I 6 l" 6 tr ORDINANCE No. :r" Authorize application to the Depafiment of Homeland Security, through its Federal Emergency Management Agency for a grant totaling $3,500,000 for the purchase of a Type III Rapid Response Fireboat (Ordinance) The City of Portland ordains: Section 1. The Council finds: 1. The Department of Homeland Security, through its Federal Emergency Management Agency (FEMA) has offered the Port Security Grant Program (PSGP) since 2002. The grant funds are intended to suppoft increased porl-wide risk management; enhanced domain awareness; training and exercises; expansion of port recovery and resiliency capabilities; and further capabilities to prevent, detect, respond to, and recover from attacks involving improvised explosive devices and other non-conventional weapons. 2. Portland Fire & Rescue (PF&R) responds to emergency incidents along 149 miles of navigable waterways of the Columbia and Willamette Rivers. It works collaboratively with many city, county, state and federal jurisdictions on both sides of the rivers to ensure the metropolitan aÍea waterways are protected and that marine units are equipped and trained to respond to and assist with marine fires, HazMatlCBRN incidents, technical rescue, dive team support, law enforcement support (MDA recon, IED response, security patrols), environmental mitigation response and natural disaster response and recovery. a. The Mayor is hereby authorized to make application to the Federal Emergency Management Agency totaling $3,500,000.

b. The Mayor is authorized to provide such infonnation and assurances as are required for the grant period.

c. The OMF Grants Offìce is authorized to perform all administrative matters in relation to the grant application, grant agreement or arnendrnents, requests for reimbursement fr-orn the grantor, and to submit required online grant documents on the Mayor's behalf.
