Review of Minutes
from April meeting
•Minutes from the last meeting on 13th April 2015
were agreed.
•The talk from Local PCSO Colin Gibbons and
Diversity Advisor Mike Patey was swapped to do
ahead of the KAG DVD presentation.
•Andrew welcomed PC Mike Patey and PCSO Colin
Gibbons and said that it was great they were able to
attend the meeting, following our discussions about
the Police at our last meeting in April 2015.
•Mike started by telling the group about the Pegasus
‘Help me help you’ scheme which has been
operational in Surrey since March 2014.
•The scheme is based upon a combination of
Nottinghamshire Communication impairment
emergency services scheme and the Thames Valley
Help me help you scheme.

•The Police spoke about lessons learnt from the 2008
case in Acton in which a 16 year boy with Autism
became fixated by the reflection in the water on a trip
to Acton Baths.
•When the Police approached him he panicked and
jumped into the water fully clothed, the Police used
two pairs of handcuffs, leg restraints and put him into
the cage compartment of the Police van to contain
him.
•The Pegasus card database helps people with
disabilities and other vulnerable people. When
someone registers they are given a 4 digit pin number
which will bring all of their details up.
•On the Street a Police officer or someone from the
other emergency services should recognise the card.
•This will help to prevent anxiety, which would alert
officers to be suspicious and elevate the level of
questioning.
•There are currently over 160 people signed up to the
Pegasus card scheme.
•Andrew Price asked if the Valuing People groups
could help by circulating any Police information about
the scheme through our networks.
•Mike Patey told us that the scheme is mentioned on
the KAG Hate Crime DVD and on the PDF document.

•Jill Budd shared with the group that a service user
within Surrey Choices has felt more confident since
registering with the scheme having been arrested
previously.
•The Police told us that there is also an Autism
specific card,. They have received some training
from the National Autistic Society around awareness
of Autism. The database contains carer details and
next of kin details who can be contacted for advice
on supporting the individual.
•The Police are encouraging Officers to ring carers
and family members for support.
•For people with a Hearing impairment there is also
a text message service available.
•Anyone with a disability or illness which may make
it hard to communicate with the Police in an
emergency or difficult situation can register for a
pin.
•A hate crime can be motivated by when someone
dislikes you because of your identity within a
specific group.
•“Any criminal offence which is perceived by the
victim or any other person to be motivated by a
hostility or prejudice.

•In the year 2013/14 there were 1,985 disability hate
crimes recorded.
•45 of these were registered in Surrey, that is less
than one a week. Numbers have started to rise over
the past few years which is being seen as a good
thing that more people are reporting being victims of
hate crime.
•The group were reminded of the 2007 case of
Fiona Pilkington and Francesca Hardwick, when 33
complaints had been made in 10 years between
1997-2007. Fiona Pilkington took hers and her
daughters life's in 2007 when she could no longer
tolerate the abuse they were subject to.
•Andrew Price asked the Police if it would be helpful
to know where residential locations are?
•Mike Patey explained that they Police know where
the Surrey Hubs are and often visit such locations to
get around and engage.
•The Police have released new posters to raise
awareness of Hate Crime, there is a poster which
specifically targets disability Hate Crime.
•They are aware of the critique of the image used of
a wheelchair user, but found it difficult to select a
single image which covered all disabilities.
•There is Easy Read information on Hate Crime
which has been put together by Mike Leat.

•The Police have been working alongside Surrey
Disabled Peoples Partnership and Advocacy
Services. They also work in local Council Offices
and liaise with various networks.
•Police

Deaf People
PLOD helps deaf people to access police services.
It is a non-emergency point of contact for people
who are hearing impaired.
•PCSO Colin Gibbons told us about mental health
and learning disability liaison officers, the officers
are multi skilled and also work alongside ADHD and
Dementia services. There are currently 25 liaison
officers who can be contacted through 101.
•For the past 2 years the Police have had an open
doors event in which they link with partner agencies
such as KAG who come to talk to the Police about
working with people with learning disabilities in their
local area.
•The Police have also worked with the Lockwood
Centre, with some Officers spending 3 days there
on a placement to raise awareness about working
with people with learning disabilities.

•Debbie Taylor shared with us her experience of being
followed by a man when she was volunteering at
Marie Curie in Guildford. She told us that she phoned
up and told staff who supported her reporting it to the
Police and the man responsible went to court.
•Surrey Choices spoke about the Bike project in
Sheerwater, when customers strip a bike down and
get a new bike at the end of the project. Someone
who took part in the project was stopped by the Police
and accused of having stolen the bike which he found
very hard to understand how he could have stolen it.
•The project would welcome people to visit them in
Sheerwater so that they can find out more about the
scheme.
•Barry Hobbs from KAG self advocacy spoke to the
group about the Hate Crime DVD that the groups
have produced in partnership with Surrey Police.
•When KAG receive the DVDs there will be 1000
copies which are to be distributed throughout Surrey.
They will be going to Day Centres, The Hubs, Schools
and various other locations organisations can request
a copy.
•It is possible the DVD may go online in the future but
permissions from the people involved will need to be
revisited.

Surrey County Council Proposed Changes to Local Bus Services
•Lisa spoke to the group about Proposed
changes to Local Bus Services, anyone who
completes a survey needs to return it by
Monday 8th June 2015.
•Between October 2014 and February 2015
over 6800 people told Surrey County Council
what they thought about local transport.
•The Council is NOT proposing to make any
changes to how people use their disabled
bus pass
•Passes will still be able to be used before
9:30 in the morning. Passes will still be able
to be used after 11:00 at night.
•You can still have a companion bus pass if
you need one.
•Lisa Nash had hard copies of the feedback
form available on the date of the meeting and
handed them out to anyone who wanted one.
•As the meeting took place on the final day
for responses Lisa had already emailed out
the electronic version of the survey to the
group so that they could feedback.

Updates from the group.
•Helen Couchman told us that Dimensions is
currently looking for new premises for office space.
If anyone knows of anywhere that has reasonable
rated please contact her.
•This week is Carers week, running from the 8th-14th
June 2015, celebrating the work of unpaid carers.
•Rayner Ward told us that as part of the events
celebrating Carers week on 11th June Carers
Support Spelthorne would be hosting a Carers
Picnic at Lammas Park Staines from 11:30-3:00pm.
•Lois from Dramatize told us about their annual
show which will take place on 18/7/15 at the Magna
Carta Theatre in Epsom.
•Dramatize still currently has spaces for new
starters for next term in September.
•Barry Hobbs shared with the group that KAG are
launching their new advocacy group in Staines. The
launch is Thursday 25th June at fairways day service
from 10:30-12:00pm
•Debbie Taylor told us that she would be performing
a Dance as part of the Magna Carta celebrations on
14th June at Royal Holloway.
•Lisa to forward list of activities taking place during Carers
week to group members (list to be sent to Lisa by Helen.)

Updates from the group.
•Andrew Stride told us about the a website called
www.disabledgo.com . The website provides
information about accessible Hotels and Theatres in
a lot of detail. The section on parking is still under
development but they are interested in feedback.
•He also told us about the wheels for all cycling
project in Sheerwater. For further details contact
Matthew Wing at [email protected]
•Lyndon Edwards told us about the Surrey Disability
Register which currently has over 12,000 people
signed up. At the time of the meeting he was just
finishing the July 2015 edition of the newsletter and
asked for any information anyone would like to
submit.
•He also told us about the Disability Alliance
Network (DANs) conference which is taking place
on 23rd September. The theme for the conference
will be accessibility and attendance is open to
everyone on the Surrey Disability Register.
•The Disability Alliance Network, the Valuing People
groups and the Positive Behaviour Support Network
are currently working towards creating Facebook
groups which will create a greater online presence
so watch this space.
•Sarah told us about the role of the quality checkers
within Surrey Choices, who help ensure that
customers can contribute in a meaningful way.

Updates from the group.
•Sarah also told us that some Customers from
Surrey Choices had been involved in a First Aid
project which was led by the Red Cross.
•Jill Budd told the group about the new Office Skills
project which is based in Guildford. This is a
dedicated space for people to learn office tasks and
develop skills around work, time keeping and
personal responsibility.
•Lisa told the group about the plans for Learning
Disability week 2015 which is running from 15th-22nd
June 2015.
•The Valuing People groups in Partnership with
KAG advocacy groups are launching their own
‘Hear our Voice’ campaign in Surrey. Throughout
Learning Disability week and the weeks that follow
they will be gathering voices and positive stories
from people with Learning Disabilities.
•There are two events being held by the Valuing
people groups in honour of Learning Disability
Week. Tuesday 16th June at the Mayflower Centre
in Dorking from 10:00-3:00pm with various speakers
attending.
•Thursday 18th June at the South West Valuing
People Community event, at the Ash Centre in Ash.
With a speaker attending from the Houses of
Parliament Outreach service.
