On March 13, 2015, Southern California Edison (SCE) filed an application for a Permit to Construct(PTC) with the California Public Utilities Commission (CPUC) for the Mesa 500-kilovolt (kV) SubstationProject (proposed project) to rebuild and upgrade a substation and associated infrastructure in the WesternLos Angeles Basin. The purpose of the Notice of Availability (NOA) is to announce the CPUC’s DraftEnvironmental Impact Report (EIR) is available for public review.
Project Description
The primary components of the proposed project would include:
• Construction of the new 500/220/66/16-kV Mesa Substation and demolition of the existing220/66/16-kV substation, increasing the substation’s footprint from 22 acres to 69 acres.
• Replacement (removal and installation) and modification of transmission lines, subtransmissionlines, and distribution structures to accommodate the new 500/220/66/16-kV Mesa Substation.
• New telecommunications lines and modifications to an existing line, mostly on existing poles andin existing ducts.
• Temporary modifications to 220-kV equipment at several existing substations to preventelectrical outages during construction.
• Relocation and replacement of an existing 72-inch-diameter waterline with an 84-inch-diameterwaterline on the substation site.
• Electrical and/or telecommunications equipment upgrades at 27 existing substations.
• Undergrounding of three spans of overhead streetlight conductor.
Construction of the proposed Mesa Substation Project is anticipated to start in 2017 and would takeapproximately 4.5 years. The proposed project would be constructed primarily in the cities of Monterey

Park, Montebello, Rosemead, South El Monte, Commerce, Bell Gardens, Pasadena, Industry, SantaClarita, and in portions of unincorporated Los Angeles County.
Significant Environmental Effects of the Proposed Project
The Draft EIR has identified that the proposed project would result in significant and unavoidable adverseimpacts to aesthetics, air quality, and noise. The remainder of the impacts identified in the Draft EIRwould be less than significant, or could be reduced to a less than significant level with the implementationof the mitigation measures proposed in the Draft EIR.
Presence of Hazardous Materials Sites
The proposed project is adjacent to the Operating Industries Inc. Landfill, which is a National PrioritiesList (NPL) Superfund Site; the Substation site is situated above the NPL site’s contaminated groundwaterplume. The Mesa Substation site also contains a former leaking underground storage tank site. MobilNumber 18-EVF Service Station, which is a former leaking underground storage tank site, is adjacent toTelecommunications Route 1. A portion of Telecommunications Route 3 is located within the SanGabriel Valley NPL Superfund Site, Whittier Narrows Operable Unit, and above the associatedcontaminated groundwater plume. No other sites enumerated under Section 65962.5 of the CaliforniaGovernment Code are present on the project site.
Draft EIR Information/Public Review Period/Public Meeting
The Draft EIR is available on the internet at http://tinyurl.com/mesasubstation. Hardcopies of the DraftEIR are available at the following repositories:

The CPUC will accept comments on the Draft EIR during a 45-day period starting April 30, 2016 andending June 13, 2016. Application No. A.15-03-003On March 13, 2015, Southern California Edison filed an application for aPermit to Construct with the California Public Utilities Commission(CPUC) for the Mesa 500-kilovolt (kV) Substation Project (proposedproject) to rebuild and upgrade a substation and associatedinfrastructure in the Western Los Angeles Basin. The purpose of theNotice of Availability is to announce the CPUC’s Draft EnvironmentalImpact Report (EIR) is available for public review.The primary components of the proposed project would include:• Construction of the new 500/220/66/16-kV Mesa Substation anddemolition of the existing 220/66/16-kV substation, increasing thesubstation’s footprint from 22 acres to 69 acres.• Replacement (removal and installation) and modification oftransmission lines, subtransmission lines, and distribution structures toaccommodate the new 500/220/66/16-kV Mesa Substation.• New telecommunications lines and modifications to an existing line,mostly on existing poles and in existing ducts.• Temporary modifications to 220-kV equipment at several existingsubstations to prevent electrical outages during construction.• Relocation and replacement of an existing 72-inch-diameter waterlinewith an 84-inch-diameter waterline on the substation site.• Electrical and/or telecommunications equipment upgrades at 27existing substations.• Undergrounding of three spans of overhead streetlight conductor.
Construction of the proposed Mesa Substation Project is anticipated tostart in 2017 and would take approximately 4.5 years. The proposedproject would be constructed primarily in the cities of Monterey Park,Montebello, Rosemead, South El Monte, Commerce, Bell Gardens,Pasadena, Industry, Santa Clarita, and in portions of unincorporated LosAngeles County.
Significant Environmental Effects of the Proposed ProjectThe Draft EIR has identified that the proposed project would result insignificant and unavoidable adverse impacts to aesthetics, air quality,and noise. The remainder of the impacts identified in the Draft EIR wouldbe less than significant, or could be reduced to a less than significantlevel with the implementation of the mitigation measures proposed inthe Draft EIR.
Presence of Hazardous Materials SitesThe proposed project is adjacent to the Operating Industries Inc. Landfill,which is a National Priorities List (NPL) Superfund Site; the Substationsite is situated above the NPL site’s contaminated groundwater plume.The Mesa Substation site also contains a former leaking undergroundstorage tank site. Mobil Number 18-EVF Service Station, which is aformer leaking underground storage tank site, is adjacent toTelecommunications Route 1. A portion of Telecommunications Route 3is located within the San Gabriel Valley NPL Superfund Site, WhittierNarrows Operable Unit, and above the associated contaminatedgroundwater plume. No other sites enumerated under Section 65962.5of the California Government Code are present on the project site.

Application No. A.15-03-003On March 13, 2015, Southern California Edison filed an application for aPermit to Construct with the California Public Utilities Commission(CPUC) for the Mesa 500-kilovolt (kV) Substation Project (proposedproject) to rebuild and upgrade a substation and associatedinfrastructure in the Western Los Angeles Basin. The purpose of theNotice of Availability is to announce the CPUC’s Draft EnvironmentalImpact Report (EIR) is available for public review.The primary components of the proposed project would include:• Construction of the new 500/220/66/16-kV Mesa Substation anddemolition of the existing 220/66/16-kV substation, increasing thesubstation’s footprint from 22 acres to 69 acres.• Replacement (removal and installation) and modification oftransmission lines, subtransmission lines, and distribution structures toaccommodate the new 500/220/66/16-kV Mesa Substation.• New telecommunications lines and modifications to an existing line,mostly on existing poles and in existing ducts.• Temporary modifications to 220-kV equipment at several existingsubstations to prevent electrical outages during construction.• Relocation and replacement of an existing 72-inch-diameter waterlinewith an 84-inch-diameter waterline on the substation site.• Electrical and/or telecommunications equipment upgrades at 27existing substations.• Undergrounding of three spans of overhead streetlight conductor.
Construction of the proposed Mesa Substation Project is anticipated tostart in 2017 and would take approximately 4.5 years. The proposedproject would be constructed primarily in the cities of Monterey Park,Montebello, Rosemead, South El Monte, Commerce, Bell Gardens,Pasadena, Industry, Santa Clarita, and in portions of unincorporated LosAngeles County.
Significant Environmental Effects of the Proposed ProjectThe Draft EIR has identified that the proposed project would result insignificant and unavoidable adverse impacts to aesthetics, air quality,and noise. The remainder of the impacts identified in the Draft EIR wouldbe less than significant, or could be reduced to a less than significantlevel with the implementation of the mitigation measures proposed inthe Draft EIR.
Presence of Hazardous Materials SitesThe proposed project is adjacent to the Operating Industries Inc. Landfill,which is a National Priorities List (NPL) Superfund Site; the Substationsite is situated above the NPL site’s contaminated groundwater plume.The Mesa Substation site also contains a former leaking undergroundstorage tank site. Mobil Number 18-EVF Service Station, which is aformer leaking underground storage tank site, is adjacent toTelecommunications Route 1. A portion of Telecommunications Route 3is located within the San Gabriel Valley NPL Superfund Site, WhittierNarrows Operable Unit, and above the associated contaminatedgroundwater plume. No other sites enumerated under Section 65962.5of the California Government Code are present on the project site.
