Baie vrae oor munisipale tariewe in MokopaneProduktiwiteit het onder die kollig gekom tydens Dins-dagaand se munisipale tariewe vergadering in die ou Mogalakwena raadsaal. Die munisipaliteit het aangevoer dat 'n 10% salarisverhoging vir munisipale werkers nie deur die munisipale bestuur voorgestel is nie, maar dat dit is waarop vakbonde aangedring het.

Besigheidskamer voorsitter, Gerrit van der Veen, het gesê daar moet dan minstens 'n prestasie ooreenkoms aan gekoppel word.

Van der Veen het aanvanklik sy kommer uitgespreek oor die skerp aanpassings wat voorgestel is en gevra waarom dit soveel hoër as die inflasiekoers is.

Hy is die versekering gegee dat daar binnekort verrigtings ooreenkomste met munisipale werkers aangegaan sal word waar hulle dan kontraktueel tot ooreengekome vlakke van produktiwiteit gebind sal word.

Inwoners was ook omgekrap oor die lukrake manier waarop tariefverhogings aangevra word. "Waarom vra party departemente vir 6% verhogings en ander sommer vir 10%. Word die kostes ooit werklik gekwantifiseer of trek julle sommer 'n syfer uit 'n hoed uit?" wou plaaslike rekenmeester, Piet de Bruyn weet.

Ongelukkig was die munisipaliteit se hoof finansiële beampte nie daar om baie van De Bruyn se vrae te beant-woord nie.

Hy het navraag gedoen oor die oorverhaling van die vorige begroting wat nie in hierdie tarief bepalings in ag geneem is nie. Hy het daarop aangedring dat die hoof finan-siële beampte se terugvoer op dié kwessies in die plaaslike koerant gepubliseer word.

Van der Veen het ook gesê die munisipaliteit moet ophou om die belange van smouse bo die van belastingbetalende besighede te plaas. "Besighede betaal duisende rande aan eiendomsbelasting terwyl die smouse wat hul winkelven-sters versper en die sypaadjies voor besigheidspersele onbe-gaanbaar maak elk 'n skamele R77 per staanplek betaal. Wie maak 'n groter bydrae tot die munisipaliteit?"

De Bruyn het aanbeveel dat die munisipaliteit besighede 'n korting in hul tariewe gee tot die kwessie rondom smouse aangespreek is.

"Ons gaan nie hierdie voorgestelde tariefverhogings aanvaar sonder 'n behoorlike verduideliking van hom af nie," het De Bruyn gesê.

Six million text books delivered in LimpopoAlmost six million books have been delivered in Limpopo, and the province expects to conclude the delivery of text-books by mid-November for the 2014 academic year.

Basic Education Minister Angie Motshekga made the announcement after meeting with the provincial Education MEC, top management as well as district officials on Friday.

The minister visited the province to evaluate the progress made since the implementation of the intervention and also to interact with education stakeholders.

Motshekga was given status reports mainly on matters pertaining to educational infrastructure; the provision of learning, teaching support material (LTSM); financial matters; curriculum delivery and human resources matters.

Motshekga said the province continues to make progress in managing its human resources budget, which in the main led to the challenges that the province has been facing.

She, however, voiced her disappoint-ment with the outcome of the Auditor General’s report, which gave the province a disclaimer.

“In my meeting with the Auditor General, the reason for the disclaimer was mainly due to the inability to resolve issues raised in previous years, mainly due to capacity constraints.

“We’ve already started working on the issues identified by the Auditor General and we are hopeful that by the time we conclude this intervention in the province, we will leave it with a healthy financial report,” Motshekga said after the meeting.

“We are also ready and excited for the 2014 school year,” she added. – SAnews.gov.za

She explained that illegal immigrants are constantly on the lookout for birth certificates which they use to apply for identity documents for their own children and themselves.

She also implored parents to register newly born babies with the department within 30 days from the day they are born.

Beware of theft from carsThe practice of using gate or alarm remote controls to neutralise the central-locking systems of cars and so gain access and steal from vehicles once again came under the spotlight during last week’s community policing forum meeting in Mokopane.

Mokopane acting station commander, Lt.Col. Isaac Mantjane, called on the public to make sure their vehicles are locked before they walk off. The house-hold remotes used by criminals interfere with the remote controls that activate car alarms and central locking systems.

Mantjane explained that the police would follow up on any information on criminals who use remote controls to gain unlawful access and steal from cars, but emphasised that it is impossible to act against people for simply having a gate remote in their possession.

“It is not against the law to have a remote with you. Most of us have one that opens the gate or activates the alarm at our homes,” he explained.

Mogalakwena mayor, Thlalefi Mashemaite, this week pulled out all the stops in trying to prevent municipal manager, William Kekana, from returning to work after council last week adopted a resolution to have him reinstated.

Kekana returned on Monday and was welcomed by councilors, officials and personnel, but on Tuesday morning a group of militia from Mahwelereng calling themselves the Military Veterans Associa-tion gathered at the municipality and tried to prevent the municipal manager from entering the premises by closing the eastern access gate.

Opposition leaders allege that these people were working under Mashemaite’s instructions. Kekana’s loyalists however stormed the gate and forced it open so that the MM could drive to his parking bay and enter his office.

Shortly after this, Police started arriving at the municipality in large numbers and started arresting opposition party members and also members of the Mahwelereng Community Forum on charges of public violence. Five of these cases were, however, thrown out of court by Tuesday afternoon.

After a long consultation in the mayor’s office, Mokopane acting station commander, LT. Col. Isaac Mantjane and other high-ranking officers emerged and threatened to arrest the speaker, Melba Mabusela. It was not clear on what charges. She was instrumental in seeing through the council meeting that saw Kekana reinstated. At the same meeting councilors also accepted a resolution to have a forensic investigation launched into the municipality’s finan-cial affairs for the period that Kekana was suspended.

On Monday Kekana warned that arrests may follow such a forensic audit. “When I left this office there was R1,2-million in the mayoral vote allocation. That money was budgeted for municipal outreach programmes and was supposed to last a whole year. Now, three months later, there is only R119 left,” Kekana told Northern News.

“We want to know where that money went. I am told it was spent on T-shirts.”

Kekana also alluded to a number of Mashemaite’s family members that were appointed at the municipality during his short absence.

concerned about the mayor’s nephew, Jabu Mashemaite’s position in the municipality. He is appointed as head of the cleaners, but councilors allege that he aggressively intimi-dates workers and councilors. One worker has already laid a charge of assault against him.

Allegations of intimidation are rife in the Mogalakwena municipality. Members of the public and opposition leaders even claim that Mashemaite and the ANC are using the local police to intimidate people who threaten their power base.

DA Councilor, Marcelle Maritz on Tuesday afternoon laid a charge of assault against Lt.Col. Mantjane. Shortly after this charge was laid, Maritz was arrested along with her fellow councilor, Beyers Smit and Provincial

DA leader, Desiree van der Walt. “They are being arrested on account of

public violence,” Mokopane's Capt. Marcus Mofaya told Northern News outside his office. He would not say when or where the alleged crime was committed and told the media to leave the police station.

All three were, however, released later that evening without any charges being pushed.

“It is blatant intimidation tactics by the police,” said Maritz’s lawyer, Oosie Oost-huysen. He expressed his concern that the police are allowing themselves to be used as political pawns.

But Lt.Col. Mantjane earlier claimed to simply be upholding law and order when Van der Walt wanted to know whether is taking his orders from Mashemaite.

Kekana visited the police station after work on Tuesday evening where he said these are all tactics by the mayor to try and get rid of him [Kekana].

Kekana believes that the forensic audit he has called for would prove that the mayor

and some of his associates have been “pillaging the coffers of the municipality.”

DA Councillor, Beyers Smit, claims there is slightly more that R800 000 left in the maintenance budget where there was R8,4 million available in July.

When contacted by Northern News this week, Mashemaite declined to comment on allegations of misappropriated funds saying he would shortly shed some light on that matter.

On Wednesday morning charges of breaking and entering and theft were brought against the mayor for allegedly breaking into the MM’s office on Tuesday evening and removing all its content and locking it up in the mayoral office.

At the time of going to print it could not be confirmed wheather Mashemaite or any one else had been arrested for these allega-tions.

But while charges were being laid against the mayor, the provincial ANC sent its Mogalakwena councillors who supported the reinstatement of Kekana a letter demanding written explanations on their decisions to side with the opposition or face disciplinary action. A copy of this letter is in Northern News’s possession.

Lephalale inwoners hou al vir maande die vordering dop aan die PSG gebou wat op die hoek van Wells straat en Nelson Mandela-rylaan gebou is. Met sy houtluike, windpomp en pragtige tuin trek die gebou beslis die oog. Maar dit is die elegante en goed deurdagte interieur wat ‘n mens binne beïndruk.

Die Lephalale Sakekamer het hierdie week bekendgemaak dat daar dalk tog wel ‘n lig aan die einde van die tonnel vir ontwik-kelaars in Lephalale kan wees. Noorde-like Nuus het vroeër berig dat die Lepha-lale munisipaliteit geen krag aan nuwe bouprojekte kan voorsien tot einde 2015 nie. Verskeie ontwikkelaars wat reeds serti-fikate vir kragvoorsiening in hul besit gehad het, het ook gehoor dat daar nie vir hulle krag is nie.

Die Lephalale Sakekamer het egter nie die saak daar gelaat nie en kon ná ‘n ondersoek wys dat die munisipaliteit 2,5 MVA onnodig gereserveer het vir die water- pypleiding projek. Na gesprekvoering met die raadgewende ingenieur op die projek is dit bevestig dat die krag nie in die afsienbare

Is daar nou krag in Lephalale of nie?toekoms vir die pypleiding nodig sal wees nie. Volgens die Sakekamer is daar tans in totaal sowat 13 MVA beskikbaar.

By ‘n onlangse vergadering tussen ontwikkelaars en die munisipaliteit is die gereserveerde 2,5 MVA aan ontwikkelaars wat reeds kragvoorsiening sertifikate besit toegesê. Volgens die voorsitter van die sakekamer, Wayne Derksen, is daar sowat 500 eenhede, wat huise en woonstelle insluit, wat sodoende krag sal kry. Dit sou beteken dat 10,5 MVA beskikbaar behoort te wees vir nuwe ontwikkeling.

Volgens Derksen het dit aan die lig gekom dat 40 MVA in November 2014 by die netwerk gevoeg sal word en teen November 2015 behoort Lephalale se kragvoorsiening verdriedubbel het.

Voorsitter van die munisipale beplan-ningskomitee, Astrid Basson is egter nie so optimisties nie. Basson het die week aan Noordelike Nuus gesê dat die munisi-paliteit in 'n vergadering met Eskom Distri-busie, Coghsta en Aurecon aangeraai is om nie nog krag aan nuwe ontwikkelings te gee nie. "Eskom het dit duidelik gestel dat die 2 MVA wat beskikbaar geraak het genoeg is vir ontwikkelings wat reeds skriftelike ondernemings met die munisipaliteit het maar dat die netwerk te onstabiel sal wees indien verdere krag uitgedeel word," sê sy. “Dit help nie die munisipaliteit probeer ontwikkeling aan die gang hou ten koste van inwoners wat dan vir dae aaneen sonder krag kan sit as gevolg van ‘n onstabiele krag netwerk nie.”

“Eskom het onderneem om te poog om 40 MVA krag vanaf die nuwe Lephalale-substasie teen November 2014 beskikbaar te stel. Planne wat tot op daardie tydstip goedgekeur word, word goedgekeur met die voorwaarde dat geen krag beskikbaar is nie.”

Franse sjiek met ‘n Bosveld-gevoel

Koos du Toit van JG Strydom-laan in Mokopane sê daar is die afgelope twee jaar nou al agt van sy geliefde Noord-Ameri-kaanse Indiaan honde vergiftig.

Die eerste hond is so twee jaar gelede dood. Toetse op stuk-kies hoendervleis wat hy in sy tuin opgetel het, het gewys daar was miergif in.

Later is slakgif gebruik. Dit het geblyk uit biopsies wat ‘n plaaslike veearts, Dr. Debbie Botha, laat doen het.

Du Toit sê hy is raadop. Hy sê die polisie wil nie laat hy nog ‘n hond wat vergiftig is rapporteer nie. Hulle wag glo vir forensiese toetse op die laaste hond van hom wat vergiftig is.

“Die DBV sê hulle kan my ook nie help nie.”Hy was Dinsdag erg aangedaan toe hy met sy

hond, Taco, by Noordelike Nuus se kantore opdaag.

Wie vergiftig Koos se honde?Die hond was maer, swak, onvas op sy voete en sy ore het gehang. “Ek gaan hom nou maar laat uitsit,” het Koos gesê.

Hy het swaar gesluk voor hy vertel het hoe die

hond die laaste week agteruit gegaan het. “Hy eet nie meer nie en as hy iets probeer eet, braak hy dit net weer uit. Ek het hom elke dag met die teengif wat die veearts voorgeskryf het gedo-seer, maar dit help nie. Hy het gister-aand bloed begin braak. Ek kan my

hond nie langer laat ly nie.”Du Toit sê hy is nie op goeie voet met sy bure nie.

Hy vermoed die gif word met windbukse of so iets oor die muur geskiet - van waar af is hy nie seker nie. “Ek word in die nag wakker van die geskietery.”

A group of young boys aged 17 and one 14 gathers in an open veld in Onverwacht, Lephalale, sharing a dagga joint. Two puffs each before they pass the joint in rotation, writes Tebogo Tlhako.

“We are doing it for fun and there is no harm in that. We smoke it because it makes us feel good and helps us to forget about our problems for a while,” says one of the boys. “And it’s not like we steal the money to buy it from our parents, we use our pocket money.”

Dagga packages sell for R10 to R50 depending on how much you want.

Thapelo* says that he does not have a reason to smoke it; he is just doing it because his friends are doing it, “peer pres-sure is getting the better of me and I don’t want to feel left out. If my parents ever found out I would be in big trouble,” he says, but he continues smoking.

“Sports is a good way to pass the time, but not everyone is talented, so we find new ways to amuse ourselves,” he explains, adding that they don’t smoke dagga every day. “We do it on weekends just to have fun with our friends – it’s not like we are going to get addicted.”

He begged the police to put him back in his prison cell when he realised the people who were there to take him “home” were taking him to a rehabilitation centre in Steenbokpan. These strangers drove all the way from a farm in the Bushveld to a prison in Hillbrow after a desperate call from his mother. They were there to give him hope - a possible escape from a life of drug addiction which stretched over 12 year.

That was 16 months ago and today Levon Gravett works at The Centre of Hope on the farm of Danie and Surita Steenkamp to help other addicts like him. He recently gave his testimony during a morning service at the Agapé church in Lephalale.

“Although I was arrested for shoplifting and desperately ill from the drugs I have been using, I did not want to go to rehab.

A life without drugsI have been in and out of rehab, but I had no desire to give up the drugs. When police told me I had no choice I decided to see it through for a few months and to then return to my old life. When I arrived at the centre, I was still very ill and in a lot of pain.

One evening I couldn’t stand the pain anymore. I have been hearing from the counsellors at the centre that my only hope was a new life in Christ. I prayed: “God if you are there, take away this pain.” The next morning I woke up without any pain and I knew that my life would never be the same again. I believe that God has a purpose for everybody and mine is to help young people who have given up on life and on them-selves. I hope that my testimony can give hope to addicts and their parents – that there is a way out.

Dagga use - the scourge of our youthBut according to Josephine

Makhuthudisa, senior social worker at the Suid-Afrikaanse Vroue Federasie (SAVF) in Lephalale, dagga usage among the youth in Lephalale is a major concern. “We are facing a huge challenge and we need to work together with the police and relevant stakeholders to find the right approach to stop people from selling this drug to chil-dren before they all become addicts,” she said.

Makhuthudisa added that usually it’s the environment children live in that lets them fall into substance abuse. She also added that the age group where dagga smoking is most rife is 16 to 19 and mainly boys. “We don’t have enough recreational facilities in Lephalale to keep these chil-dren busy when they return from school.”

The mild effects of dagga include relax-ation, euphoria, false confidence, increased appetite, impaired judge-ment and false reality. The long-term effects are addiction, decrease in concentration and memory that leads to learning problems, decreased moti-vation, negative social behaviour, a decreases the immune system func-tioning and depression amongst others. * Not his real name

Terwyl die Graad 7's loopbaan dag gevier het, het onderwy-sers by Laerskool Krugerpark Vrydag ‘n laat Onderwys dag gevier. Onderwysers het aangetrek om die loopbane uit te beeld wat hulle sou kies as hulle iets anders as onderwysers moes word. Die skool se sekretaresses het ‘n heerlike gesellig-heid gereël om aan die onderwysers erkenning te gee vir hul harde werk en toewyding. Die Skemeruur Volksang Groep het verlede Vrydag in hul nuwe baadjies by Mokopane se Dienssentrum vir bejaardes opgetree. “Hulle tree al vir jare in hul rooi baadjies op en nou het ons vir hulle ‘n pragtige stel nuwe uitrustings gekoop uit die fondse wat ons met die Kierieklapper Kunstefees ingesamel het, het dienssentrum bestuurder, Estelle Hartzenberg Vrydag gesê. Tannie Mart Beukes wat aan die hoof van die sanggroep staan, sê die koor is in 1982 gestig en tree gereeld op by gesellighede en geleenthede in die omgewing. Voor die kroning moes Cherisé as een van die 10 finaliste verskeie projekte onderneem wat later beoordeel is. Op die dag van die kroning moes sy haar projekte asook die vlag wat sy gemaak het om haar skool te verteenwoordig aan beoordelaars bekendstel. Tydens die kroningsgeleentheid is daar ‘n onderhoud met haar gevoer, waarna sy ‘n pragtige aandrok op die loopplank gemodel-leer het.

Na maande se voorbereiding en harde werk is Cherisé uiteindelik gekroon as die wenner in haar kategorie. As Miss SA Schools sal sy vir ‘n jaar lank verskeie liefdadigheidswerke doen en projekte behartig.

Die ongelooflike voetpassies en liggaams-houdings van die hoof, Louis Campbell, wat met elke lied verander het, was verstom-mend. Geen mens kan na hierdie revue dink skool is saai en oninteressant nie.

Die leerders se bewegings was ingewik-keld-aanskoulik en die kleredrag pragtig. Mens kan werklik sien hulle het lank en intensief geoefen.

Die vertoning is saamgestel deur die kreatiewe Annelie Wessels wat elke jaar met ongelooflike idees voorendag kom.

Die eerste Cansa Debtsafe MTB Challenge wat die naweek by die Mokopane wildteel-sentrum aangebied is was ‘n reuse sukses. Ingrid Janse van Vuuren van Debtsafe het Saterdag gesê die steun van die publiek het alle verwagtinge oortref. “Ons het baie meer inskrywings gekry as wat ons verwag het.”

Omdat dit die eerste keer was wat die wedren aangebied is, het kenners vooraf gewaarsku dat die organiseerders hulself gelukkig kan reken as hulle meer as 180 inskrywings kry. Maar byna 250 mense het Saterdag deelgeneem.

Doret Taljaard een van die wedren organi-seerders het gesê inskrywings het van oral oor gekom met groot groepe van Tzaneen en Polokwane wat die dag kom ondersteun het. Exxaro het ook sy fietsry ontwikkelingspan ingeskryf vir die 55km wedren.

Die 10km wedren is gewen deur Marco Benade en Natasha Bronkhorst. Die mans en dameswenners vir die 30km wedren was Louis Lessing en Soretha Lubbe. Die 55km wenners was Dick Rood en Suzette Talbot.

Die organiseerders het al die borge wat gehelp het om die dag moontlik te maak bedank.

Cansa fietsren oortref verwagtinge

Ten students from the Mokopane Destiny Academy (MDA) took part in the All Africa Student Convention for ACE private schools, which was held at the University of the Free State during the September school holidays.

A total of 1 400 students from across the continent took part and all Mokopane Destiny Academy’s students placed under the top 10 among in all their entries.

The achievements include:Creative Praise and Worship dance:

Tendani het drie afdelings geslaag en haar erekleure verdien (asook ‘n sakwapen en ‘n balkie), terwyl Jazel en Bernice elk ook hul sakwapen en balkie ontvang het (hulle het reeds vroeër die jaar hul erekleure verwerf).

Laerskool Krugerpark se Trompoppie-leier vir 2014 is Jazel van Staden. Hier is sy saam met afrigter Marthie Viljoen.

Laerskool Krugerpark se tweede span is deur na die Limpopo Krieket uitdunne toe nadat hulle verlede Donderdag Polokwane se Suid-skool met twee lopies gewen het.

Hier is Marnu van der Kolff (derde plek), Arno Smit (tweede plek), Jan Dippenaar, Pieter Jordaan en PJ Janse van Rensburg.

Toe Amanda van Nieuwenhuysen, ‘n geliefde Graad 1 onderwyseres by Laer-skool Krugerpark, besluit het om haar kollega, Flora Mashishi, in te skryf vir die You/Huisgenoot Onderwyser van die Jaar kompetisie het hulle nie kon droom dat die skool hierdie jaar 20 iPads en R20 000 ryker sou wees nie!

Mashishi, wat al agt jaar by Laerskool Krugerpark klas gee, is deur You/Huisgenoot aangewys as Suid-Afrika se ster onderwyser van die jaar. Sy wen ook kontant en haar eie iPad en straal behoorlik van trots toe Noordelike Nuus met haar gesels het.

“Ek is baie dankbaar vir hierdie prys en bly dat ek ‘n positiewe bydrae tot my skool kon maak,” sê Flora, wat tans kuns en kultuur asook Sotho gee by Laerskool Kruger-park. “Dit was behoorlik ‘n verrassing!”

Van Nieuwenhuysen sê haar besluit om Mashishi in te skryf was maklik. “Hier sit ons met ‘n onderwyseres wat ‘n passie vir kinders het en Afrikaans, Engels en Sotho-
