It’s also hard to believe how fast our conferences and events are approaching. I am truly honored to have the opportunity to fill the president position this year. With that being said, I also acknowledge and realize that I need the support and assistance of every member to have another successful year. This organization is not successful due to one or a couple of people steering the way. It’s successful because of each member and leader taking an active role to live and echo our vision and mission statement: Vision - Enhancing Quality of Life for All. Mission - Engage the public works community and citizens through support, education, advocacy, and outreach by creating opportunities for training, accountability, networking, and growth for the benefit of all. I hope that we as a team can continue to grow this organization for the benefit of all as we serve those in various roles each day. I was recently able to witness this ongoing commitment by many of the division presidents and president-elects. We held a Presidents’ Retreat on January 10 in Greensboro. President’s MessageHello APWA family! It’s hard to believe that 2020 is here. It’s also hard to believe how fast our conferences and events are approaching. I am truly honored to have the opportunity to fill the president position this year. With that being said, I also acknowledge and realize that I need the support and assistance of every member to have another successful year. This organization is not successful due to one or a couple of people steering the way. It’s successful because of each member and leader taking an active role to live and echo our vision and mission statement:

Vision - Enhancing Quality of Life for All.

Mission - Engage the public works community and citizens through support, education, advocacy, and outreach by creating opportunities for training, accountability, networking, and growth for the benefit of all.

I hope that we as a team can continue to grow this organization for the benefit of all as we serve those in various roles each day. I was recently able to witness this ongoing commitment by many of the division presidents and president-elects. We held a Presidents’ Retreat on January 10 in Greensboro. There were 20 leaders in attendance. A plethora of topics was covered with the intent of making sure everyone has clear direction and support as we venture into 2020.

I am looking forward to this year and what it has to bring. As mentioned in the Presidents’ Retreat, I know I’m not the most qualified person to fulfill this position but I promise to work diligently and lead the chapter to the best of my ability. The success of the chapter and divisions resides with commitment from us all. So come on, jump on board, and let us make 2020 the best year ever for our organization!

2020 APWA-NC State Conference & Equipment Roadeo Canceled

Hello APWA family! We find ourselves in uncharted territory now. The threat and concern of COVID-19 virus seems to be impacting us in multiple ways. It is with an abundance of caution and guidance that we have decided to cancel the 2020 APWA-NC State Chapter Conference. Due to scheduling conflicts with other Divisions, the State Conference will not be held in 2020. We already have dates locked in for 2021 and hope to shift many of the speakers scheduled for this year. As soon as travel bans and restrictions are relaxed, we can resume planning and preparing for additional growth within this organization.

For the meanwhile, we want to encourage each person to take care of yourself and family. Your workplace and this organization needs you in order to serve those that rely on you daily. Please keep each other in your prayers and I’m sure we will grow stronger from this.

Also, the Equipment Roadeo scheduled for April 15, 2020 has been postponed. We will share additional information as it is received.

Hickory is a nice small town, population 40,000, in Catawba County, North Carolina. Like any town, anywhere, the public works department has to keep up with annual road maintenance and resurfacing, and as part of that work they need to raise about 200 man-hole lids to new grades every single year. For twelve years, they’ve used adjustable man-hole risers from American Highway Products to do that work, rather than the cast iron risers that were the department’s previous choice. “The drop in rings were economical, but they tended to pop out in heavy traffic,” explains Assistant Public Services Director Steve Miller. “And they’re hard to get custom-ized to match the slope of the superelevation or crown on our roadways.”

Miller says that the cast iron risers were easy to set, and ended up level since they were set into the original, level, utility rims. But since newly paved roadway surfaces are typically sloped, some part of the level cast iron riser would stick up where snowplows could catch it, or traffic would rattle it out. The method for securing the non-adjustable risers was also problematic. “The cast iron risers are held in place by just set screws, and they aren’t really secure until the asphalt is poured in around them. And even they could rattle and

pop out. The adjustable risers are a better quality solution.”

The American Highway Products Pivoted Turnbuckle Manhole Risers are sturdy rings of galvanized steel available in precise sizes to match any rim diameter and paving lift. They’re also routinely made to match sloped grades—about half of the risers that Hickory orders are sloped in this fashion, eliminating manholes with protruding edges. Instead of set screws providing just three points of contact with original utility rims, the AHP riser uses the patented pivoted turnbuckle to expand the riser with 1,000s of pounds of force, tightly joining the entire rim and riser circumferences.

After the paving schedule is set for the sea-son, Hickory crews measure the manholes that will need raising and order the risers as needed. They also keep risers on hand for emergencies and manhole repairs. The AHP risers are then provided to paving contractors to install, which is usually done just before new paving. “The contractors like using them, and our staff like them,” says Miller. “They’ve been a good solution for us, and don’t pop out—we’re glad they’re available.”

NC REAL ID Beginning Oct. 1, 2020, federal agencies will enforce the REAL ID Act, which requires a REAL ID, U.S. passport or another federally approved identification to board commercial flights and enter secure federal buildings.

The N.C. REAL ID is a REAL ID Act-compliant driver license that is just like a traditional license or ID but has a star at the top. Driver licenses and IDs without a gold star are noted “Not for Federal Identification.”

You do not need an N.C. REAL ID driver license or identification card to do any of the following:• Drive• Vote• Apply for or receive federal benefits (e.g., Veterans Affairs, Social Security Administration, etc.)• Enter a federal facility that does not require an ID (e.g,. a post office)• Access a hospital or receive life-saving services• Participate in law enforcement proceedings or investigations (e.g., serve on a federal jury, testify in federal

court, etc.)

An N.C. REAL ID, however, might be helpful for anyone who frequently:• Boards a commercial airplane• Visits nuclear sites• Visits military bases• Visits federal courthouses, federal prisons or other federal facilities

An individual without an N.C. REAL ID or U.S. passport will still be able to board flights or make visits to the facilities mentioned above, but they will have to provide additional documentation with their traditional license or ID.

Facilities and Grounds DivisionSubmitted by Len Lloyd

2020 Facilities & Grounds President “Help is on the way”

Facility maintenance, as you know, weaves a complex web in the lives of those that occupy the square footage our facilities rest upon. Tasks could be as simple as changing a light bulb or repairing a leaky faucet to changing filters on an air conditioning unit, maybe patching a hole in a roof or changing out a faulty electrical receptacle and everything in between.

Put on your jackets, let’s move outside a moment for a little grounds maintenance. We’re planting the landscape beds at Town Hall, inspecting the safety of a piece of playground equipment or the boards on a footbridge along a greenway. Mowing, edging, trimming, pruning, the list goes on and on. We wear many hats while trying to meet the needs of a facility and those of the occupants that rely on our expertise.

There are many calls for assistance, and our response is usually, “hang on, help is on the way.” But who is there to help us?

Meeting the educational needs of such a diverse membership is always a challenge but help is on the way, with proactive and reactive techniques for maintenance and management, all the while with a wide open eye on the safety of those folks that work with us or for us.

The 2020 APWA-NC Facilities and Grounds Division board members are hard at work this winter to bring you the best in the business to help you and your staff move forward with your professional development at our annual conference this spring.

We are happy to announce that at the conclusion of this year’s conference, our attendees will be leaving with our new FACILITIES AND GROUNDS CERTIFICATION. This is something that has been in the works for a while and we’ll release more details as the conference draws near.

So folks, with winter fully underway, we’ll leave you with this note of optimism for spring…“Hang on, help is on the way”

Solid Waste Division Submitted by Andrew Martin

2020 Solid Waste Division President

The Solid Waste Division Board has met on two occasions since the beginning of the new year. The board voted to increase the annual conference registration fees to cover the cost of speakers’ fees. We plan to finalize the budget before the end of March deadline. As we found out planning for the winter workshop, speakers with specialties are requiring a fee to speak at the workshops and we anticipate that we may see the same thing with the conference. All workshops are now being held at Greensboro Solid Waste Facility due to some scheduling conflicts at the Kernodle Center.

We are starting to prepare for our Spring Work in Greensboro or Durham. The workshop will be around the various types of technology used in the industry. The workshop will mainly be designed for the supervisor and management level employee, but anyone is welcome to attend.

Finally, I traveled to Atlantic Beach, NC, to tour and meet with the management folks at the Double Tree Hotel. The hotel has been closed for about 18 months due to damages sustained from a recent hurricane. The hotel is up and running and everything looks to be in order. I sat down with the management staff to discuss the pending contract and address any questions that we had.

Stormwater Management DivisionThe Stormwater Management Division is excited about our upcoming 2020 events and awards. Below is a brief summary of our upcoming year.

• Educational Workshops. The educational workshops are a great opportunity to learn from our State regulators and network with other stormwater professionals. Workshops will be held at the Greensboro Coliseum Complex from 10:00 AM – 3:00 PM and focus on the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) minimum control measures. This year our Division will be holding two (2) educational workshops with the first on April 15, 2020 covering Illicit Discharge, Detection and Elimination (IDDE) measures and the second on June 17, 2020 covering Pollution Prevention and Good Housekeeping measures. The workshops include an update from the North Carolina Department of Environmental Quality (DEQ) and presentations of current programs from a small, medium and large North Carolina community.

• Annual Conference. The annual conference is the premier stormwater conference in the State of North Carolina and is held at different locations throughout the State. Stormwater professionals from all over attend the 2-day conference where they have the opportunities to hear presentations on a wide range of stormwater topics and regulatory updates. The conference mixes educational sessions with networking breaks and a social event. This year the conference will be held at the Weston in Charlotte September 20-22, 2020.

• Awards. The Stormwater Management Division will present the following awards at our annual conference:o H. Rooney Malcom Stormwater Professional of the Year Awardo Stormwater Projects of the Year Award.

Newsletter Submission Dates

Each technical division is responsible for submitting at least one article per newsletter. Remaining deadlines for 2020 are May 15, August 17, and November 16. Content of the article is very flexible. Suggestions include trends in your industry, information about your division conference, or simply projects in your area. This is your chance to get creative while educating others about what is happening in your division.
