stud development plan ‘threatens’ green wedgeWhittlesea

Melbourne’s green wedge zone is being threatened by the proposed development of Whittlesea’s Mornmoot Stud, according to a planning expert.

� e owners of the 124-hectare thoroughbred stud in Wildwood Road have o� ered to transfer part of the land, including a historic homestead and library, to the Whittlesea council and help fund ongoing maintenance by selling more land for a proposed 80-lot development.

Robert and Roshni � ompson say the homestead and grounds could be used as a function centre and the western part of the property, including a lake, could be parkland. � e total land for transfer is 43 hectares.

� e � ompsons say a fund for the land’s upkeep will come from the sale of the rest of the land, which they propose as a low-density equine-based subdivision with lots from 0.5 hectares to 1.2 hectares .

� e property was auctioned in 2012 with an asking price of more than $7 million. But it was passed in. It has been placed within the green wedge zone, which requires minimum lot sizes of 40 hectares.

At last week’s council meeting, councillors

acknowledged the cultural and heritage signi� cance of the property but resolved not to make a decision on the � ompsons’ proposal before seeking more information.

Mr � ompson said the proposal was about preserving the library and homestead.

“I want to raise funds for the library. If we don’t do something about it it’s going to disappear,” he said.

Cr Adrian Spinelli spoke about the site’s potential but said he was concerned it could become a community liability.

“ By engaging in an agreement with the current owners, what is council taking on? “ he asked.“We don’t have the � gures and the potential liability and cost to the community.”

Professor of Environment and Planning at RMIT University, Michael Buxton, said if the council went ahead with the transfer it would be a betrayal of long-term strategic planning.

“[� e land] is a critical part of the green wedge zone and its loss would be a blow to the concept of the green wedge ,” he said.

Wildwood Road resident Geo� Baker said he’d be surprised if the proposal got o� the ground. “� e whole proposal is on the basis that he [Mr � ompson] can get the land rezoned,” he said. \

Being healthy is core curriculum for Hume teachers and educators.

Learning about healthy living starts early in Melbourne’s north, which has among the highest rates of obesity, heart disease and diabetes in Australia.

During the last week of the � rst term, grade 3-4 pupils at Holy Child Primary School in Dallas held a healthy living and well-being expo to celebrate their learning and demonstrate the practical results to the rest of the school, and parents.

Stalls were set up and workshops held highlighting the importance of both body and mind health, and how the everyday choices we make are vital for long and happy lives.

Plates of fruit and other healthy snacks were shared and kilojoules burnt o� with tugs of war and other games involving teamwork.

Whittlesea council is calling for nationwide mandatory gambling reforms, including a maximum allowable bet on gaming machines of $1 per spin with maximum $120 losses per hour.

� e council is also against allowing gaming machine licences in growth areas such as Epping North, South Morang, Mernda and Doreen. � e council will bring gambling reforms to the agenda at the next national and state meetings of local governments.

Recommendations from the Australian Productivity Commission’s 2010 gambling report and the 2011 Parliamentary Joint Select Committee on Gambling Reform report will be submitted for inclusion in the business papers for the 2014 Australian Local Government Association’s (ALGA) national general assembly and the 2014 Municipal Association of Victoria’s (MAV) state council meeting. � e MAV meeting is on May 16 .

Whittlesea councillor Sam Alessi said it was important that the council raise the issue of gambling whenever it was given the opportunity to do so.

“ We as a council are revamping our policy

in relation to gaming, but it needs to be seen as a public health issue,” Cr Alessi said. “I fully support the motions that have been put forward by us to those two organisations.”

� e council’s motion, “A Public Health Approach to Gambling,” requests the Commonwealth government “not renege on its decision to implement the modest gambling reforms stipulated in the Social

Services and Other Legislation Amendment Bill 2013”.

It also asks to minimise and prevent harm from gambling by implementing nationwide mandatory reforms.

� e council has called on the federal government to implement the

mandatory electronic gaming machine pre-commitment scheme “and not reverse the gains made to date”.

Data from the Victorian Commission for Gambling and Liquor Regulation reveals that Epping Plaza Hotel raked in more than $21 million for 2012-13, the highest amount of money spent on pokies in the state.

In the municipality, punters have so far lost $63.9 million in the 2013-14 � nancial year, compared with $93.2 million the previous � nancial year. \

Youth unemployment in Melbourne’s north continues to spiral as new jobs � gures expose a stagnant Victorian market and an economy “in transition”.

While unemployment dropped across the country last month, state Labor spokesman Tim Pallas said Victoria’s jobless rate was at a 10-year high.

Bureau of Statistics � gures show youth unemployment hit 15.4 per cent in Melbourne’s north-west and 13.3 per cent in the north-east, while the state average was 12.4 per cent.

Blaming “savage” funding cuts to the TAFE sector that had slashed expenditure on teaching and course selection, Mr Pallas criticised Premier Denis Napthine for “not having a plan” to bring the state’s economy out of its doldrums.

“Victoria used to be number one. Now we’ve fallen behind,” Mr Pallas said.

Meanwhile, a third Ford transition industry fund project for Melbourne’s north was announced by Manufacturing Minister David Hodgett last week.

Financed through the Melbourne North Industry Innovation Fund (MNIIF), the latest

grant of $700,000 was awarded to Alepat Taylor, one of Melbourne’s leading wine, spirit and sparkling drinks suppliers.

� e grant will provide 14 new jobs and support a $2 million installation of a new bottling line to increase production capacity.

� e previous week, a grant of $34,500 was given to Coburg company Giorgio Dental to buy and install a new dental scanner and a

CAD-CAM machine, which will improve the quality and e� ciency of its

prosthesis products.Mr Hodgett said MNIIF and the

Geelong Region Innovation and Investment Fund (GRIIF) were keystones of a tripartite agreement

between the federal and state governments and Ford Australia . � ey

aimed to seed new skilled jobs to replace those being lost by the collapse of Australian car manufacturing.

MNIIF and GRIIF both have $24.5 million to boost economic activity in areas a� ected by the closure of Ford plants in Campbell� eld and Geelong by the end of 2016.

Ford will hold an all-day Jobs Fair at Campbell� eld on April 29 with businesses that are currently recruiting or have future job opportunities. \

My shoutIt’s time the major political parties stopped automatically taking opposing positions on big-ticket infrastructure items such as east-west link, metro rail and the new port of Melbourne. How will we have any certainty and progress if such projects are constantly threatened by a change of government? Further confusion comes from Canberra where state projects end up being fodder for ill-conceived federal election promises.

It’s time for an independent infrastructure advisory board to be set up that decides where, when and how key state projects are to be built based on economic, environmental, social and practical considerations. In the case of the new port, there are merits for each option but what we need is a decision that will be most bene� cial to the entire state, not just a few local MPs. These projects are too big to get wrong. \

■ Last Tuesday, April 8 , was the day that our emergency services workers had been dreading. A 50-year-old woman lost her life when her sedan and a truck collided on Yan Yean Road. CFA volunteers, police, SES and paramedics have been attending increasingly serious motor vehicle crashes on this road all too regularly.

The impasse on funding responsibility for the upgrade of Yan Yean Road must end now. A bipartisan pact is urgently needed to transfer funding responsibility from cash-strapped Nillumbik shire to the state government.

Those of us who use this increasingly congested and hazardous road each day know that it operates and functions as an arterial road – not a feeder road and de� nitely not a local road.

Yan Yean Road was programmed to become a state responsibility between Kurrak and Bridge Inn roads as the population grew . Late last year, without consultation with the community, Nillumbik or Whittlesea

councils, Yan Yean Road was taken off the pending arterial road list, condemned to remain a designated local road for many years to come.

Now is the time to ensure that this tragic death is the last. I call on the state government, together with both local councils, to unite in strong agreement with me and the whole community that Yan Yean Road be declared a state arterial road immediately and then funds be allocated to � x this fatal menace. COALITION BACKS HEALTH

■ The Victorian Labor opposition has been making a lot of noise about funding cuts to Victoria’s hospitals.

Opposition leader Daniel Andrews should be embarrassed because the � gures he is quoting are the cuts that the Rudd and Gillard governments wanted to make to our hospitals. It was the Victorian Coalition government that fought these Labor cuts. The Coalition government is investing a record $14.3 billion in our health system .

We are also spending more than $4.5 billion on health infrastructure .

The federal Labor government cut funding to Northern Health by $13.5 million, whereas the Coalition increased Northern Health funding to $70.1 million.

Victorian business leaders and local governments are being called upon by the Victorian Road Safety Partnership alliance to help stamp out road trauma .

On May 1, the alliance will host a symposium, Towards Zero Road Safety Leadership, at which it will seek the help of community leaders to achieve its goal of zero deaths and serious injuries on our roads.

Chief executive o� cers from Whittlesea and Hume councils have been invited to the Australia-� rst event, along with other local council CEOs and heads of major corporate organisations.

� e conference is modelled on a Swedish initiative that has helped the Scandinavian nation consistently achieve one of the lowest road tolls in the world.

Victorian road safety partners – the Transport Accident Commission, Victoria Police, VicRoads and the Department of Justice – will host the conference, which will focus on the state government’s philosophy on road safety, � e Safe System.

� e ‘system’ is based on the premise that whole communities take responsibility

for road safety. TAC chief executive o� cer Janet Dore says community leaders have an important role to play. “We have the know how and the technology to signi� cantly reduce the 6 000 serious injuries we see each year,” she said.

International experts at the symposium will include Dutch professor Fred Wegman, who has been at the forefront of ‘safe

system’ research , and Sweden’s Anders Lie, an expert on research

into achieving zero fatalities on the roads. Trauma surgeon at � e Alfred hospital and director of the National Trauma Research

Institute, Russell Gruen, will discuss the urgent need to reduce

serious injuries .Last week, Victoria Police launched

its “Road to Zero – it starts with you” campaign to encourage everyone to aim for zero deaths and zero serious injuries on Victorian roads.

� roughout April, May and June, police will blitz the state’s roads with operations aimed at improving driver behaviour and enforcing road rules.

A� er two years of works, six lanes are open along the ring road between Edgars and Plenty roads in Bundoora.

� e additional lane in each direction opened last � ursday, just in time for the Easter break.

It’s the third section of the ring road to be upgraded and is part of a 23-kilometre stretch jointly funded by a $1.1 billion federal and state governments package.

� ere are now three lanes each way, with four lanes at interchanges.

Victorian parliamentary secretary for transport Gary Blackwood said the opening would make it easier for the road network to cope with surrounding growth areas .

“� is ambitious project included the laying of 93,000 tonnes of asphalt through more than 6000 truck trips and pouring of 19,550 cubic metres of concrete, which is enough to � ll about eight Olympic-size swimming pools,” Mr Blackwood said. \ LC

petition seeks halt to sunbury secessionSunbury

Residents groups are circulating a petition calling for a halt to the state government’s Sunbury-out-of-Hume process.

� e petition, organised by the Broadmeadows Progress Association (BPA) and Tullamarine Action Group, calls for a review of the process. It is aimed at Premier Denis Napthine.

BPA spokeswoman Sonja Rutherford said the petition cited increasing confusion because of a “lack of clear and accessible information” and “impossible timelines”.

“� ere are signi� cant changes to the criteria on which residents voted in the Sunbury poll,” the petition says.

In a letter to the Weekly editor last week, the pro-split Sunbury Residents Association president Bernie O’Farrell said a key issue for his group was the inclusion of Melbourne airport in the new Sunbury municipality.

“We need to be ready to counteract the few who have not accepted the democratic wishes of the majority of Sunbury residents, ” the letter said.

But Ms Rutherford said including the airport in a new Sunbury shire did not have a mandate from residents and ratepayers.

“� is is like a divorce where only one

side is being heard,” she said. “We don’t want an unhappy parting, but they can’t take the family jewels.” She said the current consultation was “blatantly biased towards Sunbury residents”. “� e consultation meetings allow for 12 hours, including day and night meeting times, in Sunbury and six hours during daytime-only in

Diggers Rest, Tullamarine, Craigieburn and Broadmeadows,” Ms Rutherford said.

She said people who wanted to know more about the petition could phone 9309 6296.

� irty artworks have been installed in � omastown to commemorate the rollout of an energy-e� cient lighting scheme that will have almost 7000 street lamps upgraded in the Whittlesea municipality over the next two years.

Young artists from the council-run a� er-school program Baseline created the

environmentally inspired artworks , which have been overlaid onto the pavement along Highlands Road and High Street in � omastown. It’s here that the � rst streetlights will be replaced as part of the $2.6 million Energy E� cient Streets and Libraries Project.

� e project is estimated to save about $387,000 each year in electricity bills . \

A six-goal burst in the � nal quarter ensured Tullamarine remained unbeaten in division 1 on Saturday.

A� er three tightly contested three quarters against Oak Park, Tullamarine led by two points a� er being ahead by 16 at quarter-time and trailing by seven at half-time.

But Tullamarine dominated the � nal term, booting six goals to one to win 15.12 (102) to 10.8 (68). Michael Egan and Sean Doyle both kicked three.

Westmeadows bounced back from an opening round loss with a gigantic 123-point hammering of Craigieburn.

� e � rst half was relatively even, Westmeadows leading by eight points at quarter-time and 19 at half-time, thanks to some inaccurate kicking.

But they slammed home 10 goals to one in the third to take a 75-point lead and completely kill o� the contest.

Another eight in the � nal term sealed a percentage-boosting 23.18 (156) to 4.11 (35) win, with Ibrahim Atik and Robert Mullen both kicking � ve.

Poor kicking for goal cost Glenroy a chance of victory against Taylors Lakes.

‘unfit’ premiers crash againedfl

Greenvale’s poor start to the premiership defence continued on Saturday, the coach raising questions about � tness a� er the Jets went down by 23 points to Avondale Heights.

� e premier division match at Canning Reserve ebbed and � owed all a� ernoon, with both sides getting on a roll and kicking numerous consecutive goals at some point.

But it was the home side which defended better to take the points 18.9 (117) to 14.10 (94).

� e result consigns Greenvale to a 0-2 start to the season.

Avondale Heights took the � rst chance to kick with a steady breeze and made the most of it by booting seven goals to one in the opening term as the home side dominated the clearances and ran in waves down the ground.

Josh Free was a dominant player for Avondale Heights early, with his bullocking work down the middle, the ball o� en ending in the hands of full forward Patrick Rose, who looked set for a big day from the start.

With the change of ends in the second term Greenvale roared back into the game, kicking goals from long range and opening up the forward line to draw within � ve points of the hosts by the long break.

But that was as close as it got for the rest of the game, Greenvale scoring just three points in the third as the Heights opened up another

sizeable lead, this time 29 points, by the � nal change.

Kicking with the wind in the � nal quarter, Greenvale had its chance to run over the top of the home side, but quick goals to Josh Grabowski and Rose – who � nished with eight – soon put the game out of reach.

A � urry of late goals to Greenvale so� ened the blow, but it was the home players who

were singing the song at the � nal siren.

Greenvale coach Adam McPhee said his side was still adjusting to some new structures and needed to improve � tness to get its season back on track.

“� ere are still some teething issues and we have to change

behaviours because there are still some old behaviours creeping in,” he said.

“Once we get it together it works and we showed that in the second term.

“And I think a few guys need to work on their � tness, that’s without doubt. Fitness is the number one thing for me and if you’re not � t you can’t play.” \

Old Paradians recovered from a triple-� gure thumping in round 1 to beat Ivanhoe 12.8 (80) to 6.12 (48) in their second match in division 2 on Saturday.

Ivanhoe got the jump at Ivanhoe Park, kicking the only two goals of the � rst term to take an 11-point lead by quarter-time.

But Old Paradians took the game by the scru� of the neck in the second quarter, seven goals to one giving them the lead by 24 at the halfway point.

Neither team could make any major scoreboard impact in the third quarter,

with Old Paradians still leading by 20 points at three-quarter time.

Four goals to two in the last gave Paradians their � rst win of the season, David Boundy kicking seven.

La Trobe University was no match for Richmond Central in a low-scoring game in division 3, going down 7.16 (58) to 5.10 (40).

Brayden Beks was the only multiple goalkicker for La Trobe, booting two.

Two of La Trobe’s � ve goals came in the � rst term as Central controlled the game from start to � nish.

Bundoora’s brilliant start to the Northern Football League season continued on Saturday, the Bulls beating Montmorency 19.13 (127) to 13.11 (89) in a rematch of last season’s grand � nal.

� e Magpies led by two points at quarter-time but managed only one goal in the second quarter as Bundoora skipped to a 27-point half-time lead.

� e Bulls controlled much of the second half, booting six goals in the third quarter and � ve in the last in the 38-point win. Cameron Cloke was best on ground with seven goals, with Gary Moorcro� snaring four.

Whittlesea fell four points short of an inaugural division 1 victory against Heidelberg. A low-scoring game for three quarters, there were nine goals in the � nal term, with the Tigers just edging out the Eagles 11.14 (80) to 11.11 (77).

In division 2, Lalor enjoyed a 16.16 (112) to 8.6 (54) win against Hurstbridge, Spencer Christopher leading the way with four goals.

A strong defensive display from Epping gave the Blues a 12.15 (87) to 9.11 (65) win against Panton Hill.

slow start sinks ranges againsoccer

Another slow start con� ned Whittlesea Ranges to a 4-2 defeat against Avondale Heights in the National Premier Leagues Victoria on Saturday a� ernoon.

Ranges were lethargic from the start against the might of Avondale and they trailed 2-0 at half-time a� er struggling to make any sort of impact in attack.

A more committed performance in the second half saw the Ranges score twice, through Ahmet Turer and Stjepan Trbuhovich, but they were unable to prevent Avondale scoring two more of its own.

Oleksiy Khrapko hit the back of the net twice for the Heights, with Jason Principato and Andrew Le Page scoring once each.

� e loss dropped the Ranges to 10th on the NPL1 table, with a win, two losses and a draw.

Secretary Sergio Costanzo said it was a case of “same old, same old”.

“It was very disappointing but again it comes down to youthful inexperience,” he said.

“We had a very slow start again. “� e coach had a nice chat to the players

in the rooms at half-time and we had a better second half but it all comes down to the same thing, inexperience.”

With three of its most experienced players missing the Ranges were on the back foot from the beginning but Costanzo said the second half had given the group con� dence.

“Long term it’s a result that we’ll learn from so we’re not too stressed,” he said.

“We do have a very youthful team and with that comes � tness and endurance and that’s what we got going in the second half.

“We identi� ed that we were running teams down in the second halves of games and that’s exactly what happened.

“Unfortunately we didn’t get the result so, hopefully, we can get our players starting in

the � rst half instead of the second.”It was an action-packed second half at De
