L adies and gentlemen! The genuine goal of science as I see it is to enable people to use the scientific achievements in their daily routine . Being involved into high technologies, I do realize how important it is to make sure the technologies implementation

results are used for human good only .Our country and the whole world face complex tasks: increasing

energy efficiency, achieving greater reliability and rationality of energy sources use . The modern civilization needs energy as much as oxygen . We can’t afford letting it suffocate due to indispensable growth of energy consumption . The world’s science is about to make its crucial throw, so we have to work way in advance too .

In this environment the Global Energy is not just a prestigious in-ternational prize awarded for achievements in the field of energy, but the remarkable phenomenon which draws the attention of society to serious problems that need to be solved . That’s why we speak more often of the green energy, of smart natural resources use, of searching for the new energy sources . And this is why Global Energy pays more and more at-tention to work with young scientists - they will lead the science to a new level complying to tough requirements of contemporaneity .

D ear Friends! As previous years, 2010 was full of important events . One of the core things, of course, was the fact that Russian president handed the Global Energy Prize to two outstanding scientists of the present: Boris Paton and Alexander Leontiev .

We marked the end of the VII-th Youth Research Global Energy Contest in De-cember . Six teams of young scientists were awarded with commemorative diplomas and grants . The importance of work performed by young scientists, undoubted eco-nomic effect following the implementation of their developments has been highly evaluated by the commission of experts .

Earlier this year Global Energy launched the new program called Energy of Knowledge . In the framework of this program we started a cycle of monthly inter-active lectures performed by laureates of Global Energy Prize: thousands students, post graduates, teachers of leading Russian universities besides listening to lectures delivered by great scientists will now be able to ask them questions real-time .

The results of Russia-wide Energy of Kids projects contest are quite impressive: for the last 2 years we received about 5,000 projects from 300 Russian cities and vil-lages . The winners are going to visit Moscow again: the Energy of Word has become a trans-border prize, as in 2010 we made a decision to hold Energy of Word together with the PRESSzvanie cross-border business journalism competition, the interna-tional part of the competition is organized by the famous Saatchi&Saatchi agency .

The coming year offers us even more interesting challenges . There will be much serious work, and we do believe that by uniting our efforts we will make the world way better .

G lobal Energy is one of the most prestigious prizes awarded for outstanding theoretical, experimental and applied surveys, new developments, inventions and discoveries in the field of energy and energetics . Any person can be a laureate disregarding his or her citizenship or nationality .

The prize was founded in 2002, the idea of the prize was put forward by a group of Russian famous scientists supported by the largest energy companies and approved by Russian president .

“I am sure the Global Energy will be a brand name of fundamental science in the energetics field. It will inspire new breaking through surveys and of course will help to improve the international relationships which are so important to us… You know, I do think our Global Energy Prize is becoming quite serious and profound getting closer to such international prizes as Nobel prize”.

“…This prize is awarded for top notch scientific achievements in the field of energetics. And I would like to underline: world knows no similar ones. The international Global Energy Prize was intended to be the new millennium prize. History of the Award

VLADImIr PuTIn, The President of the Russian Federation(2003):

The representatives of three leading Russian energy companies (Gazprom, RAO UES of Russia and YUKOS) decided to start the Global Energy fund on October 10, 2002; already in November, during the EU-Russia summit in Brussels the Russian president Vladimir Putin announced Russia had founded the international energy prize Global Energy .

A press conference devoted to establishment of the international Global Energy Prize has been held on November 25, 2002 . The participants were: Nobel Laureate, academician Zhores Alferov, Russian Academy of Sciences president, academician Yuriy Osipov, managers of the companies that founded the non-commercial partnership: Gazprom, RAO UES of Russia, YUKOS, the aide to the president of Russia Sergei Yastrzhembsky . During the press conference there were announced: Global Energy inducement fund for 2003 (which made 900 thousand dollars), Board of Trustees and International Award committee members, basic guidelines of their work, the procedure for conducting the scientific competition and awarding the prize .

The first awarding ceremony took place in Konstantinovsky Palace, Strelna in June 2003 . The president of Russia Vladimir Putin handed to laureates the golden medals and commemorative diplomas . Letter of congratulations was read out on behalf of US President George Bush . Russian Kommersant Rating placed Global Energy fourth in the list of international awards after Nobel prize, Rene Descartes prize, and King Faisal International Prize in the field of natural sciences and medicine . Several years after the Global Energy Prize will seriously be called a “Russian Nobel prize”

Survey topics considerably grew in number and now cover not only such directions as atomic, general, plasma energetics, heat power engineering, fuel elements, hydrogen energetics, electrical energetics, thermophysics, materials, but also includes the nucleosynthesis, thermonuke, renewable solar energy

The idea of founding an international Global Energy Prize belongs to the group of famous Russian scientists. This initiative was supported by scientific community and major Russian energy corporations.

and energy resources (extraction processing and transportation) . Number of scientists with the right to put nominees forward increased several times . If at the time when the prize was just established there were only 400 of scientists, it made 1200 in 2007, and 1500 in 2010 .

Many remarkable Russian and overseas scientists became laureates of the Global Energy over the years of its existence, namely 22 people from nine countries: Great Britain, Germany, Island, Canada, Russia, USA, Ukraine, France and Japan .

Global Energy Attributes

The Logo

T he core of Global Energy logo composition is a semiabstract image of a man reaching out to stars . A star is traditionally considered as a symbol of something unexplored, new . Besides, a star is associated with such notions as victory, the highest quality . Variety of stars

symbolize both the energetics and the achievements made in this field . A man’s figure in this context personifies cravings of mankind to master new sources of energy allowing technological progress extension and giving an impact for further discoveries and accomplishments . “A man lighting up the stars” (that’s the tentative name of the logo) is a symbol of man’s dreams of future, a symbol of new findings and titanic efforts for civilization’s good in one of the most important fields of science and industry – energetics .

Global Energy logo reflects several key ideas which indispensable in visual accompaniment of the new international prize . As a matter of fact this is a HUMAN BEING, lighting up stars or striving to cognize the stars – THE SUN – essentials of life and source of Earth’s energy . Longing to stars is longing to success, to learn the depths, to the true, striving for something completely new, unknown and noble .

Red colour is the concentrated expression of energy, fire . Besides, the red stars are definitely associated with Russia, giving clear idea of the prize origin, foundation of which was indeed initiated by Russia .

Global Energy Attributes E ach Laureate awarded the Global Energy Prize is given a commemorative medal, a diploma, an honorary lapel badge of gold and a check for a specific amount of money . The check amount is equivalent to the respective Prize amount allocated

by the Board of Trustees .The 140-gramm gold medal is fashioned by some of the well-

known Moscow designers . The first rays emitted by a rising star as seen on medal head symbolize unique discoveries made by scientists . A new star, as a symbol of uniqueness and the Sun standing for Earth’s good-ness, are depicted on the reverse side of the medal portrays laureates input into world energetics development .

The medal is casted under special technology into a vertical glass support which gives the impression of medal wheeling in the air .

The diplomas tell of achievements judged worthy of such an hon-orable prize . Brief description summarizing the importance of the Laureate’s discovery for the entire mankind is given in four languages: Russian, English, German and French along the frame perimeter . Each of the paper sheets used in the making of such diplomas is a hand-made, one-of-a-kind work of authorship . Laureate’s diploma is also casted into peculiar transparent frame, which together with the medal produces an unforgettable effect .

The golden medal is handed over to laureates by the President of the Russian Federation, while the diploma and the lapel badge are re-ceived by laureates at solemn reception in their honor . Traditionally, the ceremony takes place in Saint Petersburg in June, during Saint Peters-burg International Economic Forum .

T he Global Energy Board of Trustees has been led by the President of the Kurchatov Institute Eugeni Velihov since 2008 . The Board is responsible for general management of nomination and award process . The Board of Trustees is formed for 5 year term by the

General Meeting of Global Energy Non-commercial Partnership Members . Board of Trustees members do not participate in nomination of candidates, analysis of submitted work, they do not make the final decision . Board of Trustees members do not get any compensation for being members .

International Award Committee

T o effectively organize the scientific competition and annual prize award, the General Meeting of Partnership Members establishes the International Award Committee for 5-year term . Nicolay Laperov, vice-president of the Russian Academy of Sciences, academician, has been head of the Committee since 2009 .

The International Award Committee may include heads of the most respected scientific bodies, famous scientists, acknowledged by the international energy community; it includes state and public figures of Russia and foreign countries . The International Award Committee is governed on regular basis by the chairman and the academic secretary, approved by Board of Trustees for 5 years .

– Organizing nomination and screening candidates for the prize; – Approving the application form submitted by persons with rights to nominate candidates;

– Selecting scientists, specially invited for nominating candidates for the prize; – Establishing deadline for projects submissions, candidates screening, decision making, announcing laureates; and

– Making final decision on awarding the prize .

Commission of ExpertsThe Commission of Experts or the independent expert body (if requested to participate) is authorized to do the following:

– Recommending the International Award Committee choice of scientists, invited during the current year for nominating candidates for the prize;

– Developing and approving with International Award Committee the application form submitted by persons nominating candidates, order and criteria for projects screening;

– Examining projects submitted by candidates; – Engaging reputable scientists and leading specialists in a relevant field for project expertise;

– Preparing estimate of costs for the Partnership; – Defining the most worthy candidates (not more than five) and submitting the list of candidates along with the documents supporting the decision made: reasonable resolution and presentations with comparative analysis to the International Award Committee .

Commission of Experts operates under conditions of full confidentiality .

The Partnership is responsible for organizational and financial support of activities aimed at preparation and holding the award ceremony, its legal and media support as well as implementation of other projects . The Partnership is run by its President .

Nomination Process

A citizen of any country may become a laureate . The decision to award the prize is made by International Award Committee which includes scientist and specialists from different states, representatives of international scientific organizations .

The right to nominate candidates for participation in Global Energy contest is entitled to laureates of Kyoto prize, Max Planck prize, Wolf Prize, Balzan prize; laure-ates of Nobel prize in physics or chemistry; laureates of Global Energy Prize, mem-bers of the following sciences sections of RAS: Earth, Physical Science, Chemistry and Material Sciences, Energetics, Mechanics and Engineering, Control Processes, as well as foreign members of the above sections; scientists invited specially by International Award Committee . No independent nomination allowed

S tatistics of 2010 revealed that for eight years of its existence, Global Energy became one of the most famous and prestigious top level international awards . Nowadays

its laureates are 22 most famous scientists from 9 countries: Great Britain, Germany, Iceland, Canada, Russia, U .S .A ., Ukraine, France, Japan

About 1500 scientists from 45 countries nom-inated candidates for the prize in 2010 . All in all, 68 projects from 45 countries were nominated this year (compared to 17 nominees from 7 countries in 2003) . 2010 Global Energy prize-giving ceremony and Laureates Week dedicated thereto have been traditionally held in Saint-Petersburg in June. It has been a remarkable event in the framework of International Economic Forum held in Saint Petersburg, at the same time proving the fact that the prize makes a considerable contribution to world’s scientific and technological progress forming new image of Russia consistent with the country’s role in development of science, economy, environmental care.

T he Laureates Week program was opened with the meeting of 2010 Global Energy laureates, G .E . Partnership Members with the head of Institute of Enectrophysics and Electric Power Phillip Rutberg and institute personnel . The guests visited institute laboratories and

familiarized themselves with industrial and experimental unit for arc gasification and pyrolysis of organic-containing substances, experimental unit for plasma processing and neutralization of high toxicity wastes, unit for researching high-current discharge in hyperdense gases and in streams of generation of x-rays and ultraviolet rays, as well as with other unique equipment developed in the institute .

During the meeting there was hold a “Round Table”, the participants shared their opinions about regarding most topical issues of energetics development and research in the field of global energy . In particular, the “Round Table” par-ticipants discussed use of unique technologies and units developed in the insti-tute which are used for arc gasification of solid and liquid waste, including toxic and hazardous medical waste . The economic and environmental attraction of such projects is very high . The IPE RAS successfully implemented number of projects for companies from the U .S .A ., Italia, Taiwan Israel and other coun-tries . The academician Leontiev noted, that organic fuel, accumulated for hun-dred million years through solar energy is going to remain one of the major sources for energy production . It is going to take time to achieve fundamental changes in the energetcs field, but the topic of renewable energy sources and their positive impact on the environment is very topical, the Global Energy laureate said .

Energy of Thought Theoretical and Practical Workshop

T heoretical and practical workshop called Energy of Thought traditionally became a highlight of Laureates Week . The workshop opened on June 16 in Saint Petersburg State Polytechnic University (SPSPU) at packed audience . Lectures delivered by Global Energy 2010 laureates were the

central event of the workshop, during which B . Paton and A Leontiev described their awarded projects .

Global Energy laureate B . Paton during his lecture in SPSPU evaluated devel-opment of energetics in the Ukraine and in the whole world . He underlined, that as in near-term prospect the primary energy used for industrial and daily pur-poses will be electricity, efficient use of which is a key issue of national economy growth . Speaking of energy saving measures the Ukrainian laureate specially gave special stress on necessity to decrease energy used for lighting, pointing at the fact that 30% of world’s energy consumption is still related to lighting . In his opinion the renewable sources of energy have considerable potential of energy saving .

A . Leontiev, the prize laureate described his surveys in the field of intensifica-tion of thermoexchange processes in power units allowing to cut costs in several field of power industry . According to his estimates, thermal power plant shall have the major energy supplying role in the world by 2030, hydroelectric plants and atomic power plant will follow accordingly on the second and third places, the least share in the energy generation will be owned by renewable sources of energy .

Energy of Youth Laureates’ Address

After Global Energy laureates reported on their projects the word was taken by young Russian scientists – laureates of Energy of Youth, who received grants from the Partnership in 2008 for scientific developments in the field of energetics . The winners

presented technologies reducing energy consumption on transportation of oil and petroleum products through pipeline by 40%, defined new approaches to the issues related to safe handling of radioactive waste and spent nuclear fuel, presented mobile heating devices designed for working during winter period when servicing oil and gas producing equipment, etc .

The workshop was led by Global Energy International Award Com-mittee members: SPSPU rector, corresponding member of Russian Acad-emy of Sciences M . Fedorov and foreign member of the Russian Academy of Sciences V . Kvint . Also, there participated RAS academician, president of SPSPU U . One of the most important events of the Laureates Week is the reception in the honor of laureates. The laureates were appraised on June 18, 2010 in the mansion that earlier belonged to Eliseev family – one of the largest residences of the tsarist Russian capital. The ceremony welcomed over 100 guests – laureates and their families, ambassadors, notable scientist, top level officials and members of Global Energy Non-commercial Partnership climbed the magnificent stairs to the spacious hall.In the solemn atmosphere the laureates received diplomas and lapel badges made from high grade gold encrusted with brilliant. These memorable attributes were an addition to awards the laureates had received from the President of Russia some hours earlier. The Events held by the Partnership dedicated to Global Energy Prize-giving Ceremony, pushed towards giving special attention to solving up-to-date and severe problems, analyzing tendencies of power development in the global view.

Global Energy Session: Gas Market Future

G lobal Energy Prize was preceded by the Global Energy Session: Gas Market Future, participated by managers of the world’s largest power companies, government representatives and famous analysts of the power

market: the Russian Federation Vice-Premier Igor Sechin, Chairman of IHS Cambridge Energy Research Associates Inc Daniel Yergin, Deputy Executive Director International Energy Agency, etc . The Global Energy prize-giving ceremony was a good reason for the forum participants to discuss not only the future of the gas market, but other topical issues of power industry as well .

Honoring the Global Energy laureates, the President Dmi-try Medvedev, marked high level of ethic reliability of scientists, dealing with energetics problems . The Global Energy President Igor Lobovsky made a report on the first international forum called Energy Efficiency in Russia organized by Adam Smith Conferences in Moscow . T he prize-giving ceremony honoring laureates of VII Energy of Youth contest has been held in Moscow on December 16 . Young Scientists from dozens Russian cities applied for grants, but

the Commission of Experts selected the most perspective only . Six associations of young scientists won in 2010; they received commemorative diplomas and grants equal to 3 million rubles .

About the Energy of youthEnergy of Youth contest is held by the Global Energy among the specialized and scientific educational institutions of the Russian Federation since 2004. Its purpose is to develop scientific progress in Russia in the field of energetics and to attract young scientist towards scientific research in this strategically important field.The grant period is 2 years, at the expiration the contest winners deliver reports at theoretical and practical workshop called Energy of Thought, which is organized annually during Global Energy Laureates Week.The contest is a good opportunity for young scientists to make a statement, make the first step on the path towards creation and implementation of innovative ideas and projects. 888 scientists from 85 cities and towns of Russia have participated in this contest since 2004. 139 winners from 32 research centers of our country received direct financial support of their projects. E nergy of knowledge is a new program of Global Energy, which was launched in 2010 . The main goals of the program is to form positive perception of atomic industry for youth and to reveal the potential

of young scientists, helping to solve the problem of human resources lack in Russian power industry .

The program is held together with Rosatom (Information Center of the Nuclear Branch Independent Non-commercial Organization) and National Nuclear Research University MEPHI .

In the framework of this program there was started a cycle of monthly interactive lectures performed by laureates of Global Energy prize for students and postgraduates of leading Russian universities . The first lecture was given by the president of national R&D center “Kurchatovsky institute”, laureate of the Global Energy Prize academician of Russian Academy of Sciences, E . Velekhov on October 13, 2010 in National Research Nuclear University MEPHI . In the lecture devoted to “Thermo-nuclear energetics of the future - perspectives of development”, Velikhov disclosed the earlier unknown details of tokamaks’ history . The lecture was broadcast live in 23 Russian universities and on the Internet .

Answering the students’ questions, Velikhov named several perspective directions of international projects for Russian scientists to participate in, soon these projects will require young qualified specialists: plasma containment physics, thermonuclear plasma diagnostics, interaction of plasma and the surface, information logging management systems, radiation physics of solid bodies . Evgeniy Velikhov was asked questions from Saint Petersburg State Technological Institute, Tomsk Polytechnic Unyversity, Obninsk Institute for Nuclear Power Engineering, Donskoy State Technical University, Voronezh State University, etc .

The second lecture with the topic “Energetic reactors with fast neutrons . Conditions and perspectives for perfection” was performed by the famous Russian scientist, Global Energy laureate, creator of atomic en-ergy plants for famous nuclear ice-breakers and submarines, academician of Russian Academy of Sciences F . Mitenkov on December 16, 2010 . Roughly estimated, the lectures were lis-tened by 10,000 people .

Summarizing the results of lectures the students, post-graduates and teachers from 23 cities of Russia expressed living interest towards continuing the project and discussing several issues of fundamental and applied science during meetings with famous Russian and foreign scientists .

Energy of Kids

T he Global Energy partnership holds all-Russian Energy of Kids Contest since 2008 . The participants are kids of 3 age groups: children aged 5 to 17 are invited for participation . The contest is open, kids

from Russia and other countries of the world can participate .The main goals of Energy of Kids is popularization en-

ergetics among kids and youth, forming positive and reliable attitude towards this field of man’s activity, development of creative thinking .

Due to big amount of projects, the organizers decided to have two phases of the contest since 2010: regional and national . The best projects screened by the jury in the regions of Russia are go-ing to Moscow to participate in the second phase of the contest .

Energy of Kids. All-russian Children’s Energy Project Contest Prize-Giving Ceremony 2009.

Energy of Kids Prize-giving Ceremony was hold on March 17, 2010 in Rumyantzev library (Pashkov house) . Nine winners from different places of Russia received Energy of Kids statuettes, hononary diplomas and gifts . A Grand Prix winner, Anastasiya Kochetkova from Bugulma received prize money as well . The special guests of the ceremony were representatives of Federal Districts, notable figures of science, culture and art .

In his speech greeting participants and guests of the ceremony, the President of the Russian Fed-eration Dmitry Medvedev marked that this is a “wonderful possibility for young talents to show their mastership to wide audience, open new bor-ders of their abilities and make first steps towards their professional recognition” . The greeting speech was read by E . Usufov, special representative of the Russian President for international cooperation in the energy sector .

Contest Statistics

Over 2500 kids aged 5 to 17 sent their projects from different places of Russia to participate in the contest. The majority of them studies in the centers for scientific and technical creative work and in schools of art. Many projects were received from village schools of Altai region, Kemerovo region and Far East.

“When I learnt I would have a trip to Moscow, when I learnt I had won the contest, I had a feeling of joy mixed with reliability and gratitude. Winning this prestigious contest gave me energy of confidence, became an incitement towards new artwork. What was there a year ago? Wonderfully organized program of Moscow visit, solemnity and friendly atmosphere of prize-giving ceremony. Also I had a unique chance to get acquainted with famous people. I memorized Yuriy Vyazemsky’s words: “All kids a born genius, it is important to uncover this talent”. So I am sure, the Kids Energy uncovers such talents of ours …”

Energy of Word

«Energy of word is a media contest established by Global Energy Partnership in 2004 to appreciate the mass media, and individual journalists for their contribution into popularization of enegetics issues . We have made a decision to completely renew it in 2010 and nowadays it is conducted together with the Presszvaniye, International

Award of Business Journalism .We concluded the partnership agreement in November 2010 between the executive di-

rectorate of Pressavaniye and the Global Energy Prize . Among the special nominations of the contest there is Energy of Word, dedicated to journalists, maintaining topics of scientific find-ings in the field of energetics . The partners status presupposes organization of monitoring in the new scale, involving different business and specialized media . The goal is to find publica-tions in different mass media of different countries directly related to finding solutions for the most important global energy problems .

The preparatory work with participation of Public ru will start in November 2010 . The wrap up will be on April 20, 2011, the laureates of Energy of Word nomination of Pressz-vaniye contest will receive their awards during Laureates Week .

Positioning the Prize: Mass Media

O ne of the most important tasks of the Partnership is to broadly inform the society of humanistic trend of Global Energy, its role for the development of world’s power science, laureates input to the development of global energy of mankind . During 2010 the mass media marked the sustained

development of the prize, it’s high status, they also paid attention to other programs of the partnership .

Besides the traditional forms of interaction with the mass media, such as brief-ings and press conferences held on the eve of the notable events, there were im-plemented several major projects in 2010 . Thus, Global Energy laureates and the members of International Award Committee answered the most topical questions of the Guardian’s readers . The material was published under the title “The leading scientists answering the most difficult questions” . The Guardian offered its readers to ask a question eight notable scientists in the filed of energy . The poll conducted on the news paper’s internet site, the most visited site among British newspapers obtained over 500 questions . But only 10 best questions were asked to the famous scientists . The matter was so much demanded, that it was fully or partially reprinted in over 200 publications on all continents .

In November 2010 there started filming a series of broadcasts called “Acad-emy” by “Kultura” channel, in which viewers will see notable laureates of Global Energy and the young scientists who obtained Energy of Youth grants . The series of shows was dedicated to problems of modern energetics and the branch develop-ment prospectives . The Partnership plans for the coming year to enlarge the part-nership with the mass media, both Russian and foreign . All in all, 8221 articles were published since the Prize was established .

Global Energy Plans and Perspectives for 2011

Based on tendencies and events of the reported year, it is possible to draw conclusion that the major directions is the development of energetics in 2011 are still the safety, efficiency and environmental friendliness of energetics, as well as breeding the solicitous attitude towards power and environmental resources of the planet. In this respect the Partnership set the following tasks for 2011:

Increasing practical significancy of surveys and projects, motivating scientist to search for solutions for power and environmental issues, including correlation of Global Energy programs with topical development tasks of the country and the world . The practical significancy will be stressed upon when defining issues and selecting contests winners, when forming Global Energy events programs agenda, including conferences and workshops, contests for young scientists (Energy of Youth contest), school children (all-Russian Energy of Kids contest), journalists and mass media representatives (Energy of Word contest under the aegis of Presszvaniye, International Award of Business Journalism), etc .

Popularizing Lean Power, modern technologies and approaches towards energy saving, reducing losses, implementation of new power technologies and breeding reliable attitude towards resources

Expanding Work with Society and mass media with the purpose of breeding reliable attitude towards resources within the local communities, companies and enterprises, forming competent energy saving policy .

Traditionally, the partnership will develop its youth Direction, cooperating to education of new generation of cecialists for the field of energetics, increasing support of youth power research projects, facilitating sharing of the experience by Global Energy laureates and program winners and the youth .

Strengthening the Status of the Global Energy, increasing its importance in Russia and abroad, promotion of the prize in Russia and abroad . Fulfilling this purpose, we will present the prize at the most important international events in the field of energy, expanding the base of scientists with right to nominate candidates for the prize .

Exapanding Collaboration with Leading International Institutions of energy field, development and implementation of joint project, aimed at increase of energy security, development of alternative power and renewable sources of energy, solving other topical issues of energy field .
