function to be performed by each responder of an emergency response organization.” !

♦ Historical Requirement – all civilian Bomb Techs attending HDS must be OSHA HMTs!
♦ Upcoming Requirement!• Students arrive at HDS with OSHA HMT and
NFPA 472 Operations Core with PPE MSC requirement (can be attained at Anniston)!
• HDS would provide NFPA 472 MSC for Bomb Technicians as part of the curriculum for new Hazardous Devices Technicians!

on HM issues, not on explosive issues!♦ In summary, NFPA 472 provides the Bomb

Diving in Contaminated Water Environments MSC ♦ Dive professionals identified from several
areas of diving expertise, formed into a Working Group.
♦ 2012 – survey sent to WG to identify data as part of a task analysis to develop a new MSC for Contaminated Water Diving (next edition of NFPA 472).
♦ Covers divers and surface support ♦ Clarity to distinguish “emergency” vs.
“planned” dive operations ♦ No requirement for AHJ to meet
requirements beyond current level of equipment, procedures • E.g., Helmets, Surface Supply, Water

NFPA 1072 Task Group Process
♦ Included members of both NFPA 472 and 1001; meetings were open to all
♦ Developed initial draft JPRs based on NFPA 472 competencies
♦ Met weekly via online teleconference ♦ Updated drafts were distributed to
members after each meeting for comment
Structure of NFPA 1072
♦ Emphasizes job requirements (quals) at each level based on 472 APIE structure
♦ Analyzing the Incident – What are the AWR/OPS/Tech/IC responsibilities? In what order are they performed?
♦ JPRs are presented in performance order, using level-appropriate verbs.
♦ Qualifications are not repeated from JPR to JPR or level to level (i.e., may be similar JPRs with different perf. expectations).
NFPA 1072 Issues
Items of Note ♦ AWR and OPS: Presumed responders will be
working under the supervision/direction of a higher authority (SOPs, IC, HM Tech, etc.)
♦ HMT: Presumed HMT’s will be supervising Ops Mission-Specific, must know those skills
♦ IC: Presumed IC will be advised by HMT’s and/or other knowledgeable HM resources
Personal Protective Equipment ♦ AWR assumes no PPE as minimum stnd. ♦ OPS Core assumes responders will use PPE
issued by AHJ for routine duties; AHJ responsible for training
♦ Mission-Specific PPE assumes something “different” is being done/used because it is a HM incident (e.g., following a different doffing procedure while going through decon, or using CPC) and potential for exposure exists
