Nigeria LPG Summit was held at the Balmoral Events Centre, Federal Palace Hotel, Lagos, Nigeria on 26 – 27 November 2019. The event was jointly organized by Singapore based LPG Summit and the Nigeria LPG Association (NLPGA).We successfully gathered more than 600 participants with 11 sponsors, over 50
exhibitors and 30 speakers.
With 6 keynote speeches, 4 sessions compressed and a workshop, the conference featured over 44 presentations delivered by industry experts, policy drivers and government representatives pooled from diverse fields across the world.
The President of NLPGA, Mr. Nuhu Yakubu, also seized space in the conference to launch the association's audit checklist to lay self-imposed safety benchmark for the implementation of members. The safety checklist is a product of the Joint Working Committee between NLPGA and regulators to provide global operating standards that guarantee leadership safety without enforcement.

The critical policy debates centered on industry imperatives about the government's programme on deepening domestic application of LPG in Nigeria safely and affordably.
With the principal theme of the conference focusing on the need to harmonize development and growth of LPG in Nigeria and the African continent, the conference aimed to galvanize investments and participation of industry players and all relevant stakeholders in deepening domestic, regional and continental LPG market.
Discussions were structured to achieve consensus on strategies of leveraging incentives provided in the national gas policy to harness opportunities and address challenges in facilitating the complete transition to LPG; stimulating market growth; attracting the right level of investment as well as building sustainable and safe LPG industry.
Director of LPG Summit, Ms. Neasa Haplak, pointed out that with the 2019 demand of about 1.0 million tons per annum (mtpa), and growth projection of approximately 2.0 mtpa for 2020, Nigeria remains one of the fastest-growing LPG markets in the world.

Keynote Speech from Lagos State Government

Programme Manager in charge of LPG Penetration and Implementation at the office of the Vice President, Mr. Dayo Adesina, pointed out that deepening the domestic LPG market should play a role in achieving the government's gas flare down agenda and also assist in meeting the nation's commitment to cutting industry
emissions by 65 per cent.
It was mentioned that about 7.5 million cylinders that drive penetration in the domestic market are grossly inadequate to cater to over 20 million homes. Nigeria needs an infusion of 10 million cylinders annually to deepen
penetration.
Proceedings of the Nigeria LPG Summit entered the second day on November 27, 2019, with five high profile keynote speeches from Lagos State government, Minister of State for Petroleum Resources, World LPG Gas Association, Nigeria LNG Limited and the Department of Petroleum Resources.
It was mentioned that the Lagos State government plans to roll out an LPG reticulation programme for structured estates with up to 20 houses as part of its plans to drive economic growth with cleaner energy options. The government is ready to cooperate with players for LPG expansion in the state.
The Government is now inviting partners in a planned LPG joint venture with Nigerian Petroleum Development Company (NPDC) as part of an overall plan to position Nigeria as a gas-based industrial nation. Thus, the industry is required to build requisite capacity and competence for the use of gas in spurring industrialization.
It was jointly felt by panellists that there is an urgent need to grow internal production of LPG to address cost and logistics issues associated with importation. Robust domestic production would also assist Nigeria in boosting per capita consumption with additional supply sources.
It was also agreed that DPR should drive the evolution of stringent regulatory measures to enthrone standards that guarantee safety in the retail ends of the market. The industry must also embrace standard operating procedures, enhanced skills and competencies in their workforce.

EVENT SUMMARY
Mr Michael Kelly, following his workshop, stated that the WLPGA has pledged to support the growth of LPG in Nigeria by developing a road map while the industry players should strive to evolve transition to market owned and controlled retail cylinders to guarantee compliance to standards. The measure would hold retailers accountable for the quality of their cylinders.
He also stated that safety must be emplaced at the foundation of market development to secure the confidence of users. Hence there is an urgent need for stakeholder collaboration in dismantling all barriers to market penetration and it is with this in mind that the LPG market in Nigeria can truly penetrate all levels of society in the country.
