Introduction We have pleasure in inviting you to take part in the eighth running of the Northumberland Borders Rally – a unique navigational rally for Mini Cooper and Mini rallying enthusiasts - to be held on Saturday the 17th of October 2015. The event will retain the established format of around half a dozen special tests on private land during the day, followed by a navigational rally through the lanes after dark. However, for 2015, there will be a number of changes that will enhance competitor experience. These include some new test venues to enjoy and a more relaxed time schedule for the leg after dark, as well as a rest halt that will enable competitors to recover some lateness if required. This year, entries can also be made online via a web entry system offered by rallies.info Running alongside the Borders will again be its sister event, the Tynedale Rally, a 12-car navigational rally for novice and first-time competitors. As in previous years, this will run to a similar format but have a reduced mileage and simpler navigation. MSA competition licences will not be needed for this event.

Building on the successful hosting of the event in 2014, both rallies will again be based at Vallum in the heart of Hadrian’s Wall country, and the finish will be the excellent Elks Head pub in the Allen Valley, a short drive from the historic market town of Hexham. For those looking to stay over, accommodation will be available near both venues. Competitors on The Borders will take in around 120 miles on OS maps 87 (Hexham & Haltwhistle) & 88 (Newcastle-upon-Tyne) while Tynedale crews will cover approximately the first 80 miles of the same route. The start out from Vallum will be at 1.30pm on the day and finish, for around 10pm. Both events will be open to classic mini saloons only, with entries again invited from members of the organising club, the Mini Cooper Register (MCR) and selected MSA member clubs including the Historic Rally Car Register (HRCR). This year, we are pleased to welcome mini crews taking part in the HRCR’s Premier Rally Championship https://premierrally.co.uk/, an all-new road rallying initiative encompassing a range of events and different types of car. We are grateful for the continued sponsorship of YBracing, one of the UK’s largest suppliers of Motorsport equipment and of OMP products, who have generously backed the rally since its inception in 2008. We are also delighted to welcome back Vallum as co-sponsor. Our chosen charity for a raffle held on the day will again be WaterAid, an international charity transforming lives by improving access to safe water, hygiene and sanitation. We hope that those taking part will support this most worthy cause by buying tickets and/or donating prizes. We look forward to seeing everyone on the day and promise a warm welcome and great value motorsport event on classic roads.

SUPPLEMENTARY REGULATIONS

1. ANNOUNCEMENT

The Mini Cooper Register (Newcastle & Durham Region) will organise a Clubmans status Navigation Rally and a 12-car navigational event on Saturday 17th of October 2015. The Clubmans event will be a qualifying round of the Historic Rally Car Register (HRCR) Premier Rally Championship.

2. JURISDICTION

These events will be held under the General Regulations of The Motor Sports Association (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations, as well as other written instructions the Mini Cooper Register (MCR), the promoting club, may issue.

3. AUTHORISATION

4. ELIGIBILITY

Both events are only open to Mini Cooper and Mini saloons of road legal specification, MOT’d, taxed and insured for use on the public highway. No other vehicles, including mini variants and BMW MINI, are eligible.

The Northumberland Borders Rally is open to Clubman licence holders who are either members of the MCR or any of the following MSA member clubs:

The Tynedale Rally, for which no competition licence is required, is open only to genuine novices either from the MCR or a maximum of six of the clubs in the list above.

6. START & FINISH VENUE

Signing on, documentation, competitor briefing and scrutineering will take place at Vallum, Military Road, East Wallhouses, Newcastle-upon-Tyne, NE18 0LL (OS map 87, NGR NZ048683). The finish, at which there will be a buffet both for competitors and marshals, will be The Elks Head, Whitfield, Hexham, Northumberland, NE47 8HD (OS map 87, NGR NY781571).

7. PROGRAMMME

Scrutineering: 10:00 to 12:00 hrs

Signing on & documentation: 10:15 to 12:30hrs

Competitors’ briefing: 12:45hrs

Car 0 departs from MTC1: 13:30hrs

Approximate due finishing time for Car 1 on Borders: 22:00hrs

Approximate due finishing time for first crew on Tynedale: 21:00hrs

8. ROUTE

Ordnance Survey Landranger sheet numbers 87 (Hexham & Haltwhistle) and 88 (Newcastle-upon-Tyne) (latest editions) will be required. Areas of adjoining maps may also be utilised, however, there is no requirement to bring these as competitors will be supplied with handouts of the areas concerned.

Competitors on the Northumberland Borders will cover approximately 120 miles and those on the Tynedale Rally, the first c.80 miles. These figures include the special test mileages. All of the route will be on yellow or higher grade roads bar just over a mile of white roads where the surfaces are degraded in places. The special tests take place on private land where the surface will be a mixture of concrete, tarmac, compacted gravel and grass. Although deemed suitable for standard cars, sump guards and other equipment (e.g. roll cages and harnesses) may be useful for those with a particularly flamboyant driving style.

9. FUEL

Fuel will be available near to the start venue and after the end of the daylight leg. Competitors will not be permitted to carry fuel in their cars. However, those with particularly thirsty vehicles, unable to complete around 100 miles without refuelling, will be able make arrangements with the Chief Marshal for fuel to be made available to them at an appropriate point. [Note: several cars were running on fumes in previous years so, if there are any doubts, competitors ought to use this opportunity].

10. FORMAT & TIMING

Routes for both events will be defined by plot and bash handouts. These will be provided in sealed envelopes issued at controls along the route. Instructions for competitors on the Northumberland Borders Rally will involve a mix of navigation styles, while those taking part in the Tynedale Rally will have easier navigation including marked maps & tulip diagrams. Examples of the types of navigation used in previous runnings of both events can be found on the rally website.

The special tests will involve competitors following a predetermined course around a number of traffic cones marked with letters. These will be defined by a comprehensive set of diagrams issued at signing on. Some of the tests will not be completely visible from the test start. Competitors will however not be permitted to walk them beforehand.

Both the Borders and the Tynedale will run to Scheduled Time in accordance with R12.2.1 & R12.2.2 of the Motor Sports Association (MSA) Yearbook for 2015. Standard Sections will be set at an average speed of 30mph and Transport/Neutral Sections, 20mph. Timing will be by the marshals’ digital clocks and a sample of rally time will be made available at signing on. Sections will be timed to the minute, with timing at all Time Controls to the previous whole minute. The exception will be the special tests which will be timed to an accuracy of less than one minute.

The maximum permitted lateness at all Time Controls will be 30 minutes. Lateness may however be reduced in specific Standard Sections only without penalty, as per R12.6 & 12.7 of the MSA Yearbook, and lateness reduction may be mandatory at some Main Time Controls. These sections and the maximum time recovery permissible on each will be indicated on the timecards issued to competitors at signing on, an example of which can also be found on the website.

11. CONTROLS

The event will feature the following types of controls and checks on competitors’ progress:

Main Time Control (MTC) - located at the start, the finish and at major points along the route

Standard Time Control (STC) - at the finish of each 30mph Standard Section

Transport Time Control (TTC) - at the finish of each Transport Section timed at 20mph or less

Neutral Time Control (NTC) - at the finish of each Neutral (i.e. PR sensitive) Section timed at 20mph or less

Route Check (RC) – numbered and/or lettered code boards / car registration plates placed at intervals along the route or within tests, examples of which will again be available at Signing on.

Passage Control (PC) - manned controls sited at intervals along the route or within tests.

Time Controls will open 15 minutes before the due time of the first car and close after the maximum lateness of the last car has elapsed. Note also that ‘Not as Map’ information may be issued to enable competitors to locate some of the above controls.

12. DRIVING STANDARDS

Strict checks will be made on driving standards and competitors will be excluded if found guilty of driving in a manner that may cause danger to other road users or members of the public. Marshals will act as judges of fact and Driving Standards Observers will be appointed to ensure compliance with sections R4 & R8 of the MSA Yearbook, in particular:

Excessive vehicle sound

Excessive speed

Driving in a manner likely to bring motor sport into disrepute

Failure to stop at Stop or Give Way signs

Quiet zone restrictions, including use of auxiliary lights

Violation of out of bounds areas

13. VEHICLE ELIGIBILTY

Vehicles must comply with the Technical Regulations set out in R18 & R19 of the MSA Yearbook. In particular, they must have a maximum of four forward facing operational beams, i.e. including the headlights, and are not permitted to have any racing style numbers or advertising displayed (R18.5 and R18.6.1, respectively). Vehicles must also carry a small spill kit (R19.8.1), which is available from the organisers for a nominal fee (see Entry Form).

14. PENALTIES

Penalties will be applied as per ‘Chart 13 – Penalties’ set out on page 327 of the MSA Yearbook using the fails system:

1. Competitors may arrive at a Time Control on a Standard Section within the minute prior to their Due time and ask for that Due time. However, they may not leave the control before their Due time.

2. Competitors completing a test in less than the Target Time will be credited with Target Time.

3. Competitors taking the wrong route on a test will be permitted to rectify their error and revert to the correct route without penalty unless they have passed 2 or more consecutive course markers before rectifying their error.

4. Competitors exceeding the test maximum will be credited with the test maximum.

5. To be classified as finishers, competitors must visit all appropriate Main Time Controls and at least two-thirds of the Time Controls.

15. CLASSES

The Northumberland Borders Rally will consist of two classes:

Expert: which any crew can enter but is mandatory for any navigator who has finished in the first 5 places overall of a Clubmans or higher status event in the last 5 years.

Newcomer: crews for which the above does not apply

The Tynedale Rally will have only 1 class, for genuine novice crews. The organisers reserve the right to reclassify crews where they deem it appropriate and no swapping of driver/navigator will be allowed. The running order will be based on seeding information provided by crews but will also be at the organisers’ discretion.

16. AWARDS

The awards will be as follows:

Northumberland Borders Rally:

1st Overall crew Expert class……………..engraved awards for both driver & navigator

1st Newcomer class…………………………. engraved awards for both driver & navigator

Tynedale Rally:

1st Overall crew……………………………… engraved awards for both driver & navigator

In addition to the above awards, a special YBRACING sponsor’s prize will be awarded to the highest placed crew from the MCR not qualifying for any of the above awards

17. RESULTS

Provisional results will be announced at the finish. In the case of a tie on either event, the winning crew will be decided by using the “furthest cleanest” principle and then, if necessary, engine capacity. Any subsequent protests should be made in accordance with C5.1 & C5.2 of the MSA Yearbook. Final results will be published in the MCR ‘CooperWorld’ and the HRCR ‘Old Stager’ magazines, as well as on the MCR and British Rally forums.

18. ENTRIES

The entry lists for both events open on the publication of these Supplementary Regulations and close on Saturday 10th October 2015. The entry fees are £65 for the Northumberland Borders Rally and £50 for the Tynedale Rally. These include a buffet meal for both crew members at the finish but exclude rally insurance (see item 19).

Entries will be accepted in order of receipt of completed applications and the appropriate entry fees. Entries paid for by cheque will be held until these clear.

The maximum number of entries for both events combined is 30 and the minimum is 15. In the case of the minimum number not being reached, the organisers reserve the right to cancel the events and refund entry fees.

19. INSURANCE

Third Party Insurance Cover is required for the event. The organisers have applied to Lockton for a Blanket Cover Note for the event. This will provide competitors who need to use the scheme with Third Party Cover necessary to meet Road Traffic Act requirements on the road sections of the event. The basic rate for the event (before any loadings) will be £21.53. All applicants wishing to use the scheme must be able to comply with all points of the Lockton declaration:

a) Over 21 and held a full driving licence for at least six months

b) Not more than one fault accident in the last three years

c) No more than a maximum of 6 speeding points on licence

d) No physical or mental disabilities

e) No other material facts

If you comply with all points above, simply sign the appropriate section of the signing on form at the start of the event. No letter of acceptance will be issued.

If unable to comply with any of the above points, you will be required to complete a Declaration Form, which should be forwarded either to the Secretary of the Meeting or direct to Lockton prior to the event in sufficient time to allow a letter of acceptance to be issued. Those unable to meet the Lockton declaration and in receipt of a loading factor will need to adjust their rally entry fee accordingly.

20. DAMAGE DECLARATION

Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to third party or private property, or injury to persons or animals, or alternatively give details of any such incident. Any information given will incur no penalty, but failure to provide a correctly completed damage declaration form within 72 hours of the completion of the event or falsifying a declaration will result in exclusion of the competitors from the event and their details being reported to the MSA. In the event of an accident, the organisers must be notified as soon as possible. Non-finishers should forward their completed forms to the Secretary of the Meeting.

21. PHOTOS

A photographer will be in attendance and pictures taken made available to crews after the event including on the rally’s Facebook page.
