THE FOUR-WAY TEST
Of the things we think, say or do
1. Is it the TRUTH?
2. Is it FAIR to all concerned?
3. Will it build GOODWILL and BETTER FRIENDSHIPS?
4. Will it be BENEFICIAL to all concerned?
The 4-Way Test was created by Rotarian Herbert Taylor in 1932 when he was asked to take charge of the
Chicago-based Aluminium Company, which was facing bankruptcy.
Taylor looked for a way to save the struggling company mired in depression-caused financial difficulties.
He drew up a 24-word code of ethics for all employees to follow in their business and professional lives. The 4-
Way Test became the guide for sales, production, advertising and all relations with dealers and customers.
The survival of the company was credited to this simple philosophy.

“The Future of Rotary is in your hands”
I wish to thank the Club for giving
me the privilege of being President this
year.
From the human perspective, this
has been a shocking year. The untimely
loss of two outstanding members, Past
President Alan Vickers and Past Secretary
Sue Holmes cast a pall over the last 3
months of the year.
The goal this year was to establish
the Club Leadership Plan, achieve greater
fellowship within the wider Rotary family of
our Club, develop and implement a local
community service project and if possible
satisfy the President of Rotary
International‟s challenge to increase our
Club‟s membership by one.
In a projects sense most of our
Club‟s Committees have enjoyed a
successful year of working in the Local
and International Communities.
The Club Leadership Plan, which
was developed in Past President Brian
Thomas‟ year and introduced during Past
President Gillian Vanderwaal‟s year, has
proved worthwhile. I believe the
Leadership Plan has been the catalyst in
our Club to improve our capacity to reach
the Object of Rotary namely, to encourage
and foster the ideal of service as a basis
of worthy enterprise; in particular the
development of acquaintance as an
opportunity for service. The First Avenue
of Service, Club Service focuses on
strengthening fellowship and ensuring the
effective functioning of the club.
No club can function effectively
without an efficient Secretary. Wendy
James has provided that drive and
competence necessary for an energetic
and successful club. I sincerely thank
Wendy and the Board for their input and
counsel throughout this year.
Treasurer, Phil Proctor had the
daunting task of maintaining the books,
which he did splendidly.
Steve Holmes and his group did a
tremendous job with the car raffle and the
indefatigable Lyall Wheaton and his band
of helpers fed the masses at all the
fundraising community BBQs throughout
the year.
5
Jenni Reid and her team provided
a marvellous program with an eclectic mix
of fellowship, information and education.
On the subject of information, the Club
has adopted the IT Program called “Club
Runner”, which means that our bulletin is
distributed over the internet. However, the
task of bulletin editor is still a relentless
one. Louise Brennan has been
magnificent, thank you Louise. Another
uncompromising task is that of sergeant.
Pam Capstick and her team have
maintained order and entertained us
throughout the year.
Another Avenue of Service is that
of Community service, which covers
projects and activities within our
community. Graeme Arthur and his group
have been in discussions with Horsham
Rural City Council (HRCC) on two projects
this year. First, the Club will turn 40 in
February 2011 and the Board agreed that
a suitable memorial to highlight this
milestone would be in association with the
HRCC the purchase and erection of a LED
clock, temperature and advertising display
in a prominent place on the entrance to
Horsham City. The second project is in
association with the Horsham North
Progress Association and the HRCC to
assist with the landscaping and
development of the park at the rear of the
Foundry in North Horsham.
The Club‟s Youth program was again very
strong and successful this year. A
highlight was the involvement of 27 local
youths in 9 Rotary Youth programs, a
wonderful achievement and an indication
of the energy and leadership provided by
Sue Van Every and her team. This year
our Club welcomed Danish exchange
student, Victoria (Vic) Thomsen, also
welcomed home local exchange students,
Ashleigh Freckleton from Switzerland and
Lucy James from Denmark; our Club
sponsored local student Billie Saunders on
exchange to Brazil this year.
The 38th Art Show was a superb
success from a Club fellowship and
Community cultural occasion standpoint;
Past President Terry Harris and his
“Friends” did a magnificent job.
International Committee under the
chairmanship of Bruce Van Every
maintained our Club‟s initiatives in
Cambodia, Tanzania and Timor Leste.
Our Club also made disbursements to
InterPlast, Vision Australia, Shelter Box
and Donations in Kind (DIK).
Finally, thank you to my wife
Colleen for her support and patience,
indeed all the members for their friendship
and encouragement throughout the year.
I wish Tanya a fantastic year during which
our Club will celebrate 40 years of Service
above Self in this community.

VVVAAALLLEEE
Vale – PP Alan Vickers
Alan first joined Horsham East in the mid
1970's following a Group Study Exchange
(GSE) visit to Louisiana, which he often
remarked was a life changing experience.
Alan was our Club‟s Secretary in 1977/78
and later also served as Bulletin Editor. Alan
was President in 1996/97 and Director of
Vocational Service in 2002/03. He was a
member of the Art Show committee for
several years.
Alan made a very special contribution to the
working of the club with his efforts as Bulletin
Editor, production of event publications and
raffle tickets and the annual report. He took
great pride in the production of many
citations especially those for the annual
Pride of Workmanship Awards, which
epitomised his personal philosophy to his
own work and contribution to the community
through Rotary service.'
VALE – Rtn SUE HOLMES
Sue joined the Rotary Club of Horsham East
in Oct 2002 after being sponsored by the
club on a Rotary Group Study Exchange
(GSE) to North America.
Her induction sponsor was Rob Aisbett. The
president of the time, Steve Sostheim and
the Board soon realised Sue‟s potential and
talents. Her first role was as Director of
Public Relations, quickly followed by two
years as Secretary, two years as Foundation
Director and most recently as Art Show
Director.
Sue was the personification of a practising
Rotarian who encompassed the Four Way
Test in her daily life. She was a very active
member within our Club.
Sue Holmes will be missed but not forgotten.

The Rotary Youth program 2009-2010 has
provided a wide array of opportunities for 27 local
students across 9 Rotary Youth programs. This is a
tremendous effort and highlights the commitment to
the Youth program by the Rotary Club of Horsham
East.
The Youth Committee for 2009/2010
consisted of Sue Van Every (Youth Convenor), Steve
Holmes, Brydie Scollary, Andrew Price, Paul Connors,
Stan Hawker, Margo Motton, Trevor Bysouth and
Rex Cartland.
RRREEEBBBOOOUUUNNNDDD
Exchange Student Ashleigh Freckleton
spent 12 months on Youth Exchange in Switzerland.
She attended the club on her return and thanked
Rotary for the opportunity, also her parents for
allowing her go and Counsellor Rtn Graham Ponton
for his support.
Ashleigh was hosted by three families during
her exchange. One family lived on a vineyard and
grew vegetables. Some of the highlights of her trip
where, getting to know her families, school friends
and other students on exchange. One unusual thing
was seeing Kangaroo's in captivity. School was
extremely different than in Australia, studies were
more like being at Uni, each day started at a different
time. She was on the fourth floor of the school
building. She rode a bike to school, and had some
rather large hills to contend with. Attended football
games [soccer], and eating the biggest pretzel.
Some of the places she visited, included
trips with her parents, host families, counsellor and
Euro Tour this included – Paris, Vienna, Prague, a
Jewish Ghetto, concentration camp, climbing the
Eiffel Tower, the Church of Bones, Italy, the Palace of
Versailles, the beach, Summer camp, with numerous
activities i.e. swimming. Berlin, hiking, snow shoe
walking, going to a Theme Park and riding the roller
coaster and going to festivals. One of these festivals
involved a lot of confetti throwing and she is still
finding confetti in her clothes.
Christmas is so very beautiful and she loved
the snow and misses it.
RRREEEBBBOOOUUUNNNDDD
Exchange Student Lucy James spent 12
months on Youth Exchange in Denmark. She
attended the club and thanked the club members for
the opportunity of a life time as well as her Counsellor
Rtn Judy Colyer who had followed Lucy‟s progress on
Facebook throughout the 12 months.
Lucy had the best year in
Denmark, and believes our program is the best in the
world, and it assisted her to grow as a person.
She was hosted by Saeby Rotary Club, went
to school in Frederikshavn. The Climate in Denmark,
was -2 degrees when she arrived, and a big
shock. She attended introcamp and caught
pneumonia, and then learnt to cover up.
Lucy had 3 host families, became very close
to Anna in the first family, a little sister. Learning
Danish was extremely difficult, first family spoke
English to me, but when she got to the second family,
she insisted they speak Danish. Second host family
was on a farm, where Lucy learnt to ride horses.
11
Lucy made many friends at school and
developed a strong friendship with Jess from New
Zealand. The Eurotour was a highlight, going to
Vienna, Venice, and many beautiful places.
Lucy went to Norway with her first host
family, where in 5 days she was skiing on a black
slope.
Lucy mentioned that Rotary in Denmark is
more a social club; one outing was to a slaughter
house. The club is not as community involved as us
and a lot older members.
Diet consisted of rye bread, pork and
potatoes, not many vegetables available. She
attended a wedding, confirmation and silver wedding
celebrations. One special occasion that was very
different was Christmas, cutting down a real tree and
decorating with real candles. And yes it did snow for
Christmas.
Saying goodbye to host family and friends
was extremely hard, and Lucy thanked Horsham East
Rotary, and her family for making it all possible.

The Club welcomed inbound exchange student
Victoria Thomsen from Denmark in July 2009. Pam
Capstick was Victoria‟s counsellor. The host families
who took care of Victoria were Sue & Bruce Van
Every; Gloria Muldoon and Leon Forrest; and
Wendy, Trevor, Lucy and Tom James. Victoria
Thomsen has had many wonderful opportunities
including: Melbourne Cup, Port Fairy, Canberra,
Melbourne and Safari to Central Australia and Sydney.
Thanks also to Louise Brennan for her Safari holiday.
Victoria has been a regular attendee at Club meetings
and returns home in July 2010. We wish her all the
best for her future

The Board sponsored Billie Saunders as an
outbound exchange student from January 2010-2011.
Billie is currently in Brazil learning Portuguese. Billee
is now enjoying her ever changing experiences.
Thank you to Billee‟s counsellors, Penny Flynn and
Louise Brennan for their support especially during
Billee‟s initial settling in period.
No nominations were received for an
outbound student for 2011.
RRRYYYPPPEEENNN (Rotary Youth Program for Enrichment)
RYPEN aims to provide young people aged
14 to 16 years with the opportunity to develop their
leadership potential, alongside their peers in a
supportive environment. RYPEN encourages
awardees to explore their ideas in problem solving,
team and group activities, and to gain experience that
will assist them in forming their own values and moral
12
standards. RYPEN is about building confidence and
developing coping skills in a range of situations.
RYPEN is also about having fun and
broadcasting the cultural, social and academic
horizons of participants.
Three year 10 students were selected to
attend RYPEN at Millicent, South Australia. The
students were Emily Jewell, Rick Juma, and Eliza
Mason of Horsham College. Thanks to Tanya Barnes
for driving the return trip from Millicent in South
Australia. This program eptimizes leadership talents
and team work through fun activities. Feedback
included „It was well worth giving up a few days in the
school holidays. We made some great new friends.‟
NNNYYYSSSFFF (National Youth Science Forum)
The National Youth Science Forum is a
Rotary sponsored and organized program that
extends for two, two-week sessions and is aimed at
students who have just completed year 11. Over the
duration of the Forum, students are expected to live-
in at the University of Canberra where all facilities are
provided.
The successful student to attend the NYSF
was Mursali Juma, Horsham College. Three
candidates were selected from the area therefore R.C.
of Horsham East shared the cost of the third student
with the Horsham Club. Mursali reported back to the
club about his exciting science experiences. Mursali
is a competent public speaker and the Club enjoyed
his commentary on the NYSF experience. He fielded
questions from the floor as well as any politician

The Club again support local youth to attend
the Siemens Science Experience.
The Science Experience is a fun three-day of
science activities for Year 9 and 10 students
Each program is designed to provide
students who have an interest in science with an
opportunity to engage in a wide range of fascinating
science activities under the guidance of scientists
who love their work.
The program takes place in over thirty-five
universities and tertiary institutions, within many
different laboratories and lecture theatres.
Participants perform experiments in the laboratories,
meet and hear senior lecturers in the lecture theatres,
attend site visits and walk around and experience
what it is like to be on the campus of a university or
tertiary institution. More than 47,000 students have
taken this rare opportunity, up to date.
The program also provides information about
further studies in science, technology and engineering.
It highlights the wide range of careers that allow
students to pursue their interest and abilities in the
sciences

activities such as assessing wetlands at Wodonga
(not so keen on donning the waders & immersing in
the water), enjoying a canoe trip along the Murray,
making visits to a special Indigenous display, Norske

36th Wimmera Art Show – 2009
The 36th Annual Wimmera Art Show &
Exhibition was held in October last year and once
again was a very successful event with the theme for
the weekend being “Art n Soul” following on from the
2008 theme “Paintings, Pics, Parties & More Jazz”.
With the entries in all categories being of
extremely high quality and coming from artists
throughout Victoria and interstate, there were
paintings that appealed to all.
Sales were encouraging in light of the
turndown in the economy due to the Global Financial
collapse but once again the public of Horsham and
district supported fine art and enabled the Club to
ensure a profit from the Show.
Our judge this year, Gordon Morrison,
Director of the Ballarat Fine Art Gallery spent many
hours assessing and judging the paintings and his
choice of winners was meet with approval from the
300 people present on the Opening Night Gala.
In conjunction with the Art Show, the
Photographic Exhibition also attracted excellent
entries for its 4th year and is in memory of Past
President Brian Brooke who had a passion for
photography and was a valued member of Horsham
East Rotary Club. The Club wishes to thank the
Judges Anna Brilliant, Annie Murray and Jane Murray
for their time and astute decisions.
Over $ 12,000 was paid to artists in the form
of Prize money and Sales of paintings and we are
extremely grateful to the businesses that sponsor the
Art Show. Our major sponsor, McDonalds Family
Restaurants and other Sponsors, University of
17
Ballarat, Wilson Bolton & Co, David Chilver Electrician,
Allways Photography, Horsham Concrete, Conserve
Framing, Iluka and many Horsham businesses that
enabled the Club to maintain an Art Show that is well
supported by Artists. It‟s only through their
generosity that have we been able to continue the Art
Show for 36 years.
Our thanks to the hard working committee of;
Tony Bawden, Pam Clarke, Judy Colyer, Ken

Bob Redden, Leigh-anne Sharrock, Steve Sostheim,
Brian Thomas, Bruce Van Every, Alan Vickers and

All club members are involved in the Art
Show with their help over the weekend, raffle ticket
and Opening Night Sales which also ensures the
smooth running of the event and a return to the
Community this year of $ 4,500 from the profit of the
event.
This year the Art Show will have a “Carnivale
of Art” theme in October to celebrate our 37th year.
Due to renovations at the Horsham Town Hall, we will
be relocating for the first time in all those years to the
Horsham College Hall. As one of our major
fundraising events for the year. I know that this
year‟s Art Show will once again be another successful
Exhibition.
We look forward to seeing you all there on
Opening Night, the 8th October at the Horsham
College Hall.

We have had another busy and successful
year from a catering perspective. We undertook our
regular functions/events including the Wimmera
Machinery Field Days, Horsham Country Music
Festival, Masonic Lodge Changeover, Careers Expo
and a trial 3 days at the Turf Club. Throughout the
year catering for a number of „One Off‟ events
including the official opening of the Wimmera Mallee
Pipeline, 1st anniversary of Haven‟s Black Saturday,
50 years of rock and a Tidy Town Breakfast.
In addition we catered for functions in the
Botanical Gardens and assisted with the Art Show.
This year our catering team comprising
Michael Jones, Geoff Eagle, Janice Shaw, Tim
Vanstan and Denis Grosser. We raised
approximately $13500 for our club.
Thanks to the catering team for a job well

Introduction
HERC Project Group consisting of Graeme
Arthur (Chair) Chas McDonald, Pam Clarke, Tony
Bawden & Miao He looked at a number of projects,
suggestions & ideas during the past year. It was
given some direction from the Board in terms of
recognising HERCs 40th
Anniversary year in 2010
and the significant contribution that HERC has
contributed to the community over this period.
Therefore a number of proposals were researched
and several project scopes submitted for approval
before the Board.
These are outlined as follows:-
Project Proposals:
· The Rotary Club of Horsham East Community
Projects Group met on the 26th
of November to
discuss potential projects for the club with a focus
on small projects for club participation and
community exposure and 40th anniversary project
concepts.
·
o Horsham North Community Garden
Project – Opportunity for RCHE to be involved
in developing areas within the current project
scope. Further opportunities to enhance
image of the club through support of a
worthwhile community initiative. Refocus of
club on assisting needy community and
working with lower socio
economic/underprivileged areas as opposed to
status quo projects focussing on affluent less
needy sections of community – promote esprit
de corps interclub by getting as many
participants to develop the community garden
as possible in the form of working bees and
development of specific areas within
community garden site and appropriate
recognition of RCHE – possible further scope
for placement of permanent seating etc within
precinct and appropriate recognition of
RCHE – opportunity to participate and engage
with a neglected community area
o Concept Plans are attached for
consideration– children‟s
playground almost complete
o Recommendation – immediate participation
in project based upon requirements of the
Horsham North Community Garden Group
o Proposal for 40th
Anniversary Project
o Purchase and construction of digital
clock/temperature display to be erected in May
Park – Western Highway.
o Project group saw this as great opportunity to
create sustainable icon that RCHE can claim
and not have to maintain post development –
High Profile useful information with appropriate
signage recognising club.
o Details of options attached and associated
purchase costs – further support from council
anticipated in addition to power supply and
fixing costs at approved site.
o Recommendation – Purchase and install
outdoor mounted weatherproof Alternative
Time and Temperature Display at May Park
Western Highway at cost of $8,734 plus
installation as attached.
The Board decided that the following projects be
accepted and that work would commence as soon as
practicable.
Horsham North Community Garden Project
40th
Anniversary Clock Project
Much planning and consultations have taken
place with council and the various stakeholders
involved.
Plans are currently on track to produce the final
product for the 40th
anniversary clock and budget and
site location are being negotiated with council
Plans are well underway to commence work in the
Horsham North Community Gardens with trees and
tree guards being ordered and planning approvals for
erecting of pergola and associated works pending at
time of writing. This project will enable a sustained
connection to an underprivileged area of Horsham
with the HERC and realisation of substantial benefits
to the community when the works have been
completed.
