The Organizing Authority (OA) of Marseille 2017 European IRC Championship is Union Nationale pour la Course au Large (UNCL), the Centre Nautique et Touristique du La-cydon (CNTL), the Société Nautique de Marseille (SNM) and the Union Nautique Marseillaise (UNM).

1. RULES

Racing will be governed by: 1.1 The «Rules» as defined in the Racing Rules of Sailing

2017-2020 (RRS).1.2 The prescriptions of the National Authority (Fédération

Française de Voile) translated for foreign competitors and given in full in Appendix 1.

1.3 The Equipment Rules of Sailing 2017-2020 will apply.1.4 The World Sailing Offshore Special Regulations 2016-

2017 will apply. All boats shall comply with World Sail-ing Offshore Special Regulations 2016-2017 Category 4 and shall be equipped with a VHF radio.

1.5 The Regulations of the Championnat Méditerranée Equipage IRC UNCL 2017.

1.6 If there is a conflict between languages the French text will take precedence.

2. RACE ADVERTISING [DP]

Boats shall display advertising supplied by the OA. World Sailing Regulation 20.9.2 (http://www.sailing.org/tools/docu-ments/2017AdvertisingCodeRegulation20-%5b21690%5d.pdf) applies when this rule infringed.

3. ELIGIBILITY AND ENTRY

3.1 The Marseille 2017 European IRC Championship is open to boats sailing under IRC Rule with a valid IRC 2017 ENDORSED certificate and a TCC equal or over 0.900.

3.2 IRC Classes will be as follow:• IRC 0: TCC equal or over 1.300,• IRC 1: TCC below 1.300 and equal or over 1.150,• IRC 2: TCC below 1.150 and equal or over 1.075,• IRC 3: TCC below 1.075 and equal or over 1.010,• IRC 4: TCC below 1.010 and equal or above 0.900.Boats with a TCC over 1.400 will race in IRC 0 but cannot run for the title of European IRC Champion.

4. ENTRIES

4.1 Entries must include: • Payment of the entry fee.

• The entry form, completed.• The crew list, completed (see 4.6).• An authorisation to display advertising for FFVoile Li-

cence holders.• Presentation of a valid Endorsed IRC rule certificate be-

fore Wednesday 28 June 2017. If the IRC certificate is not presented before this date, the OA may accept or refuse the entry without refunding the entry fee.

• A sworn statement signed by the boat’s owner certifying that his or her boat complies with the Offshore Special Regulations Category 4.

4.2 Entry procedures: • Mandatory online pre-entry on the UNCL Website, www.

uncl.com. The rest of the procedure will be communi-cated to you by email.

4.3 Registration fees: • 6 to 7.99 metres (LH) €240 • 8 to 8.99 metres €250 • 9 to 9.99 metres €280 • 10 to 10.99 metres €310 • 11 to 11.99 metres €350 • 12 to 12.99 metres €400 • 13 to 13.99 metres €420 • 14 to 15.99 metres €560 • 16 metres and over €650

4.4 The registration fee listed in 4.3 will be requested be-fore 31 May 2017. After this date, a 20% surcharge will be applied to the registration fee listed in 4.3.

4.5 The entry deadline is Wednesday 28 June 2017.

4.6 All the boats’ owner will provide a crew list with each crew member’s dates onboard. The Crew List shall be handed in to the Race Office Secretary, located at SNM (23 quai de Rive Neuve), at the latest on Wednesday 5 July at 6.00 pm. You may declare your Crew List online with the link: https://docs.google.com/forms/d/e/1FAIpQLSdqYtmxUy1Ep_KuHkA-y_8qgFYMGrslXyKo-ReNeE6w6CZN8-A/viewform. The number of crew members shall remain identical to this list for the total duration of the Marseille 2017 European IRC Champion-ship.

4.7 When confirming registration, French competitors (each crew member) shall provide:

• their valid Licence ClubFFVoile “Competition”,• or their valid Licence ClubFFVoile “Adhesion” or “Pra-

tique” with a medical certificate (in French or English) attesting the sailing practice ability, less than one year dated,

• a parental authorization for minors.

4.8 When confirming registration, Foreign competitors (each crew member) shall provide:

• a document attesting their membership to a National Authority affiliated to World Sailing,

• a document attesting that they have subscribed to a civil liability insurance, covering 2 million Euros minimum,

• a medical certificate (in French or English) attesting the sailing practice ability, less than one year dated and a parental authorization for minors.

All those documents shall be provided to the Race Com-mittee Secretariat, located at SNM (23 quai de Rive Neuve) before Wednesday 5th July 2017, 18h00 PM.

5. PROGRAMME

5.1 The programme is the following: Wednesday 5 July• 9.00 AM – 6.00 PM : Entry confirmation at the SNM,

inspection of boats and IRC measurement and safety inspections.

• 6.30 PM : Skippers’ Briefing at SNM• 7.30 PM : Opening ceremony, UNM Clubhouse, MarseilleThursday 6 July - Sunday 9 July • Races: racing will consist of tactical and coastal races,

including a long coastal race.Saturday 8 July • 8.00 PM : Skipper and Crew dinner (Location to be con-

firmed)Sunday 9 July • 4.00 PM : Prizegiving at the CNTL Clubhouse

5.2 The warning signal each day, except the day of the long coastal race, will be at 10h30 AM. The time of the warning signal for the long Coastal Race will be given in an amendment.

5.3 The last racing day, no warning signal will be given af-ter 2.00 PM.

6. MEASUREMENTS

6.1 IRC measurement and equipment inspections will take

place on Wednesday 5th July and during the Marseille 2017 European IRC Championship.

6.2 Changes to a boat’s TCC after Wednesday 28th June 2017 will only be permitted with the express per-mission of the Event Rating Officer unless the TCC change is:

• due to an error made by RORC or UNCL. In such cases the rating shall be corrected for all races.

• at the discretion of UNCL and RORC as appropriate. • a consequence of the IRC measurement and equipment

inspections • the result of a rating protest

6.3 On Wednesday 5th July, a representative of the crew must be onboard each boat from 9.00 am to 6.00 pm and the boat in its berth during these time, until valida-tion of its measurements inspection. [DP]

7. SAILING INSTRUCTIONS

7.1 The Sailing Instructions will be available for competi-tors from the Race Office Secretary, after entry confir-mation.

7.2 The Sailing Instructions will be posted online on the UNCL website from Thursday 6 July.

8. THE RACES

8.1 A variety of different races will be sailed during the re-gatta including but not limited to Windward/Leeward, coastal courses with coefficient 1 and a Long Coast-al race with coefficient 2. The day of the long coastal race will be announced by the race committee before 08.00 PM the day before the race.

9. RANKING

9.1 Boats’ corrected times will be calculated according to the time for time system.

9.2 Four races for each IRC Class are required to be completed for the competition to be valid.

9.3a When 5 races have been completed in an IRC class, the score will be the total of her race scores.

9.3b When 6 races or more have been completed in an IRC class, the score of a boat in this class will be the total

of her race scores excluding her worst score. When her worst score is for the long coastal race (coefficient 2), only 50% of this score will be excluded.

9.4 A general ranking for each IRC class will be estab-lished. An overall ranking will be established weight-ed by the number of races completed in each class. The weighting method will be detailed in the Sailing Instructions.

10. BERTHING [DP]

Boats will be berthed and grouped at the SNM under the sole responsibility of the owner or skipper. Boats shall re-main in the berth that was allocated when they are in port.

11. HAUL-OUT RESTRICTIONS [DP]

Boats shall not be hauled out during the race except with the prior written authorisation from the Race Committee, and in compliance with their terms.

12. DIVING EQUIPMENT AND PLASTIC POOLS [DP]

Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keelboats between the preparatory signal of the first race and the end of the regatta.

13. RADIO COMMUNICATIONS [DP]

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communica-tions or data that are not available to all boats.

14. TROPHIES

There will be a Marseille 2017 European IRC Champion-ship Trophy for each IRC Classes and a Special Trophy for the First Overall. The First Overall will be awarded the title of 2017 IRC European Champion. 

15. DECISION TO RACE

Competitors participate in the regatta entirely at their own risk. The organizing authority will not accept any liability for material damage and personal injury or death sus-tained in conjunction with or prior to, during, or after the regatta.

16. MEDIA WAIVER

Competitors give their consent to the OA to use all images and/or soundtracks recorded during the event.

17. PRACTICAL INFORMATION

17.1 Berth free of charge from 02nd to 10th July 2017.

17.2 Hoisting and handling for boats weighing under 3 tons free of charge from 3rd to 10th July 2017: launch-ing and hauling out with trailers at the UNM. Specific areas will be defined for storing trailers at the UNM.

FFVoile Prescriptions to RRS 2017-2020 translated for foreign competitors

(*) FFVoile Prescription to RRS 64.3 (Decisions on protests concerning class rules):

The jury may ask the parties to the protest, prior to check-ing procedures, a deposit covering the cost of checking arising from a protest concerning class rules.

(*) FFVoile Prescription to RRS 67 (Damages):

Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and cannot be dealt by the jury.

(*) FFVoile Prescription to RRS 70. 5 (Appeals and re-quests to a national authority):

The denial of the right of appeal is subject to the written authorization of the Fédération Française de Voile, re-ceived before publishing the notice of race. This authori-zation shall be posted on the official notice board during the event.

(*) FFVoile Prescription to RRS 78.1 (Compliance with class rules; certificates):

The boat’s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat complies with the equipment and security rules required by the laws, by-laws and regulations of the Administration.

(*) FFVoile Prescription to RRS 86.3 (Changes to the racing rules):

An organizing authority wishing to change a rule listed in RRS 86.1(a) in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race and in the sailing instructions and shall be posted on the official notice board during the event.

(*) FFVoile Prescription to RRS 88 (National prescriptions):

Prescriptions of the FFVoile shall neither be changed nor deleted in the notice of race and sailing instructions, ex-cept for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall neither be changed nor deleted in the notice of race and sailing instructions. (The official trans-lation of the prescriptions, downloadable on the FFVoile website www.ffvoile.fr , shall be the only translation used to comply with RRS 90.2(b)).

(*) FFVoile Prescription to RRS 91(b) (Protest committee):

The appointment of an international jury meeting the re-quirements of Appendix N is subject to prior written approv-al of the Fédération Française de Voile. Such authorization shall be posted on the official notice board during the event.

(*) FFVoile Prescription to APPENDIX R (Procedures for appeals and requests):
