This week’s newsletter bids, grants and funds come to you in conjunction with our sponsors

inspection framework and help to set standards which will be used for future inspection of

Adult Education Budget Funding and Performance Management Rules 2017 to 2018

Non-levy apprenticeship growth requests

The first performance-management point for non-levy apprenticeships will take place in July

instead of August. You can now submit requests for increases to your 16 to 18 and 19+ non-levy

apprenticeship contract values for May 2017 to December 2017.

Please send your completed growth request form to Provider Performance Management and your

provider manager before 5pm on Tuesday 11 July. You must submit a growth request to be

considered for an increase. More information can be found on GOV.UK. Please contact your provider

manager if you have any queries.

Apprenticeships in DCMS Recruitment & Training Provider

Department of Culture, Media and Sport

DCMS require a provider of recruitment and training services and will award a framework agreement

to a single supplier to deliver both services. Apprentices will be employed direct by DCMS so

therefore DCMS do not intend to appoint an Apprenticeship Training Agency.

DCMS must be able to recover the cost of training using the Apprentice Levy. The intention is to

draw down from our levy to award a contract to a training provider that offers value for money.

Providers must be able to claim directly from government for apprentices who start the apprentice

training after 1 May 2017.

Chartered Manager Degree Apprenticeship Trial

Ministry of Defence

A minimum 2 year, maximum 6 years 4 months contract, to develop, design & deliver a bespoke

Chartered Manager Degree Apprenticeship course package to 30x Warrant Officers & Senior Non-

Commissioned Officers as a trial as part of the Army's scoping work to test the viability of the wider

introduction of CMDA to Army personnel. There is the option for the Authority to request delivery to

an additional 60 personnel during the trial, and the Contractor will need to demonstrate capacity

and capability to extend the scope.

The aim of the trial is to ensure the successful completion and award to all personnel on the trial

over a minimum 2 years, maximum 6 years 4 months period from apprenticeship enrolment date.

The Contractor is required to be registered on the Register of Apprenticeship Training Providers

(RoATP). The estimated value assumes training for 90 personnel.

New call for Catalyst Fund bids: Tackling hate crime and online harassment on campus

1. HEFCE-funded higher education institutions and further education colleges are invited to

submit proposals for projects on student safeguarding, to receive funding of up to £50,000

from HEFCE’s Catalyst Fund.

2. This funding builds on the previous call, ‘Catalyst fund: Student safeguarding on campus’

(HEFCE Circular letter 36/2016), which addressed issues of sexual harassment and violence

on campus. Applications for the previous call were strong in the area of sexual harassment,

but there were gaps in terms of proposals to tackle hate crime as well as online harassment

against students targeted because of their race or ethnicity, religion or belief, disability,

sexual orientation or gender identity.

3. Institutions which were successful in the previous call may bid for this round of funding if the

proposal is distinctive, or adds to their existing safeguarding projects to develop impactful

interventions focused on the needs of students with protected characteristics or of targeted

vulnerable groups, while meeting the relevant criteria as set out in Annex A.

4. The deadline for returning completed business cases is noon on Monday 31 July 2017.

5. We expect a range of proposals, relating to institutions’ own strategies and to local and

regional priorities, and building on the activities and research that HEFCE, Universities UK

and other bodies have undertaken in these areas.

6. Proposals will be assessed by a panel of HEFCE staff and external experts from across

relevant areas of knowledge particular to student safeguarding.

7. Funding will be made available from the Catalyst Fund. We launched this fund in August

2012 as the route for discretionary investment to support key strategic priorities, and

advised then that from time to time we might issue calls for projects relating to specific

topics.

8. The Catalyst Fund remains open for bids in other key priority areas, but we are unlikely to

take forward unrelated bids for tackling student safeguarding, hate crime and online

harassment while these calls and schemes are running.

9. Funding is available to higher education institutions and further education colleges that are

directly funded by HEFCE. Based on the legal restrictions on our funding responsibilities, we

can consider proposals from directly funded further education colleges only where these link

directly to the development and delivery of prescribed courses of higher education

Isle of Wight Council

The Authority invites applications from suitably experienced providers who wish to be considered

for selection to apply for admission to the Dynamic Purchasing System (DPS) for the provision of

Learning and Development Services. The DPS is due to go live on 29th June 2017 and will operate for

a period of up to 10 years, to be reviewed annually.

The Council offers three lots under the DPS which are:

"Better Start Bradford is looking for organisations to deliver key projects we will be putting out to

tender in July. Better Start Bradford is a Big Lottery funded project, working in the three Bradford

wards of Bradford Moor, Bowling and Barkerend and Little Horton to improve outcomes for children

aged 0 to 3, including pregnancy.

"We have developed a new approach to tendering supported by eMBED and we will invite all

organisations who respond to this EOI to tender for the project they are interested in. Tendering for

Better Start Bradford projects is restricted to voluntary and community sector organisations.

Project 1 – Baby Steps

"Baby Steps is a targeted intervention for pregnant women and their partner/supporter where the

family is deemed to be vulnerable. It was developed and licensed by the NSPCC and is a manualised

programme based on group sessions with some back up one-to-one support. The courses start

around 28/30 weeks of pregnancy with 6 antenatal sessions and 6 postnatal sessions. Providers

should have appropriate experience.

"Contract period 5 years delivery including 3 months set-up from 1 November 2017.

"Contract value £923,500 total for 5 years."

Project 2 – Breastfeeding support project

"The Breastfeeding support project will provide one-to-one support for new mums in their home as

soon as possible after the birth. The supporter will offer help to establish and sustain breastfeeding.

In addition the project will work with local communities and organisations in the Better Start

Bradford area to develop a breastfeeding friendly community. Providers should have experience of

delivering a similar project.

Project 3 – HAPPY

"HAPPY (Healthy and Active Parenting Programme for early Years) was developed by Born in

GLA ESF 2014-2020 CO-FINANCING PROGRAMME SPECIFICATION DIGITAL SKILLS TRAINING

Introduction

Digital Skills Training (the project) forms part of strand 2 of the Mayor’s Digital Talent programme1,

which aims to increase the quality and volume of industry-led digital training opportunities for young

people aged 16-24 years old who reside in London. It is intended to plug a growing talent gap in

digital, technology and creative entry-level occupations with diverse, ‘homegrown’ talent.

Project Aim and objectives

This project aims to equip more young Londoners for employment in London’s increasingly digital

economy. To achieve this, the project will provide a total of £2 million grant funding towards new

non-accredited digital training opportunities that lead to sustained employment, or new education

and training pathways for young people aged 16-24 years old who are at risk of NEET ‘Not in

Employment, Education or Training (NEET)’, or who are currently NEET.

The European Social Fund guidance categorises these cohorts as follows; At Risk of NEET are

‘inactive’ (CO03); NEET are ‘unemployed’ (CO01) or ‘economically inactive not in education or

training’ (CO04)

For this project, ‘At risk of NEET’ will be as verified by the individual’s Local Authority of residence in

accordance with their list of characteristics, or by the individual’s learning establishment.

Digital training opportunities designed for these cohorts must be at the equivalent of level 3 and

above and can include units of accredited qualifications at and above NVQ Level 3, but cannot

provide a full qualification. Setup and delivery of training opportunities funded by this project should

support an increase in the number of available apprenticeship employment pathways in digital,

technology and creative occupations, where appropriate.

Curriculum and delivery proposals will be reviewed by industry through a Digital Labs3 process after

Help the Homeless is, a national Charity which aims to help homeless people throughout the United

Kingdom to resume a normal life. Funding of up to £5,000 is available to small and medium sized

charities and voluntary organisations towards capital costs to support projects that assist homeless

individuals in their return to mainstream society, through residential or training facilities. Grants to

larger charities may be considered if the project is suitable innovative and only possible for a larger

Funding to Tackle Fuel Poverty (UK)

Registered charities can apply for grants of up to £50,000 for projects that address fuel poverty,

including providing energy efficiency advice; benefits advice and providing assistance to reduce or

cancel debts for household electricity or gas supply. Applications are particularly welcome from

charities who work with children, young people and families.

Previous projects supported include:

YMCA Glasgow which received a grant of £58,177 for a project that aims to provide an energy

efficiency advice service to people currently, or in the future, residing within supported

accommodation projects across Central Scotland. Through advice and implementation of energy

saving initiatives, YMCA will significantly reduce energy bills and the impact on the environment and

carbon footprint.

The Daiwa Foundation which supports closer links between Britain and Japan is seeking applications

Grants of £2,000 - £7,000 are available to promote and support interaction between the two

countries. Daiwa Foundation Small Grants can cover all fields of activity, including educational and

other projects and events. New initiatives are especially encouraged.

Beckfoot School (Bingley) which received a grant of £3,000 to support a two-week curriculum-based

school exchange visit by ten students and two teachers to Hiroshima Kokusai High School.

Funding to Restore Neglected Historic Buildings (UK)

The next deadline for the Heritage Lottery Fund's Heritage Enterprise programme is the 31st August

2017.

The Heritage Enterprise programme supports enterprising heritage organisations in rescuing

neglected historic buildings and restoring them to viable productive use. Grants of between

£100,000 and £5million will be awarded to meet conservation deficits i.e. where the existing value of

the historic asset plus the cost of bringing it back into use is greater than the end value of the asset

following development completion. Not for profit organisations, or partnerships led by such

organisations can apply via a two stage process with Start-up grants also available for pre-application

Architectural Heritage Fund Launches New Heritage Mortgage (UK)

The Architectural Heritage Fund (AHF) which is a registered charity that promotes the conservation

and regeneration of historic buildings, has launched a new mortgage-style loan facility that allows

charities, not for profit companies, CICs, Parish and Town councils to borrow £150,000 - £500,000

over 10 - 20 years (up to 30 years by exception) for the conservation and regeneration of historic

buildings.

To be eligible the building should have statutory protection through national listing, or be in a

Conservation Area. Applicants must demonstrate how financial assistance from the AHF will enable

it to provide demonstrable social impacts. The AHF can normally lend up to 70% of the estimated

open market resale value of any acceptable property or land over which it takes a first charge.

2017 Primary Science Teacher of the Year Awards (UK)

The Primary Science Teaching Trust is now accepting nominations for the 2017 Primary Science

The Rowing Foundation has re-opened its grants programme.

The purpose of the Foundation is to promote the participation in rowing of young people (those

Masonic Charitable Foundation Small Grants for Hospice Services (England & Wales)

Hospices and palliative care services in England and Wales, that receive less than 60% of their

Greggs Foundation Breakfast Club Grants (England, Scotland & Wales)

The Greggs Foundation currently supports 380 breakfast clubs throughout England, Scotland and

Wales. Schools that are interested in opening a breakfast club at your school must be able to show

that at least 40% of your pupils qualify for free school meals and that the school serves a

disadvantaged community.

School should able to attract adult volunteers to help run the scheme and attendance at the club

must be free for all pupils. The Foundation uses the money to support breakfast clubs through an

initial start-up grant for equipment such as chest freezers to store food items or toys and activities

for the club. Greggs Foundation also makes a payment each term towards other food items and

Greggs plc donates bread from the nearest shop.

Recently set up breakfast clubs include:

"clubs" at Hillside Community Primary School, in Skelmersdale which received funding of £600 for its

breakfast club which around 45 young people attend each day.

Swalwell Primary School, in Gateshead where nearly 50% of school children are entitle to free meals

received a grant of £1,100.

The Digital Xtra Fund, which supports projects that teach digital technologies skills to young people

has opened its first funding round.

The next call for proposals through the Leader programme for East Leicestershire has opened for

applications.

Leader is a European funding programme designed to support the development of the rural

economy by providing grants to small businesses and communities. Priorities to be addressed

School Holiday Activity Fund (London)

The School Holiday Activity Fund has grants available to help charities and state schools deliver

activities for children and young people during the school holidays in North West London. This

includes all half-term breaks, Easter, Christmas and the summer holiday. The Fund will pay for the

running costs of holiday programmes that provide young people with activities in supportive and

accessible environments.

Up to £5,000 is available for activities such as:

Holiday drop-in activities

Arts activities

Sports projects

Family activities

Trips out of London

Camping trips.

Applications must be made by various deadlines throughout the year. The next closing date for

applications is the 21st September 2017 to run activities during October half-term holidays.

Funding for the Provision of Legal Advice (London & the South East)

The London Legal Support Trust has announced that the next closing date for its grant making

programme is the 15th October 2017.

The London Legal Support Trust is an independent charity that raises funds for free legal services in

London & the South East and supports the provision of specialist legal advice through law centres,

advice agencies and citizens advice bureaux, etc. Any charity in London and the South East that

provides free legal advice (including pro bono) in can apply for grants of up to £5,000. In particular,

the Trust is looking to support:

Funding for Projects that Help Vulnerable Adults (Kent)

Kent Community Foundation has announced that the next round of funding for the Vulnerable

Adults Theme is now open and will be accepting applications until the 31st August 2017.

Funding of up to £5,000 (up to £7,500 in exceptional circumstances) is available to local projects

that:

Are working to give vulnerable people the opportunity to socialise with others

Provide life skills and work experience for adults with learning difficulties, physical

disabilities, or mental health issues

Protect and support victims of abuse

Integrate marginalised groups in to the wider community

Support carers who look after family members or loved ones at home, including offering

respite or social activities for carers.

Projects that are volunteer-led or make good use of volunteers to support their work, and initiatives

that are rooted within the local community and led by local people responding to local need are

particularly welcome.

A few streets, a housing estate or a small village

As well as communities of interest (people who have shared experiences, characteristics or

common interests and wish to come together to address specific issues that are important

to them).

Projects can last between 12 months and two years.

Previous projects supported include:

New Wortley Community Association in Leeds which received a grant of £49,610for a two-year

project that will deliver weekly creative activities (music performance, guitar and bass lessons,

community choir, creative writing, and drama group) for 100 residents.

The Federation of Disability Sports Organisations in Wakefield which received a grant of £40,352 to

improve local sport provision for wheelchair users.

Funding for Projects in Disadvantaged Communities (Yorkshire)

Registered charities based in Yorkshire and working within disadvantaged communities can apply for

funding through the Brelms Trust.

This is a small Charitable Incorporated Organisation (CIO), is offering grants to a wide variety of

charities and community projects. Funding is given to charities based in Yorkshire and directly

benefiting Yorkshire communities. Priority is given to charities working at the heart of communities

to tackle disadvantage and to provide sustainable benefit to the community. The funding can cover

staff salaries, volunteer expenses and running costs, as well as direct service provision. Grants range

from £1,000 to £5,000 per year, either as a one-off grant or up to a maximum of 3 consecutive years.

For 2017 and 2018 priority will be given to projects that:

Promote lesbian and transgender rights

Tackle violence against women and girls

Support disabled women and girls.

The funding is being made available through the Feminist Review Trust who are particularly

interested in applications for hard to fund projects.

Projects previously supported include:

A grant of £5,000 to support the setting up of an Eastern European Women's Support Group and

volunteering programme, in the Southend and Castle Point Boroughs of Essex and a grant of £6,000

to support Syrian women, girls aged 12+ and other Arabic speaking clients in Edinburgh.

Funding for Project that Support Disabled and Sick Young People (UK)

Registered Charities that work with young people with disabilities; or are in hospital or those who

are life limited (requiring palliative care); can apply for grants of up to £30,000 per year for up to two

years through the DM Thomas Foundation for Young People Central Grants Programme.

Grants are awarded on a quarterly basis and there is approximately £200,000 available to distribute

each quarter. Grant applications for up to £5,000 can be approved by the Director; up to £10,000

can be approved by the Committee, and applications for more than £10,000 are recommended to

the Trustees for final approval.

The next closing date for applications is 5.30 pm on the 25th July 2017.

Funding to Support Children with Genetic Disorders (UK)

UK charity Genetic Disorders UK has announced that its 2018 Jeans for Genes grants programme will

re-open for applications on the 1st August 2017.

Grants of up to £5,000 will be available to charities and support groups that care for children

affected by a genetic disorder such as Cystic fibrosis, Haemophilia and Sickle cell. To be eligible, the

application must be submitted by a UK-registered charity or UK based patient group working with

and benefiting children (age 18 or under) and their families affected by genetic disorders.

Previous projects funded include:

Ataxia UK, who used funding from Jeans for Genes to fund the production of a booklet and film for

teenagers, and a booklet for parents and carers of children with ataxia and the Herefordshire

Learning Disability Trust, which used its grant to fund 17 places at a summer holiday club to benefit

children with genetic conditions plus a further 13 places for able-bodied children.

Funding for Community Youth Projects (UK)

Telecoms provider O2 "Think Big with O2" youth programme is currently open for applications.

The programme supports young people in the UK (aged between 13 and 25) who want to use digital

technology to make positive changes to their communities. Initially funding of £300 is available to

get projects off the ground. Projects need to be completed within six months.

The programme is open to individuals and groups of young people and the money can be used to

cover project related costs such as:

Materials & equipment

Cost of renting space

Transportation

Advertising, etc.

If the project is completed successfully young people may be invited to apply for the second level of

the programme --Think Bigger where O2 provides funding of up to £2500.

The Jerusalem Trust RE Resource Grant Scheme (UK)

The Jerusalem Trust makes available to schools a number of grants to support the purchase of

resources for teaching Christianity in Religious Education. These can include textbooks, teacher

resources, artefacts, videos, tapes and CD-roms for use in RE lessons.

The fund is open to all primary and secondary schools in the UK, although priority will be given to

non-church state secondary schools. Occasionally grants will be awarded to primary schools who

have experienced the loss of resources through critical incidents such as fire or flood. The maximum

size of any grant is £500.

Applications can be submitted at any time.

Funding Available to Bring Fibre Broadband to Remote Communities with a School (UK)

As part of its commitment to make fibre broadband available throughout the UK, BT has made

available a £2 million grants scheme for communities with a school.

The Community Fibre Partnerships programme is aimed at the final 5% of the UK not covered by

fibre broadband rollout plans. Through the programme communities can apply for a match-funded

grant of up to £20,000 toward the cost of their new fibre infrastructure, if that new infrastructure

could also serve their local school. To access the grant scheme, communities need to register their

interest in having a community fibre partnership. The scheme will provide 50% towards the cost of

installing fibre broadband. The community will need to raise the additional 50%. In order to achieve

this BT has teamed up with the Crowdfunding website "Spacehive", where communities can post

their fibre broadband project to raise donations towards the costs involved.

Applications can be made at any time until the £2 million has been allocated.

Roald Dahl’s Marvelous Family Grants (UK)

Roald Dahl's Marvellous Children's Charity Awards Marvellous Family Grants of up to £500 to

families facing financial hardship while caring for a child with a serious illness.

Aiming to provide support to help families cope, grants can cover a wide range of costs from respite

breaks and counselling to hospital travel expenses. Applications must be made on behalf of the

family by a healthcare professional, social services, health visitors, or grant coordinators within an

organisation.

All grant requests are assessed monthly on the third Friday of the month and applications need to be

submitted by 5pm on the third Thursday of the month. Successful applicants are usually notified

within two weeks of the assessment.

Postcode Community Trust (England, Scotland and Wales)

Postcode Community Trust will re-open for applications to its grants programme on the 1st August

2017.

Through its grants programme, the Trust will provide grants of £500 - £20,000 (£10,000 in Wales) for

projects that benefit communities through grass-roots sports, arts and recreation programmes and

healthy living initiatives that improve a community's physical and mental health. Funding is available

to registered charities, voluntary organisations, community interest companies and social

enterprises. Please note that only registered charities can apply for grants above £2,000.

Previous projects supported include:

Adel Pre-School in Leeds which received a grant of £20,000 to construct an outdoor play

area with specific focus on sensory elements.

Blantyre Soccer Academy which received a grant of £13,070 to purchase new training

equipment and other items allowing them to expand their youth outreach programmes.

Near Neighbours Small Grants Fund (England)

Local groups and organisations, who are working to bring together neighbours and develop

relationships across diverse faiths and ethnicities in order to improve their communities, have until

17th November 2017 to apply for grants of £250 to £5,000 from the Near Neighbours fund.

The fund which operates in East & West London, Luton, East Midlands, Birmingham, the Black

Country, Greater Manchester and West Yorkshire has two key objectives:

Social interaction - to develop positive relationships in multi-faith and multi-ethnic areas

Social action - to encourage people of different faiths and of no faith and of different

ethnicities to come together for initiatives that improve their local neighbourhood.

Grants awarded in the past have offered funding to a broad range of work; environmental, social,

cultural, artistic, and sporting, that furthers the programme's aims of encouraging social interaction

and social action.

Grants for Places of Worship (England)

The Heritage Lottery (HLF) Fund has grants of £10,000-£250,000 available for Grade I and Grade II

listed places of worship in England to fund urgent structural repairs and help to make them better

places for everyone to visit.

As part of the repair project, HLF can also fund improvements to facilities and work that helps more

people get involved with these buildings. Applications go through a two-round process so applicants

can apply at an early project stage and get an idea of whether they're likely to receive a grant.

The funding is being made available through the FCC Scottish Action Fund. The fund is operated by

WREN, a Land fill operator and Environmental Body. For Public Amenity, Biodiversity and Historic

Buildings, projects must be within 10 miles of any landfill site or transfer station.

The FCC Scottish Action Fund re-opened for applications on the 31st May 2017 and will close for

applications at 5pm on the 23rd August 2017.
