North West Construction Hub An Introduction to the Construction Frameworks www.nwconstructionhub.org

The North West Construction Hub (NWCH) is much more than a Public Sector construction delivery vehicle. It is a place where like-minded organisations come together to do business collaboratively. Lowest price tendering is replaced with long-term relationships between clients, professionals and contractors, formed around shared objectives and common values. The result is less waste, less duplication, local engagement and greater efficiencies - all generating better value for money.

The NWCH was established in 2009 in response to Central Government’s drive to improve efficiencies within the public sector. It is led by a Board comprising of representatives from public sector organisations across the North West. The legal entity behind NWCH is Manchester City Council.

The NWCH team supports the framework in a variety of ways:

3 Management support to the client in the initial phases, advising on the brief, liaising with constructor partners and offering guidance on deriving the best project benefits through the mini-competition process

3 Performance management of the constructor partners during project delivery through an improved KPI engine which captures a set of data that can be compared against NWCH benchmarks

3 Continual improvement of service and product by the constructor partners through Special Interest Groups covering a wide range of topic areas including BIM, supply chain and training & employment.

About the NWCHProjects have been delivered through the NWCH’s Construction Frameworks since 2010. There are three frameworks covering the following value bands:-

3 Clients who are delivering projects in the North West

3 Clients with bases in the North West delivering projects in the UK

3 North West based clients with public sector funding in their project

The frameworks can be used by:

High Value: £9m+

Medium Value: £2m - £9m

Low Value: £500k - £2m

All frameworks were re-procured during 2014-15 with some modifications following comprehensive consultation with clients and constructor partners.

Each value band is broken down into Lots;

Track Record

The original high and medium value frameworks (£500k+) operated from 2010 – 2014.

During the 2010 - 2014 framework, we delivered 199 projects with a combined value of £949m.

The types of projects delivered over this period include....

Schools, free school trusts, colleges and university buildings, theatres, civic buildings, leisure facilities, fire stations, offices, hospital extensions, houses, care centres and care homes, museums, crematoria, traveller sites, waste

transfer depots, and transport interchanges.

For this type of client...Councils, Blue Light Authorities, Local Government, Universities, Colleges and

Schools, Transport Boards, NHS Foundation Trusts and Housing Trusts.

2014

23,850 members of the workforce were

employed on 74 completed

projects, of which 54%

were defined as local.

94% of projects were delivered on time or early

“....have surpassed expectations in meeting the

City Council’s targets and requirements for handover. The Tier 1 & 2 Local Labour targets have been achieved with an impressive 95% on

both schemes which has been particularly pleasing.”

Bob Turner, Liverpool City Council

“…appreciation for the massive effort to get us this far at this point in time. Four months to get the project to today’s

milestone, only achieved through hard work and keeping focus of this demanding programme. Nobody should underestimate

this challenge to the construction team and supporting professional teams.”

Alan Bingham, Manchester City Council

“Considering that the location of the project is fairly remote, [the contractor has] managed to achieve an average

local labour usage of 36%, create 4 local apprenticeship opportunities and 6 full time

non apprenticeship opportunities, as well as backing several local charity initiatives.”

1,411 community and upskilling activities took place, and 2,102 employability and

learning activities.

“To work on a historic building which is a fundamental part of Wigan town centre, is quite amazing. To see my students come back with a renewed spark and interest and a set goal of what career they are now determined

to gain is what work experience is all about.”Angela Daly, Wigan & Leigh College

“The team displayed an excellent,

collaborative work ethos, with a clear end goal in sight to

deliver the building to a high specification.”John Taylor, Liverpool

City Council

“…. engaged positively to deliver a fantastic new building which exceeds

the expectations of the Users and is an outstanding building within our emerging Children’s Health Park. The relationships

between [contractor] and the Trust remained excellent throughout the

development, with a very positive team culture to get the job done.”

Matt Templeton, Alder Hey Children’s Hospital

“In Trafford, through a collaborative approach, we put 7 projects into a programme and created 14 apprenticeships

with 5 different contractors, all enabled by the NWCH.”Jocelyne Underwood, GM Chamber of Commerce

“We’ve been a client of the Hub for 5 years and we

wouldn’t keep going back if it didn’t deliver.”

Clare Huber, Cheshire West and Cheshire Council

“The space is a step change in the students’ learning environment and we were able to enhance the quality

far more than we first envisaged. Exceeding the expectations was complemented by commercial savings

being returned to the client.”Steve Cottle, Cheshire East Council

stage and greatly assisted in the risk management and value engineering exercises to ensure the project was delivered within the affordability envelope, whilst retaining the key design quality

OJEU COMPLIANTThe frameworks were procured through an

OJEU compliant process.

TRIED AND TESTEDThe first framework became active in 2010,

followed shortly after by two more. They have now been reprocured. The percentage of clients who come back to use the frameworks is very high.

NO FEEThe client pays no direct fee to use the re-procured

frameworks. The Framework Management Fee is now recovered from the Constructor Partner

through their competitively tendered overheads percentage upon appointment to a project.

FLEXIBLEThe type of contract can be selected by the client so long as it is partnering and

collaborative; procurement can take place from RIBA Stage 0 through to Stage 4, according to the needs of the project.

VALUE FOR MONEYA rigorous selection process to select Constructor

Partners to the frameworks was undertaken which included both price and quality. Open book

accounting principles enable client commercial managers to ensure that competitive best value

rates are obtained in all instances.

The Benefits

DEVELOPED BY THE PUBLIC SECTOR

The frameworks have been developed and revised (through comprehensive consultation) by public sector organisations who understand

the needs of their peers.

BIM KNOWLEDGEThe government will require all public

funded projects to have BIM Level 2 (with collaborative working) from 2016. The construction industry is on a journey in

adopting and developing BIM. All contractors had to evidence where on the journey they

are up to, with an expectation for confirming development to meet future client demand.

BESPOKE BENEFITSProject benefits can be tailored to each project,

over and above the core KPIs which cover elements of social value and sustainability.

QUICK AND EFFICIENT PROCESSA rigorous pre-qualification process already undertaken saves the client time and effort.

Furthermore, this enables the appointment of a contractor in a minimum of six weeks if the

programme is demanding.

CONTINUOUS IMPROVEMENTSpecial Interest Groups (SIGs) are established to deliver the Construction Strategy agenda

covering topics such as Supply Chain, BIM and Training & Employment.

MANAGEMENT SUPPORTThe NWCH team support the client (or their advisors) giving guidance on the preparation of the Expression of Interest and the Mini-

Competition. Performance management is also undertaken during project delivery.

MEMBER OF THE NACFNWCH is a partner and active supporter of the

National Association of Construction Frameworks (NACF) which is working together with the Local

Government Association (LGA) to shape and promote best practice in using 2-stage collaborative

frameworks, and to help shape the future of the national procurement strategy.
