A WORD FROM THE CHAIRMAN

1

I have been Chairman

of Mumbles Community

Council for the past

3 years, and have been

most privileged in

meeting a variety of

people from all walks of

life, and taking part in many functions

and celebrations, some poignant and

others joyful.

Mumbles Community Council welcomed in the

New Year with our office ‘under water’ due to a

burst pipe, which rendered the premises

unable to be occupied. We owe Cllr. Tony

Colburn a debt of gratitude, as in the absence

of the Clerk who was incapacitated, Cllr.

Colburn ‘jumped into action’ immediately and

dealt with the whole situation. Normal service

was resumed on Monday, 7th March 2016.

Mumbles Community Council also wishes to

thank the Ostreme Centre, who came to our

rescue, and we were able to hold our meetings

in the Minor Hall.

Looking forward, many exciting events are in

the planning stages. These events are to be

held in the forthcoming

months. Please turn to the

‘Events’ page for full details.

We are now starting the

process for Wales / Mumbles in

Bloom 2016, and are liaising

with City & County of Swansea,

deciding where to plant ‘wild

flowers’ and positioning

planters across the 4 wards, but

we also need YOUR HELP to

enhance the area, and

recognition and presentations

will be awarded to the best

school, front gardens,

commercial premises and

community entries.

Again, I wish to thank you all for

your continued support.

Since our last Newsletter, a

compromise has not yet been reached

regarding parking restrictions

alongside St. Peter's Church, Newton.

This is due to opposition from certain

quarters, although MCC's proposals would

actually provide more parking for churchgoers

and visitors to the Hall. It is hoped to arrange

an 'on site' meeting to include all 'parties' and

City & County of Swansea.

The provision of a 4th Christmas Tree, to be

sited on Picket Mead, has been discussed, and

it is proposed to pursue the possibility of

planting a 'living' tree on site. We are looking

into its feasibility.

After lengthy negotiations and a site visit,

we have reached an agreement with C&CS to

provide BBQ BINS at Rotherslade, Caswell

and Langland beaches

in the hope that 'spent'

BBQ's will not be left on

the beaches or buried

under the sand. These

bins and notices will be

in place in the next

couple of months.

Mumbles, as we all know is goingthrough a transitional period like mostvillages and towns. The high street haschanged with the introduction of Internet

shopping and the way we spend our free time

has also altered. Tourism and entertainment in

the area need to develop in other ways to suit

changing tastes and requirements. In this ever

changing world in which we live, we, as a

community, must embrace change and make

sure that this change is the right way forward

for the greater good of our community. In MCC

we have a duty to protect our community and

the society within it, but we can’t interfere

with private ventures.

In these photos you see the changing face of

Mumbles and as your Community Council we

are working closely with the private land

owners and developers to make sure that we

don’t lose parking, restrict thoroughfare or

attract the wrong sort of development. But the

final say in these matters is with the City and

County Council. Utility companies have

embarked on an extensive programme in

upgrading the underground networks in our

area. Although this work has been an

inconvenience, Mumbles Community Council,

just like yourselves, want our community to

thrive. If you see anything that needs to be

GRANTS +YOUR SAY

Grant for TourismAs one of the biggest employers in the area, if

not the biggest, we are striving to re invent

the Tourism Association in Mumbles. We are

becoming proactive rather than reactive. Part

of this is to attract tourism and thus, build the

community through the tourists financial

input and also the energy and vitality it brings

to the community - we thank MCC for helping

to fund one of these projects to attract tourist

to the area we love.’

Grant for Peel WoodsPeel Woods is situated on the edge of

Oystermouth cemetery. We have taken on an

extension project to build an new entrance

and path to the

woods and this

has been funded

by the Community

Council and for

this we and the

people who will

use the woods

are grateful.

Without this

input from the

council we would

not be able to

carry out the works. Peel Woods also forms

part of The Mumbles Way, a 10k walk from

Blackpill to Mumbles Hill.

Robin Bonham- Mumbles Development Trust

RECENT GRANTS

£50 to Bobath Children’s Therapy Wales. Bobath Children’sTherapy Centre Wales, is a registered charity

that provides specialist Bobath therapy to

children in Wales who have cerebral palsy.

They believe that it is essential to provide the

therapy as early as possible after birth, to

ensure that they develop and achieve their

full potential.

£1,000 to Mayals School towardsmuch needed sports kits with the remainder

going towards a minibus

£1,000 Mumbles Tourist Associationtowards the costs of exhibiting within the

Visit Wales area of the British Travel and

Tourism Show at the NEC Birmingham.

£266 to Ariosa Singers to buy musicfor a training period and performance by the

Ariosa Singers and Mumbles Voices. The

performers ranged from six to senior citizen

and are some 200 in number.

This Spring, look out for a blaze of

colour in the Jubilee Garden at

Norton. This garden has been a successful

Community Project and Mumbles Community

Council has been working for several years

with the residents of Llanfair House to turn a

neglected piece of land into an

unexpected secret garden. This

year MCC intends to undertake

further improvements to make

the garden a special place for

residents and wildlife

to enjoy.

Saturday 6th FebruaryA Netball Tournament was held atBishopston Sports' Hall. Its successhas led to requests for this to becomean annual event.The Tournament, sportingly contested,

resulted in Oystermouth Primary School

claiming first and second places with Newton

Primary in third place. Pictured with the

who presented the medals.

TEA PARTY - Wednesday April 20th, 2pm - 4pm Ostreme Hall, with live music, provided by the StarlightGroup, a quiz, a sing-a-long, so come-alongand enjoy a cuppa, cakes and a chat. Anopportunity to meet up with friends andenjoy a few convivial hours. This is a FREEevent with limited tickets, available from theClerk at the Council Office, Walters Crescent,in person or by phone, from Wednesday 13thApril. If demand for tickets exceeds supply,we will consider the provision of extra tickets.

THE LIGHTING OF A BEACON -Thursday April 21st at OystermouthCastle. as part of the National Chain, tocelebrate the 90th Birthday of HM QueenElizabeth. A Lone Piper will accompany thelighting of the Beacon. Time of lighting to be confirmed.

ALAN MARTIN TOURNAMENTSaturday 7th May & Sunday 8th Mayat Underhill Park commencing at 10am theMumbles Community Council is supportingthis established, prestigious event as part ofits involvement with groups within theMumbles Community Council area.

MAYTIME IN MUMBLES - Saturday14th May, 12 noon - 6pm atOystermouth Castle Field, (Carnival inthe Castle renamed). A family based PICNICevent, entry FREE. Bring your own picnicalong or take your "pic" from street traderspresent. Music by Swansea Accordian Band.

CRICKET DAY - Sunday June 13th,11am - 5pm. at Mumbles Cricket Club'sGround (off Plunch Lane). Cricket coachingsessions in the morning, followed by cricketcompetition in afternoon. Come along andenjoy the day and the BBQ. MumblesCommunity Council is involved as part of itscommitment to local groups.

WALES & MUMBLESIN BLOOM

Following on from a successful

achievement in 2015, MCC will, again,

be entering the Wales in Bloom

competition, in the hope of improving

on last year's result.

We aim to bedeck the streets in the four

wards with flowers in various barrier troughs,

tiered fountains, lamp post baskets, a tree

basket and wild flowers. MCC will be liaising

closely with Swansea City Council in

preparation for the judging which will take

place June/July.

Mumbles in Bloom will be held

simultaneously, and we will be looking around

the four wards for displays with the utmost

'kerb appeal' amongst residential front

gardens, including container displays,

commercial premises, shop fronts, public

houses, restaurants and communities.

Schools will also be included.

We are sorry, but rear/back gardens will not

be included. Judging, as per Wales in Bloom,

will take place June/July by independent

judges.

There is no entry form, but should you like to

draw our attention to a particular display,

please contact Mumbles Community Council,

either by post, telephone or email. Our details

are on the back cover of this Newsletter

POEMSFROM CHILDREN

SCHOOLS' COMPETITION WINNERSThe entries in the Poetry Section ofthe Competition were of a very highstandard and all pupils whocontributed should be congratulated.However, following judging, the winning entry

by unanimous decision was the poem "Life

in the Trenches" by Sebastian Rowlands,

aged 10 of St. David's RC Primary School, with

two pupils from the same school taking

2nd and 3rd positions.

In the Art Section two pupils from Grange

Primary School, Solomon and Timothy Baker

were highly commended. Book tokens were

presented to the winners by Councillor

Helen Mitchell, Chairman of Mumbles

Community Council.

The terrain around me is cold and muddy,After looking around, you could call it bloody,The bodies strewn across the ground,One on top of a soaking mound.

All around me, my comrades fall,Including my best friend, Simon-Paul,The sound of guns, grenades and screamsAre coming from these army teams.

Over the top we go,Guns fir, bam, ba bo!People fall in horrible ways,Oh such dreadful days.

The misery, the rats, the lice,Smoking soldiers, playing dice,The cold is spreading from my feet,I’m so cold, I can feel my heart beat.

Death is hovering in the airLike a big, ugly. Black bear,The tears pouring down my faceAre flowing like they’re in a race.

Rain is falling at my feet,Landing with a steady beat,Mud is flowing round and round,Making a gross squelching sound.

Overall, I feel sad,Too much of this will drive me mad,The death,the gore, the misery,From it, we should all be set free.

THE CITY & COUNTY OF SWANSEA

(C&CS) IS THE RELEVANT PLANNING

AUTHORITY AND IT IS THEIR

RESPONSIBILITY TO DECIDE ON ALL

PLANNING APPLICATIONS IN SWANSEA

AND GOWER.

Mumbles Community Council (MCC) is sent

copies of planning applications in our area and

make comments on these plans. MCC can

decide to recommend approval or refusal, or

approval subject to conditions such as

materials, maximum size, parking or access

arrangements.

A few decisions are made by the C&CS's twelve

Councillor Planning Committee members, but

most decisions are delegated to Planning

Officers .

Whilst C&CS doesn’t have to agree, it must

consider the community view.

We welcome your comments, whether you

oppose or support an application, and will take

these into consideration when making our

recommendations.

Some planning applications seek approval for

development in principle through

outline planning permission. If plans are not

properly considered at this stage, it is

often too late to express concern when the full

details of agreed outline proposals

come before the council at a later date.

Material considerations include:

• the planning authority’s development plan

• a site’s planning history(including earlierapplications)

• accessibility• traffic• roads and parking• archaeology• a community survey, plan or design statement.

Central to the decision making process arematerial considerations - issues that are, inlaw, material or relevant to a planningapplication. Such matters must be takeninto account when making arecommendation on a planning application.
