NORTH COUNTY JOINT UNION SCHOOL DISTRICT BOARD REPORT

DATE: October 18, 2018 REPORT BY: Andrew Parra, Assistant Principal TOPIC: Reclassification of English Learners ACTION TO BE TAKEN: None – Student Recognition BACKGROUND INFORMATION: Under current state law (EC Section 313), identified students who are English learners must participate in the annual administration of the English Language Proficiency Assessments for California (ELPAC) until they meet requirements for reclassification as Fluent English Proficient (RFEP). The LEAs (Local Educational Agency or District) are to establish local reclassification policies and procedures based on the four criteria below:

• Assessment of language proficiency using an objective assessment instrument, including, but not limited to, the ELD test pursuant to EC Section 60810 (i.e., the ELPAC);

• Teacher evaluation including, but not limited to, a review of the student’s curriculum mastery; • Student performance on a statewide assessment of basic skills in English.

Using these guidelines, the District will reclassify a student using the following criteria.

• Scoring Early Advanced or Advanced on the annual ELPAC test • Scoring a 3 or 4 on the district wring sample • Excellent grades in Language Arts and teacher feedback

This fall, the District will reclassify the following thirty-one students. The District would like to congratulate them and their families on their hard work and this amazing accomplishment.

DATE OF REPORT: October 18, 2018 REPORT BY: Julia Magdei, ASB President TOPIC OF REPORT: Student Council Activities ACTION TO BE TAKEN: None – Information Only BACKGROUND INFORMATION: In our Student Council meeting on October 2, 2018, we had the Room Representatives join us. We discussed several things; including the spirit wear for October, like Dr. Seuss Wear and Workout Wear. Our Student Council also talked about having a Fall Festival Booth this October. The Student Council decided that we’ll do a basketball booth with different sized balls for younger and older children. Last, we asked for everyone to suggest things for music, spirit wear, and anything else they think the Student Council should have in mind while thinking of positive activities for our students and staff to participate in.

BACKGROUND INFORMATION: Pursuant to Education Code 35186, and in accordance with the Williams Uniform Complaint Process and Procedures, every school district is required to summarize data on the nature and resolution of all complaints on a quarterly basis each year and submit this information to the Governing Board of their school district and the County Superintendent of Schools. The summaries shall be publicly reported on a quarterly basis at a regularly scheduled meeting of the Governing Board of the school district. The report shall include the number of complaints by general subject area with the number of resolved and unresolved complaints. The complainants and written responses shall be available as public records. CONCLUSION: There have been no complaints for the period July 1, 2018 through September 30, 2018.

BACKGROUND INFORMATION: This report is provided for historical purposes, the information represents student enrollment, student average daily attendance (ADA) and the total number of in district student population. The report will give the Board and Administration the opportunity to analyze enrollment trends, as they fluctuate and the effects of the fluctuation on the ADA. CONCLUSION: Enrollment information is pertinent; it dictates the need for additional textbooks, classroom supplies as well as staffing. ADA is the driving factor of funding for school districts. After completing the first full month of school attendance, the student enrollment as of 9/7/2018 was 713 students an ADA of 696.20 resulting in 97.42%. The school year started with 718 students. The District’s enrollment at this time last year was 746 with an ADA of 729.12. The District is experiencing a decline in its enrollment from prior years. FINANCIAL IMPLICATIONS: Dependent upon on the accuracy of the information provided to the district from the school site office. SUPPORTS GOAL #: 2 – Maintain 96.5% ADA

BACKGROUND INFORMATION: A regular report from the Manager, Fiscal Services provides information and background for the Board of Trustees related to the District budget. BUDGET: NCJUSD’S fund 01 activity to date revenues $884,425, and expenditures 1,485,182. Attached is the year to date activity. The District’s revenue includes the LCFF August apportionment. CONCLUSION: This report provides an opportunity for the Manager, Fiscal Services to share current information.

BACKGROUND INFORMATION: Revising Board Policies and Administrative Regulations is an on going process. Several times a year, the District will receive (electronically) updated policy packets from CSBA (California School Board Association) as per the Manual Maintenance service agreement. Descriptions below identify the proposed revisions to board policies, administrative regulations, and Board Bylaws, and/or exhibits reflecting the recent policy updates. From time to time, relatively minor changes occur that effect the text of CSBA sample board policies, administrative regulations and board bylaws but do not warrant reissuing the entire sample because the changes are limited. Administration has reviewed the revisions and although they are minor, it is required to use the normal adoption process to adopt them. Below is a summary of proposed changes. Complete amended Board Policies and Administrative Regulations will be provided under separate cover.

BP 0400 - Comprehensive Plans (BP revised)

Policy updated to include the local control and accountability plan (LCAP) as a comprehensive plan of the district and to emphasize the need for consistency among the documents that set direction for the district.

BP/AR 0460 - Local Control and Accountability Plan (BP/AR revised)

Policy and regulation updated to delete references to 5 CCR 15497.5 (repealed) which formerly contained the LCAP template. The LCAP template continues to be approved by the State Board of Education and is available on the California Department of Education (CDE) web site. Policy also adds a definition of "numerically significant student subgroups" whose needs must be addressed in the LCAP. Regulation also deletes requirement to use the state's Academic Performance Index (API) as a measure of student achievement, as the API has been replaced by a new state accountability system.

BP 0500 - Accountability (BP revised)

Policy updated to reflect the new state accountability system (the California School Dashboard), which consists of both state and local indicators to assist districts in identifying strengths and areas in need of improvement in each priority area addressed by the LCAP.

BP/AR 0520.2 - Title I Program Improvement Schools (BP/AR deleted)

Policy and regulation deleted as federal program improvement requirements have been suspended for the 2017-18 school year and will, beginning in the 2018-19 school year, be replaced by a new system of comprehensive and targeted improvement established by the Every Student Succeeds Act.

Policy updated to (1) clarify the district's responsibility to make district and school web sites accessible to individuals with disabilities; (2) reflect laws prohibiting web site operators from using web site information to amass a profile about a student, engage in targeted advertising to students, or sell or disclose a student's information, including NEW LAW (AB 2799, 2016) which prohibits such activities for web sites used primarily for preschool and prekindergarten purposes; and (3) clarify options related to posting student photographs on district and school web sites together with their names. Regulation updated to (1) add section on "Design Standards," including standards for web site accessibility to individuals with disabilities; (2) reflect NEW LAW (AB 2257, 2016) which requires posting a prominent, direct link to the current board meeting agenda or to an integrated agenda management platform, effective January 1, 2019; and (3) clarify requirements related to posting copyrighted material.

BP 3280 - Sale or Lease of District-Owned Real Property (BP revised)

Policy updated to delete the requirement to first offer surplus property to a charter school with at least 80 students. Material regarding the appointment of the district advisory committee expanded to specify the circumstances under which the district is not required to appoint a committee, including the exception for the sale, lease, or rental of excess property to be used for teacher or other employee housing pursuant to NEW LAW (AB 1157, 2017). Policy expands section on "Use of Proceeds" to reflect additional legal requirements and deletes the authority (repealed) to use the proceeds from the sale of surplus property for any one-time general fund purpose provided that the district adopted a plan and made certain certifications to the State Allocation Board.

BP 3513.4 - Drug and Alcohol-Free Schools (BP added)

New policy prohibits the possession, use, or sale of drugs or alcohol by any person on district property and addresses enforcement and discipline for violations of this policy. Policy also reflects NEW LAW (Proposition 64, 2016) which prohibits any person from possessing, smoking, or ingesting cannabis on school grounds while children are present.

AR 3515.6 - Criminal Background Checks for Contractors (AR revised) Regulation updated to reflect NEW LAW (AB 949, 2017) which requires criminal background checks for sole proprietors who contract with the district to provide specified services, if they will have contact with children, and provides that it is the responsibility of the district to prepare and submit the fingerprints of the sole proprietor to the Department of Justice. Regulation also reorganized to clarify criminal background check requirements applicable to entities contracting for construction, reconstruction, rehabilitation, or repair of a school facility. BP 4140/4240/4340 - Bargaining Units (BP revised)

Policy updated to reflect NEW LAW (SB 285, 2017) which prohibits districts from deterring or discouraging employees from becoming or remaining members of an employee organization. Policy also reflects NEW LAW (AB 119, 2017) which requires districts to provide employee organizations with specified contact information for new employees in the bargaining unit and to give employee organizations access to new employee orientations (limited in scope to onboarding sessions where newly hired employees are advised of their employment status, rights, benefits, duties, responsibilities, or any other employment-related matters).

BP/AR 5113.1 - Chronic Absence and Truancy (BP/AR revised)

Policy updated to reflect the inclusion of a chronic absence indicator in the California School Dashboard effective in the fall of 2018, add examples of interventions for attendance problems, and delete section on "School Attendance Review Board" since that material is now covered in BP/AR 5113.12 - District School Attendance Review Board. Regulation updated to delete references to 5 CCR 15497.5 (repealed), which formerly contained the LCAP template that is now available on the CDE web site, and to delete section on the appointment and general duties of attendance supervisors, now covered in AR 5113.11 - Attendance Supervision.

AR 5113.11 - Attendance Supervision (AR added)

New regulation addresses the appointment of a district attendance supervisor and reflects NEW LAW (AB 2815, 2016) which expresses the Legislature's intent that the attendance supervisor fulfill specified duties.

BP/AR 5117 - Interdistrict Attendance (BP/AR revised)

Policy updated to reflect NEW LAW (AB 99, 2017) which makes a number of changes to the school district of choice program, including (1) requiring a participating district to register as a school district of choice with the Superintendent of Public Instruction and the county board of education by July 1, 2018; (2) expanding the factors that must not be considered by districts in the selection process; and (3) revising the requirements for annually reporting the disposition of transfer requests. Regulation updated to reflect provisions of AB 99 related to public announcements regarding the program, priorities for admission, and the timeline for notification of a student's provisional acceptance or rejection. Regulation also reflects NEW LAW (SB 344, 2017) which gives the county board in a class 1 county, as defined, 60 calendar days to decide an appeal when a district denies a transfer under an interdistrict attendance agreement. Section on "Transfers Out of the District" moved from BP to AR, and revised to reflect NEW LAW (AB 2659, 2016) which provides that a district must not prohibit the transfer of a child of a military family to any district that approves the transfer.

AR 5125.2 - Withholding Grades, Diploma or Transcripts (AR revised)

Regulation updated to clarify the circumstances under which the district may withhold a student's grades, diploma, and/or transcripts until the student's parents/guardians have paid for the damages to or loss of district property willfully caused by the student. Regulation also clarifies the student's due process rights, as well as the requirement to continue to withhold the grades, diploma, and/or transcripts when such a student transfers from one district to another.

BP 5131.6 - Alcohol and Other Drugs (BP revised)

Policy updated to reflect the goals and purposes of the federal Student Support and Academic Enrichment Grants program, as established by the Every Student Succeeds Act. Policy also deletes material on drug and alcohol master plans and county primary prevention programs, since the related laws repealed on their own terms.

E 5131.63 - Steroids (E deleted)

Exhibit deleted since the California Interscholastic Federation provides the sample agreement that student athletes and parents/guardians must sign to promise that the student will not use steroids or banned dietary supplements.

BP/AR 6020 - Parent Involvement (BP/AR revised) Policy and regulation updated to reflect requirements for parent involvement in schools receiving federal Title I, Part A funding, as amended by the Every Student Succeeds Act, including expanding activities to include engagement of family members. Policy also reflects parent involvement as a state priority that must be addressed in the district's LCAP. AR 6112 - School Day (AR revised)

Regulation updated to reflect NEW LAW (AB 99, 2017) which permits districts to maintain kindergarten or transitional kindergarten classes for different lengths of time during the school day, either at the same or different school sites. Regulation also reflects provision of AB 99 which allows districts to schedule classes in an early college high school or middle college high school so that students attend classes for at least 900 minutes during any five school day period or 1,800 minutes during any 10 school day period.

BP 6153 - School-Sponsored Trips (BP revised)

Policy updated to reflect NEW LAW (AB 341, 2017) which eliminates the prohibition against the use of district funds to pay for the expenses of students participating in field trips or excursions to another state, to the District of Columbia, or to a foreign country.

BP 6170.1 - Transitional Kindergarten (BP revised)

Policy updated to reflect NEW LAW (AB 99, 2017) which permits districts to maintain transitional kindergarten classes for different lengths of time during the school day, either at the same or different school sites, provided that the length of the school day complies with legal requirements related to the minimum and maximum length of the school day.

AR 6173.1 - Education for Foster Youth (AR revised)

Regulation updated to reflect the Every Student Succeeds Act, which amends the definition of a foster youth's "best interest" and requires districts and child welfare agencies to come to an agreement as to how transportation will be provided to enable foster youth to attend their school of origin.

BP/AR 6173.2 - Education of Children of Military Families (BP/AR revised)

Policy updated to reflect the Every Student Succeeds Act, which provides that military-connected students will be assigned a national identification number to facilitate monitoring of their academic progress and requires districts to issue an annual report card that includes state achievement results for such students. Policy also adds optional language on collaborating with the military's school liaison officers and providing staff development related to the educational rights of military-connected students. Regulation updated to add material regarding the transfer of course credits, exemption from local graduation requirements when a student transfers after the completion of the second year of high school, and use of the uniform complaint procedures for allegations of noncompliance by the district, pursuant to NEW LAW (AB 365, 2017). Regulation also reflects NEW LAW (SB 455, 2017) which provides that a student will be deemed to meet district residency requirements if his/her parent/guardian is transferred or is pending transfer to a military installation within the state, and NEW LAW (AB 2659, 2016) which provides that districts must not prohibit the transfer of a military-connected student out of the district regardless of whether the district has an interdistrict transfer agreement with another district.

CONCLUSION: Updated Board Policies and Administrative Regulations included with the Board Packet under separate cover. They are also available in the District Office. This is a first reading. These amendments will be brought back for approval at the next Board meeting.

BPST & RESULTS:

The first round of testing BPST (Basic Phonics Skills Test) and Reading Results testing was completed in September. This year Mrs. Bernosky tested 1st grade and 3rd grade (Reading Results only) while Mr. Parra tested 2nd grade students. BPST and RESULTS testing is done in the fall, winter and spring.

First grade students are tested on word recognition and reading. The reading portion consists of book level, accuracy, fluency and comprehension. At the end of first grade students are considered grade level proficient if they can read 60 or more words at a book level 6. If a student can finish book level 6, the student is tested in fluency and comprehension.

Second grade students are also tested in the same areas. End of year grade level proficiency criteria is reading 85 words per minute and reading at a book 10.

Third grade students were just given the Reading Results test. The grade level proficiency criteria are reading 105 words per minute and reading at a book 13 by the end of the year.

The graphs included display the results, and baseline data from the fall testing. Winter testing will begin November 26.

Testing Protocol

For book levels 1 – 5, students must score a 90% accuracy rate for that book level to count. They must read at a 95% to move on to the next book level.

Accuracy percentage is calculated by dividing the number of words read correctly by the number of total words in the passage.

For book levels 6 and beyond, students are also tested in fluency. Fluency is calculated by counting the number of words read correctly in one minute.

Migrant School Readiness Program:

Last spring, the Migrant Education program began a school readiness program for Migrant students living in the District who were between ages three and four. For the last several years, the Migrant school readiness students were serviced through the Migrant regional support staff. However, because of the reduction of staff at the regional level, the opportunity to service this specific group of children has been passed down to the District level. Using Migrant funds, the District plans to offer an eleven-week program beginning in mid-October and running through December 21, 2018. The program will resume for a spring session that will provide services from the middle of March through the end of May. The District will also provide summer services that will coincide with the summer session that the Migrant program has been offering over the past several years.

The school readiness students will be serviced through a home-based program. Home-based programs are characterized by weekly one-hour visits to the home and on average operate for 24 weeks during the school year program. Home-based programs require that the parent be present throughout the entire visit as this provides an opportunity for the home-visitor to serve as a “model” for the parents. Home-visitors “coach” parents on key strategies and provide targeted parent and child home connection activities based on the child’s individual need. The family is supported with a book lending library and materials.

TOPIC: Principal’s Report

ACTION TO BE TAKEN: None - Informational

STUDENT ACTIVITIES: Student Council Officers and one Yearbook Office will be attending the California Association of Student Councils (CASC) training on Monday, October 15th with their advisor, Mr. Griffin. The training will take place at Rancho San Justo Middle School. The 6th grade class sponsored a middle school dance to raise funds for their graduation account. The rural TK-8th grade school were invited with the addition of the Hollister Dual Language Academy (HDLA). The turn out was good and close to $2,000 were raised for the class. The Spring Grove PTO sponsored a movie night on September 28th. There was a good turnout for the first event. Middle School 7th and 8th grade girls’ volleyball and boys’ 7th and 8th grade flag football is well underway. The students are doing a great job both on and off the court/field.

STUDENT ACADEMICS: The first round of District Writing Assessments was administered in mid- September. Results will be shared at the November meeting. Progress reports were provided during parent/teacher conferences the week of October 1st-4th. Study Hall will begin on Monday, October 8th for middle school students who are currently ineligible. The staff, under the direction of administration, is revamping definition of ineligibility. A draft will be provided to the Board soon. This will also require a change in Board Policy and the Parent/Student Handbook. WIN time is addressing student academic needs in 1st-3rd grade and 4th-8th grade Intervention is providing reteaching of math and ELA standards for students based on results of classwork and assessments.

AVID: The AVID Team (Guardino, Scimeca, Griffin, Balbas, Ownbey, and Bernosky) provided professional development on Costa’s Higher Level Thinking Skills through an interactive lesson to certificated staff. Staff meetings are incorporating AVID strategies on an ongoing basis. Four AVID teachers attended a one-day Focus Notetaking training on October 10th and will provide professional development in November to all teachers. To support the college climate, college pennants will be displayed in the Ausaymas Room to represent colleges that staff have graduated from.

PROFESSIONAL LEARNING COMMUNITIES (PLC’S): During the month of September and October PLC’s have been focused on the following: WIN time groups, using data to determine groups for extended day intervention, scoring of writing samples, vertical articulation in 4th-8th grade of math, science, and social studies, CAASPP Blocks, and lesson planning.

PROFESSIONAL DEVELOPMENT: The following has been/will be provided through the month of October: CAASPP 101- 1 hour training on the basics of CAASPP and how to use blocks/8 teachers (Andy Parra) Full Day PD- grading practices, MTSS (multiple tiers system of support) overview, AVID strategies, creating learning targets in ELA and math to support mastery (Jenny Bernosky) CAASPP Institute: 4 teachers and Assistant Principal Task Force to create PAW Rubric for behaviors (grading)

Superintendent Educational Leadership Forum- Superintendent Bernosky Multiple Tiers System of Support- 1 teacher and Superintendent Bernosky Special Education and Autism Training- SPED teachers, SPED aides, SPED administrator AVID Director Training- Superintendent Bernosky The District is also working on PowerSchool/PowerTeacher training and Mastery Connect training to support recording mastery of standards.

SAN BENITO COUNTY FAIR PARTICIPATION: 39 students/siblings participated in the San Benito County Fair Contract. Students could be away showing at the Fair on Wednesday, October 3rd and/ or Thursday, October 4th. A teacher took attendance on Wednesday. Due to the rain and a commitment at school, Superintendent Bernosky did not attend on Thursday, but she did send an email out to the parents at the fair on that day. This continues to be a positive program offered to our students.

DISCIPLINE/SUSPENSIONS: As of October 5th, there have been zero suspensions and one in house suspension.

ACTION TO BE TAKEN: None - Informational

BACKGROUND INFORMATION: The California Voting Rights Act (CVRA) was enacted in 2002. Districts who elect board members by “trustee areas” are immune to the CVRA. The NCJUSD currently elects its board member at large. For a District to move towards “trustee area” elections, a District would work with a law firm who has experience in the process. This regular agenda item provides an opportunity for the Superintendent to keep the Board of Trustees updated on the District’s status as it pertains to this issue.

CONCLUSION: The Superintendent will provide up to date information available at the time of the meeting.

DATE: October 18, 2018 REPORT BY: Jennifer Bernosky – Superintendent/Principal TOPIC: Superintendent’s Report ACTION TO BE TAKEN: None - Informational Enrichment Program: Spring Grove School continues to offer enrichment classes to all 1st-8th grade students. Art, music, and computer classes were offered during the first round of enrichment and were a huge success. These classes allow students to participate in programs that they may not otherwise have an opportunity to participate in outside of school. The second round of enrichment will begin in January. Student Enrollment: As of October 5th the student enrollment was 716. Attached are the current class sizes. Extended Day Intervention & After School Tutoring: 1st-3rd grade extended day intervention will begin on Monday, October 15th and run Mondays, Tuesdays, and Wednesdays through December 12th. 15 students were selected from each grade level based on their current reading levels. Students were invited during the parent/teacher conferences. Teachers will provide instruction in phonics, reading, and fluency based on their needs. The students selected are on the verge of greatness. Teachers will also provide instruction in the basic math facts to be mastered at each grade level. A post assessment will be given in December. The Migrant Program will run a 1st/2nd and 3rd grade extended day intervention as well. The academic focus will be on writing skills with a post assessment as well. After school tutoring will be provided at the 4th -8th grade levels. Tutoring will take place every Monday and Wednesday from 3-4 p.m. at each grade. Students will be able to get support in ELA and math. They will also have access to Chromebooks and the internet during tutoring. LCAP Update: The District is currently working on added to the CA Dashboard in the priority areas. Information will be shared from the Dashboard website. Other items may be discussed during the Superintendent’s Report. CONCLUSION: This report provides the Superintendent an opportunity to share current information.

STAFF RECOGNITION Mrs. Bernosky (Superintendent/Principal) introduced some of Spring Grove’s new staff members: Kyra Shugars, 1st grade teacher; Kasey Ownbey, 6th grade teacher; Laura Guardino, 8th grade teacher.

PUBLIC COMMENTS Cathie Scimeca (NCTA President) introduced the new Executive Board Members for the North County Teachers’ Association: Julie Neff, Vice President; Amber Painter & Metta Barone, Membership Coordinators; Patty Nehme, Secretary; Julie Brantome & Hillary Raine, Co-Treasurers. Mrs. Scimeca further reported the the NCTA partnered with the District to send 2 teachers to a Whole Brain Teaching training over the summer. Additionally, they will be adopting a family for the holidays, sponsoring the Turkey Trot, continuing their scholarships for former Tigers, and sending 2 teachers to an Equity Issues in Education conference in March.

STUDENT COUNCIL ACTIVITIES Julia Magdei (ASB President) reported that the ASB discussed new activities for the 2018-2019 school year. These will include; outdoor basketball, and intramurals. The ASB will also have a suggestion box in classrooms to help guide activities and Spirit Wear days.

PTO REPORT Andrea Bejines (PTO Vice President) introduced the 2018-2019 PTO Board (not present) and shared that the focus of the PTO this year is recruiting new members and updating/refreshing events. Trustee Zanella thanked the PTO for all the campus improvements they have helped fund.

COMPLAINT SUMMARY REPORT

Mrs. Bernosky (Superintendent/Principal) reported that there were no complaints from April 1st-June 30th.

UNAUDITED ACTUALS REPORT Sheila Maes (Manager, Fiscal Services) shared the Unaudited Actuals Report and informed the Board that the auditors will be having their pre-scheduled visit in October. The District ended the 2017/2018 school year with a positive fund balance.

FISCAL SERVICES REPORT Sheila Maes (Manager, Fiscal Services) reviewed the provided Fiscal Services Report and mentioned that the District has received its first LCFF apportionment for the 2018/2019 school year.

OPERATIONS REPORT Mrs. Bernosky (Superintendent/Principal) reported that Spring Grove School is fully staffed for the 2018-2019 school year. 2nd chance breakfast has begun. 37 37

There are now 5 buses in the fleet and afternoon bus routes are taking longer because of traffic. Mrs. Bernosky is looking into possible changes to one route because of some traffic safety concerns. There will be some building and facilities projects getting done during the October 5th in service day. Mrs. Bernosky is eager to replace paper towel dispensers in student restrooms with hand dryers. A new 4-hour custodian has been hired and will start next week. The PTO has stated that they would like to help fund more of the shade structure that was installed over the summer.

ASSISTANT PRINCIPAL’S REPORT Andy Parra (Assistant Principal) reported that the Summer School programs were very successful this year. The attendance and participation were very good. The District ran an intensive intervention program alongside the regular program for grades K-3. This was provided by a Orton-Gillingham trained teacher. The Migrant Summer School program was very well attended even though many of these students leave the area during the summer. The Migrant Summer School students attended 3 field trips. Additionally, the Migrant students received health screenings, an in-home School Readiness Program and 6 students were sponsored to attend the Walden West Leadership Camp. The new state testing for English proficiency is called the ELPAC. This is no longer taken at the beginning of the year like the CELDT test was. There is an initial assessment for new students in the fall. The new test is locally scored which gives the school more control and allows students to receive services more quickly. All the LPAC testing was completed in the first week of school and ELD and WIN time started in the 2nd week. The ELD program is thriving and working well for students. The Board will be joined by the students who are being redesignated as English Language Proficient at the October meeting. 25% of those tested met the criteria for being English Language Proficient. This is proof that the ELD program along with classroom teachers’ strategies are working.

PRINCIPAL’S REPORT Mrs. Bernosky (Superintendent/Principal) reported that the first Middle School dance will take place on September 21st and will be sponsored by the 6th grade class. Back to School went well and students who had met or exceeded State Standards were recognized. Teachers have been very focused during PLCs and have been submitting their agendas. The focus remains on standards. The new Intervention teacher is Rob Picha. He will be primarily focused on math and had his small groups started within the first week of school. Students will be able to take advantage of the Fair Contract program again this year. Professional Development was highly attended during the summer and continues as the school year begins. 24 staff members attended the Orton Gillingham training that was hosted here at Spring Grove. Several Middle School teachers attended an AVID training. There have been weekly Whole Brain Teaching trainings since school resumed. Parent Information nights will take place again this year. There will be a Middle School Parent Math Night to show parents where to find resources to help their students.

SUPERINTENDENT’S REPORT Mrs. Bernosky (Superintendent/Principal) reported that the Superintendent Coffee and Conversation went well. All who attended seemed most concerned with their student’s socioemotional wellbeing. The District, along with Southside and Tres Pinos will be providing a cannabis training in English and Spanish for parents. 38 38

BACKGROUND INFORMATION: Each quarter the Board is required to review and approve the Investment of Funds Report from the San Benito County Treasurer’s Office. Enclosed is the quarterly report from the County Treasurer for quarter ending June 30, 2018. This report reflects the overall pool of invested funds of which schools are a part, and the rate of return that the portfolio earned during the period. This rate of return is reflected in the amount of interest the district receives each year. CONCLUSION: Approval of the Investment of Funds Report for quarter ending June 30, 2018. FINANCIAL IMPLICATIONS: None
