well-deserved an d everyone at IELM is extremely proud of them.
On March 21. 2009. a Learn of fi ve IELM stud ents competed
wiLh eight teams from other ter tiary institu t ion s in l'long
Kong in Lh e CILTH K Student Day 2009 . Th e eve nt was joi nLl y
orga ni ze d by t he Chartered In stitute of Logi st ics and
Transpo l' t in Hong Kong and IELM. Th e nine teams form ulated
sol ution s for recent logistics and transport i ssues and
defended Lhei r proposals againsL cl'iticisms from fe l low
compe tiLor s. Our team impressed th e pa nel of judges wiLh
Lh eir insight ful discussion on 'CooperaLio n I'ather Lhan
CompeLiLi on among Ports in the Pearl Ri ve r De l ta Region'
and was awarded the champion sh ip in the competition.
Meanwhile. two Learns from the IELM Department won th e
champi onship ancl first runn er- up titles in the 2009 HKSQ
Company-Based SL ud ent Project Competition on April 1 B,
2009. Nine other Learns from local universiLi es also co mpeted
buL their performan ce was eclipsed by the in spiring, in-depth
discussions of our winning teams. In th eir projecL Litled
"SLI'ategies for Im plemenLi ng the New ISO 9001: Qua lity
Management System Req uirements" . Lh e champion team
painstak ing com pared ISO 900 1:2000 wiLh Lhe new ve rsion
ISO 9001 :2008. highlight the advantages of Lhe new ve rsion
while suggesLing ways to cope with the challenges iL poses.
Then on June 18. 2009. an IELM sL ud enL presented hi s
business plan at th e YCD Entr epre neurs Challenge
(E-Challenge) 2009 Bu sin ess Plan Com peL ition. Hi s
innovaLion GPS Robotic Water Analyzer impressed the judges
with iLS cost effectiveness and earned him the champion ship
title. Some 900 SLudents from var iou s te rti ary in sL iLu t ions in
Hong Kong took part in Lhis com peti t ion organized by Lhe
Young EnLrepreneurs Deve lopm ent Counc il.
We congratulate our wi nn er s. once again, on their
oULstanding achie vements and exce ll enL Lea mwork, and are
co nfident Lh at our stud ents will go on to earn even more
honor s in the coming yea r and Lhe many
years ahead .

THE DEPARTMENT HEAD How time fl ies! Our departmen t has been established for 15 yea rs.
and to ce lebrate our first 15th anniversary. we launched a series of
activities to share our success with the public. The ce lebration
sta rted with the [ELM 15th Anniversary A[umni Homecoming
Dinner in Pebruary. which was followed by the CILTHK Student Day
2009 in March and th e 2009 [NFORMS [nterna tiona l Conference
on Service Science in August.
I am glad that our department has continued to receive different
kinds of awa rd s and honors. such as [[E Transactions Best Paper
Awa rd and championships of th e C[LTHK Student Day 2009. the
2009 HKSQ Company-Based Student Project Competi tion and the
YDC Entrepreneurs' Challenge (E-Challenge) 2009 Business Plan
Compelilion.
As educators. we are always eage r to share our lates t research
findings with the publi c. We recently organized the first 2009
[NPORMS International Con ference on Service Science. and with
the suppor t from univer si t i es. co mpani es and indu stry
organizations across the globe. we were able to sha re OU I' insights
on va rious service sc ience related topics including educa tion .
system simulation. finance and marketing among others.
In the fu ture. we will str ive to offer an even more stimulating
resea rch and [ea rning environment to our faculty members and
students. and take the department to new heights.

Professor Tsung discussed the convergence of techn ology and
eve nts i n China tha t ha s al lowed the region to beco me an
important part of the global supply cha in for serv ices and
manufacturing. Meanwhil e. the industrial engineering
profe ss ion has made co nsi derabl e progress in the Greater
China region in rec ent years. The professor's presentation
gave a n ove r v iew of r ece n t developments of indu s trial
engin ee ring in Grea ter Chi na cover ing China. Hong Kong.
Taiwa n. and Singapore.
2009 INFORMS INTERNATIONAL CONFERENCE
ON SERVICE SCIENCE The 2009 INPORMS Internati onal ConFerence on Service
Science. organ ized by IELM Department. was held on August
6-8. 2009. The event, which was a hu ge success. was
attended by scholars From world renowned academic
ins tituti ons as well as profess ionals and executives from
companies and orga ni zations across the globe. We were
honored to have disti nguished experts and professors share
their insights on recent developments in service sc ience.

A panel discuss ion on "Research and Practice of
Servioe Sc ience" was schedu led on Day 2 of the conference.
All distinguished speakers, in cluding Dr. Gra ce Lin.
INPORMS Pellow and Distinguished Engineer of IBM (U .S.A.).
had lively intera ctions and shared their views and experience
on the subject.

presented at the conference. Our PhD student, YanFen

Engineers (lIE) is the world's largest professional society
dedicated sole ly to the support of the industrial engineer ing
profession as well as individuals involved in imp roving
quality and pl'oductivity.

The CILTHK Student Day 2009 was co-organized by The Chartered
In stitute of Lo gistics and Transpoi'L in Hong Kong and the
Department of Industrial Engineering and Logistics Management of
the Hong Kong University of Science and Technology on March 21.
2009. Besides our university. other 8 teniary in stitutions also
participated in the event. and they included HKU School of
Profess ional and Continu in g Education. Hong Kong College of
Technology. Hong Kong Institute of Vocational Education (Tsing Vi).
Hong Kong Shue Yan University. Lingnan Un ivers i ty. The Chinese
Univers ity of Hong Kong. The Hong Kong Polytechnic University and
Macau Univers ity of Science and Technology.
The event mainly focused on honing the prob lem solving and
presentation ski ll s of the participating students . Each team of
students was required to formulate so lutions for recent logistics
and transpo rt issues with in a specific time period and then defend
their proposals against crit icisms from the teams from other
in stitutions.
Our team discussed "Cooperation rather than Competit ion among
ports in the Pearl River Delta region to establish ing the world-class
log istics hub" . and making use o f the Strength Weakness
Opportunity Threat (SIVOT) analysis. they analyzed different ports
in the Pearl River DelLa region and pointed out possible ways for
cooperation . The team's presentation was highly appreciated by the
panel of judges. who found them outperforming the other eigh t
teams and worthy of the championsh ip award.

Competition
On Apri l 18 . 2009. two teams from the IELM Department
beat nine other teams from loca l univers i ties to become the
champion and first runn er-up tea ms in the 2009 HKSQ
Company-Ba sed Student Project Competition. organiz ed by
the Hong Kong Society for Quality. This is the fourth time.
since 2006. that our students have won the competition .
During the competition. our student teams. along with their
competitors . studied real-world problems and presented
their find ings and proposed so lutions fo r improvement on the
status quo. The champio n team looked in to "Strateg ies for
Implementing the New ISO 9001: Qual i ty Management
System Requirements". Since the current quality standard
I SO 9001 :2000 wi ll expire by the end o f 2009 and be
rep la ced by the updated vers i on ISO 900 1 :2008.
certifications of the original IS O 900 1 wil l exp ir e by
November 2011. Companies and organizations thus have to
study the new standard thoroughl y. digest the details and
update r equi r ements. as well as revise exist in g quality
contr ol practices in order to comply with th e new quality
standard and renew their cert i ficates .
Th e winning pro ject was sponsored by Sur face Mount
Technology (Hold ings) Limited . The students meticulously
compa r ed the old and new versions of ISO 9001 to identify
critical changes in the new ve r sion. and they also discussed
positive and negative impacts of t he new IS0900 1 on the
company. Th e findings of the ir proj ect shed light on ways to
make use of the advantages of th e new IS09001 and cope
with the challenges it poses.

Bu s in ess Plan Co mp et ition on June 18. 2009. Th e
compet i tion was organized by the Young Entrepreneurs
Development Council (YDC).
Our Yea r 3 stuclcnt, Zhou Daijun, formed a team with other
HKU ST students called Tech4Enviro. At the compet i t ion. the
team unveiled theil' innovation. CPS Robotic Watel' Analyzer.
which is an unmanned robotic miniature boat platform with
chemi ca l senso r s. Th e anal yzer is capable of moni to r ing and
analyzing wa ter quality at a fract ion of cu rrent prices.
"YDC is an excellent chan nel for engi nee r ing studen ts to
i ncubate their bu siness se nse and know the gap between
tech nology and real-life prac tices . The most important factor
for our victory was the excelle n t engineer in g tra ining
pr ovided by UST. added to that our ow n viSion. We have
thoroughly enjoyed overcoming diffi culti es and frust ration.
