Adult Education Budget Funding and Performance Management Rules 2017 to 2018

These rules apply to all providers of education and training who receive adult education budget

Non-levy apprenticeship growth requests
The first performance-management point for non-levy apprenticeships will take place in July
instead of August. You can now submit requests for increases to your 16 to 18 and 19+ non-levy
apprenticeship contract values for May 2017 to December 2017.
Please send your completed growth request form to Provider Performance Management and your
provider manager before 5pm on Tuesday 11 July. You must submit a growth request to be
considered for an increase. More information can be found on GOV.UK. Please contact your provider
manager if you have any queries.

The New Work and Health Programme: Next Steps for Welfare to Work

The Government’s new welfare-to-work scheme, the Work and Health Programme, comes into place
this year. It will replace both Work Choice and the Work Programme, and will focus on those most
able to find a job within 12 months.

Apprenticeships in DCMS Recruitment & Training Provider
Department of Culture, Media and Sport
DCMS require a provider of recruitment and training services and will award a framework agreement
to a single supplier to deliver both services. Apprentices will be employed direct by DCMS so
therefore DCMS do not intend to appoint an Apprenticeship Training Agency.
DCMS must be able to recover the cost of training using the Apprentice Levy. The intention is to
draw down from our levy to award a contract to a training provider that offers value for money.
Providers must be able to claim directly from government for apprentices who start the apprentice
training after 1 May 2017.

Chartered Manager Degree Apprenticeship Trial
Ministry of Defence
A minimum 2 year, maximum 6 years 4 months contract, to develop, design & deliver a bespoke
Chartered Manager Degree Apprenticeship course package to 30x Warrant Officers & Senior Non-
Commissioned Officers as a trial as part of the Army's scoping work to test the viability of the wider
introduction of CMDA to Army personnel. There is the option for the Authority to request delivery to
an additional 60 personnel during the trial, and the Contractor will need to demonstrate capacity
and capability to extend the scope.
The aim of the trial is to ensure the successful completion and award to all personnel on the trial
over a minimum 2 years, maximum 6 years 4 months period from apprenticeship enrolment date.
The Contractor is required to be registered on the Register of Apprenticeship Training Providers
(RoATP). The estimated value assumes training for 90 personnel.

New call for Catalyst Fund bids: Tackling hate crime and online harassment on campus
1. HEFCE-funded higher education institutions and further education colleges are invited to
submit proposals for projects on student safeguarding, to receive funding of up to £50,000
from HEFCE’s Catalyst Fund.
2. This funding builds on the previous call, ‘Catalyst fund: Student safeguarding on campus’
(HEFCE Circular letter 36/2016), which addressed issues of sexual harassment and violence
on campus. Applications for the previous call were strong in the area of sexual harassment,

but there were gaps in terms of proposals to tackle hate crime as well as online harassment
against students targeted because of their race or ethnicity, religion or belief, disability,
sexual orientation or gender identity.
3. Institutions which were successful in the previous call may bid for this round of funding if the
proposal is distinctive, or adds to their existing safeguarding projects to develop impactful
interventions focused on the needs of students with protected characteristics or of targeted
vulnerable groups, while meeting the relevant criteria as set out in Annex A.
4. The deadline for returning completed business cases is noon on Monday 31 July 2017.
5. We expect a range of proposals, relating to institutions’ own strategies and to local and
regional priorities, and building on the activities and research that HEFCE, Universities UK
and other bodies have undertaken in these areas.
6. Proposals will be assessed by a panel of HEFCE staff and external experts from across
relevant areas of knowledge particular to student safeguarding.
7. Funding will be made available from the Catalyst Fund. We launched this fund in August
2012 as the route for discretionary investment to support key strategic priorities, and
advised then that from time to time we might issue calls for projects relating to specific
topics.
8. The Catalyst Fund remains open for bids in other key priority areas, but we are unlikely to
take forward unrelated bids for tackling student safeguarding, hate crime and online
harassment while these calls and schemes are running.
9. Funding is available to higher education institutions and further education colleges that are
directly funded by HEFCE. Based on the legal restrictions on our funding responsibilities, we
can consider proposals from directly funded further education colleges only where these link
directly to the development and delivery of prescribed courses of higher education

Isle of Wight Council
The Authority invites applications from suitably experienced providers who wish to be considered
for selection to apply for admission to the Dynamic Purchasing System (DPS) for the provision of
Learning and Development Services. The DPS is due to go live on 29th June 2017 and will operate for
a period of up to 10 years, to be reviewed annually.
The Council offers three lots under the DPS which are:
Lot 1: Apprenticeship Programmes;
Lot 2: First Aid and Health and Safety Training;
Lot 3: Generic Continuous Professional Development (CPD) Activity for Isle of Wight Council staff

Home Group- Supply of Contract Management Training
Home Group is looking to appoint a single supplier to design and deliver contract management

Lot No: 1 Construction
Renfrewshire Council seeks suitably qualified Service Providers who will provide Community Based
Transitional Employment Training in Construction for eligible young people aged 16-29 years old.
This training will include paid work experience and provide a tangible benefit to Renfrewshire
communities. The programme will be co-financed by Renfrewshire Council and the Lowlands and
Uplands Scotland European Structural and Investment Funds (ESIF) 2014 — 2020 Youth Employment
Initiative (YEI).
Lot No: 2 Landscaping

"Better Start Bradford is looking for organisations to deliver key projects we will be putting out to
tender in July. Better Start Bradford is a Big Lottery funded project, working in the three Bradford

Project 1 – Baby Steps
"Baby Steps is a targeted intervention for pregnant women and their partner/supporter where the
family is deemed to be vulnerable. It was developed and licensed by the NSPCC and is a manualised
programme based on group sessions with some back up one-to-one support. The courses start
around 28/30 weeks of pregnancy with 6 antenatal sessions and 6 postnatal sessions. Providers
should have appropriate experience.

Project 2 – Breastfeeding support project
"The Breastfeeding support project will provide one-to-one support for new mums in their home as

delivering a similar project.

Introduction
Digital Skills Training (the project) forms part of strand 2 of the Mayor’s Digital Talent programme1,
which aims to increase the quality and volume of industry-led digital training opportunities for young
people aged 16-24 years old who reside in London. It is intended to plug a growing talent gap in
digital, technology and creative entry-level occupations with diverse, ‘homegrown’ talent.

Project Aim and objectives
This project aims to equip more young Londoners for employment in London’s increasingly digital
economy. To achieve this, the project will provide a total of £2 million grant funding towards new
non-accredited digital training opportunities that lead to sustained employment, or new education
and training pathways for young people aged 16-24 years old who are at risk of NEET ‘Not in
Employment, Education or Training (NEET)’, or who are currently NEET.
The European Social Fund guidance categorises these cohorts as follows; At Risk of NEET are
‘inactive’ (CO03); NEET are ‘unemployed’ (CO01) or ‘economically inactive not in education or
training’ (CO04)
For this project, ‘At risk of NEET’ will be as verified by the individual’s Local Authority of residence in
accordance with their list of characteristics, or by the individual’s learning establishment.
Digital training opportunities designed for these cohorts must be at the equivalent of level 3 and
above and can include units of accredited qualifications at and above NVQ Level 3, but cannot
provide a full qualification. Setup and delivery of training opportunities funded by this project should
support an increase in the number of available apprenticeship employment pathways in digital,
technology and creative occupations, where appropriate.

Registered charities can apply for grants of up to £50,000 for projects that address fuel poverty,
including providing energy efficiency advice; benefits advice and providing assistance to reduce or

The next deadline for the Heritage Lottery Fund's Heritage Enterprise programme is the 31st August

Architectural Heritage Fund Launches New Heritage Mortgage (UK)
The Architectural Heritage Fund (AHF) which is a registered charity that promotes the conservation
and regeneration of historic buildings, has launched a new mortgage-style loan facility that allows
charities, not for profit companies, CICs, Parish and Town councils to borrow £150,000 - £500,000
over 10 - 20 years (up to 30 years by exception) for the conservation and regeneration of historic
buildings.
To be eligible the building should have statutory protection through national listing, or be in a
Conservation Area. Applicants must demonstrate how financial assistance from the AHF will enable

Rowing Foundation Grants Programme Re-Opens for Applications (UK)
The Rowing Foundation has re-opened its grants programme.
The purpose of the Foundation is to promote the participation in rowing of young people (those

Greggs Foundation Breakfast Club Grants (England, Scotland & Wales)
The Greggs Foundation currently supports 380 breakfast clubs throughout England, Scotland and
Wales. Schools that are interested in opening a breakfast club at your school must be able to show
that at least 40% of your pupils qualify for free school meals and that the school serves a
disadvantaged community.
School should able to attract adult volunteers to help run the scheme and attendance at the club
must be free for all pupils. The Foundation uses the money to support breakfast clubs through an
initial start-up grant for equipment such as chest freezers to store food items or toys and activities
for the club. Greggs Foundation also makes a payment each term towards other food items and
Greggs plc donates bread from the nearest shop.
Recently set up breakfast clubs include:
"clubs" at Hillside Community Primary School, in Skelmersdale which received funding of £600 for its
breakfast club which around 45 young people attend each day.
Swalwell Primary School, in Gateshead where nearly 50% of school children are entitle to free meals
received a grant of £1,100.

The Digital Xtra Fund, which supports projects that teach digital technologies skills to young people

A total of £50,000 is available for projects that inspire young people by taking digital skills out of the

Funding to Support Children with Genetic Disorders (UK)
UK charity Genetic Disorders UK has announced that its 2018 Jeans for Genes grants programme will
re-open for applications on the 1st August 2017.
Grants of up to £5,000 will be available to charities and support groups that care for children
affected by a genetic disorder such as Cystic fibrosis, Haemophilia and Sickle cell. To be eligible, the
application must be submitted by a UK-registered charity or UK based patient group working with

interest in having a community fibre partnership. The scheme will provide 50% towards the cost of
installing fibre broadband. The community will need to raise the additional 50%. In order to achieve
this BT has teamed up with the Crowdfunding website "Spacehive", where communities can post
their fibre broadband project to raise donations towards the costs involved.
Applications can be made at any time until the £2 million has been allocated.

Roald Dahl’s Marvelous Family Grants (UK)
Roald Dahl's Marvellous Children's Charity Awards Marvellous Family Grants of up to £500 to
families facing financial hardship while caring for a child with a serious illness.
Aiming to provide support to help families cope, grants can cover a wide range of costs from respite
breaks and counselling to hospital travel expenses. Applications must be made on behalf of the
family by a healthcare professional, social services, health visitors, or grant coordinators within an
organisation.
All grant requests are assessed monthly on the third Friday of the month and applications need to be
submitted by 5pm on the third Thursday of the month. Successful applicants are usually notified
within two weeks of the assessment.

Postcode Community Trust (England, Scotland and Wales)
Postcode Community Trust will re-open for applications to its grants programme on the 1st August
2017.
Through its grants programme, the Trust will provide grants of £500 - £20,000 (£10,000 in Wales) for
projects that benefit communities through grass-roots sports, arts and recreation programmes and
healthy living initiatives that improve a community's physical and mental health. Funding is available
to registered charities, voluntary organisations, community interest companies and social
enterprises. Please note that only registered charities can apply for grants above £2,000.
Previous projects supported include:
Adel Pre-School in Leeds which received a grant of £20,000 to construct an outdoor play
area with specific focus on sensory elements.
Blantyre Soccer Academy which received a grant of £13,070 to purchase new training
equipment and other items allowing them to expand their youth outreach programmes.

Near Neighbours Small Grants Fund (England)
Local groups and organisations, who are working to bring together neighbours and develop
relationships across diverse faiths and ethnicities in order to improve their communities, have until
17th November 2017 to apply for grants of £250 to £5,000 from the Near Neighbours fund.
The fund which operates in East & West London, Luton, East Midlands, Birmingham, the Black
Country, Greater Manchester and West Yorkshire has two key objectives:
Social interaction - to develop positive relationships in multi-faith and multi-ethnic areas
Social action - to encourage people of different faiths and of no faith and of different
ethnicities to come together for initiatives that improve their local neighbourhood.
Grants awarded in the past have offered funding to a broad range of work; environmental, social,
cultural, artistic, and sporting, that furthers the programme's aims of encouraging social interaction
and social action.

Grants for Places of Worship (England)
The Heritage Lottery (HLF) Fund has grants of £10,000-£250,000 available for Grade I and Grade II
listed places of worship in England to fund urgent structural repairs and help to make them better
places for everyone to visit.
As part of the repair project, HLF can also fund improvements to facilities and work that helps more
people get involved with these buildings. Applications go through a two-round process so applicants
can apply at an early project stage and get an idea of whether they're likely to receive a grant.

The funding is being made available through the FCC Scottish Action Fund. The fund is operated by
WREN, a Land fill operator and Environmental Body. For Public Amenity, Biodiversity and Historic
Buildings, projects must be within 10 miles of any landfill site or transfer station.
The FCC Scottish Action Fund re-opened for applications on the 31st May 2017 and will close for
applications at 5pm on the 23rd August 2017.
