F. BOARD ACTION ITEMS 1. Approve Minutes of March 18, 2015 Arizona State Parks Board Meeting.

2. Consider Appointment of Sarah Kirk, Arizona State Parks Law Enforcement

Officer – Staff recommends the Arizona State Parks Board designate Sarah Kirk as an Arizona State Parks Law Enforcement Officer.

3. Discuss and Recommend Changes to the OHV/RTP Grant Criteria and Response Forms – Grant staff recommends the Arizona State Parks Board approve changes to the grant criteria based on the updated Arizona Trails 2015.

4. Consider Funding January 2015 Statewide OHV Program Motorized Grants – Staff recommends that the Arizona State Parks Board approve the seven Off-Highway Vehicle program motorized grant projects totaling $1,098,581 from the state Off-Highway Vehicle Recreation Fund and the federal Recreational Trails Program.

5. Consider Funding January 2015 Non-Motorized RTP Grants – Staff recommends

that the Arizona State Parks Board approve the use of $509,780 in funds from the federal Recreational Trails Program for the top eight highest scoring projects submitted. Additionally, staff recommends that the Board approve the next three highest scoring projects, should additional funding become available.

6. Consider Funding the 2015 RTP Trail Maintenance Program – Staff recommends funding the five trail maintenance projects for a total of $150,000.

7. Consider Approval pursuant to A.R.S. § 41-519.01 (C)(2) the  Recommendation of the Arizona State Parks Board to Purchase 320 Acres of State Trust Land for the Yarnell Hill Memorial Board for the purpose of a memorial.

8. Consider Amending the Arizona State Parks FY 2016 Capital Improvement Plan - Staff recommends that the Arizona State Parks Board amend the FY 2016, Capital Improvement Plan as presented.

Title: Consider Granting Peace Officer Authority Staff Lead: Jay Ream, Deputy Director Parks Date: May 20, 2015

Recommended Motion: I move the Arizona State Parks Board, pursuant to A.R.S. Title 41, Chapter 3, 41-511.09, confer upon Sarah Kirk the full authority and powers of a Peace Officer for the protection of the Parks and Monuments against damage and for the preservation of peace therein contingent upon her successful completion of training at the Southern Arizona Law Enforcement Training Center on May 21, 2015. Status to Date: Sarah Kirk, Ranger IV at Kartchner Caverns State Park, has been with Arizona State Parks since September of 2009. Ms. Kirk is currently exceeding the standards needed to graduate, and is scheduled to graduate from Southern Arizona Law Enforcement Training Center on May 21, 2015. Staff is confident that Ms. Kirk will satisfy all requirements pursuant to certification as established by the Arizona Peace Officers Standards and Training Board. Time Frame: Ms. Kirk will complete her training at the Southern Arizona Law Enforcement Training Center on May 21, 2015 Staff and Financial Resources: ASP staff will attend the Graduation Ceremony. Relation to Strategic Plan: To provide safe, meaningful and unique experiences for our visitors, volunteers and citizens.

Title: Discuss and Recommend Changes to the OHV/RTP Grant Criteria and Response Forms Staff Lead: Kent Ennis, Deputy Director Date: May 20, 2015

Recommended Motion: I move the Arizona State Parks Board approve the Grant Rating Criteria for the 2015 motorized and non-motorized Grant Program Criteria per the recommendations of the OHVAG, ASCOT, AORCC and staff. Background: Staff developed a project evaluation form that provided a quantitative analysis of Off-Highway Vehicle (OHV) and Recreation Trails Program (RTP) grant projects based on the priorities for project selection identified in the OHV Statute A.R.S. §28-1176(H) and the Arizona Trails 2010: A Statewide Motorized and Non-Motorized Trails Plan. Off-Highway Vehicle Advisory Group (OHVAG) reviewed the form and also developed a bonus category that provided points for projects that included “on the ground” improvements and approved the form at their meeting on January 11, 2012. The form was used to determine the priority for funding projects submitted by the March 16, 2012 deadline. On June 12, 2012 Arizona State Parks (ASP) Board directed staff to develop a grant criteria and review system for the OHV/RTP Grant Program to be reviewed by Arizona Outdoor Recreation Coordinating Commission (AORCC) and OHVAG prior to the next grant cycle. This form continued to be used through the January 2015 grant cycle. Proposed changes in priorities from the updated Arizona Trails 2015: A Statewide Motorized and Non-Motorized Trails Plan, which was approved by the Board in February, 2015, are reflected in the attached proposed grant criteria (see Attachment A). Status to Date: At advisory committee meetings in April, Arizona Committee on Trails (ASCOT), AORCC and the Off-Highway Vehicle Advisory Group (OHVAG) discussed possible changes and recommendations for the OHV and RTP grant criteria and response forms based on the new priorities of the 2015 Trails Plan. All groups approved of the changes made to the motorized and non-motorized grant criteria unanimously and forwarded their recommendation to the ASP Board at their April meetings. ASP Board may suggest additions and/or changes to the form and how it could be used in the project selection process. The discussion may include recommendations on project application requirements and considerations for funding future projects, such as a maximum project award, proof of user community support, or other bonuses for projects that benefit the users. Staff and Financial Resources: Tasks fall within the normal process of administering grant projects.

Relation to Strategic Plan: Partnerships: To build lasting public and private partnerships to promote local economies, good neighbors, recreation, conservation, tourism and establish sustainable funding for the agency. Relevant Past Board Actions: At their June 12, 2012 meeting ASP Board directed staff to develop a grant criteria and review system for their review and approval prior to the next grant cycle. Also at the June 12, 2012 meeting ASP Board determined that OHV grant applications must be reviewed by OHVAG, AORCC, and staff and all recommendations will be presented to ASP Board for final action. At their February 18, 2015 meeting ASP Board approved the 2015 Trails Plan.  GRANT CRITERIA – STATE TRAILS PLAN PRIORITIES MOTORIZED TRAILS

On the response forms provided the project sponsor must provide a written description of the proposed scope items and explain how each scope item meets the intent of a specific priority. A scope item must be designed to meet the requirements of a specific priority. Therefore, scope items cannot be submitted for more than one priority.

NOTE: The raters will not award points under any criterion or bonus section if an appropriate response has not been submitted.

1. First Level Priority Components 12 POINTS

A. Protect Access to Trails/Acquire Land for Public Access. 12 POINTS

NOTE: A project must acquire title or permanent easement to qualify for points under this criterion.

B. Maintain and Renovate Existing Trails and Routes 12 POINTS

NOTE: To score points under this criterion a project must take an action to maintain and/or renovate existing trails. This can be accomplished by staff labor, contracted labor, or coordinated volunteer efforts. Time needed to coordinate and train volunteers to provide trail maintenance is an eligible project cost. Costs to educate the public about littering should be included in the Education criterion.

C. Provide and Install Trail/Route Signs 12 POINTS

NOTE: The cost for signs that identify routes or provide trail related information such as distances, directions, obstacles, etc. are eligible under this criterion. Time and materials needed to coordinate and train volunteers to monitor, install or replace signs are eligible project costs if volunteer time for sign installation or maintenance is included as part of this project.

D. Establish and Designate Motorized Trails, Routes, and Areas 12 POINTS

NOTE: Costs for surveys to meet NEPA and cultural clearance requirements are eligible under this criterion. Surveys must be initiated with the intention to open new trails and routes. The costs of the surveys are reimbursable even if they indicate that the trails cannot be opened for substantiated reasons.

Agency or contracted time to review route data and surveys (route evaluation) is an eligible cost. Time spent by staff or volunteers “truthing” routes is eligible. Route evaluation must result in a map of approved routes that is published and available to the public as part of this proposed project. Costs for the design and production of maps must be identified under Level 2, Item C – Provide Maps & Trail Route Information.

2. Second Level Priority Components 8 POINTS

A. Develop Support Facilities 8 POINTS

NOTE: Wildlife viewing blinds and platforms and all support facilities must be developed as an amenity directly related to an OHV use facility or area. Eligible costs include picnic areas and campsites at trailhead. Support facilities should be accessible to all users and comply with ADA standards.

B. Provide Maps and Trails Information 8 POINTS

NOTE: Costs to design and produce maps are eligible under this criterion. This criterion also includes the cost to provide electronic route information to users.

C. Mitigate and Restore Damage to Areas Surrounding Trails, Routes, and Areas 8 POINTS

NOTE: A project must include components specifically designated to accomplish the suggested actions. Installing signage that promotes environmental protection must be done in addition to on-the-ground actions. Costs to educate the public about littering should be included in the Education criterion.

3. Third Level Priority Components 5 POINTS

A. Provide Educational Programs 5 POINTS

NOTE: The State Parks Statewide OHV Program Coordinator, in conjunction with the AZ Game & Fish Department will coordinate most of these actions through agency partners. OHV Ambassador units may identify specific events conducted away from OHV sites that provide educational materials to the public. Time and materials needed to coordinate and train volunteers to interact with the public and deliver educational messages is an eligible project cost.

In order to receive points for eligible scope item costs under this criterion, the project sponsor must describe an existing comprehensive program that includes most of the actions described below.

B. Completion of Environmental/Cultural Clearance and Compliance Activities 5 POINTS

Funding requests for compliance activities should include quickly achievable on the ground improvements such as installation of kiosks, signs, OHV staging areas, development of maps, completing small trail reroutes and building new connector trails. This fosters good relationships with the recreational public and assist trail users in staying on trails.

C. Increase On-The-Ground Management Presence and Law Enforcement

5 POINTS

NOTE: Projects that include any of the suggested actions under this criterion must demonstrate a plan to systematically improve behaviors in a specific area. Law enforcement time may not be billed at over-time rates. Time and materials needed to coordinate and train volunteers to interact with the public are eligible project costs if volunteer time interacting with the public is included as part of the scope of this project.

BONUS CATEGORIES 2 POINTS

A. Promote Comprehensive Planning and Interagency Coordination 2 POINTS

NOTE: Any project that identifies cooperation between more than one agency as key to the completion of a scope item will receive the five points available under this criterion. The project sponsor must identify what the other agency brings to the project to allow it to move forward.

B. Dust Abatement 2 POINTS

NOTE: The project sponsor must identify the action being taken and explain how it actually reduces dust emissions.

C– Local Need Per the Priorities Identified in the State Comprehensive Outdoor Recreation Plan (SCORP) or Local/Regional Plan. 2 POINTS

Project sponsors must identify a relevant established plan and explain and document: (a) what circumstances brought the project to the forefront and why this project is a priority; and (b) what public outreach efforts were taken (e.g. public hearings, surveys, ads in local media, etc.). Tell how the identified local need will be accomplish by the project.

NOTE: A copy of the relevant section of the plan must be provided with the pertinent information highlighted.

D - Community Support/Public Support 2 POINTS

Project sponsor must show how the public (motorized individuals or groups only) demonstrated support and affirmation for the project. Documentation specific to the proposed project is required. Support from government entities, political representatives, business/economic organizations, community groups and others not exclusively representing motorized users are considered. Inclusion of support from motorized users is still encouraged to demonstrate project need, but does not factor into the bonus point calculation.

E- First Time Project Sponsors/New Areas 2 POINTS

The entity or organization proposing the project has never received an OHV project grant from State Parks OR State Parks OHV grant funds have never been used for on-the-ground development in the proposed project area.

 The project sponsor must demonstrate that the project fills gaps between supply and demand for this type of recreation: by community users; close to home opportunities; connectivity; trail networks; resolves user conflicts between recreation users, landowners and users, or competing land uses.

F- Matching Funds (15% or more of Total Project Cost) 2 POINTS

Match identified on the Certified Grant Application Form will equal or exceed 15% of the total project cost.

G - Expansion, Phase, or Connection to an Existing Successful OHV Grant Funded Project 2 POINTS

Project sponsor must explain how the proposed project expands or connects to an existing project funded with State Parks OHV grant funds.

H - Multiple Motorized Use (3 or more motorized uses) 2 POINTS

Project sponsor must explain how proposed project will benefit at least three different motorized user groups. Off-highway vehicles are motorized vehicles that include all-terrain vehicles (ATVs), utility terrain vehicles (UTVs, side by sides, recreational off-highway vehicles or ROVs), sandrails, dirt bikes, trial bikes (competitive), four-wheel drive vehicles, rock crawlers, snowmobiles, dune buggies, and other motorized vehicles when operated primarily off of highways on land, water, snow, ice or other natural terrain or on a combination of land, water, snow, ice or other natural terrain. User groups include individuals who use an OHV to access any type of outdoor activity.

PROJECT CRITERIA SCORING

Costs associated with scope items that accomplish these components must represent a significant portion (10% or more) of the total project cost to get full points for scope item. Costs less than 10% for a scope item will receive partial points based on the pro-rated percentage of the total project cost. For example, if a scope item worth 12 points had 5% of the total project cost, the sponsor would receive 6 points.

GRANT CRITERIA – RESPONSE FORMS RTP Non-Motorized Projects

Recreational Trail Program (non-motorized portion) project grants are awarded to projects that best meet the needs identified in the “Arizona Trails 2015 State Motorized and Non-motorized Trails Plan”. This plan is updated every five years based on input from trail users and land managing agencies in Arizona. Projects are scored based on the non-motorized priorities identified in the 2015 Trails Plan. Available funds are awarded on the basis of (1) Meeting High Priority Needs and (2) Good Use of the Funds. To give a proposed project the best opportunity to score points, the project sponsor must understand what elements (scope of work) should be included in the project to satisfy specific priorities in the Trails Plan. An appropriate response specifically addresses the criterion or question being asked and includes the requested documentation. On the score sheet the project sponsor must provide a written description of the proposed scope items and explain how each scope item meets the intent of a specific criterion. A scope item must be designed to meet the requirements of a specific criterion. Therefore, scope items cannot be submitted for more than one criterion. NOTE: The raters will award the appropriate points under the correct criterion for a response that has been submitted under a criterion that does not apply. They will not award points under any criterion or bonus section if an appropriate response has not been submitted. Title: Approve the January 2015 Statewide Off-Highway Vehicle Program Motorized Grants Projects

Staff Lead: Kent Ennis, Deputy Director Date: May 20, 2015

Recommended Motion: I move to approve funding for seven Statewide OHV Program motorized grant projects requesting $ 1,098,581, consistent with the AORCC and OHVAG recommendations and that the remainder of the money be awarded to Bureau of Land Management (BLM) Arizona Strip project, consistent with Off-Highway Vehicle Advisory Group (OHVAG) recommendations. Staff may determine the portion of funding to be allocated for each project from the state Off-Highway Vehicle Recreation Fund and the federal Recreational Trails Program (RTP), and authorize the Executive Director, or her designee, to execute the appropriate agreement. Status to Date: On January 12, 2015 grant staff announced the availability of grant funds for motorized projects based on the January FY 2015 Statewide OHV Program Grant Manual. A grant workshop was hosted on January 27, 2015 to assist potential applicants to meet the due date by February 27, 2015. Potential applicants were required to discuss their project proposal with the Statewide OHV Program Coordinator and provide cost estimate sheets to the Grants Coordinator. Nine applications were received requesting a total of $1,203,185 in grant funds. For an overall summary of all grant projects submitted, see Attachment A. Approximately $451,915 is available from the OHV Recreation Fund and up to $659,780 from the motorized portion of the RTP to fund these projects. A schedule of grant cycles has been established that provides for two regularly scheduled grant cycles to occur each year. Limiting the amount of funding available in each cycle will insure that sufficient funds are available for high priority projects in all cycles. The next grant cycle will be announced in July 2015 with applications due by September 1, 2015. On March 23, 2015 a grant review team consisting of two ASP grant staff, the statewide OHV Program Coordinator and an Off-Highway Vehicle Advisory Group (OHVAG) member reviewed and scored the nine applications and project proposals. (Attachment B.) The Arizona Outdoor Recreation Coordinating Commission (AORCC) reviewed the staff recommendations at their April 16, 2015 meeting and concurred unanimously that the seven projects should be funded as requested.

At their April 17, 2015 meeting OHVAG unanimously approved funding the seven projects for $1,098,581 with the following stipulations:

• The TRS Trail Coordinator Program project contact gives an update at OHVAG’s last meeting of 2015 to ensure that the first year of the program is going as intended.

• Remainder funds of $13,114 be awarded to BLM Arizona Strip project. NOTE: The OHV and RTP funding recommendation portions in Attachment B may be adjusted to meet RTP obligation authority limitations. Total grant amount will not change. Time Frame: Projects must meet SHPO/Section 106 and NEPA requirements. Grant staff will work with each grant recipient to get a project agreement signed as soon as possible. RTP project funding is available after July 1, 2015. Project sponsors who are approved for funding will be notified and the required cultural clearance documents must be provided within 30 days of that notification. Project sponsors who will be receiving federal RTP funding will also be notified that environmental documentation that meets NEPA requirements must be provided within 90 days. Meeting these deadlines will insure that a project agreement can be executed within six months (180 days) after State Parks Board funding approval. A project may be canceled if for any reason a project agreement cannot be executed within 180 days of funding approval. Staff and Financial Resources: Grants staff is responsible for soliciting grant projects and administering the awarded grants. The Statewide OHV Program Coordinator works closely with the OHVAG and OHV program partners to ensure the OHV Recreation Fund is used to fund high priority projects and meet the other goals of the program. Staff requests the ability to determine the portion of funds to be awarded for each project from the state OHV Recreation Fund and the federal RTP to fully expend the available funds. Relation to Strategic Plan: Partnerships Goal: To build lasting public and private partnerships to promote local economies, good neighbors, recreation, conservation, tourism and establish sustainable funding for the agency. Relevant Past Board Actions: On September 20, 2012 the ASP Board approved the evaluation tool and criteria to be used to evaluate motorized grant applications. This culminated a process wherein both the Off-Highway Vehicle Advisory Group (OHVAG) and AORCC provided input on the issues that were important in selecting projects to be funded.

Title: Consider Funding the January 2015 Non-Motorized RTP Grant Projects Staff Lead: Kent Ennis, Deputy Director Date: May 20, 2015

Recommended Motion: I move to approve funding in the amount of $509,780 from the federal Recreational Trails Program (RTP) for the top eight highest scoring projects identified on the attachment, and authorize the Executive Director, or her designee, to execute the appropriate agreements. Status to Date: Arizona Department of Transportation has allocated State Parks $1,455,000 per year from the RTP to obligate for both motorized and non-motorized projects. Traditionally, staff has split the funds evenly between motorized and non-motorized projects, however due to demand, funds may be allocated so that 70 percent is available for one type of project (either motorized or non-motorized) if necessary. In 2012, staff developed a process for rating the project applications based on a quantitative analysis of the types of project activities being proposed. The project evaluation tool awards the most points to projects that accomplish the highest priority recommendations from the 2010 State Trails Plan. Based on input from the Arizona State Committee On Trails (ASCOT), bonus points are awarded to projects that are a part of the State Trails System as well as projects proposing at least ten percent in matching funds for the total project cost. On January 12, 2015 staff announced the opportunity to apply for funding for non-motorized trail projects from RTP. A grant workshop was hosted on January 27, 2015 to assist potential applicants in meeting the deadline on February 27, 2015. For an overview summary of all grant projects submitted, see Attachment A. On March 24, 2015 a grant review team consisting of two ASP grant staff, and a member of ASCOT reviewed and scored the 13 applications utilizing the evaluation tool (summary of projects - Attachment B). The total amount requested for the 13 projects is $756,336. Staff recommends funding the top 8 scoring projects requesting $509,780 from the federal RTP with FY 2016 obligation authority available after July 1, 2015. Staff also requests authority to fund the remaining three projects should funds become available. Time Frame: The Non-motorized RTP projects were presented to Arizona Outdoor Recreation Coordinating Commission (AORCC) at their April 16, 2015 meeting. AORCC unanimously recommended funding the eligible projects.

Projects must meet SHPO/Section 106 and National Environment Policy Act requirements. Grant staff will work with each grant recipient to get a project agreement signed as soon as possible. RTP project funding is available after July 1, 2015. Project sponsors who are approved for funding will be notified and the required cultural clearance documents must be provided within 30 days of that notification. Project sponsors who will be receiving federal RTP funding will also be notified that environmental documentation that meets National Environmental Policy Act (NEPA) requirements must be provided within 90 days. Meeting these deadlines will insure that a project agreement can be executed within six months (180 days) after ASP Board funding approval. A project may be canceled if for any reason a project agreement cannot be executed within 180 days of funding approval. Project sponsors will be notified when the NEPA is approved and funds are obligated. If a higher scoring project cannot meet the NEPA requirements in the approved time frame, a lower scoring project that has met the NEPA requirements will be funded. Staff will work with all project sponsors to get their NEPA approved as soon as possible so they can be funded as soon after July 1, 2015 as possible. Staff and Financial Resources: Grants staff is responsible for soliciting grant projects and administering the awarded grants. Relation to Strategic Plan: Partnerships Goal: To build lasting public and private partnerships to promote local economies, good neighbors, recreation, conservation, tourism and establish sustainable funding for the agency. Title: Approve Funding the 2015 RTP Trail Maintenance Program

Proposed Action: I move to approve funding the five trail maintenance projects requesting a total of $150,000. Should funds become available, they will be reallocated to the three remaining projects based on the order recommended by the Arizona State Committee on Trails. Background: The Recreational Trails Program (RTP) Trail Maintenance Program was initiated in 2001 to meet a need identified in the Arizona Trails 2000 Statewide Motorized and Non-motorized Trails Plan. Survey respondents indicated that it was more important for them to have existing trails maintained than new trails built. That finding remained consistent across the 2005, 2010 & 2015 Arizona Trails: Statewide Motorized and Non-motorized Trails Plans. In an attempt to avoid the cumbersome process involved with grant programs, Arizona State Parks (ASP) created a simple application form and a process to pay trail maintenance crews directly to avoid additional paperwork for land managers. To date more than $9 million has been spent to improve trail conditions all over Arizona. Arizona State Committee On Trails (ASCOT) selects projects at random in the event requests for funding exceed available funds. Projects are selected based on a model for dividing the state into units representing land management boundaries (Attachment A). Projects are assigned to each of the five areas and one project is drawn from each area in the first round. Projects not drawn in the first round will be combined and drawn at random until the available funds are distributed. Project Sponsors who have not received RTP Trail Maintenance Program funding in the last two cycles have first priority. Project Sponsors who did not receive funds in the 2012 cycle have next priority. A table showing recent funding recipients is included in Attachment B. Status to Date: Funding for this cycle comes from the limited obligation authority for the RTP provided in the FY 2016 ADOT Five Year Transportation Plan. The non-motorized portion of the RTP funds is divided between the grant projects and the Trail Maintenance projects. Attachment C shows the eight applications received by the February 27, 2015 deadline. Five of the project sponsors have never received Trail Maintenance Program funds. These five projects will receive a total of $150,000 for trail crew work. At their April 11, 2015 meeting ASCOT prioritized the remaining three eligible projects should funds become available. Title: Consider Purchase of State Trust Land at the Yarnell Hill Memorial Site

Recommended Motion: I move the Arizona State Parks Board authorize the Executive Director or her designee to purchase 320 acres of Arizona State Trust Land pursuant to A.R.S. 41-519.01(C) (2), as presented in Attachment A and B for the purpose of establishing the Yarnell Hill Memorial. Status to Date: The Yarnell Hill Memorial Site Board unanimously approved the recommendation to the Arizona State Parks Board the purchase of the Yarnell Hill Memorial Site at its January 6, 2015 meeting. On March 18, 2015 the Yarnell Hill Memorial Site Board approved the recommendation for the Arizona State Parks Board to purchase 320 acres of Arizona State Trust Land for the Yarnell Hill Memorial Board for the purpose of establishing a memorial. A.R.S. § 41-519 Yarnell Hill Memorial The Arizona state parks board shall establish the Yarnell Hill memorial state park subject to the following conditions:

• The Yarnell Hill memorial site board recommends that the Arizona state parks board purchase the land for the memorial site.

• The Arizona state parks board purchases the Yarnell Hill memorial site pursuant to title 37, chapter 2, article 3.

• The Yarnell Hill memorial site board approves the design and construction of the memorial.

• The Yarnell Hill memorial site board secures the necessary permission for individuals to visit the memorial.

Legislation set aside $500,000 from the State General Fund for the purchase of the property. The land has been appraised at $304.000 and consists of approximately 320 acres. Terms at the time of sale require the successful bidder pay by cashier’s check a total of $47,720. The break down is as follows:

Title: Consider Amending the Capital Improvement Plan for FY 2016

Staff Lead: Jay Ream, Deputy Director, Parks Date: May 20, 2015

Recommended Motion: I move that the Arizona State Parks Board approve the amended Arizona State Parks Capital Improvement Plan for Fiscal Year 2016 as presented. Status to Date: Arizona Department of Administration (ADOA) requires that Arizona State Parks (ASP) submit a Capital Improvement Plan (CIP) and a 2-year project forecast annually. ASP has amended the FY 2016 CIP and is requesting Parks Board approval to meet the deadline for submittal to the Joint Committee on Capital Review (JCCR) scheduled for June 18, 2015. Amendments to the CIP will be submitted to ADOA. Time Frame: Initial CIP documents were submitted to ADOA in May 2014 as per their request. ASP will submit a Capital Projects Recommendation to the JCCR on June 18, 2015 for review. ASP will submit an amended FY 2016 Budget to the Arizona State Parks Board for consideration on July 15, 2015. Staff and Financial Resources: The development of the annual CIP requires 40 hours of staff time. Relation to Strategic Plan: To provide safe, meaningful and unique experiences for our visitors, volunteers and citizens. Relevant Past Board Actions: On September 17, 2014 the Arizona State Parks Board approved the CIP for FY 2016. Attachments: CIP Amendment for FY 2016

Status to Date: The Arizona State Parks Board continues to keep parks open and operating by both leveraging existing public and private partnerships and building new relationships. Twenty-seven State Parks are currently open and operating. San Rafael State Natural Area has never been open to the public. • Picacho Peak is open year round. • Oracle is open during the week for school groups by reservation only and to

the general public on Saturdays and Sundays year round. • Homolovi agreement has been signed by the Hopi tribe. • Lyman Lake is open year round for day-use and camping. Upcoming Activities: Staff continues to work with communities willing to create partnerships that support Park operations. Staff is developing Memorandums of Understanding with Friends Groups that will establish stronger partnerships between Friends and the Agency. Time Frame/Target Date for Completion: Staff will continue to update the Arizona State Parks Board at each regularly scheduled meeting. Relevant Past Board Actions: No recent actions.
