REDEVELOPMENT AUTHORITY MEETING MINUTES

A regular meeting of the Redevelopment Authority of the City of De Pere was held today in the Council
Chambers of De Pere City Hall William Patzke called the meeting to order at 600 pm Members present Joe
Van Deurzen Charles King William Patzke John Nusbaum and Bill Komsi Members Ted Penn and Jerry
Henrigillis were excused Also present City Planning Director Kenneth Pabich
1 Minutes of the June 2010 regular meeting A motion was made by Van Deurzen to approve the minutes Motion seconded by Nusbaum Motion carried
2 Review the facade grant for 330 Reid Street Planning Director Ken Pabich reviewed the staff report The committee members discussed the overall project and there was some concern with some of the items that were listed in the request
Motion by Van Deurzen to table the request until it is determined what changes are made Motion died with lack of a second The RDA then discussed supporting the following from the project
a Window restoration and replacement b Main entryway replacement c Metal roof restoration and painting however gutters expenditures cannot be included d Front facade block restoration and new paint only if the color scheme is changed e Pole sign restoration
Motion by Nusbaum to approve the facade grant up to $4700 based on items a through e Motion seconded by King Motion carried with Van Deurzen voting nay
3 Future agenda items RDA requested an update on the MAC Dental project
4 Adjournment A motion was made by Patzke to adjourn the meeting Motion seconded by Van Deurzen Motion carried Meeting adjourned at 635 pm

Item 2 Review Facade Grant Application for 301 Main St Agent Paul De Leeuw
The owner of 301 Main Avenue has applied for a facade grant The proposed project includes the following items
1 Repair The facade facing Main and Third will be restored Windows will be fixed and brick will also be re-tucked where necessary
2 Addition On the south elevation the owner is planning to add a two story addition The addition will look different from the main building which is by design The different style is recommended by the State Historical Society The footprint of the addition will be 640 square feet
3 Courtyard To the south the owner will also add a courtyard area
(Note there will also be some significant remodeling done to the inside of the building)
The owner would like to work with the City Facade grant program The owner is asking for approval of expenses related to item 1 and the facade elements of item 2 If there is still matching funds available the owner would also request grant assistance with item 3 In essence the owner is projecting that the project costs of these items would be at the maximum $10000 grant award
The applicant has provided a cost estimate on the materials for the addition and we also have some preliminary numbers included for the entire project Staff would recommend that RDA define what will be considered as allowable expenses
RecommendatIon Staff would recommend supporting the facade grant as proposed up to the maximum amount of$lOOOO If approved the owner will need to provide receipts back to the City for approval by the RDA

The City of De Pere in conjunction with the De Pere Area Chamber of Commerce and Main Street De Pere Inc will assist with facade
improvements for commercial properties located within the boundaries of TID 7 Applications will be acted upon on a first come first
serve basis The maximum grant is up to $10000 for approved projects The grant requires the expenditure of $400 of private funds for
each $100 of grant funds disbursed Grants will only be awarded to projects that are approved in writing by the De Pere Area Chamber of
Commerce Design Committee prior to the start of the work unless approved by the Redevelopment Authority

REDEVELOPMENT AUTHORITY MEETING MINUTES
May 232011 De Pere Wisconsin
A regular meeting of the Redevelopment Authority of the City of De Pere was held today in the Council
Chambers of De Pere City Hall William Patzke called the meeting to order at 600 pm Members present Joe
Van Deurzen Charles King William Patzke John Nusbaum and Bill Komsi Members Ted Penn and Jerry
Henrigillis were excused Also present City Planning Director Kenneth Pabich
1 Minutes of the June 2010 regular meeting A motion was made by Van Deurzen to approve the minutes Motion seconded by Nusbaum Motion carried
2 Review the facade grant for 330 Reid Street Planning Director Ken Pabich reviewed the staff report The committee members discussed the overall project and there was some concern with some of the items that were listed in the request
Motion by Van Deurzen to table the request until it is determined what changes are made Motion died with lack of a second The RDA then discussed supporting the following from the project
a Window restoration and replacement b Main entryway replacement c Metal roof restoration and painting however gutters expenditures cannot be included d Front facade block restoration and new paint only if the color scheme is changed e Pole sign restoration
Motion by Nusbaum to approve the facade grant up to $4700 based on items a through e Motion seconded by King Motion carried with Van Deurzen voting nay
3 Future agenda items RDA requested an update on the MAC Dental project
4 Adjournment A motion was made by Patzke to adjourn the meeting Motion seconded by Van Deurzen Motion carried Meeting adjourned at 635 pm

Item 2 Review Facade Grant Application for 301 Main St Agent Paul De Leeuw
The owner of 301 Main Avenue has applied for a facade grant The proposed project includes the following items
1 Repair The facade facing Main and Third will be restored Windows will be fixed and brick will also be re-tucked where necessary
2 Addition On the south elevation the owner is planning to add a two story addition The addition will look different from the main building which is by design The different style is recommended by the State Historical Society The footprint of the addition will be 640 square feet
3 Courtyard To the south the owner will also add a courtyard area
(Note there will also be some significant remodeling done to the inside of the building)
The owner would like to work with the City Facade grant program The owner is asking for approval of expenses related to item 1 and the facade elements of item 2 If there is still matching funds available the owner would also request grant assistance with item 3 In essence the owner is projecting that the project costs of these items would be at the maximum $10000 grant award
The applicant has provided a cost estimate on the materials for the addition and we also have some preliminary numbers included for the entire project Staff would recommend that RDA define what will be considered as allowable expenses
RecommendatIon Staff would recommend supporting the facade grant as proposed up to the maximum amount of$lOOOO If approved the owner will need to provide receipts back to the City for approval by the RDA

improvements for commercial properties located within the boundaries of TID 7 Applications will be acted upon on a first come first
serve basis The maximum grant is up to $10000 for approved projects The grant requires the expenditure of $400 of private funds for
each $100 of grant funds disbursed Grants will only be awarded to projects that are approved in writing by the De Pere Area Chamber of
Commerce Design Committee prior to the start of the work unless approved by the Redevelopment Authority

Item 2 Review Facade Grant Application for 301 Main St Agent Paul De Leeuw
The owner of 301 Main Avenue has applied for a facade grant The proposed project includes the following items
1 Repair The facade facing Main and Third will be restored Windows will be fixed and brick will also be re-tucked where necessary
2 Addition On the south elevation the owner is planning to add a two story addition The addition will look different from the main building which is by design The different style is recommended by the State Historical Society The footprint of the addition will be 640 square feet
3 Courtyard To the south the owner will also add a courtyard area
(Note there will also be some significant remodeling done to the inside of the building)
The owner would like to work with the City Facade grant program The owner is asking for approval of expenses related to item 1 and the facade elements of item 2 If there is still matching funds available the owner would also request grant assistance with item 3 In essence the owner is projecting that the project costs of these items would be at the maximum $10000 grant award
The applicant has provided a cost estimate on the materials for the addition and we also have some preliminary numbers included for the entire project Staff would recommend that RDA define what will be considered as allowable expenses
RecommendatIon Staff would recommend supporting the facade grant as proposed up to the maximum amount of$lOOOO If approved the owner will need to provide receipts back to the City for approval by the RDA

improvements for commercial properties located within the boundaries of TID 7 Applications will be acted upon on a first come first
serve basis The maximum grant is up to $10000 for approved projects The grant requires the expenditure of $400 of private funds for
each $100 of grant funds disbursed Grants will only be awarded to projects that are approved in writing by the De Pere Area Chamber of
Commerce Design Committee prior to the start of the work unless approved by the Redevelopment Authority

improvements for commercial properties located within the boundaries of TID 7 Applications will be acted upon on a first come first
