From Director’s Desk
I am glad to dedicate this first issue of quarterly
Vigilance News letter of 2017 for the benefit of Vigilance officers,
partner organisations and all other stakeholders. Last year, I promised
you to publish Vigilance News letter every quarter and this is the 4th
issue since then.
Odisha Vigilance has come a long way since its
inception in 1957 in the present form. The journey of six decades has been quite eventful
and remarkable during which, Odisha Vigilance has earned accolades creating a special
reputation for itself amongst the anti-corruption agencies in India which not only gives us
a sense of pride, but also motivates to perform better and achieve results par excellence.
Odisha Vigilance is celebrating its Diamond Jubilee year with the aim of
combating corruption with greater resolve, renewed vigor, zeal and commitment and
setting higher bench-mark of professional standards for ourselves. We understand and
acknowledge that people’s participation, community support and public education are
essential and crucial components in any programme aimed at promoting integrity,
enhancing transparency and containing corruption in public life. We have decided to
undertake massive public awareness campaign at different places during the Diamond
Jubilee celebration as a major constituent of numerous events and activities planned
during the year.
It is in this context that we decided to co-host “PathaUtsav” with anti-
corruption theme in collaboration with Bhubaneswar Municipal Corporation, Mahanadi
Coalfields Limited and some Community based/Non-Government Organisations. It was a
reaffirmation of our understanding that corruption is a social evil and can be fought only
when we join our hands together. This idea has found a thematic expression in the logo
‘let’s fight corruption’ designed to be part of our Diamond Jubilee celebration. Some of
the activities envisaged and carried out during the “PathaUtsav” included awareness rally,
human chain depicting the anti-corruption theme, painting competition, rangoli, quiz on
the move, street play, slogan writing competition, fancy dress, cycling, skating and
musical programmes etc. The objective was to educate and sensitize people about their
role in combating corruption and rendering cooperation to Odisha Vigilance. This added a
new dimension to the anti-corruption movement in terms of utilizing innovative ideas and
enlisting participation of youth.

has risen to new heights in the wake of organizing public awareness
of “PathaUtsav” which leads to greater involvement of people in the anti
initiative. We have planned and are organizing training workshops every month for honing
up the skills of Vigilance officers and for our capacity

PATHA UTSAV : A NEW EXPERIMENT IN FIGHTING CORRUPTION, ___
Odisha Vigilance is celebrating its Diamond Jubilee year in 2017 in the 60th
year of its existence.The organization has come a long way since its inception in the
present form in 1957 and is presently ranked amongst the leading anti-corruption agencies
in the country.
The journey of State Vigilance over the last six decades has been quite
eventful and remarkable and the organization has grown from strength to strength and
achieved many significant milestones in the process. Especially, it has played a pioneering
role in establishment of Special Courts to try cases of corruption against officials holding
high public and political office so as to ensure quick trial and conviction of accused
persons and in making legal provision for pre-trial confiscation of disproportionate assets
acquired through corrupt means, so that the proceeds of corruption are forfeited to the
state. The Odisha Vigilance model in this regard has been emulated by many other states
subsequently.
Especially, the year 2016 has been a watershed year for the State Vigilance
in as much as during the year, the organization has registered its highest ever number of
cases and instituted highest ever number of enquiries against public servants. Its ease of
access and public interface have also grown substantially through toll free number, web-
site and social media platforms like face book page and accessibility through other social
media platforms.
The spectacular performance of the vigilance organization has been made
possible due to the strong anti-corruption resolve of the government, the sustained fight
against corruption undertaken by State Vigilance and the relentless and dedicated services
rendered by the vigilance officers.
As part of the year long diamond jubilee celebrations of State Vigilance
(from 01.08.2016 to 31.7.2017), a series of anti-corruption campaigns and public
awareness programmes on anti-corruption theme are being organized. ‘Let’s fight
corruption’ has been made the thematic line for all activities being taken up in course of
Diamond Jubilee Celebrations of State vigilance.
As one of such activities, the State Vigilance in association with
Bhubaneswar Municipal Corporation organized ‘PathaUtsav’ at Bhubaneswar on
19.3.2017. Various social and cultural organizations like PRELUDE, BAKUL
FOUNDATION, PECUC, WISH, INDIA CRAFT NATION, AMA KALAKAR
PARIVAR, CCWD, Itishree& Group etc. participated in the function with various

activities. All the activities had the common focus on anti-corruption campaign in order to
make the public sphere free from corruption and bring greater transparency in the public
service delivery system, where there is a public interface with the public servants.
The 'Patha Utsav' was formally inaugurated at 7.00 A.M. on 19.3.2017 with
flagging off of the rally by dignitaries Sri Ashok Chandra Panda, Hon’ble Minister,
Tourism & Culture, Dr. Prasanna Kumar Patasani, Hon’ble MP, Sri Ananta Narayan Jena,
Mayor, Dr. R.P. Sharma, IPS, Director, Vigilance, Sri Priyadarshi Mishra, Hon’ble MLA,
Sri Bijay KumarMohanty, Hon’ble MLA, Dr. Krishan Kumar, IAS, BMC Commissioner,
Dr. Debasis Panigrahi, IPS, Addl.D.G., Vigilance & Sri Munavar Khursheed, CVO, MCL.
It consisted of students of various educational institutions, vigilance
officers and around 50 skaters belonging to Odisha Skating Association. The police bands
accompanied and led the rally. The brightly dressed skaters, there in attractive gear caught
the attention of the visitors and amazed everyone with their poise and fine balance.
Rallyists carried large banners and placards with anti-corruption slogans displayed
prominently thereon. The rally started from the Master Canteen Square and reached Ram
Mandir Square covering a distance of about2 Kms, where it converted itself into a human
chain to depict the theme of Diamond Jubilee celebration of state vigilance ‘Let’s fight
corruption’ and raised anti-corruption slogans.
Two colourful kiosks were designed and created on the two sides of the
Janpath in order to distribute brochures containing information about the vigilance
organization and its nature of work and the contact details of vigilance officials for the
benefit of the people. The kiosks were manned by experienced vigilance officers who
explained the inquisitive people about the basic facts about its activities, and how they can
utilize its services. Apart from the brochures, the kiosks also distributed water, caps,
shades carrying the pictorial theme ‘Let’s fight corruption’ to the people visiting the
kiosks. Thus, the kiosks served as the nerve centre for carrying out and coordinating the
various events and activities, throughout the stretch of two kilometers on Janpath.
There were two stages for show casing the activities. Formal activities like
flagging off of the rally and giving away of messages by dignitaries were undertaken from
the Stage-1 near Swosti Hotel located close to Master Canteen. This was the main stage
and all the important cultural events like musical performance by local artists, and musical
bonanza by the famous Bollywood singer Krishna Beura and leading Odia singer Tapu
Mishra, were undertaken from this platform. Krishna Beura and his troupe enthralled the
crowd with popular Bollywood numbers. Very intelligently, he also disseminated the anti-
corruption message in between the songs and sought people’s cooperation and

commitment in this fight. Thus, such 'entertainment with a message' served our purpose to
a large extent. Stage-2, the other stage which was located near Ram Mandir Square
encouraged the local talents. A 20 minutes play based on anti-corruption theme titled
‘Emiti Jaga Nahin’ was staged there, that drew huge public applause.
One of the events which saw large participation of youth and drew large
number of visitors was the painting competition, exhibition of paintings on anti-corruption
theme and live painting by professional artists. Again, the central theme of the painting
competition was anti-corruption.
All the winners were felicitated by the dignitaries on the stage with gift
hampers, certificates and toffees. Participants were also given a gift hamper and
participation certificate. The painting and drawing zone was truly a visual delight.
‘Rangoli’ on anti-corruption theme was another great attraction. It added
colour and vibrancy to the event. It drew participation from young children to professional
artists who painted a riot of colours on the street of Bhubaneswar. The participants were
encouraged with gift hampers.
Street play was also organized on the occasion, entitled 'Durniti Dukha
Diae, Sadhuta Santi Diae'. It was well appreciated, because of the simplicity and directness
of its message. It was organized several times throughout the length and breadth of the
Janpath and drew a large crowd.
Another interesting activity organized was the ‘quiz on the move’. The
quizzer along with the cameraman & resource person moved from one corner of the
Janpath to another, and quizzed the visitors on simple commonsensical questions
pertaining to law and procedure relating to anti-corruption and constitutional rights, so as
to elicit their participation and raise their level of awareness. Each participant who gave a
correct answer was instantly handed over a gift hamper as a token of encouragement. This
was very well received by the participants of ‘PathaUtsav’.
Since the PathaUtsav was basically aimed at encouraging people to come
out of their homes in the morning so as to make them healthy and hearty, the regular
activities such as health camp, yoga demonstration etc. were organized to cater to the
requirements of different age groups. During the health check up, basic checkups like
blood sugar, blood group, weights checking etc. were conducted with a view to give a feed
back to the visitors about their health condition and to raise their level of awareness about
health and fitness.
Slogan writing competition was another important activity. Slogans were
written in Odia, Hindi and English by the visitors at the spot and dropped in a Jar. Each

participant was given a gift hamper. At the end of the activity, the best 3 slogans were
selected by a jury. They were rewarded with gift hampers, certificates and toffees by the
dignitaries at the stage.
Fancy dress for children was another popular event. Children wearing
attractive attire walked on the ramp and conveyed anti- corruption message by playing the
role model, which was highly appreciated by the audience.
The exhibition of skating skills by the small kids and youngsters at the
venue drew popular applause.
A cycle rally with anti-corruption placards attached to their handles was
also organized. They performed acrobatic stunts, which was greeted with large crowd
cheer.
All the activities were widely televised and covered in media. Thus,the
endeavour of Odisha Vigilance to reach out to the people of the State with the anti-
corruption message drew the attention and appreciation of people of not only
Bhubaneswar, but of the entire state.
A lot of effort was made prior to the event to publicize the event through
press, hoardings, television, F.M. radio etc. so as to draw wide public attention and ensure
their participation in big number. The very fact that the ‘Patha Utsav’ on 19.03.2017 had
the highest ever number of foot fall since inception of the event, gives us immense
satisfaction and encouragement to continue with such awareness raising and participatory
community programmes.
To sum up, the ‘Patha Utsav’ on anti-corruption theme was intended to
highlight the three Es i.e. education, enforcement and empowerment needed for a
successful anti-corruption movement involving all sections of the society.
In the ultimate analysis, the public are the biggest victims of corruption
and constitute the biggest stakeholders in the fight against corruption. The 'PathaUtsav'
and other activities being undertaken during the diamond jubilee celebrations of State
Vigilance aim at enlisting public cooperation and participation in the anti-corruption
campaign on a long term and sustained basis, so as to enable the vigilance organization to
take forward its mission statement to combat corruption through enforcement, prevention,
public education and community support.
