By His Excellency the Governor -General of the Commonwealth ofAustralia.

WHEREAS by the Quarantine Act 1908 -1915, it is enactedthat " quarantinable diseas6 " means small -pox, plague,

cholera, yellow fever, typhus fever, or leprosy, or any diseasedeclared by the Governor - General, by Proclamation, to be aquarantinable disease:

And whereas by a Proclamation published in the Gazette of17th October, 1918, influenza or any febrile toxic septicæmiccondition. similar to influenza was declared to be a quaran-tinable disease:

Now therefore I, Sir Ronald Craufurd Munro Ferguson, theGovernor - General aforesaid, acting with the advice of theFederal Executive Council, do hereby repeal the said Proclama-tion, and I do hereby declare influenza or any febrile toxicsepticæmic condition' similar to influenza, including pneumonicinfluenza, to be a -quarantinable disease.'

This Proclamation may-be cited as Quarantine ProclamationNo. 37.

PASTORAL LANDS (CLASS 3). OPEN TO APPLICATIONS INTERMS OF CROWN LANDS ORDINANCE, 1912.

APPLICATIONS for pastoral leases of the lands described inSchedule hereunder, situated as follows : From 24 to 112

miles northerly of Pine Creek, Alligator River District, will be receivedat the Department of Home and Territories, Melbourne, or the LandsOffice, Darwin, oil or before the 31st day of May, 1919.

The term of the lease shall be forty -two (42) years.The rent to be paid during the first twenty -one (21) years of the

lease shall be as set out in Schedule hereto.A provision will be inserted in the lease that if the rent be not

paid on or before the expiry of three (3) months from the date onwhich it becomes due, an addition of 6 per centum per annum shallbe made in respect of the rent overdue, and that the lease shall beliable to forfeiture if the rent is unpaid for two (2) years or more.

RESERVATIONS.

The lease will contain the reservations provided in the saidOrdinance, being

(a) A right of entry and inspection.(b) All minerals. '(c) A power of resumption.

The power of resumption can be exercised on three (3)months' notice where the land is required for publicpurposes, such as railways, tramways, roads, waterconservation works, sites for towns, recreation grounds,cemeteries, commons, reserves, public buildings, or otherlike purposes, and on two (2) years' notice where theland is required for any other purpose. On resumptionlessee shall be entitled to compensation for his improve-ments and also for loss of lease or part thereof, as pre-scribed.

(d) All timber and timber trees, and all trees producing bark,resin, or valuable substances.

(e) Also a reservation of a right to the Crown to- reserve at anytime all land required for roads and reserves.

COVENANTS.

Covenants and conditions will be inserted in the lease as follow :(a) That the lessee shall pay the rent annually in advance.(b) That he will use the land only for the purposes for which it

is leased.(c) That he will stock the land to the extent and in the manner

as set out in the Schedule hereto.(d) That he will effect improvements in providing permanent

water, fencing, buildings, yard, &c., to the value of atleast two pounds (£2) to the square mile in the aggregatebefore the expiration of the first seven (7) years, and beforethe expiration of the first fourteen (14) years to effectfurther improvements to the value of at least four pounds(£4) per square mile, and keep such improvements in goodand tenantable repair during the remainder of the term ofthe lease.

Covenants (c) and (d) are subject to any extension oftime for the due performance thereof which the Classi-fication Board may grant.

(e) A covenant by the lessee that he will erect a homestead onthe leased land, and will perform the conditions ofoccupation thereon, provided that occupation shall meanthe residence on the land of either the lessee or hisrepresentative, not being an alien or abóriginal.

covenant by the lessee that he will comply with 'the lawsin force relating to the destruction of vermin and noxiousweeds.

A covenant by the lessee that he will not, without the consentof the Director of Lands, cut any timber trees on theleased land, except for use in connexion with the land.

(h) A covenant by the lessee that he will not, in clearing the land,cut any timber or timber trees, or trees producing anyvaluable bark, resin, or other valuable substances, exceptas allowed by the regulations.

A covenant by the lessee that he will not obstruct any publicroads, paths, or ways, or interfere with the use thereofby any person, and will not interfere with travellingstock lawfully passing through the leased land, or refuseright to water auch travelling stock at any permanentwater.

A covenant by the lessee that he will not pollute, obstruct,or divert any water flowing in a defined natural channel,except by consent of the Director of Lands.

(k) A covenant by the lessee that he will observe and complywith the regulations under the said Ordinance for thetime being in force.

OTHER PROVISIONS.

(a) That the lessee may; subject to the consent of the Adminis-trator, assign, sublet, or transfer the land included in thelease or any portion of it, but may sublet the land, or anyportion of it, for any period" not exceeding two (2) yearswithout first obtaining the consent of the Administrator.

That the lessee will pay all rates and taxes which may at anytime become due in respect of the leased land.

That the lease-will be liable to forfeiture for non - complianceon the part of the lessee with any covenant or conditionof the lease.

(d) That a royalty of two shillings (2s.) per head be made foreach buffalo shot for commercial purposes on any of thecountry mentioned in the Schedule, and the lessee of thatcountry shall furnish a return to the Director of Landswithin thirty (30) days after the 30th day of June and the31st day of December of each year after the commence-ment of the lease, accompanied by the necessary fees,'detailing the number of buffalo shot on his lease orleases.

The following condition will he attached to the diagram accom-panying each lease : . . .

This plan is issued on the distinct understanding that the Govern-ment do not guarantee its accuracy as to boundariesnor as to the positions of waters and improvements, andthat such are liable to correction on completion of thenecessary surveys, so as to secure the original, boundariesto the prior applicants. The decision of the Administratorshall, in all eases of disputed boundaries, be final.

PPLICATIONS for Pastoral Leases of lands described in Schedule hereunder, situated near Barrow Creek, will be received at theDepartment of Home and Territories Melbourne, or the Lands Office, Darwin, on or before the 31st day of May, 1919.The term of the lease shall be forty -two (42) years.The rent to be paid during the first twenty -one (21) years shall be as set out in the Schedule hereto.A provision will be inserted in the /ease that if the rent be not paid on or before the expiry of three (3) months from the date on which

it becomes due, an addition of 6 per centum per annum shall,be made in respect of the rent overdue, and that the lease shall be liable toforfeiture if the rent is unpaid for two (2) years or more.

Reservations.

The lease will contain the reservations provided in the said Ordinance, being :--(a) A. right of entry and inspection.(b) All minerals.(c) A. power of resumption.

The power of resumption can be exercised on three (3) months' notice where the land is required for public purposes,such as railways, tramways, roads, water conservation works, siteg for towns, recreation grounds, cemeteries, commons,reserves, public buildings, or other like purposes, and on two (2) years' notice where the land is required for any otherpurpose. (d) All timber and timber trees, and all trees producing bark, resin, or valuable substances.(e) Also a reservation of a right to the Crown to reserve at any time all land required for roads and reserves.

Covenants.

Covenants and conditions will be inserted in the lease as follows :--(a) That the lessee shall pay the rent annually in advance.(b) That he will use the land only for the purposes for which it is leased.(c) That he will stock the land to the extent and in the manner as set out in the Schedule hereto.(d) That he will effect improvements in providing permanent water, fencing, buildings, yards, &c., to the value of at least, in the case

of second -class country, Five (5) pounds per square Mile in the aggregate before the expiration of the first seven (7) years,and before the expiration of the first fourteen (14) years to effect further improvements to the value of at least Ten (10)pounds per square mile. In the case of third -class country, to effect improvements to the value of at least Two (2) poundsper square mile in the aggregate before the expiration of the first seven (7) years, and before the expiration of the firstfourteen (14) years to effect further improvements to the value of at least Four (4) pounds per square mile, and to keepsuch improvements in good and tenantable repair during the remainder of.the term of the lease.

Covenants (c) and (d) are subject to any extension of time for the due performance thereof which the ClassificationBoard may grant. .

(e) A covenant by the lessee that he will erect a homestead on the leased land, and will perform the conditions of occupationthereon, provided that occupation shall mean the residence on the land of either the lessee or his representative, not beingan alien or aboriginal:

(f) A covenant by the lessee that ho will comply with the laws in force relating to the destruction of vermin and noxiousweeds.

(g) A covenant by the lessee that he will not, without the consent of the Director of Lands, cut any timber trees on the leasedland, except for use in connexion with the land.

(h) A covenant by the lessee that he will not, in clearing the land, -cut any timber or timber trees or trees producing anyvaluable bark, resin, or other valuable substances, except as allowed by the Regulations.

(i) A covenant by the lessee that he will not obstruct any public roads, paths, or ways, or interfere with the use thereof by anyperson, and will not interfere with travelling stock lawfully passing through the leased land, or refuse right towater such travelling stock at any permanent water.

(i) A covenant by the lessee that he will not pollute, obstruct, or divert any water flowing in a defined natural channel, exceptby consent of the Director of Lands.

(k) A covenant by the lessee that he will observe and comply with the Regulations under the said Ordinance for the time beingin force.

Other Provisions.(a) That the lessee may, subject to the consent of the Administrator, assign, sublet, or transfer the land included in the lease or

any portion of it ; but may sublet( the land or any portion of it for any period.not exceeding two (2) years without firstobtaining the consent of the Administrator.

(b) That the lessee will pay all rates and taxes which may at any time become due in respect of the leased land.(c) That the loase will be liable to forfeiture for non - compliance on the part of the lessee with any covenant or condition of the

lease.

(d) That a royalty fea of two shillings (2s) per head shall be made for each buffalo shot for commercial purposes on any of thecountry mentioned, in the Schedule, and the lessee of that country shall furnish a return to the Director of Lands withinthirty (30) days after the thirtieth day of June and the thirty -first day of December of each year, after the commencementof the lease, accompanied by the necessary fees detailing the number of buffalo shot on his lease or leases.

The following condition will be attached to the diagram accompanying each leaseThis plan is issued on the distinct understanding that the Government do not guarantee its accuracy as to boundaries, nor

as to the positions of waters and improvements, and that such are liable to correction on completion of the necessarysurveysso as to secure the original boundaries to the prior applicant. The decision of the Administrator shall, in all cases of disputedboundaries, be final.

WHEREAS the land firstly described hereunder is nolonger required for any public purpose : And whereas

the town of Port Augusta has agreed with the Commonwealthof Australia that the said land shall be opened as a new roadand become vested in the town of Port Augusta in lieu of theold road comprising the land secondly described hereunder,the said town of Port Augusta having also agreed that the saidold road shall be acquired by the Commonwealth of Australiaby compulsory process under the Lands Acquisition Act 1906 -1916 without payment of any compensation to the said town ofPort Augusta therefor, His Excellency the Governor- General inCouncil has approved that authority be granted, pursuant tosection 63 of the said Act, for the disposal of the land firstlydescribed hereunder to the town of Port Augusta for the pur-pose of, and to the intent that such land shall become apublic road under the Roads Act 1884 of the State of SouthAustralia.(R.L. 18/206.)

NOTIFICATION OF VACANCIES.

APPLICATIONS will be received from persons qualified forappointment to the positions specified below.

Applicants outside the Public Service are eligible for appoint-ment to the Administrative and Professional Divisions, but arenot eligible for appointment to Clerical or General Divisionvacancies, unless they were in the service of a State on 1stJanuary, 1901, or are at present permanent officers in the ser-rice of a State, or have retired from the service of the Com-monwealth or of a State.

Applications must be in the applicant's handwriting, should showfully qualifications for the position sought, and must, to insure con-sideration, be forwarded to the Public Service Inspector in the Statein which the vacancy exist in tine to reach the office of the PublicService Inspector not later than the date shown in each case.

In the case of officers of the Commonwealth Public Serviceapplications should be forwarded through the Department towhich the officer is attached.

In the case of applicants who are officers of the Public Serviceof the Commonwealth or of a State the following particularsshould be set out at the foot of the application:- -

Il'linimum and maximum salaries where shown indicate thelimits of the class or grade in which the position is classified.Subject to the provisions of the Public Service Act appoint-ments may be made at any salary within those limits. Success-ful appointees must comply with the life assurance provisionsof the Public Service Act and Regulations.

Officers of the Public Service should note that in any casewhere the minimum salary of a position in the Clerical Divisionis not the mininluln salary of a Class, and the successful appli-cant is not eligible for the former by reason of not havingreceived the salary of the next lower subdivision for twelvemonths, he will be granted an allowance equal to the differencebetween the salary for which he is eligible and the minimumsalary of the position until he can be advanced by annual sub -divisional increments to the latter salary.

Where vacancies are notified in positions which have been thesubject of award, the minimum and maximum salaries shownare those prescribed by the award. If the officer appointed toany such position is eligible to become, but is not, a member ofthe organization which obtained the award, he can only be paidthe rates of salary prescribed in the Public Service Act orRegulations for the position to which he has been appointed,unless and until he becomes a member of the organization,when the award rates shall apply.

Officers who may he transferred without promotion or in-crease of salary, as the result of an application for an adver-tised vacancy, will be required to pay their own expenses ofremoval unless the transfer comes within the conditions pre-scribed in Public Service Regulation No. 54.

Particulars of existing quarter's are furnished merely for theinformation of officers. It is not incumbent on Departments toprovide quarters, which, if provided, may be wholly or partiallyv4 ithdrawn at any time.
