City of Rochester, Consolidated Community Develop-

ment Plan-Community Meeting was held Monday

March 24, 2014 at City Council Chambers, 30 Church

St. This is annual public meeting to give the community

an opportunity to hear and give their input about the

consolidated plan; with had a PowerPoint presentation

to explain Community Development Block Grant

(CDBG ) and other grants, how money was spent in the past. It was an information session. Based on

resident interaction and participation the top two (2) groups that drew the most interest and concern

were #1 Housing , # 2 Economic Development.

Community Development Block Grant (CDBG )

Direct annual grants to eligible metropolitan cities and urban counties (entitlement communities_

Funds can be used to revitalize neighborhoods, expand affordable housing and economic opportuni-

ties, and/or improve community facilities and services, principally to benefit low– and moderate-

income persons.

Consolidated Plan:

Planning document;

Application for federal funds;

Strategy to be allowed in carryout out HUD programs,

and

Action plan that provides a basis for accessing perfor-

mance

Approximately 70 residents were in attendance and gave City officials their input about what they think is important and/or tell us about any issues that they have in their neighborhoods. City is required to have 2 public meetings during the course of plan-ning the use of funds. This was the first one.

One of the major elements historically omitted from the community development equation is the hu-man element…particularly the youth. Understanding this, NEAD began implementing a holistic ap-proach to community development that involves focusing on the human element at the foundation al level…childhood education intervention. One method of achieving this goal is through the Children’s Defense Fund Freedom Schools program, one of the most innovative, effective, contemporary litera-cy-based programs
