Speaking with theNewsband Akalak Bar-akab, a regular com-muter from Kharkoparto Nerul said, “It’s re-ally disgusting to seethe toilets close all thetime. The facilities arebuilt for the conve-nience of the commut-ers. It is difficult to un-derstand why it is not

being thrown open tothe commuters?”

Sunil Mishra, a res-ident of Ulwe sector-19said, “I have been stay-ing in Ulwe from lastfour years. Earlier themode of transport forme was buses but nowI travel from Kharkoparto Masjid Bunder forthe work. Whenever Ineed to go tothe toilet, the toilets are

Priya Ratambe,Public Relationship Of-ficer, CIDCO said that

they are aware of theproblem and the citi-zens have complainedto them. “We are tryingto find solution andvery soon the problemswill be tackled out. Asof now the manpowershortage to maintainthe toilets is the mainreason, but we are try-ing to hire few personsto look after the main-tenance of the toilets.”

Need for an introspectionOver the last few weeks, there has been a stupendous increase in the

crime graph. Cases of daylight robbery, chain snatching etc. are on the risewhile the detection rate has remained abysmal. This has instilled a sense ofinsecurity amongst the residents. The non chalant attitude of the many po-lice officials, non friendly image of the police department and the difficultlegal procedures have only helped in eroding the image further.

This is an era of specialization. Considering the competitiveness that onehas to face, success in any field, to a great extent, depends on specialization.This adage applies to the police department as well. The present day work-ing in the police department makes it imperative for the officials to carry outa wide range of duties, which in turn adversely affects their performance asprime security providing agency. The police today have no defined duties,which varies from nabbing criminals to providing security to the VVIPs tomaking bandobast for dharnas & community celebrations, to managing traffic,mediating in disputes, providing security cover to the politicians during elec-tions and election rallies and what not. It is because of this multi facetedduty requirement that the performance of police in Mumbai and Navi Mum-bai is lack luster and they fail to perform their prime duty that of providingsecurity to the residents, which is what they are actually created for. Limit-ed force equipped with arms of the stone- age era with unlimited workinghours is finding itself at the receiving end especially when the nature ofcrime is getting sophisticated and complex. As is said power corrupts per-son, the same is true to great extent for the police force also, which wieldslegitimate and some times even illegitimate powers. Lack of commitmentand weak morale are visible in the police force today leading to disgust in thesociety and police as a profession carries a very poor image.

The police alone cannot be blamed for this sorry state of affairs. Hugeinterferences from the politicians who treat the police department as per-sonal employees, has also contributed towards its poor performances. Trans-fers and postings make lot of news these days where merits rarely count.This has put a big question mark on the working of the police departmentand there is an eminent need for revamping the whole system especially inview of the recent scam.

The police department needs to go in for specialized forces for differentworks like for example crime branch, VVIPs security, traffic departmentetc. It is heartening to note that recently efforts have been made to modern-ize the department, but the forces should be imparted specialized training indealing with particular kind of crimes especially in view of new types ofcrimes like financial and cyber crimes. Further, the city police have alsobeen instructed not to provide VIP escorts on the route from Mumbai toPune, which is the right step. Besides this, a significant amount of autono-my needs to be given to the police department and there has to be a mini-mum interference from the politicians. In this revamping process not onlythe police department needs to be overhauled but the public in general alsoneeds to be counseled. The illegal migrants from neighbouring countries,the slum dwellers, many of the road side beggars and urchins are also po-tential criminals and they need to be discouraged as prevention of crime isbetter than conviction of criminals after crime is committed. The workingconditions in the police department need to be improved and the police forceshould be augmented and equipped with latest arms, means of communica-tion & transportation. They should also have better inter connection andexchange of information with other security agencies in order to enhancetheir performance and also to improve their sagging morale.

Netra Ashish Shirke has beenactively involved in the

politics in Navi Mumbaisince almost 15 years. She

was the first womanchairperson of the standing

committee of the NaviMumbai Municipal

Corporation (NMMC) andhas been the chairperson offive different committees.

She is presently holding thepost of chairperson of the

Swacchta MissionCommittee, a post which shehad been holding since the

last two years and wasrecently re-elected for thethird time. In a candid

conversation with VardaSharma, Editor, Newsband,she talks about her political

journey. Here are the excerptsof the interview:

Newsband: Why and when did youthink of joining politics?

Mrs. Shirke: After completing myMasters in Management, I joined myhusband’s business. During that time, we alsostarted a news channel called “Drishti” whichgave me an opportunity to be in touch withmany corporators and also Ganesh Naik Sir.I used to observe what was happening in thecity and felt that for an educated person it isnot right to just criticize the system. If we wishto bring about a change, we need to be partof the system and try to bring the changeourselves. In 2005, the elections were goingto be held for the corporation, so I expressedmy desire to join politics to Ganesh Naik Sir.I am happy that he felt that I was fit for therole and was given the ticket from the party. Icontested for the first time in 2005.

Newsband: What have been thechallenges on your way?

Mrs. Shirke: There is a misconceptionthat politics is not the right field for womenand that women should stay away from it.Over the years, the thought process has

changed and women are entering into every fieldand are doing commendable job. So why not inpolitics? All one needs is confidence in oneselfand the desire to work for the people. Politics islike any other field and as a woman, I have neverfaced any challenges. But as a social activist,there have been challenges but only in the termsof getting the work done. Otherwise, the journeyhas been quite smooth and satisfying.

Newsband: Even now, Indian politicscontinues to be male dominated and notmany women are joining politics? Yourviews.

Mrs. Shirke: Now getting into politics isbecoming easier from the grass root level also.In the grampanchayat or municipal corporation,there is 50% reservation for women. So, thereis a big chance forwomen to get into thisfield. Unfortunately,most of the time it is seenthat if husband is unableto get the ticket, hepushes his wife/sister/daughter into politicswhom he can control. Somany times, a woman,who has no exposure,comes into the field andmost of the time thepolicy decision is beingtaken by the husbandonly. That needs tochange.

Fortunately, things are changing in this front

too. I have seen that many women who had

joined on the insistence of their husbands, have

become very confident over the years and are

taking their own decisions now. They are

understanding their role as the corporator of the

society and are doing extremely well.

I feel that women as such are more committed

and dedicated and that we see in politics as well.

Moreover, over the last decade, more and more

educated women are entering into politics, which

is a very positive sign. If you are dedicated and

committed for the cause and have confidence in

yourself, no one can stop you from realising your

dream.

Newsband: How has been the supportfrom your male colleagues?

Mrs. Shirke: Ini t ial ly, there were

apprehensions as I joined politics, whether Iwould be able to interact with general public ornot. But gradually my male colleagues realisedthat I was not only interested in the developmentof my own ward but took keen interest in thedevelopment of the city as well. Over the past15 years, Naik sir gave me opportunity to exploreand work in various departments. This gave mea good exposure and I was able to learnimmensely. This exposure was very muchwelcomed by the male colleagues as well whosupported me throughout. I have receivedimmense respect, cooperation and guidance fromall my male colleagues.

Newsband: You have been theChairperson of various committees. How hasbeen the journey?

Mrs. Shirke: While I liked working in all thecommittees, the Child and women developmentcommittee, I loved the most. We introducedseveral schemes for the welfare of women andalso for the women self help group, which wascertainly a very satisfying experience.

Newsband: You are re-elected for thethird time as chairperson of SwacchtaMission Committee. What measures do youplan to undertake?

Mrs. Shirke: In the past 5 years, thegovernment is doing a lot towards cleanliness.The work that has been accomplished in these 5years, all over the country, is commendable. PMNarendra Modiji has clearly stated that while ourcountry is doing commendably well in all thefields, but in the area of cleanliness and hygienewe are still lagging far behind. To improve this,the swacchta mission had been designed. Thewhole aim is to involve the people, without whose

support and cooperation, it is impossible toachieve the cleanliness goal. The political bodieshave to work along with the citizens in achievingthe goal of keeping the city clean. Unless anduntil the people are aware of what they have todo with regards to cleanliness, it is impossible tokeep our city clean. Navi Mumbai is a plannedcity so it becomes a little easier for us toimplement the scheme.

However, the biggest challenge before us wasthe segregation of waste. Unless and until all themembers of the household realise that they haveto segregate the dry and wet waste, it is notpossible to achieve the target of segregating wasteat the source. So, we tried to create a lot ofawareness through videos, posters, campaignsetc. And it is heartening to note that today morethan 85% of the garbage is segregated at thesource and only then it reaches the landfill site.We have a scientific landfill site so whatever goesthere is treated and the compost is created outof wet garbage and the dry garbage is used forother purposes like reusable fuel etc. We alsoencouraged the individual societies to havecompost bins in their premises and try and treatwet garbage at the source itself. More than 200societies participated. We are the onlycorporation which has given bins to the societiesthat have RFID tags, which enables us to trackevery bin. If any bin is not picked up, due to anyreason, it gets immediately tracked and is thenpicked up.

We have also tried to get rid of the big binsplaced outside the societies. We realised thatpeople instead of throwing garbage in the binsused to throw it outside. So we tried to createawareness and today it is heartening to see thatevery household and even in Gaothan areas,people are keeping two separate bins- for dryand wet garbage. Recently we have also startedRed bins for e waste.

Newsband: You have also beeninstrumental in introducing several schemesfor senior citizens and transgenders. Whatare those?

Mrs. Shirke: Navi Mumbai has a very bigpopulation of senior citizens. We wanted tointroduce schemes that would help them lead abetter life in the city. So, we introduced the SeniorCitizen Cell, the first to be introduced by anycorporation. The Cell had the budget allocation,which was again unique. With the first budgetallocation, we started celebrating the Senior

Citizens Day on 1st of October. We organisedwhole day programme with lots of activities. Thenwe realised that this was not enough. So, westarted giving them discount in fares in everyNMMT buses. We also have senior citizenrecreation centre in the garden, which is highlyappreciated by senior citizens from not only fromNavi Mumbai but across the country. Everyrecreation centre has facilities like newspapers,carrom board etc. Senior citizens can relax hereand spend time together. In some areas, seniorcitizens themselves have started organising

programmes. This creates a friendly atmosphereand they feel that the civic body truly cares forthem.

It has been our endeavour to reach out to allthe sections of the society. We realised thattransgenders are the community who have beenlargely overlooked. To understand the needs andrequirements of this class of citizens, who aretax payers, and enable them lead a dignified life,we have started a survey in the city. We havestarted separate windows at the NMMCHospital for them and would like to introduceseveral welfare schemes for them. These wouldbe initiated once the survey is completed.

Newband: There have been rising cases

of crime against women. How safe is Navi

Mrs. Shirke: Compared to other cities, thecrime rate against women is comparatively lowhere. This is largely because the large section ofthe population is educated and they are awarehow women should be treated. We have placedCCTV cameras at the strategic locations, whichhave also helped in curbing crime rate. We are

also thankful to the police force who conductregular meetings with the societies, interactwith the people to understand their problems.Further, most men and women are workinghere and hence there is gender equality.However, there are cases of domestic violenceabout which no one really talks about andwhich is not seen very easily. When I was theChairperson of Law Committee, we starteda small window where we could give free legaladvice to women. We realised that if womenhad issues at home, they did not know whomto approach. They are also worried aboutlegal expenses. In the legal aid centre, womenlawyers are invited to voluntary contributetheir time and help such women. If possible,help women, draft their complaints etc. TheYojana Vibhag looks after this. Those in needcan avail the facility.

Newsband: You are considered to beone of the prospective candidates for thepost of Mayor. Your views?

Mrs. Shirke: First of all, I have tocomplete my tenure. Further, I still have toask the people of my ward whether they wantme as their representative or not? There is abig process to it. The party has given me theopportunity to work for the people and I amthankful for that. For me, my work as thecorporator is very important, something whichis so close to my heart. Whatever responsibilitythe party and the leaders of the party have givenme so far, I have tried to fulfill those to the bestof my capability. It is the prerogative of the partyto decide whom they want for the post ofMayor. Whatever responsibility I am given, Iwill definitely do that.

MUMBAI: Central Railway (CR) will operate aSpecial Traffic and Power Block on 5th and6th line, UP Traffic and DN Fast & Slow linesbetween Dombivali and Kalyan from 09.45 amto 01.45 pm on Wednesday 25 Dec, 2019 forlaunching of four girders of 6.00 meters wideeach for its new 96 meter FOB at Thakurli Sta-tion by 400 MT road crane. Every other person in India iscelebrating the 25th December‘Bada Din’ or the ‘Big Day’. Thewhole world is celebrating this dayas the birthday of Jesus Christ. Itis the birth anniversary of the greatJesus Christ, who is believed as theSon of God by the people of Chris-tian religion. Jesus Christ is be-lieved to be the messenger of God.On this unique occasion of Christ-mas, even non-Christians remem-ber, with due reverence, the Son ofgod, who suffered the terribly pain-ful death on theCross to deliver hu-manity andkindness from evil.The spread of loveand peace amongmankind is the su-preme message ofChristmas.

Jesus is love,which is a magicalfour-letter word thatprovides peace ofmind. One must be-lieve that there is asupernatural power that regulateshuman life. We can also say Con-science is God. We can see in ourlife that whenever we breach therules of conscience, we suffer a lotleast knowing the reasons forit. Jesus Christ, the most importantfigure in Christianity, is believed tohave founded the Christianreligion. The birth of Jesus is con-sidered one of the most significantevent in world history. Jesus Christtook birth on this earth to save hu-manity from misery and darkness.

Basically, Christmas in India iscelebrated the same way as it is cel-ebrated world around. It is daywhen Christian people do pray totheir God Jesus Christ, confess infront of God to remove their sins andsufferings, sing holy songs, and ex-change lots of gifts among friends,relative, family members, neigh-bours, etc.

It is considered that Jesus (theSon of God) was sent to people onthe earth to save their lives and pro-tect them from their sins andsadness. Santa Claus is a symbol offriend of the children.

Why do we give giftsat Christmas?

The tradition of giving gifts during Christmashas its roots that goes back as far as the Nativitystory, whereupon the three wise men gave gifts ofgold, frankincense and myrrh to the infant Jesus.

The Romans had their own tradition of giving gifts during Saturnalia,which was a festival that began on the 17th of December and lasted untilthe 23rd.

St. Nicholas was perhaps one of the most famous gift givers in Christ-mas history, as he delighted children and adults alike in the surprisepresents he left behind in the shoes that were left outside their homes.

In the 13th century, many French nuns made and gave gifts to theneedy on the eve of the feast of St. Nicholas which is celebrated on Decem-ber 6th.

But it was in the 18th century that gift- giving became a central tra-dition of the Christmas festivities.

The gifts that were given were to remind those of the wise men’s jour-ney and of God’s selfless gift to humanity, and to help those who wereunfortunate.

It is a time to re-member and re-enactthe birth of our Sav-iour Jesus Christ. It isalso a time to acknowl-edge the grace andmercy of our loving fa-ther in Heaven whosent His one and onlybegotten son onto thisearth for the salvationof all mankind so thatthey may be saved.Christmas is also atime to renew ourpromise of harmonyand forgiveness withthe world.

Mary andJoseph are repeatedlytold by God’s angelsthat despite all thestressful and confusingthings that are happen-ing around them, theyare not to be afraid;they are not to losehope. We need to re-member Christ’s birthas a symbol of the ful-fillment of God’s prom-ise to His chosen ones.We need to hold ontothe event that broke

through all perceivednotions to bring forththe miracle of a virginbirth. We need to reit-erate our belief thatwhen God wishes, Hecan change the rules ofcreation in order to pu-rify His children andpurge them of a lowlylife and bring them atpar with divinity.
