Access to the stabilization fund requires that the state or school district “shall to the greatest extent practicable, continue to pay its employees and contractors during the period of any disruptions or closures related to coronavirus.” Additional funding is provided for child nutrition programs, Head Start, and grants to help clean and disinfect schools and provide support for mental health services and distance learning. Also gives Sec. DeVos power to grant relief from certain ESSA accountability requirements and to make recommendations for granting “limited” flexibility from the IDEA and
