What Do You Do if You Should Become Impaired? Written by Bert Bennett, Chair of NCSAPPB Ethics Committee A s a substance abuse professional, one of your many ethical responsibilities is to recognize if you yourself become impaired as the result of substance abuse, mental illness, physical illness, or an aging problem. We may think of impairment as a relapse, but I remember a friend who went through a very contentious divorce, and he was impaired in terms of his ability to work with women for several months. He recognized this and did not work with women during this period of time. Most, if not all, of us know someone who has relapsed or become impaired in some manner. Our ethical principles not only require us to recognize our own im- pairment, but we are also ethically obligated to report to the Board any unethical conduct or unprofessional practices by other substance abuse professionals. This is done by completing the ethical complaint form found under the Forms section on the front page of the website. It is best, however, to talk with the colleague you suspect to be impaired and have them self-report to the Board. If they do not self-report, then you should report this unethical conduct. The ethics code also requires the impaired substance abuse profes- sional to seek an assessment by a Board-approved provider and follow the recom- mendations. What happens after you file an ethics complaint? It may seem like the answer is… nothing. In fact, the complaint is reviewed initially by the investigating committee (the Ethics Committee Chairperson, the Board’s Associate Director, and the Board attorney). The complaint, along with a cover letter, is sent to the Respondent (the person who has been complained against) and they are given 30 days to respond to the complaint. Based on their response, the investigating committee gathers additional information and works to reach an informal resolution of the complaint. This may include a face-to-face meeting with the Respondent and a subcommittee of the Ethics Committee. Our Board is mandated to attempt to reach an informal resolution to ethics com- plaints and the vast majority of complaints that the Ethics Committee receives are resolved in this manner. If a resolution is reached, it is written in a consent order which outlines the issues, infractions, and the consequence of the ethical violation. If a resolution is not able to be reached, then the Respondent may have a formal hearing in front of the Board or the Office of Administrative Hearings. As a substance abuse professional, one of your many ethical responsibilities is to recognize if you yourself become impaired as the result of substance abuse,

mental illness, physical illness, or an aging problem. We may think of impairment as a relapse, but I remember a friend who went through a very contentious divorce, and he was impaired in terms of his ability to work with women for several months. He recognized this and did not work with women during this period of time.

Most, if not all, of us know someone who has relapsed or become impaired in some manner. Our ethical principles not only require us to recognize our own im-

pairment, but we are also ethically obligated to report to the Board any unethical conduct or unprofessional practices by other substance abuse professionals.

This is done by completing the ethical complaint form found under the Forms section on the front page of the website. It is best, however, to talk

with the colleague you suspect to be impaired and have them self-report to the Board. If they do not self-report, then you should report this unethical

conduct. The ethics code also requires the impaired substance abuse profes-sional to seek an assessment by a Board-approved provider and follow the recom-mendations.

Supervises personnel management activities associ-ated with direct staff supervision, including screening and selection, orientation training and development, performance management and employee functions. Position Description:

Serves as Substance Abuse Counselor for treatment and services such as intakes, treatment planning, case management, individual and group therapy for patients suffering with opiate addiction. Counselor is responsible for communication among staff, patients, families, and external resources to ensure collaboration and continuity of treatment. Responsible for assessment and discharge planning. As appropriate, the Counselor will ensure follow up and aftercare of patients. Potential candidates must be compassionate, friendly and self starters with excellent verbal and written communication skills. Counselor will be responsible for a caseload of 50 patients. Experience in addiction is a plus.
