23 MINUTES OF LAST MEETINGDECIDED: That

the minutes of the meeting of the Noise Monitoring Sub-Committee held on 17 October 2014 be agreed as a correct record.

24 NOISE COMPLAINTS LOGThe Sub-Committee considered the Noise Complaints Log, which detailed every complaint received and the response to it, for the period 1 October to 31 December 2014. Colin Barnes gave a presentation to members on the Noise Log which included analysis of the number of noise complaints received by date, number of complainants, administrative area and the total number of complaints compared to the previous year. He also detailed the number of engine ground runs, and went on to detail a breakdown of complaints throughout 2014 and overall numbers back to 2002. A copy of the presentation is attached to these minutes.

During the period a total of 17 complaints had been received, with the highest proportion (9, or 53%) from Liverpool and concerning easyJet training flights on 14 and 15 October, which generated 7 complaints in one day. The aircraft had made up to 32 circuits of the airfield and surrounding area as part of pilot training and familiarisation. There would be further training days by easyJet before the end of March 2015. Officers confirmed that the press receive prior notification but were aware that concerns may still be reported.

Throughout 2014 there were 74 complaints, 36 from the Wirral by 15 people, with no overall apparent pattern to trigger complaints. Since 2001 there had been a gradual decline in noise complaints. They peaked in 2008 with 405 with a decline to 79 by the end of 2014. The Airport stressed that the number of complaints did not determine action taken, but rather what was safe and practical would be undertaken.

Members particularly noted two complaints, one alleging flight paths causing damage to property, which appeared unlikely because of its distance from the aerodrome, and one on Flint Mountain, which was acknowledged because of its altitude, so aircraft are closer than when referenced to ASL (above sea level) quoted.

DECIDED: That

the Noise Complaints Log for 1 October to 31 December 2014 be noted.

25 ANY OTHER BUSINESSDavis Commission – Independent Noise Commission

Andrew Dutton informed members that a suggestion of an interim report of the Davis Commission, which had been looking at airport capacity in the South East of England, was to establish an Independent Aviation Noise Commission. The Airport had commented that there were already several agencies involved in noise management which is less than ideal. These included Department for Transport, Department for Environment, Farming and Rural Affairs, Local Authorities as well as Noise Monitoring Sub-Committees at airports. Adding another was more likely to cause further confusion.

26 DATE OF NEXT MEETINGThe next year of meetings of the Noise Monitoring Sub-Committee were to be determined at the Consultative Committee meeting scheduled for 13 February 2015 at 10.30 a.m. in the Cavern Suite, Liverpool John Lennon Airport. The provisional dates were as follows:

Halsall, West Lancashire 16 January 10:45 Lots of aircraft flying over in last half hour

Email sent that explained that the location of Halsall will see a mix of aircraft from and to both LJLA and Manchester Airport.

Eastham, Wirral 29 January 16:00 I heard a loud bang with a pressure boom, Was it a sonic boom?

Letter sent with a map which showed that there were no aircraft operating in the area at the time. The contact details were given for the complaint wanted to contact the RAF direct.

Aigburth, Liverpool 3 March I recently moved to Aigburth, the aircraft taking off from Liverpool Airport heading to eastern/northern European countries fly right over the Aigburth area where I live. These flights make a very loud noise throughout the day, especially annoying in the early morning around 6-7ish, and in the evening also. I would like to lodge a noise complaint caused by these flights taken off from Liverpool Airport, and would love to hear your response within 14 days.

Email sent which explained Departing aircraft that pass over Aigburth will be departing from runway 09 using the WALL 2V and from runway 27 using the BARTN 1T or POL 4T Standard Departure Routes (SIDS). Over the Aigburth area departing aircraft will be approximately 4000 feet. There are three main distinct busy periods at the airport for arrivals and departures; this is because a high proportion of the commercial aircraft movements are by aircraft based at Liverpool. The based aircraft tend to depart between 06:00 and 07:30 in the morning and fly similar length sectors and then return at approximately the same time, this results in three main waves of activity.There are day to day variations in the orientation of the runway which explain why on some days your community will see more aircraft movement overhead at a lower altitude than on other days.

Chester, Cheshire West & Chester

4 March 13:50 I am surprised how many aircraft I am noticing at my home in Chester City Centre at the moment. I think the planes are on their descent to Liverpool John Lennon. Has there been an alteration of the flight path please? If so why?

Email sent which explained that Liverpool John Lennon Airport has seen a significant reduction in the number of passengers and the associated number of aircraft movements compared to previous years. Hale Village, Halton 6 March Aircraft arriving are lower. Arrivals on runway 27

Telephone call received in which it was explained that at such a short distance from the runway aircraft should all be at the same height with very little variance.

Runcorn, Halton 23 March 22:40 An easyjet passed over our house and this was the noisiest plane we have ever heard it set off 3 car alarms and a house alarm in this street alone. This is the first time we have had to complain in 18 years of living here but this time the noise was incredible.

easyJet Arrival on runway 27

Email sent which explained the aircraft was an easyJet Airbus A319 which arrived on runway 27 from Malaga. As the aircraft passed over Runcorn it was at a height of 1400 feet and traveling at 116 knots. The Aircraft was operated within normal parameters.
