By Law and Rule Change Submits NASMA Seventh Handbook RULES COMMITTEE PROCEDURES

• The Rules Chair posted all rule changes received. • The submitter's name was withheld. Consequently, the merit of the rule change was determined on the justification alone. • When rule changes were submitted on line or by mail, they cannot be changed, even by the chair. If changes were suggested by the

Committee, the submitter must give permission for the change and resubmit it. This maintains the integrity of the submitter and the Committee.

• Submissions were presented to the Committee as submitted with no change to wording, spelling or intent. • The Committee has reviewed each submission and either passed, rejected or tabled the submission with a comment from the committee.

The Rules Chair did not vote unless there was a tie in the voting of the Committee Members which there was not. • Those passed by the Committee will be presented to the BOD approval for Seventh Edition Rule Book. on July 9, 2008 at the Shelbyville

Justification and impact if rule is not changed

Weanlings are required to be registered to get points but they don't count (ever) for that animal. Yearlings get points but they don't count unless the owner/exhibitor pursues a Championship or a Superior and then they are limited. Implementation of this rule just caused every weanling and yearling to fall off of any year-end standing list.

Junior mules can not be shown under saddle at a lope until their third birthday as of January 1.

Justification and impact if rule is not changed

To prevent enjury,physical as well as mental,to young animal. Most two year old mules are not mature enough metaly or physically to endure stress of lope under saddle.

JUSTIFICATION: PAGE 133 Showmanship/Equitation Mulemanship/Donkeymanship These classes are judged on the exhibitor’s ability to fit and show the mule or donkey. These would be considered Amateur or Youth classes in which the points are awarded to the rider/handler/driver and not the animal. # 24 and #25 take care of these classes already. In addition, these classes would not count toward year end high point for the animal, but would for the exhibitor.

COMMITTEE COMMENTS: The Committee feels this would reduce participation in donkey classes.

Recommendations for Change - # 14 Change rule to: Novice Amateur/Disabled Rider NOVICE AMATEUR/DISABLED RIDER DIVISION A. This is a walk/trot only class. After this put in the rules already in the book for novice amateurs B. Disabled riders must be current NASMA members. C. Each participant in the disabled rider competition must be diagnosed with a mental or physical condition attested to by a licensed medical physician. The form must be completed, signed by a licensed medical doctor and returned to NASMA prior to competing in any NASMA approved Disabled Rider competition. D. Eligible Conditions: amputation, anthrogryposis, Asperger’s syndrome, autism, Batten’s disease, cebvrovascular accident(stroke), cerebella ataxia, cerebral palsy, Coffin Lowry syndrome, cystic fibrosis, Down syndrome, dwarfism, fragile X syndrome, Freidrick’s ataxia, Guillan Barre syndrome, hearing impairment, Hunter’s syndrome, juvenile rheumatoid arthritis, mental retardation, multiple sclerosis, muscular dystrophy, post polio syndrome, Prader Willie syndrome, Rhett syndrome, spina bifida, spinal cord injury, Touretts syndrome, traumatic brain injury, trisomy abnormalities, visual impairments. E. Special Adaptive Equipment may be allowed by filling out the special adaptive equipment form. This form must be completed, signed by a NARHA(North American Riding for the Handicapped Association), certified Special Olympic coach, or certified therapeutic riding instructor, indicating the adaptive equipment is required for the participant and returned to NASMA prior to competing in any NASMA approved Disabled Rider competition. F. For the Disabled Rider the mule does not have to be own by the exhibitor or their family. G. There is no point limit for the disabled rider. They may compete in this division as long as they like. H. An exhibitor may not show more than one mule in the same class and a mule cannot be shown by more than one exhibitor in the same class. I. Handlers are required for all classes with one handler per entry in the ring to facilitate the safety of the rider. The handler must be sixteen years of age or older. A halter must be on the mule either over or under the bridle for use by the handler if needed. The handler must have a suitable lead line in hand in case of need. The lead line may not be fastened to the bit. Handlers shall stand quietly as a group in a designated area of the ring unless their assistance is requied and requested by the judge or ring steward.

Justification and impact if rule is not changed JUSTIFICATION: Justification: This is a division that is currently not being used. We have many begining amateurs that are not ready/comfortable with canter/loping. They want to show but do not enter for that reason. NASMA has not had a disabled rider want to show but other orginazation have included them so we should have a system in place before the request comes. This could be used as the optional classes for show management.

COMMITTEE COMMENTS: The Committee feels Novice and Disabled riders should not be in the pen together because of potential accidents and liability. In addition, the Committee recommends appointing an Equestrian Disability Competition Chair to look into how other breeds rules and into legal aspects of the Division. Novice will remain as is in the rule book.

Rewriting of this rule to make it a walk/trot division. Green Mule Division The Green Mule Division is open to any mule that is in the first two years of showing under saddle that has not progressed to the canter. a. The Green Mule Division classes will be limited to Walk/Trot classes. It is recommended that if show management offers a Green Mule Division that at least 3 classes are included (i.e. Western Pleasure, Trail and Hunter Under Saddle). Show management can add other types of Training Level classes at their discretion. b. No mule may be shown by more than one contestant in one event. c. Competing in one NASMA show or more between January and December 31 of a calendar year will count towards a full year of showing. The two years are consecutive and in the event the mule does not show the second year, it is still counted toward the Green Mule Division eligibility. d. There is no starting age limit for this division however; according to the NASMA Handbook, p 59, no mule can be shown before June 15th of his two year old year in under saddle classes. A mule can enter in this division at any age (older than two), as long as he has not been shown in any NASMA sanctioned show in classes that allowed for a canter/lope. e. If the Green Mule Division Classes ARE NOT OFFERED by show management the Green Division Mule CAN SHOW in non-Green Mule Division classes and still keep its eligibility in the Green Mule Division. f. Any mule showing in a Green Mule Division that advances to a non-Green Mule Division class in a show offering Green Mule Division classes will forfeit their Green Mule Division status effective immediately.

COMMITTEE COMMENTS: The Committee feels Green Mule Division should be left as is. A Walk/Trot Specialty class has been approved on page 39.

g. A mule showing in the Green Mule Division classes may show in non-Green Mule Division classes as long as cantering/loping is not required. (i.e. Driving, Reinsmanship and Showmanship). h. All mules showing in the Green Mule Division must be shown with a legal snaffle, bosal or hackamore using two hands. i. Green Mule Division End of the Year High Point award stipulations: 1. The mule must be registered with the association and the rider and owner a current member with the association. 2. To maintain eligibility for end of the year awards a mule can not have been advanced to another division within the same calendar year. i.e. If a mule is advanced to and shown in Open, Amateur, or Youth division, any points accrued in the same year in the Green Mule level will be forfeit.

Justification and impact if rule is not changed Jusitfication: This is a division that is not used at this time. By making it a walk/trot division we would give mules,that have not been shown, time in the arena without the pressure of loping. This would be an optional set of classes for the show management to use.

ADD Reinsmanship to Amateur Classes and Youth Classes REMOVE IT FROM Driving Classes

Justification and impact if rule is not changed

JUSTIFICATION: Reinsmanship is judged on the driver's/whip's ability, not the animal; therefore, pts go to the driver/whip. Class should be either Amateur or Youth where the exhibitor receives the points based on their ability to show the animal. If left in the Driving category, the pts can't go to the animal and are lost to the driver/whip. Consequently, it should be in the Amateur and Youth Divisions where points can be earned by the Amateur or Youth.

Consistency, uniformity, redundancy. Covered by: 143 Performance General Rules (p55) A. Jr. Mules: Junior Mules may be shown in Senior classes only when Junior or Open classes are not offered in that event. Junior Mules entered in these classes may show in a snaffle or hackamore with the use of two hands or one handed in any legal shanked bit. 143.G. Class Entry Restrictions: There will be no cross entries between Gaited Trail Pleasure classes and Western Pleasure classes, i.e. entry in Walking Mule Trail Pleasure prevents entry in Western Pleasure Mule. Junior animal may not enter Senior animal classes in show where that same class is offered as a Junior class. A 10 & under exhibitor may not cross enter any other youth age division at the same show nor will he/she be allowed in any canter class at that show.

COMMITTEE COMMENTS: The Committee feels this redundancy is not problematic.

To allow young animals more time to mature mentally as well as physically while gaining exposure to show climate without added stress or pressure of lope.

Sec B is what would need changed two read, Set the barrels in the same patteren as the barrel class 183 at least 18 feet from sides and end of the arena. then on top of both the right and left barrel you would need to place a bucket of sand or dirt on to of the barrels The entry would have the choice of picking the flag from the right or left barrel but must do it from the outside of the barrel run around the end barrell and stick the falg in the out side of the barrel their would be a 5 second pently for missing the pick up the flag, and also a five second pently for missing the stick of the flag, knocking over any of the barrels would be a disqualification.

Failure to follow prescribed pattern, knocking over or working the wrong side of the cones, or severe disobedience will not result in a disqualification but should be penalized severely, and the exhibitor should not place above an exhibitor that completes the pattern correctly. Excessive schooling or training, willful abuse, or loss of control of the horse by the exhibitor shall be cause for disqualification.

The part of the sentence was left off "the exhibitor should not place above...". This is industry standard for the class and its description for performance as listed in AQHA, Appaloosa, and Paint associations. At our world show an exhibitor was placed highest in the class with an incorrect pattern over 5 other exhibitors with correct patterns.

Justification and impact if rule is not changed

This would open a class or more for exhibitors dealing with disabilities, surgery recovery, inexperience, and/or fear from a previous accident. Limiting this class to non-cross overs (lopers) would limit the number participating as well as giving the class a impression of a beginners class. This would keep riders like me from participating in the class as I am an experience rider and trainer who is dealing with a disability. At Congress this has been our biggest class in participation as well as a big money earner for the show.

Justification and impact if rule is not changed

One of the most important objectives when creating the training level donkey division of classes was to encourage new or novice donkey riders to have more confidence, to "enter the fold", start showing, join nasma, etc. At 200 points allowed, newcomers may lose the anticipated enthusiasm to show in a class where the familiar top 2-3 placed animals have been seen in these classes for 2,3,4, or more years. It takes a long time to accrue 200 points in classes that have 1/2 dozen entries and are offered at only 2-3 shows nation wide. It's just one of those innocent over-sights or askew estimations made at the time of the original set-up of the division.

YEARLING LONGE LINE RULES 1. The exhibitors enter the ring one at a time. 2. When the whistle blows, 90 seconds are allowed to walk and jog/trot in both directions. 3. After all exhibitors have lounged their mules, they are stood up, as in a halter class, and judged on conformation suitable to a performance mule. 4. Judges are instructed to judge 70% on way of going suitable to a pleasure muleand 30 % on conformation suitable to a pleasure mule. 5. Equipment is a rope halter or flat halter and lounge line attached to the halter by the side ring or center , not to go over the nose, under the chin or over the poll. 6. Exhibitors are to dress appropriately, as if presenting a halter mule in competition. Hunt Seat exhibitors may dress in English attire if entry is thought to be a hunt seat prospect.

Strike the current class hurdles and replace it with Cones and Barrels 186 Cones and Barrels A)Timed event in which the course is to be measured exactly(per the diagram already suppllied B)The course will be set as follows 1)This patter is set up on the basic pole bending pattern, using cones for the first three poles and ading a barrel patern with the third barrel being placed were the lastt pole would have been. 2)The first and second barrel to be placed 60 feet apart across from were the fourth pole wolud be .C)The rider may start on either side of the first cone. Weave the cones then run a barrel pattern then come back and weave the cones the oppistie of the way they were run coming into the pattern.Example: If the contestant would wish to be turning the right barrels first they would start the pattern by weaving the left side of the first cone right of the second and left of the third cone going to the right barrel and running a barrel pattern when leaving the third barrel the contestant would then weave the cones going out left right left and crossing the timer line to finish the pattern. D) Cones or barrels knocked over are a five second pently per cone or barrel. E) Failure to do a correct pattern is a disqualification. jumping over instead of weaving a cone is disqualification.

The Committee felt this item was beyond the scope of the Rules Committee and should be addressed by the Board of Directors and legal council. 104 Membership pages 24-25 B. Termination of NASMA Membership either by court order or court mediation shall prevent that member whose membership has been terminated, resigned from or denied due to such legal action from reapplying for NASMA membership. JUSTIFICATION: Recently having had members resign as a result of court action and mediation and because their actions were disruptive and damaging to the Association. It would be short sighted of the Association to allow those individuals to become members again.
