notice of this meeting, its date, time and place have been posted on the Board’s official
bulletin board, and it has been delivered to The Record & Suburbanite newspapers
circulated in the District at least 48 hours prior to the time for this meeting. The Board
will meet in executive session immediately following to discuss personnel and
contractual matters.

CHIEF SCHOOL ADMINISTRATORS REPORT: Ms. Gross addressed the public regarding the opening of the new school year and
the various programs that will be offered throughout the 2017-18 school year.
One of the programs discussed was Sounds in Motion, which has been
recommended and by both Ms. Dana Sir and the NPS Speech Department.
Examples of the program were provided by the Speech Department. In addition,
Ms. Gross discussed the district’s new initiative, Responsive Classroom, and how
its implementation has been received by the teachers throughout the school. The
Makers Space was rolled out to the school as well, providing its younger students
with a new interactive and fun learning atmosphere. The Chrome Books have
been distributed to the 7th
and 8th
grade students throughout the district and
enrichment activities have been diversified into everyday common core
curriculum subject areas. And lastly, administration from NPS was in attendance
while Region III unveiled the Summit House, which is a space, dedicated for
students with disabilities to achieve disciplines surrounding 21st century life skills.

A16. Superintendent Merit Goals
Upon recommendation of the Superintendent, the Norwood Board of Education
approve the following qualitative and quantitative goals associated with merit
salary bonuses:
Whereas N.J.A.C. 6A: 23A-3.1 permits the BOE to include in its contract with
Lisa Gross, the Superintendent of schools, qualitative and quantitative criteria and
associated merit salary bonuses in recognition of his/her achievement during the
school year, and,

Whereas, the Norwood District Board of Education has now developed a set of
annual goals for the 2017-2018 school year that it wishes to include in its
employment agreement with the Superintendent.
Now, therefore, be it resolved, that the Norwood School District Board of
Education establishes the following qualitative and quantitative criteria and merit
salary bonuses for her/his achievement and directs that these criteria and related
bonuses be submitted to the Executive County Superintendent of schools for
approval before adding them to the Employment Agreement:
Quantitative Goal #1: Creation of an “Innovation Team” including teachers and
administrators. Together they will review best practices in the areas of student
exploration, creativity, innovation, problem solving; and then research, visit, tour
and meet with at least 4 schools. A list of best practices and innovative strategies
will be created to promote student achievement. On or before June 1, 2018, at
least 3 new ideas will be presented to the BOE for implementation in the 2018-
2019 academic year.
Quantitative Goal #2: By April 2018, above and beyond what is required by NJ
Achieve, 50% of all formal observation reports completed by administration of
middle school classes during the 2017-2018 school year will contain indicators
and/or recommendations for technology integration strategies.
Quantitative Goal #3: During the 2017-2018 school year, the Superintendent will
increase participation in the Norwood community by initiating 4 meetings. This
is an opportunity to explore ways to work with the community in areas such as the
Library, Environmental Committee, Senior Center and Rotary Club. This will
broaden the district’s scope of communication to enhance involvement with
community members, parents/guardians, staff and students.
Qualitative Goal #4: Creation of an Administrative Book Club to meet a
minimum of five times to develop conversation, empowerment, and vision among
administrative leaders. The focus of the Book Club will be on developing school
leadership. A minimum of two books will be read and discussed by May 2018.
Qualitative Goal #5: Convene and facilitate an administrative panel with the
purpose of reviewing the District’s Intervention and Referral Services (I&RS)
procedures and programs, and develop a 3-tier systemic RTI process and
handbook by May 2018. This handbook will equip parent and all staff to work
together to effectively address students who are experiencing learning, behavior
or health difficulties.

Post-approve the wire transfer of funds in the amount of $136,441.26 from the
General Account to Payroll Accounts to cover payroll expenditures for the
Month of August 2017.
F2. Transfers/Certification of Budgetary Status (Enclosure # 10)
Authorize the Business Administrator/Board Secretary to make appropriation
transfers with the Current Expense account of the 2017-2018 budget as of
August, 2017.
F3. Financial Reports
Accept the Treasurer’s and Secretary’s Reports for the month of July 2017,
pursuant to N.J.A.C. 6:20-2.13(e)*, we certify that as of September 18, 2017, after a
review of the secretary’s monthly financial report (appropriations section) and upon
consultation with the appropriate district officials, to the best of our knowledge, no
major account or fund has been over-expended in violation of N.J.A.C. 6:20-
2.13(b)* and that sufficient funds are available to meet the District’s financial
obligations for the remainder of the fiscal year.
F4. Eagle Scout Beautification Project - Graciously accept the labor and materials to beautify the property, at no cost to the
District.

Ms. Gross responded by indicating that the NPS administrative team would share
insight and best practice through founded literature, reflecting educational best practices.
This information would in turn be reported to the BOE as to how we may implement
some best practice methods learned through the literature.
