EB-5 Program OverviewThe United States investor Pilot Program, also known as the “EB-5 Regional Center

Program,” is a federal job-creation visa program, administered by the U.S. Citizen-

ship and Immigration Services (USCIS).

Under the EB-5 Regional Center Program, federally approved foreign investors

must invest a minimum of $1,000,000 ($500,000, if project is located in an area

with population of less than 20,000) in a qualified project within the EB-5 Regional

Center’s region, and create at least 10 full-time direct or indirect U.S. jobs. Perma-

nent residency is issued in 2-3 years once jobs are generated and all EB-5 require-

ments have been met. 10,000 visas are set aside each year for investors interested

in the EB-5 program.

What is a Regional Center?An EB-5 Regional Center is an entity created to stimulate economic development,

create jobs and improve regional productivity through direct foreign investment in

U.S. businesses, while providing eligible foreign investors an opportunity to be-

come permanent U.S. residents.

The University of North Dakota (UND) Center for Innovation Foundation EB-5 Re-

gional Center is a nonprofit organization designated by federal authorities to serve

the state of North Dakota and Nothwest Minnesota in the following 7 industries:

1-Agribusiness, 2-Manufacturing, 3-Aviation/Aerospace,4- Information Tech-

nologies/Communications,5- Biotech/Bioscience, 6-Construction and Real Estate

Development: Rural/Urban Renewal/Multi-Mixed Use,7-Utilities (Electric Power

Generation). Our EB-5 Regional Center is one of the only ones affiliated with an

University Foundation , and is program based vs. project based offering multiple

investment options.
