The Kansas Children’s Service League

is a statewide not-for-profit agency

with a mission to protect and

promote the well-being of children.

Childhood is a time of wishes. Blowing out all

the candles on a birthday cake. Wishing on a

shooting star on a warm summer’s evening.

When you find that magical 4-leaf clover.

Of course it takes more than a lucky penny or a

wayward star to make wishes come true. Especially if

you are a child who has experienced abuse or neglect

or are a family struggling to do the right things for your

kids. You need help – tangible and immediate. That’s

where the Kansas Children’s Service League comes in.

No, we’re not a fairy godmother. And we don’t have

a magic wand. What we do have is a committed group

of staff, foster parents and volunteers who are dedicated

to the League’s mission of protecting and promoting

the well-being of children. That, joined by our history

and experience, partnerships with other organizations

and groups across the state, and ongoing support by

donors like you, ensures our success – and in turn the

success of the children and families we serve. But, oh

how sometimes we wish we had a magic wand!

The year 2005 was an equally challenging and

rewarding one for the League. Early in the year we

learned about changes to our state contracts for child

welfare services that impacted everything from our

budget to staffing levels to office locations. The first

six months of the year were consumed by planning

and executing this transition with an ultimate goal –

which was eventually achieved – of ensuring the safety,

ongoing services, and permanency planning for the

nearly 2,200 children affected by this change.

Simultaneously, and throughout the second half of

the year, we were engaged in planning for the future of

the League, exploring opportunities for growth and

better integration of services to continuously improve

services to children and families. Our long-range strategic

plan had set a roadmap for the League with increased

focus on programs for at-risk families, child abuse

prevention activities, and finding and supporting families

for children in need of foster care or adoption. By year’s

end we emerged stronger and more motivated than ever

to build upon our areas of expertise to better serve the

needs of children and families in Kansas.

In 2005 we also saw a renewed commitment to

the KCSL Foundation, energized by the appointment

of state leader Janet Schalansky as president. As we

move through 2006 and beyond, the growth of the

foundation’s assets and its subsequent ability to help

fund existing and new League programs will be

paramount to our capacity to serve an ever-increasing

number of at-risk families and children affected by

substance abuse, poverty and other challenges.

Wishes indeed do come true. In this report we’ll

tell you about just a few of them. But there are so

many other stories to tell – and so many other wishes

Every parent wishes the best for their kids. Part of their job is to

help them prepare for the future by giving them the tools they

will need to be successful. The League is there to help. We

assist new parents with information and support that

promotes child development, positive health and

safety habits, as well as prepares preschoolers

for kindergarten by teaching them their ABCs

and 123s – and a whole lot more. Head

Start programs encourage family

togetherness by educating

parents about how to help

their children achieve

their best.

When Joy and Robert Phillips adopted their foster

children Noah and Hope in spring 2003, their wish

was to give them a safe, loving home that would

allow them to achieve their full potential. Later that

year, they enrolled the children in the League’s Head

Start program – a child development program for

3- and 4-year-old children in Western Kansas.

“My dream is for Noah and Hope to overcome

their challenges to make them ready for kindergarten,”

explains Joy. “Head Start has really helped our

children thrive, and has placed them on the right

track towards achieving school readiness.”

Noah and Hope learn more and more each day.

Both children can write their names. They know

their shapes, colors and alphabet.

The Head Start program focuses on involving

parents in their children’s education. Parents are

invited to attend parent meetings and work with

teachers and therapists on techniques that will fit

the child’s specific needs.

“Our children’s education is a team effort,”

says Robert. “The staff really keeps us informed

and involved with our children’s schooling.

It is wonderful to have the therapists, teachers

and parents work together as a team to achieve

what is best for both family and child.”

16-year-old Heath away. Adopted along with his

now 9-year-old sister Sunnie in May 2005, Heath

knew exactly what he wanted from his new family.

First and foremost, a family who would keep him

and his little sister together. But also one who

would support his involvement in the activities

he enjoys and who would be in a stable position

to help him reach his goals.

He found all of this and more in his new parents,

Mike and Brenda Helmer. Now Heath’s dream to

go to college is on the verge of becoming a reality,

as the high school junior prepares for his entrance

recruit, prepare and support the forever family, thus helping give that childthe positi

ve home they deserve.

“As an educator, I present different perspectives

on parenting,” she says, referring to the various

parenting techniques that are presented in her

and other League parent education classes.

“However, I feel one of the most important roles

I play is as an advocate for my parents.”

“Oftentimes, the parents I work with don’t believe

they are capable of being good parents,” she said.

“What they need to hear is that what they are

already doing or what they believe that they should

be doing is ‘right.’ That, along with giving them

the tools they need to make some simple but

meaningful changes, helps them to see and believe

that not only can they be an effective parent, but

they can actually better enjoy their role as a parent.”

And, according to Alexander, putting the joy back into

parenting can lead to a host of positive changes in the

parents’ lives that brings about stability in the lives of

their children – an important indicator of future success.

“I know I’ve made a difference when parents

connect the importance of praising and valuing their

children to their own ability to be comfortable and

excited about their role as a parent.”

The Rolph family has come a long way over the years.

Having grown up in poverty, working paper routes and

odd jobs in their free time and after school, siblings

Darrel, Darlene and David have overcome adversity

and built successful businesses. Their strong work ethic,

as well as dedication to family and to helping others,

has impacted the Kansas Children’s Service League.

Twenty-five years ago Darlene Knorr became

involved with the League as a member of the

Board of Directors. Knorr explains, “It is a wonderful

opportunity to work with an organization that

helps children who need support.”

Knorr inspired her brothers, Darrel and David,

to become involved with the League. David says,

“The League really focuses on what our family wants

to promote – building strong families and helping

children achieve their fullest potential.”

Today, David and Darlene are members of the

KCSL Foundation Board of Trustees. As a family, the

Rolphs not only contribute their financial gifts to

the League, but they volunteer their time as well.

David and Darrel own 49 Carlos O’Kelly’s restaurants

in 11 states. Carlos O’Kelly’s has hosted the Red

Stocking Breakfast fundraiser for the League in Wichita

for 15 years and for 13 years in Topeka. Last year, the

events raised more than $40,000 to fund League

prevention programs and services.

“My hope for the League is that it continues to

touch more and more lives each year,” says David.

“We are who we are because of the support and

love of our family. A community is only as strong

as the families in it, and the resources the League

brings to strengthen families also strengthens

communities across Kansas.”
