A. 1<.Bhardwaj, SM (Tech.) & President, AAIOA visited % RED, Western Region mainly with the objective of Construction of Quarters at Mumbai Airport. Site inspection at different locations were done jointly along with concerned representatives from different Directorates of Western Region after the initial joint meeting with Sh. A. K. Sharma, RED (WR). After the site inspections of various possible locations i.e., Mumbai Airport, Juhu Airport, Andheri Transmitting Station etc., again a joint meeting was held in the Office of RED, WR in the presence of the following officials: 1. The same can be utilized for providing B-Type and C-Type quarters on priority. Preliminary Estimate and drawings earlier prepared can be further put up for approval from Pig, Dte., CHQ. The following points were discussed:

. 1. Juhu Airport - At Juhu Airport as per the master plan, a triangular piece ofvacant land near AAI, Pawan Hans Housing Complex is available with almostnil hindrances at the southern end of Juhu Airport. a. The case for the operational NOC to be prepared and sent by Engg.Dte. within two weeks.

Action: DGM (Plg.)/ DGM Engg.(C)b. Case for approval from Pig. Dte. for scope of work and drawings within

fifteen daysAction: DGM (PIg)

c. Submission of Preliminary Estimate for accord of A/A & E/S within oneweek after the receipt of approved scope of work from Pig. Dte.

Action: DGM (C)/ AGM (C), Engg. Dte.d. Further accord of technical sanction/ tendering and award of work

within seven months including appointment of consultant andbudgetary provisions.

It was decided to appoint Sh. R. K. Saxena, JGM (ATM) as a NodalOfficer to coordinate, pursue and put up the cases with reference toConstruction of Quarters at Mumbai and WR to have goodcoordination. It was desired to take priority action for soil testing inadvance. [Information RED,WR, GM (ATM), Mumbai]

Action: DGM (C)-I

Associations demanded to increase the lease amount by 20% speciallyfor Mumbai and they also demanded to convert the Clause of threeyears being adopted in general to one year especially for Mumbai.

Many occupants of AAI provided staff quarters are having their own'houses/ flats/ residential units within 25 kms of their working place.Those who have availed HBA and are in possession of suchaccommodation is in violation of existing rules. HR Dte. may look into .•.,this matter. "~

Maharashtra Govt. rules are such that owners of residential units inMaharashtra enter into lease agreement for 11 months only. Hence,the AAI lease rules may be amended for Mumbai to accommodatethese State Govt. rules.

Action: HR. Dte., CHQ

2. Mumbai existing airport - The densification drawing has already beenapproved by CHQ submitted by MIAL and was studied in detail. This wasfound that there is no increase in number of residential quarters beingdemolished and reconstructed by MIAL. However for rest of portionremaining with AAI, th..ere is increase in number of residential quarters to thetune of 440 in nos., so this is required to take priority action in AAI areas for

reconstruction of old quarters under densification plan. Accordingly, thewhole plan with reference to the hindrances, their feasibility was discussed indetail. This was decided that B-type block (near 0-7 line) should beconstructed first on priority so that occupants from existing quarters could beshifted to these new locations and old block could be dismantled for theConstruction of New Block and so on. The action plan for the same is alsoconsidered similar to the plan approved at 51. No.1 for Juhu Airport.

3. Transmitting Station at Andheri - About 48 acres of land is available atTransmitting Station, Andheri, Mumbai. The transmitting station isoperational and one Communication Officer is posted over there along withsome electrical and security staff. However as discussed with staff postedover there, there is always a threat of encroachment of land and criminalactivities in that area being isolated. This is proposed that at least fournumbers of porta cabin residential units can be provided at suitable locationswhich can be mainly used for the staff posted over there, which will reducethe possibility of encroachment in that area. Parallely the possibility ofprovisions of 6 - 7 storied residential blocks may also be studied/proposed.

Moreover the signboards indicating (AAI Area) may also be provided alongwith additional security to protect the precious land and lives of working staffover there.

Action: RED, W/R with one month

4. In addition issue of residential accommodation, Separately the followingadditional points were also discussed with RED, WR along with consultant,Engineer and other officers:

a) Construction of New RED cum DGCA & BCAS Block recently awarded -After the inspection, this was found that the work of Construction ofabove work still has not started because of the non-availability of NOC forcutting trees and NOC from Bombay Municipal Corporation (BMC). RED,WR assured of getting the above NOCs on priority within fortnight.However the different permutations and combinations were carried outand so this was decided to alter the orientation of the block so thatmaximum number of trees can be saved at one end and at other end thework can also be started. Apparently this was observed that that out oftwenty number of trees going into cutting, by altering orientation andshifting the block almost 80% of the trees can be saved and only threenumber of trees of smaller growth were required to be cut.

Accordingly consultants were advised to submit the revised layout withinthe week. Some interior changes with reference to the entrance of REDBlock where at entrance electrical room, AHU, fire control room areprovided immediately at entrance. This was strictly recommended anddesired that some proper reception lounge must be provided immediatelyat entrance and AHU, electrical rooms must be shifted.

Action: Consultant/ DGM (C)/ Jt.GM (E)

The interior planning, type of furniture, chairs, tables etc. were alsodiscussed in detail with consultant and so the consultant was advised tokeep the specifications etc. more or less at par with 'C' Block at RajivGandhi Bhawan, Safdarjung Airport, New Delhi accordingly. Theconsultant was advised to submit the interior proposal within fortnightpositively so that further tendering action for this may be undertaken.

The drawings were also discussed along with the electrical engineerslooking after this project who were quite specified with the detailsprovided by consultant.

In general, this was decided to protect pump room & OH tanks availableat various locations during densification of residential areas and otherareas and other areas of Mumbai Airport.

b) Issue of Annual Transfers in Engg. Dte. at Mumbai, Western Region

RED, W/R and other HODs expressed their concern over the transfer ofthe representatives of the associations.

It is seen from the Annual Transfers of Jt.GM/DGM(Engg-Civil)-2013 thatfollowing officials has been transferred without substitute posting fromWestern Region, Mumbai as detailed below:

In addition to above the work of construction of RED/BCAS office at NewAirport Colony, Mumbai amounting to Rs. 37.28 crores and the work ofresurfacing of Runway and grading of basic strips along with allied worksamounting to Rs. 24.00 crores (approx.) at Nagpur has been awarded andtender for the Kandla resurfacing called at CHQ recently and are inprogress and construction of Staff quarters at Mumbai is also in processfor preparation of estimates, site survey and appointment of consultantsetc.

From the above it is seen that four (04) Jt.GM/DGM (Engg-Civil) havebeen transferred without any substitutes from the various stations ofWestern Region as stated above, the work load at RHQ, WR will beincreased as Jt. GM/DGM(Engg-Civil) at various stations were carrying outtheir jobs at their respective stations by exercising their powers. Now theworks more than 50 lakhs will come to RHQ, Western Region forexercising the powers of DGM/GM (Engg-Civil) at RHQ level works,resulting in increase of work load of DGM (Engg-Civil) at RHQ level.

In view of above additional two (02) Jt.GM/DGM (Engg-Civil) along withAsstt. GM/Sr. Manager (Engg-Civil) may be posted at the ear' t RHQ,Mumbai/Nagpur/ Kandla/ Bhopal.
