NORADContinuously provide worldwide detection, validation and warning of an
aerospace attack on North America and maintain continental aerospace control, to include peacetime air sovereignty alert and appropriate aerospace defense
measures in response to hostile actions against North America
N-NC IC DirectorateFacilitate the integration and synchronization of Interagency activities to ensure mutual understanding, unity of effort and
full spectrum support to and from NORAD and USNORTHCOM
USNORTHCOMConduct operations to deter, prevent, and defeat threats and aggression aimed
at the United States, its territories, and interests within assigned area of responsibility; as directed by the President or Secretary of Defense, provide
defense support to civil authorities including consequence management operations.

• Global War on Terrorism highlighted need for Interagency Coordination and Unity of Effort at the Combatant Commander (COCOM) level
• COCOM JIACG concept approved by SECDEF Oct 2001 and NSC Deputies’ Committee Feb 2002• Bridges gap between military and civilian
operations
• N-NC stood up a separate IC Directorate as Executive Agent for N-NC Commander’s JIACG
• COCOM JIACGs permanently approved by
SECDEF in August 2003

Commander’s Primary Interagency Forum• Integrates and synchronizes Interagency activities to ensure
mutual understanding, unity of effort and full spectrum support to and from NORAD and USNORTHCOM
• Includes representatives from Interagency partners and all staff elements, components, and COCOMs
• ~60 Agencies have assigned resident and local representatives to the JIACG while an additional 100+ agencies collaborate remotely
• Agency reps work in the Directorates that benefitmost from their synchronization
• Not a separate staff coordination process• Facilitates and is a “Force Multiplier” to the
existing command and staff process

JIACGs were created to:
Recommend, influence, and execute policy, but not to make it.
Establish new Interagency links, but not replace habitual relationships or traditional chain of commands.
Synchronize Interagency activities but not task non-DoD personnel.
