European Commission Infoday and ETNA2020 Brokerage Event on H2020 transport topics 2018Within the Framework of the next EC Transport infoday, ETNA 2020, with the support of Enterprise Europe Network, is organizing a Networking and Brokerage Event focusing on the 2018 Transport Work Programme. Both the EC infoday and the brokerage event will take place on the 13th of December in Brussels.

There is a great expectation for the 2018 edition and participants looking for partners for the calls published in the Transport Work Programme 2018 will have the opportunity to present their organizations and ideas for project proposals in 2 different ways:

1. In the form of a brief oral presentation (3 minutes max.), using templates specially designed for this purpose.

2. By participating in bilateral meetings (max. 20 minutes).

The last edition, held in September 2017, was very successful, with more than 350 people registered, 400 bilateral meetings and 40 oral presentations.

Registration to attend the EC Transport Infoday is a pre-requisite for participation in the networking and brokerage event. An on-line registration form will be available soon on the EC official website.

Participants of the networking and brokerage event will not be given access to the venue without confirmed registration for participation in the infoday. Conference on Transport and Research in the Danube Region 2017ETNA2020, as co-organiser of the event, announces that the 4th “Transport and Research in the Danube region” conference will be held on the 6-7 November, 2017 in Ljubljana, Slovenia, at the hotel Union.

The event will be divided in two main sessions, the ``Info day`` and the ``Brokerage event``, and it will be focused on two specific topics:

• First, following the initiative from the last year’s conference, the floor will be open for proposals, ideas and other suggestions concerning the transport research in the Danube region for the next EU framework programme and

• Second, intent to open the discussion on future new jobs, as they will be generated by the recent transport research.

On November the 8th, a training session will be held targeting SMEs of the region to provide guidance for participation to H2020 project.

Specific objective for the training are:

• Promote to new stakeholders the H2020 programmes

• Share our experience on successful proposals

• Have a privileged dialogue with experienced project manager

As it was the case last year, ETNA2020 will be intervening at the events.

Profile: Automotive, Transport and Logistics sector group

The Transport, logistic and aerospace sector covers a wide and complex number of key commercial, social and research issues. Within this sector the European Road Transport Research Advisory Council (ERTRAC) have identified four priority areas:

• Mobility Transport and infrastructure,• Safety and security,• Environment, energy and resources,• Design and production systems.

The automotive sub group of the Transport, logistics and Aerospace group aims to enhance the cooperation of network members working closely with the automotive sectors within the partner regions to help develop the above

priorities and their interdependencies and where possible fostering and building innovation, R&D, knowledge transfer, the commercial development of new and existing technologies and the communication and feedback of European Policies, regulations and legislation among Universities, Research organizations, SMEs and other organizations.

The Group plans to cover all module areas with the aim of raising the knowledge and professionalism of the staff, organizing common events, helping SMEs to reach partnership agreements and bring new products to market.

The Automotive sub group will focus activity within these priority areas over the next 18 months during which the group will support Universities, Research organizations, SMEs and other organizations in creating new international business opportunities and improving access to

new markets and customers throughout Europe. The group aims to achieve this over the next 18 months through brokerage events, missions, workshops and providing communication and feedback on European policies.

The rolling plan is an evolving document and will continue to be developed through the first 18 months of Enterprise Europe Network. Initial activity has seen the completion of a study tour and brokerage event in Poland Wroclaw, the completion of an automotive workshop of FP7 and a first sector group meeting held in Brussels in April. Looking forward the group plans to hold further brokerage events in Hannover and Bavaria in Early Autumn with a further mission and conference to take place in November. Further events to be updated during the following weeks.

The automotive sub group contains a number of experienced automotive specialists with 22 members within this sub group, and a number of members working across subgroups. The current Chair is Adrian Duckworth an experienced former IRC thematic member.

Success story: Heliox’s projectElectric vehicles will play a key role in driving the decarbonisation of our cities, but the business case for ditching fossil fuel buses has so far been lacking. Heliox, a Dutch SME, has developed a super-fast charging system for electric buses and is now taking their sustainable solution global, thanks to support from the Enterprise Europe Network.

Heliox’s innovative system can charge an electric bus at a turnaround station in 2-5 minutes. This opens the door to a zero-emission, 24/7 public transport system, powered entirely by renewables.

Heliox found that even after running successful pilot schemes, some public authorities found it too early to adapt their entire fleet. They realised that they needed business expertise they could trust to help bring costs down and identify public transport operators who would be more willing to step into this new form of green transport. At this point they turned to the Netherlands Enterprise Agency (RVO), a Dutch Member of the world’s largest support network for SMEs – the Enterprise Europe Network.

The Network’s tailored support helped Heliox secure EUR 1.5 million in funding from the EU’s Horizon 2020 SME Instrument. As part of the services offered by the programme, the Network identified two business innovation coaches to advise Heliox on how it could reduce its operational costs and refine its business plan for international markets. https://youtu.be/RLaaEK66CBw

Electrification of the Transport System - Expert Group Report

A new report on t r a n s p o r t electrification has been published in August 2017, highlighting the main trends and

developments in the field.

The report ‘ Electrification of the Transport System’ argues the current improvements and the future research needs in the process of electrifying road, waterborne, air and rail transport.

In the four transport modes considered (road, waterborne transport, aeronautics, and rail transport), electrification will be introduced at a highly different pace.

Transport sector electrification is essential for meeting the European Union goals of decarbonization and energy security, as it accounts for 25% of all CO2 emissions in Europe. Electric vehicles combine an energy efficient

powertrain system with the opportunity of using renewable energy sources.. The actual CO2 reduction potential depends heavily on the energy mix of the grid, and to synergies with parallel technology choices, e.g. degree of hybridization, bio fuels use etc.

The report in object has been set under the initiative of European Commission’s Directorate-General for Research and Innovation.

The content of the document is based on the contributions of a group of experts in the field of transport coming from several countries and belonging to different realities:

• experts from industry,• representatives of the academic world,• researchers.The work was coordinated by its chairman and rapporteur Mr Gereon Meyer (VDI/VDE Innovation + Technik GmbH) with the support of two co-rapporteurs Richard Bucknall (University College London) and Dominique Breuil (EIGSI La Rochelle).

Hydrogen and fuel cells in maritime and port applications

The European Commission considers 2017 the “Maritime Year”. Indeed, within the maritime sector, the EU Commission highlights the relevance of both challenges and opportunities. According to the first category, the current technology of the maritime transport emits an excessive quantity of CO2 and in fact, this sector is responsible for approximately 2.5% of global greenhouse gas emissions.

According to the second category (the opportunities), the EU maritime sector carries two quarters of EU trade and transports over 400 million passengers at European ports yearly.

Notwithstanding this positive data, issues linked to pollution and air quality need an efficient solution as soon as possible.

Regarding to this circumstance, the European Commission has increased its efforts to improve the opportunities of this sector.

Within the field of the “Maritime Year”, on 15 and 16 June 2017, the FCH JU (Fuel Cells and Hydrogen Joint Undertaking) together with Fundacion Valencia Port, Port of Valencia and European Commission’s Joint Research Centre organized a two-day workshop “Hydrogen and Fuel cells in Maritime applications”.

This event has examined in depth the topics already faced in 2013 during a previous workshop called “Fuel cells and Hydrogen Maritime and Harbor applications”, with a closer look toward maritime and port applications.

During the workshop “Hydrogen and Fuel cells in Maritime applications”, the number of participants is increased and this is a very positive factor.

The participants (about 100 people) had the great opportunity to listen to speakers from industry, the European Commission and regional authorities.

The fields of interest within this workshop were linked to ships and material handling vehicles and to safety, environment and synergies between funding mechanisms.

The transport topic nowadays is relevant in Europe also because of the percentage of renewable share of EU energy within this sector: only 30% of energy in Europe is renewable and this data has to change as soon as possible.

Furthermore, the future competitiveness within this field has to go hand-in-hand with a greater environmental sustainability.

However, this workshop confirms an already established positive trend within the maritime sector and this wave will probably bring to greening ports and maritime applications, while fostering innovation.

Achieving these goals will be possible only with the support of the European Union, the Member States and Regions in the years and decades to come.

“Research & Innovation – Shaping our Future”

On 3th July 2017 Brussels hosted the conference “Research and Innovation –Shaping our Future”, organized to present and publish the interim report made by the High Level Group. The latter has been set up on September 2016 by the European Commission with the objective of providing crucial advices about the maximization of the impact of the EU’s investment in research and innovation. This Group is composed by 12 experts and it is chaired by Pascal Lamy, President Emeritus of the Jacques Delors Institute.

According to the Group, investing in research and innovation is increasingly fundamental for the future of Europe. Considering this field, science, innovation and education are useful to enhance the productivity and the competitiveness of EU. The Group has analysed the European environment and it has highlighted the growth deficit and a consequently political division. There is a critical contrast in Europe between its comparative advantage in creating knowledge and its comparative advantage in transform that knowledge into growth and innovation.

Europe produces 30% of the world’s scientific publications but nowadays the Group has identified a serious innovation deficit.

In spite of this bad vision of the European context, the Group anyway considers EU as a scientific powerhouse and this data is confirmed also by the success of the Horizon 2020 programme: it makes a focus on excellence with cross-border, cross-sectorial and cross-disciplinary works. Now it is time to start designing a post EU 2020 programme for research and innovation, considering knowledge as a source of economy and societal innovation. Working in that way, it is fundamental according to the Group’s opinion to avoid a wrong but common way of thinking: the notion that research and innovation are not relevant to society. Actually, they are crucial to deal with the societal challenges such as: building a digitally-smart, low-carbon, energy-efficient and circular economy; ensuring a safe climate, building a fair society; keeping our oceans clean and productive. The recommendation of the Group are oriented toward the European institutions, national governments but also to the stakeholders such as universities, non-governmental organizations, firms, research institutes etc.

“We also wish to reach out to a wider public. Our society should increasingly become a living laboratory for innovative solutions to the many challenges we face in Europe – be they economic, environmental or social. Through broad-based, impact-focused research and innovation policy and investments, we can turn these challenges into innovation opportunities. This requires action and participation by many, if not all of us”. Within the Preface of the Report, Pascal Lamy confirms the importance of the participation of the overall context to reach

better results.

The advices provided by the High Level Group are very crucial for EU and they are organized into 11 recommendations useful to maximise the impact of the EU’s research and innovation Programs. Furthermore, each recommendation has a key action designed to provide a concrete solution to any specific issue.

In general, the interim report has been mainly based on three elements: the available Horizon 2020 interim evaluation results; the results of a European foresight exercise for future research and innovation policy; an assessment of the economic rationale for public research and innovation investment focusing on the expected impact on jobs and growth.

In conclusion, the interim report is a very complete and effective document, fundamental to deeply understand the success already reached and the future challenges within the field of EU’s research and innovation Programs.

Road Safety Awards Commission rewards initiatives in Greece, France, Portugal, Romania and Sweden

On 26 June 2017, Bucharest hosted an important event: the Excellence in Road Safety Awards 2017, promoted by the European Commission.

This Prize is consigned for a great commitment in saving lives on Europe’s roads, focusing on road safety.

(Greece), the Ville de Martigues (France), the CTT Correios de Portugal, the Romanian Automobile Club, and the Motorförarnas Helnykterhetsförbund (Sweden).

Furthermore, a special prize was dedicated for the second time to Jacques Barrot, former Transport Commissioner and fervent supporter of road safety. During the event, the audience selected the Romanian Automobile among the five winners.

Quoting Violeta Bulc, it is possible to understand the importance of the Awards and the national dimension for road safety: “While road safety is our common goal, national and local actors are best placed to design solutions to meet national and local road safety challenges, through innovative measures, through tougher action against dangerous drivers and through better education and awareness-raising. The Excellence in Road Safety Award is a unique opportunity to reward the best practice, to recognise the hard work all of you are doing on a daily basis and to raise awareness about this great project in Europe and beyond.”

In this context, encouraging data arise from the annual road safety statics published by the European Commission: in 2016, there was a drop of 2% in the number of road fatalities in Europe, compared to the percentage of the previous years. Specifically 25.500 people lost their lives on EU roads in 2016, 600 fewer than in 2015 and 6,000 fewer than in 2010.

After several years of stagnation, 2016 represented a positive trend for the European road safety so nowadays the efforts from all the local and national entities, are more than ever necessary.

Indeed, even though European roads are the safest in the world, there is still a lot of room of improvement.

Three main areas are the principal subject of this improvement: education, enforcement and the use of new technologies in finding new solutions to existing problems.

On the basis of these topics, the Commission has evaluated the candidates for the Award and their good practices.

The Awards are an important part of the European Road Safety Charter, directed by the Commission since 2004: this is the most important civil society platform on road safety in Europe.

Nowadays it contains more than 3400 signatories with many real road safety action plans.

TEN Section Report on the “Smart Cities” ProjectThe European Economic and Social Committee – EESC is stressing the importance of smart cities as drivers for new European industrial development. To achieve this result, it is essential to converge on a development model that is more advanced, effective and useful than those applied to date, where action has been very fragmented.

Within the framework of the project “Smart Cities”, a group of seven EESC members has carried out study visits to six EU cities (Vilnius, Eindhoven, Genoa, Malaga, Lisbon and La Rochelle) that have started or implemented smart project initiatives. Furthermore the study visits allowed to present to the local administrations the EESC Smart Cities Model. The methodology used to select these cities was based on wide-ranging economic, geographic and demographic criteria, but also on the countries’ governmental structure useful to show the deep differences among the European cities.

The “Smart Cities” project is a follow-up to the EESC own-initiative opinion on Smart cities as a driver of a new European industrial policy, adopted in July 2015.

One of the principal aim of this project is to complete a set of recommendations that have to be spread among the European Institutions and the most important stakeholders across the European Union.

Investments in EU Transport: Commission proposes €2.7 billion for 152 projectsSupporting a competitive, clean and connected mobility in Europe is a key element for the European Union within the transport context. Indeed, the EU Commission will finance and support 152 transport projects with € 2.7 billion to modernize rail lines, to remove bottlenecks and improve cross-border connections installing alternative fuel supply point and finally to implement innovative management solutions.

This huge investment is made under the Connecting Europe Facility (CEF): this financial tool is aimed to support the infrastructure networks in Europe and it sets out all the necessary rules to receive the EU financial support. Furthermore, this kind of investment will foster not only the economic activity but also the job creation.

However, in order to reduce the infrastructure and transportation inequalities in Europe, this year the Commission is designating € 1.8 billion for the 15 Member States eligible for support from the Cohesion Fund such as Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia.

The relevance of this activity seems more clear quoting the EU Commissioner for transport Violeta Bulc: “The demand for investment in

transport infrastructure is huge. This new wave of investment focuses on clean, innovative and digital projects to modernize Europe’s transport network. Today we are one-step closer to a true Transport Union, serving the needs of citizens, stimulating the economy and creating jobs. Looking ahead, I am inviting stakeholders to make best use of the remaining funds, using blending to maximize impact and leverage all possible resources.”

Anyway, most of the funding will be organize to develop the European rail network (€ 1.8 billion), to decarbonize and upgrade road transport and develop Intelligent Transport System (€ 359.2 million) and finally to deploy air traffic management (ATM) systems (€ 311.3 million).

These projects are included within the strategic sections of the Europe’s transport network (the “core network”): this type of network is implemented by the “core network corridors” that bring together public and private resources to remove bottlenecks, build missing cross-border connections and promote modal integration and interoperability.

In this field, the Commission’s investment basically regards for instance: the upgrade of the over 100-km long Białystok-Ełk rail section in Poland; the modernization of ATM systems in EU Member States; a full expansion of the Karawanken road tunnel linking Slovenia and Austria; the development of a high-speed electric vehicle charging network across Sweden,

Denmark, Germany, France, the United Kingdom and Italy.

Nevertheless, the background is also important. Indeed, under Connecting Europe Facility (CEF), a series of annual and multi-annual work programs have been launched since 2014.

Thanks to the essential collaboration among CEF, the European Fund for Strategic Investments (EFSI) and the European Structural and Investment Fund (ESIF), it will be possible filling the investment gap in Europe. This issue is also one of the most relevant Commission’s priority.

The Single Market Strategy

The European Single Market is one of the EU’s main objectives. It refers to a unique territory where people, goods, services and capitals, can move freely without any internal border or other types of obstacles. The European Single Market consists of several parts: single market for goods, services, digital single market, standardization, barriers to trade, CE marking, public procurement, governance and monitoring.

According to the Single Market for goods, the Commission’s main goal is to ensure the free movement of goods within the market, and to set high safety standards for consumers and the protection of the environment.

In the same way, services are also important within the European market because they account for over 70% of all economic activity in the EU and a similar proportion of its employment. EU companies are free to establish themselves and provide services freely in any country.

Regarding the digital single market, it would bring many benefits to European businesses and consumers, especially in order to promote innovation and to create new jobs.

The standardization is useful to reduce costs, improve safety, enhance competition and facilitate the acceptance of innovations using technical specifications applied to various types of products and services.

Regarding the barriers to trade, the Commission works hard to remove them to intra-EU trade and to prevent the creation of new ones because they may be a critical obstacle against the creation of the European Single Market.

Another important aspect of the European Single Market is the public procurement with which the public authorities (national, regional, or municipal governments) acquire goods and services. In this field, EU constantly check that this procurement remains fair, competitive and conducive to the Single Market.

The EC has decided to give the Single Market an important boost intervening within some important fields:

• Enable the balanced development of the collaborative economy

• Help SMEs and start-ups to grow• Improve the opportunities for businesses

and professionals to move across borders• Address restrictions in the retail sector• Prevent discrimination against consumers

based on nationality or place of residence• Modernise our standards system• Create more transparent, efficient and

accountable public procurement• Consolidate Europe’s intellectual property

framework• Ensure a culture of compliance and smart

enforcement to help deliver a true Single Market

Nevertheless, to deliver a true Single Market there are still many obstacles: for instance citizens interested in moving to another country and businesses wanting to sell products or provide services cross-border still encounter problems.

WLTP – Worldwide harmonized Light vehicles Test Procedure From the 1st of September 2017 there is a new test for measuring emissions from cars called WLTP that will introduce much more realistic conditions for measuring emissions, such as CO2, than the current lab test (NEDC - New European Driving Cycle).

Nowadays, 19 EU member states apply CO2 taxation to cars, based on the CO2 values coming from the lab test NEDC. Considering that WLTP it is more rigorous than the old test, it will result in a higher CO2 value for a specific vehicle compared to NEDC. However, as the performance of the car itself will not be influenced, the European Automobile Manufacturers’ Association (ACEA) calls on national governments to ensure that the transition to WLTP will not negatively affect vehicle taxation.

The WLTP driving cycle will be divided into four parts with different average speeds: low, medium, high and extra high. Each part will contain a variety of driving phases, stops, acceleration and braking phases. For a certain car type, each powertrain configuration is tested with WLTP for the car’s lightest (most economical) and heaviest (least economical) version. One of the main objectives upon which the WLTP test has been settled is that it should be used world widely, so that it will be possible to compare several values (pollutant, CO2 emissions, fuel consumption) raising from different countries abroad, this will stimulate the development of a precise analysis related to the above mentioned values.
