Thirty-Third Annual Session Of

Northeast Mississippi Association Of Free Will Baptists

The Thirty-Third Annual Session of the Northeast Mississippi As­sociation of Free Will Baptist when convened with West. Memphis Free Will Baptist Church, West Memphis, Arkansas on October 6, 1967 with the Moderator Rev. Randy Cox presiding.

The session was opened by singing "When the Roll is Called Up Yonder" and "Tis So Sweet to Trust in Jesus''; with Rev. Levy Corey directing. ;

The devotion was given by Rev. Tillis Walley of Columbus, Miss­issippi, reading from Titus 3:1-8 and showing from God's Word that He saved us for a purpose.

The welcome was given by Rev. J. P. Bowman Pastor of the West Memphis Free Will Baptist Church . .

The Executive members were introduced. The voting delegation vf Ministers and Deacons and Officers of the Association were ask to stand. It was moved and seconded to seat the Standing Delegates.

Rev. Cox then read the rules of Decorum. The Moderator appointed the Committee on Committees: H. G. Co­

oper, Herbert Knight, and Wayne Yarbrough. Vv·e notice that 24 of the 25 Churches are represented by letter. Partial report of the Digest Committee is Called for: Motioned to

accept this partial report and seat the delegates. (See complete report) Visiting Ministers Rev. L. E. Winter, Rev. Eustas Riggs, and Rev.

Daniel Gaskins were welcomed. Grace Free Will Baptist Church of Columbus, Mississippi send a

petitionary letter to the Executive Committee. The Committee after meeting with the Grace Free Will Baptist Church and questioning its members recommends that we receive them under the watchcare of this Association for one year. Motioned and seconded to receive the recom­mendation. Carried. (See Report)

Motioned to receive Rev. Herbert Knight as a member of this as­sociation having been ordained at the Quarterly meeting. Carried.

In the absence of Rev. M. L. Hollis and Rev. W. F. Clark two others were appointed to form a Quorum on the Ordaining Council; Rev. Claudius Mullins and Rev. Wayne Yarbrough were appointed.

The proposed constitutional changes were read by Rev. Tillis Walley. This revision is in compliance with section seven being read in . the morning session to be voted on in the afternoon session. (Written report)

The report of the Ladies Auxiliary was read by Mrs. Woodrow Wil­lcoxsori; as sent in by Mrs. Tom Johnson, the President. Motion, sec-onded and carried to receive the report. (See Report) ,

Morganwood Camp report is given by Rev. Milton Worthington with 1

a recommendation that we accept the report and include it into the Minutes. Motion, Second, and Carried. (See Report) ,

It was recommended that the camp Constitution; Section 2 Num-

ber 1 which reads: Election of the Camp Director at the September meeting. BE CHA.L'l'GED TO READ AS: "Election of the Camp Director and Assistant Camp Director at their November meeting following the Annual Session of the Northeast Association" Motion, second, and car­ried.

After a short recess the session continued with Rev. Randy Cox directing the singing of "Rescue the Perishing."

Morning offering Received. Rev. Cox introduced our State Missionary Rev. Levy Corey. He gave

a brief report on the work beginning in Meridian, Mississippi. Then brought the Morning message reading from Psalm 119:105. Using "The Word" as his Text.

Treasures Books· at his request. The following reports were read: (See Report on Each) Church

Training Service, Sunday School, Credentials Committee, Obituary Com­mittee, Resolution Committee, Temperance Committee, Digest Commit­tee, and Nominating Committee.

Motion that we delete the office of Missionary Conference and that it be filled by the State board of Conference and itinerate ministry. Seconded and carried.

Voted to carry the next association to Pleasant Grove Free Will Baptist Church, located about eight miles northwest of Thaxton, Miss­issippi. Go out highway 6 west from Pontotoc to McGuin Grocery, turn right and go about 3 miles. (See map on Back Cover)

Motion to have the clerk seek to have a small map showing the location of this Church enclosed on the back of the minutes. Seconded and carried.

Moved to accept a $50.00 gift from the old league organization to be made available to Morganwood Camp. Seconded and Carried. (see letter)

Moved to change the word Other to State Mission on the Church Letter to the Association. Seconded and Carried.

The Report of Constitutional Revision Committee (See Constitution) The Revision of the Constitution and by-laws were read and adopted one by one with only one amendment that being in Article 6-Section 3- to read 3 ministers and 2 deacons, rather than 5 members.

REPORT OF F'UEE WILL BAPTIST BmLE COU.EGE

There was no one from the Bible College, Rev. Cox gave a brief oral report; both new buildings are now being used.

REPORT OF CHURCH TRAINING SERVICE

We the C.T.S. Committee recommend that each Church set aside one month each year as C.T.S. Month with special emphasis on C.T.S. We recommend that each C.T.S. urge more participation in Bible Bowl and Soward Drills on district level.

REPORT OF SUNDAY SCHOOL

We the Sunday School Committee recommend that all Churches actively support our next Sunday School Associations Annual meeting. We further recommend that if there arc any Churches in our Associa­tion that do not have a Sunday School that they organize one. We also urge all churches have an active Visitation Program.

We the Obituary Committee report that in the past year we find 32 of our members have been called from our midst. But we do know all things work to gather for good to them that love the Lord. This report is the responsibility of the local, district, state, and nat­ional treasurers. The local treasurer compiles the report from the regular individual monthly reports made by the local auxiliary members and sends a copy to the district treasurer at least ten days before the district auxiliary convention. The district treasurer compiles all local treasurer's reports for the district convention and sends a copy to the state trea­surer. The state treasurer follows the same procedure and sends her combined reports to the national treasurer by June 20th. If there are no auxiliary convention organizations within a state, the local treasurer sends her report to the WNAC treasurer.

REPORT OF EXECUTIVE CO~nUTTEE OF NOR~T ASSOCIATION OF FREE WILL BAI'TISTS

The Executive Committee met with Grace Free Will Baptist Church October 5, 1967 7:00P.M. for the purpose of examining them for entrance into the Northeast Association. The meeting was the result of their petition to enter the Northeast Association.

We make the following recommendation: That Grace Free Will Baptist Columbus, Mississippi be received

under the watch care of the Association for the period of one (1) year and that dependant upon maintance of sound doctrine and practice, ac­companied by sustaining the work, the church be received into full fel­lowship by vote of this association;

CONSTITUTION FOR 1\IORGANWOOD YOUTH CAl\IP

Article 1-Name This Camp shall be known as Morganwood Youth Camp of theN. E. ,

Miss. Free Will Baptist Association.

Article IT-Purpose Morganwood Youth Camp was conceived and constructed by Christ­

ian men and women for the purpose of challenging young people through Bible teaching and Christian recreation in a camp atmosphere.

Article ID-Board Members Section 1 Members. This Board is comprised of six (6) members, five

05 elected by the Northeast Association in annual session for the terms of one to five (1-5) years. The sixth (6) member shall be the Camp Di­rector elected annually by the standing ,board, he shall serve as chair­man of , the board for that year. This board shall be under the supervi­sion of the N. E. Miss. Association of Free Will Baptists. A board mem­ber cannot succeed himself for one (1) year. This board shall meet bi­monthly.

Section 2. Duties. The board shall be responsible for the: 1. Election of the Camp Director and Assistant Camp Director at

their November meeting following the Annual Session of the North East Association.

2. Securing and supervision of Custodian and his duties. 3. Election of a Secretary-Treasurer. 4. Pre-camp preparation of camp facilities. 5. Recommendations for camp, inprovements. 6. All members shall be required to sign all deeds, notes, contracts

& etc. Section 3. Secretary-Treasurer. 1. The Sec'ty-Treas. shall be elected by the camp board for as long

as the board deems necessary. 2. It shall be his responsibility to pay all bills, when present and

signed by camp personnel, also all bills for lights, notes, as approved by board. All bills and accounts to be paid by check.

3. He shall prepare and mail a bi-monthly statement to each Church. 4. He shall present an annual financial statement to the Northeast

Miss. Association of Free Will Baptists. 5. He shall be present on camp opening day to receive registration

funds for deposit. Section 4. Camp Director. To be elected annually by camp board.

DUTIES 1. He shall serve as chairman of the board for the elected year. 2. Be responsible for setting up camp calendar. 3. Be responsible for camp program and personnel. 4. Be responsible for all disciplinary action during the camping sea­

son. 5. He will authorize the printing and mailing of application forms

and advertising materials at the discretion of the board. Motion to accept-Carried.

CHURCH COVENM"'T Having given ourselves to God by Faith in Christ and adopted the

·ward of God as our rule of faith and practice, we now give ourselves to one another by the will of God in this solemn convenant. ·

We promise by His grace to love and obey Him in all things. To avoid all appearance of evil, to absta.in from all sinful amusements and unholy conformity to the world, from all sanction of the use and sale of intoxicating beverages, and to "provide things honest in the sight of all men."

We agree faithfully to discharge our obligations in reference to the study of the Scriptures, secret prayer, family devotions, and social wor­ship and by self denial faith and good works endeavor to "grow in the grace and the knowledge of our Lord and Saviour Jesus Christ."

We will not forget the assembling of ourselves together for church conferences; public worship and the observance of the ordinances of the Gospel, nor· fail to pay according to our ability for the support of the church, of its poor, and its benevolent work.

We agree to accept Christian admonition and reproof with meek­ness, and to watch over one another in love, endeavoring to "keep the unity of the Spirit" in the bonds of peace, to be careful of one another's happiness and reputation, and seek to strengthen the . weak, encourage the afflicted, admonish the erring and as far as we are able to promote the success of the church and of the Gospel.

We will everywhere, hold Christian principles sacred and Christian obligations and enterprises supreme; counting it our chief business in life

· to extend the influence of Christ in society, constantly praying and toil­ing that the Kingdom of God may come and His will be done on earth as it is in heaven. ;

To this end we agree to labor for the promotion of educational and denominational enterprises, the support of Missions, the success of Sun­day schools, and evangelistic efforts for the salvation of the world. And may the God of peace sanctify us wholly and preserve us 'blameless unto the coming of our Jesus Christ.

REVISED CONSTITUTION OF NORTHEAST l\llSSISSIPPI ASSOCIATION OF F'REE WILL BAPTISTS

Article 1 NAME-This organization shall be known as the North­east Mississippi Association of Free Will Baptists.

Article IT PURPOSE-The purpose of this Association shall be to bring together our churches throughout North Mississippi for a closer union among our people and to harmonize the efforts of individual churches as we seek to fulfill the Great Commission.

Article III TREATISE OF FAITH AND PRACTICE-This body a­dopts the Treatise of Faith and Practice of the National Association of Free Will Baptists and the accompanying Articles of Faith. However, this Association grants no judicial authority to the National Association of Free Will Baptists.

Article TV-Membership-Section 1. This Association shall 'be composed of churches in the

general area of North Mississippi. The following procedures shall be used in receiving churches into this body.

(2) The church shall be examined on matters of faith and practice by the executive committee of this Association and, if found to be sound,

recommended to the Association for membership. (3) The church shall be received under the watch care of this Associa.

tion for the period of one (1) year; after which, upon maintainance of sound doctrine and practice, it shall be received by vote into full fellow­ship of the Association with voting privileges.

Section 2. Representation: .Each church shall be allowed five (5) de­legated representatives and they must be duly appointed by their church while in conference and bear credentials from the same to this body. The deacons and ·minister of each church shall be standing delegates along with the officers of this association.

Section 3. This Association shall not usurp any judicial authority over any of its member churches.

Article v'. OF'F'ICERS-The officers of this Association shall con­sist of moderator, assistant moderator, clerk, assistant clerk, and trea­surer, the same being elected at the close of each session by a majority vote of the delegates present. These shall hold office until their succes­sors are elected and installed.

Article VI - BOARDS AND COMMITI'EES Section 1. The Executive Committee is a standing committee comp­

osed of five (5) members. One member is the Moderator of the Associa­tion who serves as chairman. The other four (4) members are elected by this Association and serve terms up to four (4) years each, with a mem­ber going off each year.

, Section 2. Morganwood Camp Board is a standing board comprised of six (6) members, five (5) elected by the Northeast Association is an­nual session for the terms of one (1) to five (5) years. The sixth (6th) member shall be the camp director elected annually by the standing board for that year. This board shall be under the supervision of this Association. A board . member cannot succeed himself for one (1) year. This board shall meet bi-monthly. Any change in the Constitution of this board must be voted upon by this Association.

Section 3. The ordination of men into the gospel ministry is basic­ally the function of the local church. However, this Association shall elect a standing examining committee comprised of 3 ministers and 2 deacons serving up to five (5) years each, with one (1) member going off each year. At the request of the candidate's church this .committee will examine the candidate for license and ordination to the gospel ministry. Also, when requested, this committee can serve as an ordaining com­mittee. Candidates for ordination shall be examined orally and by writ­ten examination.

Section 4. This Association shall elect such boards and committees as are necessary to effectively fulfill its purpose.

Article VII. MEETINGS-This Association shall hold its session on Friday before the second (2nd) Sunday in October.

Article VIII RELATIONSHIP TO OTHER BODIES -This Associa­tion shall be a member of the Mississippi State Association of Free Will Baptists and shall ·be entitled to representation in that body.

Article IX AMENDMENTS-This Constitution may be altered or amended by a 2/3 majority vote of the delegates present at any session; notice of such intended alterations having been given in writing at the morning session to be voted on in the afternoon session.

BY-LAWS

1. The executive committee shall act on behalf of the Association when the association is not in session. Its actions shall be reported to the Association for acceptance or rejection. The executive committee can call a special session of the Association if deemed necessary.

2. The moderator shall have the right to appoint all committees. 3. The clerk shall have the right to supervise the •printing of the

minutes and shall be allowed $10.00 for his services; treasurer $5.00; and · moderator, $5.00 for their services.

4. This Association shall annually elect an individual who will be in charge of the church tralning service rally and competitive activities.

5. Rules of Decorum (a) No member shall be absent from the body without leave from the

moderator. (b.) All motions made and seconded shall be open for discussion but

debate may be shut off any time by a majority of the members of the Association.

(e.) If any proposition or motion under debate contain two or more points, it shall be divided at the request of any member and the vote taken separately.

(d.) Motions made and lost shall be recorded on the minutes unless so ordered at the time.

(e.) No one shall be allowed to speak more than twice on the same subject and for no more than ten minutes at a time without special leave from the body.

(f.) All questions shall be decided by a majority of the members pre-se~ i

(g.) Matters not covered in the above statements shall be decided according to Robert's Rules of Order or another written parliamentary authority.

6. These By-Laws may be altered or amended by a 2/3 majority vote of delegates present at any session; notice of such intended alterations having been given in writing at the morning session to be voted on in the afternoon session.

RULES OF DECORUM

ARTICLES. OF FAITH

Article 1.- THE BffiLE-The Scriptures of the Old and New Test­aments were given by inspiration of God and our infallible Rule of Faith and Practice. I Cor. 1:21; Matt. 28:19-20. Rom. 1:16.

Article 2.-GOD-There is one living and true God, revealed in na­ture as the Creator, Preserver, and Righteous Governor of the universe and in the Scriptures as Father, Son and Holy Spirit, yet as one God, infinitely wise and good, whom all intelligent creatures are to supremely love, adore and obey. I Cor. 8:6; Isa. 40:28.

Article 3.---CHRIST-Is God manifest in the flesh; in His divine nature truly God, in His human nature truly man .. The mediator between God and man, once crucified, He is now risen and glorified and is our ever present Saviour and Lord. I Tim. 2:5-6; Heb. 2:9; St. .John 3:16.

Article 4.-THE HOLY SPffiiT-The Scripture assigns to the Holy Spirit all attributes of God. He is the reprover, comforter, guide and sanctifier of men. St . .John 1:7-8; Act 2:45; Eph. 2:1.

Article 5.-THE GOVERNMENT OF GOD-God exercises a wise and benevolent providence over all beings and all things by maintaining the constituton and the laws of nature. He also performs special acts of grace, not otherwise provided for, as the highest welfare of man requires. Mark 16:15; Luke 24:47; I Tim. 2:4.

Article 6.--THE SINFULNESS OF MAN-Man. was created in­nocent but by disobedience fell into a state of sin and condemnation. His posterity therefore inherit a fallen nature of such tendencies that all w,ho come to years of accounta;bility sin, and become guilty before God. Gen. 2:17; Gen. 3:19.

Article 7.- THE WORK OF CHRIST-The Son of God, by His in­carnation, life, suffering, death and resurrection affected for all a redemption from sin that is full and free and is the ground of salvation by faith. Acts 3:19; Matt. 28:19-20; Eph. 2:5-10.

Article 8.-THE TERMS OF SALVATION - The conditions of sal­vation are: 1. Repentance or sincere sorrow for sin and hearty renuncia­tion of it. 2. Faith or the unreserved committal of one"s self to Christ as •. Saviour and Lord with purpose to live and obey Him in all things. In the exercise of saving faith the soul is renewed by the Holy Spirit, freed from the domination of sin and becomes a child of God. 3. Continu­ance in faith and obedience until death. Luke 13:3; Acts 17:30; Rom. 10:10.

Article 9.-ELECTION-God determined from the beginning to save all whom should comply with the condition of salvation. Hence

by faith in Christ men become His elect. Matt. 28:20; I Cor. 1:21; Matt. 25:31-46.

Article 10.-Freedom of the will - The human will is free and self controlled, having power to yield to the influence of the trust and the spirit, or to resist them and perish. Tit. 2nd chapt; Rev. 2:10-15.

Article 11.-SAL V ATION FREE-God desires salvation of all, the Gospel invites all, the Holy Spirit strives . with all, and whosoever will come and take the water of life freely. Gal. 1:13-14; Rev. 22:17 •.

Article 12.- PERSEVERANCE - All believers in Christ, who through grace persevere in holiness to the end of life, have prom­ise of eternal salvation. Rom. 5:21.

Article 13. GOSPEL ORDINANCES - Baptism, or the immersion of believers in water, and the Lord's Supper, are ordinances to be perpetu­ated under the Gospel. Feet washing, an ordinance teaching humility, of universal obligation, and to be administered to all true believers. Acts 8th chapt.; I Tim. 5:10; Luke 22:49.

Article 14.-TITHING God commanded tithes and offerings in the Old Testament; Jesus Christ endorsed it in the Gospel (Matt. 23:23); and the Apostle Paul said, "Upon the first day of the week let every one of you lay by him in store as God has prospered him."

Article 15.- THE CHRISTIAN SABBATH - The divine law re­quires that one day in seven be set apart from secular employments and amusements, for rest, for worship, holy work, and activities and for personal communication with God. Deut. 5:12-14; Heb. 4:4.

Article 16-RESURRECTION, JUDGEMENT AND li1NAL RETRI­BUTION-The Scriptures teach the resurrection of all men at the last day. The that have done good will come forth to the resurrection of life, and they that have done evil unto the resurrection of damnation, then

\ the wicked will go away into eternal punishment, but the righteous into eternal life. Jno. 5:28-29; II Cor. 5:10; I Cor. 15:23.
