    SECTION2. Fundsappropriatedtostatesfortheimplementationof20USCSec.63115

    willbegraduallyre-appropriatedoverthreeyearsbeginninginthe2013-6

    2014schoolyearaccordingtotheprovisionsinthissection.7

    A. Fundingwillbeappropriatedtoeachstateforusebyeverystatein8formingcurriculumthatemphasizesthedevelopmentofresearch,9

    writing,andmathematicsskillsthroughtheincorporationofstudent10

    interestsinclassroomprojectsandactivitieswithrealworldapplications.11

    WHEREAS, Theneedforskilledlaborwillbeincreasinglyindemandintheupcoming1

    yearsasthenecessitytoupgradeandimproveinfrastructuresystem2increases;and3

    WHEREAS, Existinginfrastructureinmanycaseswasbuiltinthe1930sandis4

    crumbling;and5

    WHEREAS, Duetothelackofinterestandknowledge,fewerAmericansareseekinga6

    jobintheskilledlaborindustry;and7

    WHEREAS, Americasskilledlaborforceisagingandwithinthenextfewdecadeswill8

    retire;and9

    WHEREAS, Americanmanufacturinghasdecreasedcausingournationtoimport10moregoodsathighercosts,whichincreasesourtradedeficitandthe11

    burdenthatthetradedeficitplacesonthisandfuturegenerations;and12

    WHEREAS, Americanmanufacturinghasprototypicallybeenastrengthofthe13

    AmericanIndustryandonethathascreatedthewealth,powerand14

    prestigethatournationcurrentlyenjoys;and15

    WHEREAS, Inthespaceofadecade,Americaninfrastructurehasnearlydroppedout16

    ofthetop25nationsintheworld;and17

    WHEREAS, OurcurrentrecessionmeansthattherearemanyAmericanswithoutjobs18whocouldbenefitfromlearningskilledlabor;and19

    WHEREAS, Fundingforinfrastructurehasdecreasedoverthelastdecade;now,20

    therefore,beit21

    RESOLVED, That$200billionbeallocatedoverthenexttenyearstoincreasefunding22

    forinfrastructureprojects,includingallpublicworksprojectsandgreen23

    initiativestoimprovetheefficiencyofvariousindustries,bemadebythe24

    UnitedStatesCongress;and,beit25

    FURTHERRESOLVED,Thataportionofthefundsshallalsobesetasidetoencouragethe26educationofthenextgenerationofskilledlaborers,whichwillinclude27

    incentivesforindividualswhotakejobsintheskilledlaborindustryas28

    wellasfundeducationprogramsforschoolsanduniversitiesthatoffer29
