Mr. Cavagnaro has over 35 years of environmental

engineering experience for municipal and industrial

facilities. He is currently develops energy efficiency

projects for water and wastewater facilities. He holds

a Bachelors of Science in Civil Engineering from

Northeastern University in Boston, MA and a Master

of Science in Civil and Environmental Engineering

from the University of Colorado in Boulder, CO. He is

a Project Development Consultant for Johnson Con-

trols.

Ms. Rafalko has over 15 years of municipal engineer-

ing experience specializing in project management of

water and wastewater projects. She holds a Bachelors

of Science in Civil Engineering from the University of

Texas at Arlington. She is a Senior Professional Engi-

neer for the City of Fort Worth Water Department and

the Project Manager for the Village Creek Energy Effi-

ciency Project.

Mr. Fichera is the Assistant Director over Water Pollu-

tion Control for the Fort Worth Water Department

which includes the Village Creek Water Reclamation

Facility. Mr. Fichera has over 34 years of experience

in the environmental field. Mr. Fichera received his

oped environmental laboratories, pretreatment pro-

grams and over the last 5 years the City of Fort Worth

Village Creek Water Reclamation Facility.

Freese and Nichols Re-ceives 2010 Baldridge Award Freese and Nichols is a re-cipient of the 2010 Malcolm Baldrige National Quality Award. They are the first engi-neering and architectural firm ever to receive this award and one of seven businesses to be recognized this year. The Texas firm is one of three recognized in the small business category. The Baldrige Award is a prestigious national recognition that recognizes the achievements of U.S. organizations and publicizes successful performance. Named after Mal-colm Baldrige, the 26th Secretary of Commerce, the Baldrige Award was established by Congress in 1987. There were 83 applications submitted for the Baldrige Award in 2010. Applicants were evaluated in seven areas: leadership, strategic planning, customer focus, measure-ment, analysis and knowledge management, workforce focus, process management and results. The evaluation process for each recipient included about 1,000 hours of review and an onsite visit by a team of examiners to clar-ify questions and verify information.

TRA Announces Staffing Changes

Trinity River Authority’s Board of Directors selected Kevin Ward (TWDB) to succeed Danny Vance as General Man-ager. Other staffing changes: Glenn Clingenpeel will be heading the Planning and Environmental Management team after Dr. Richard Browning’s retirement, and Northern Region Manager Warren Brewer announced that he will retire at the end of February 2011.

Municipal Valve & Equipment Announces New Hire

Longtime WEAT-NTS member Clint Pulliam has taken a position with Municipal Valve & Equipment – Plano, TX office Clint’s focus will be inside/outside sales and project coordination.

Freese and Nichols Announces New Hire Gary Smith, P.E. recently joined Freese and Nichols and will serve as a senior technical leader and project man-ager in the firm’s Central Region. Gary will also be involved as the technical leader on sev-eral advanced water treatment projects throughout Texas. Gary Smith has over 35 years of experience in water and wastewater fields.

CP&Y, Inc. Wins Two Gold and Three Silver Medals in the Texas CEC Engineering Excellence Awards

CP&Y, Inc. was recently announced as the winner of two Gold and three Silver Medals in the Texas Council of Engineering Com-panies’ 2011 Engineering Excellence Awards competition, for a total of five Medals – more than any other firm in the competition! The Engineering Excellence Awards Competition has been held by the Texas Council of Engineering Companies since its incep-tion in 1975 to honor and recognize outstanding achievements within the engineering community. The distinguished panel of judges from around the state selected 15 Gold Medal and 11 Silver Medal winning projects from 41 entries based on uniqueness, originality, technical, value to the engineering profession, complexity and how successfully the project met the needs of the client. CP&Y won Gold medals for their work using Enhanced Leachate Recirculation with the City of Denton’s Solid Waste Landfill Sites and also for the Central Regional Wastewater System Improvements for Trinity River Authority of Texas. CP&Y’s Silver Medals came from their work on the IH 35 at Loop 340 Interchange in Waco for TxDOT and also their work in im-proving Efficient Ozone Generation at the Hefner Water Treatment Plant in Oklahoma City, OK. In addition, CP&Y earned a Silver medal for their work in conjunction with Freese and Nichols and Alan Plummer Associates on the 2011 Region C Water Plan.

What is Sporting Clays?

Sporting clays is “golf with a shotgun”. It is a form of clay pigeon shooting that involves shooting clay targets at multiple locations (stations). Sporting clays targets are thrown in a great variety of trajectories, elevations, and distances. Targets can come through the trees, over your head, left to right, right to left, in any path a real bird might choose. The stations are designed to be unpredictable and challenging for the shooter.

Each station has two clay-throwing machines. Targets are thrown in pairs. The number of clay pairs will vary from station to station. The types of pairs will also vary by station. Some stations will be “report pairs” (the second target is launched on the report of the shooter’s gun) and others will be “true pairs” (the two targets are thrown simultaneously).

Scoring is simple. Your team will receive one scoring card per shooter, with individual scoring based on 100 shots. For every target you break, the scorer will mark an X in the blank provided; if you miss, you mark an O. The number and type of pairs will vary by station.The high score is determined by the total sum of targets hit.

Event DetailsThe 2nd Annual WEAT-NTS Sporting Clays Event will be filled with food, fun, and good old fashioned competition between friends. Proceeds will be divided between the WEAT-NTS Scholarship Fund and Water for People.

Suitable for experienced and inexperienced shooters.

Bring your own equipment, or you can rent a shotgun at a nominal cost.

Eye and ear protection provided upon request.

12 stations, each with two automatic target throwers.

4 or 5 shooters per team. Individuals not in a team will be assigned to a team at the event.

100 clay targets per participant.

Course can be walked (approx. 0.6 mile total distance).

A shotgun shell shooters bag will be provided to each shooter.

Barbeque lunch and drinks provided.

Mulligans or “do-overs” available for $5 each and can be purchased on-site.

Event will proceed “showers or shine”. Event will be rescheduled only if heavy storms occur.

Shooters age 14 and below to be accompanied by an adult.

100 Shells provided with each registration.

Directions: From Downtown Fort Worth: Take I-35 south to I-20 East. Go east to the Forest Hill Drive Exit (#440B). Turn right (South) onto Forest Hill, go 2½ miles to the second 4-way stop sign (there will be a Post Office on your right). Turn left (East) onto Shelby Road. Follow Shelby for 2½ miles and Alpine will be on the right. There are signs beginning at Shelby Road that will guide you.

Rules: For the safety of shooters and bystanders:

Each station will have a WEAT-NTS volunteer to oversee the orderly ●activities at the station. Eye and ear protection is mandatory. ●

Gun breech or actions open to show gun is unloaded at all times ●unless in the cage and ready to fire. Do not load gun until in the cage and ready to fire. ●

Never load more than 2 shells in gun. ●

No shot size larger than 7-1/2’s. (7-1/2’s, 8’s and 9’s only) ●

Guns must have full stock and minimum 21” Barrel. ●

Alcohol is prohibited. ●

Waivers forms will be required at check-in. ●

Prizes Prizes will be awarded to first, second and third place teams as well as first, second and third place individuals.
