Restructuring the NHS
• Restructured DoH• Restructured SHAs• PCOs reduced to strengthen commissioning –
further changes to follow on community services
• Acute Trust configuration largely unaffected but a number of new FTs announced
• Mental Health Trusts – restructuring in progress and going forward to FT status
• Restructured Ambulance Trusts
System Reform
Four main elements to reform - Patricia Hewitt:
1. More choice and a much stronger voice for patients – Patient Choice, Choose and Book, CaPLNHS, PBC
2. More diverse providers, with more freedom to innovate and challenge poor performance – FTs, Independent Sector, Care Outside of Hospital
3. Money following the patients, rewarding the best and most efficient and giving the others a real incentive to improve PBR, more investment, CaPLNHS savings, LES
4. A framework of regulation and decision-making that guarantees quality, fairness, equity and value for money.
